In the West Bank, Israeli settlers raided Huwwara and opened fire on Palestinians; no injuries were reported. 3 Palestinians were arrested in Hebron and Bethlehem. In East Jerusalem, Israeli forces assaulted Palestinian worshippers performing nightly prayers at the end of Ramadan at the Haram al-Sharif compound. 2 Palestinians were arrested, including 1 during a late-night raid in Silwan and 1 in Issawiyya. For a 3d day in a row, clashes erupt at Haram al-Sharif. Palestinians atop the sanctuary throw stones at Jews praying at the Western Wall below, lightly injuring 1 elderly woman. Israeli police arrest at least 11 Palestinians. After the day’s clashes, the Israeli police decide to bar non-Muslims from the sanctuary through the end of Ramadan on 7/5, reversing Public Security Minister Erdan’s 6/26 announcement. Elsewhere in East Jerusalem, Israeli forces arrest 2 Palestinians during raids in Issawiyya. In the West Bank, the IDF conducts raids in 2 villages nr. Hebron overnight, sparking clashes with stone-throwing Palestinians (1 is injured). They arrest 2 Palestinians on further raids nr. Hebron during the day. Israeli settlers destroy 2 Palestinian greenhouses, uproot plants, and spray-paint “Death to Arabs” in Wadi Fuqin village nr. Bethlehem. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Rafah, causing no injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. An IDF spokesperson says that the IDF has canceled its Hannibal Directive, i.e., its protocol to employ extraordinary force to prevent the capture of its soldiers. A senior IDF officer says that Lt. Gen. Gadi Eisenkot canceled the directive weeks ago and that a replacement directive will be issued soon. (JP, NYT, TOI 6/28)

Israeli police close several roads and deploy massively across East Jerusalem on the 2d Friday of Ramadan; sealing off Issawiyya with cement barricades after reports of a firebomb attack in the neighborhood. Around 200,000 Palestinians from Israel, East Jerusalem, the West Bank, and Gaza pray at Haram al-Sharif throughout the day. However, only men above the age of 45 or those with special permits are allowed to enter the sanctuary. Palestinians entering Jerusalem from the West Bank comprise those accounted for in the standard weekly quota, according to a COGAT spokesperson; “Larger numbers were supposed to enter for Ramadan,” she says; “that has been canceled.” Across the oPt, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih) and Kafr Qaddum nr. Qalqilya; there are no serious injuries. Elsewhere in the West Bank, IDF troops conduct raids and house searches in Yatta; and patrol nr. In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. They conduct late-night raids in Silwan, Jabal Mukabir, and Issawiyya, arresting 3 Palestinians. In n. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. Hebron where today’s perpetrator is from, and say they will consider further punitive restrictions. (HA, TOI 6/22)

In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. The Egyptian govt. announces the appointment of a new amb. to Israel, Hazem Khairat, who will travel to Tel Aviv in the coming mos. Egypt has not had an amb. to Israel since 2012, when Atef Salem was recalled in the midst of Israel’s Operation Pillar of Defense. (HA, YA 6/21)

Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. Off Gaza’s coast nr. Dayr al-Balah, Israeli naval forces fire warning shots at 1 Palestinian fishing boat, then confiscate 8 nets. In the West Bank, Israeli forces destroy hundreds of trees in a nature reserve nr. Tubas; demolish the remaining grocery stands set up along bypass road Route 60 (several stands were confiscated on 6/15). IDF troops conduct 3 raids in Jenin r.c., arresting 1 Palestinian on each and destroying their property. They also conduct raids in Aida r.c. and 1 village nr. Bethlehem, and 2 villages each nr. Hebron, Qalqilya, Ramallah, and Nablus, arresting 12 Palestinians and issuing arrest summons to 3; patrol in 4 villages nr. Hebron, 2 nr. Ramallah, and 1 nr. Jericho. In East Jerusalem, Israeli police arrest 5 Palestinians as they exit Haram al-Sharif, and more than 50 right-wing Jewish activists tour the sanctuary. Israeli forces conduct a late-night raid in Issawiyya, sparking clashes with stone- and firework-throwing residents; 5 Palestinians are injured. Israeli forces arrest 1 Palestinian on a night raid in al-‘Izzariya. In n. Israel, the IDF declares a section of the Israeli-occupied Golan Heights a closed military zone to nonresidents in response to recent fighting on the Syrian side of the border. Hamas sources say that Israel and Hamas have been holding an indirect exchange through various Arab, Turkish, and European channels about the prospect of agreeing to a 5–10-year cease-fire, and that elements under discussion relate to easing the blockade, including the possible construction of a seaport, and the entry of materials into Gaza in exchange for quiet. At a meeting of the Fatah Revolutionary Council in Ramallah, PA pres. Abbas says that he intends to dissolve the PA consensus govt. and form an entirely new cabinet within the next few days. Hamas official Basem Naim speculates that Abbas was caught “off guard” by today’s reports of indirect talks between Hamas and Israel, and they prompted him to make this decision. However, other reports say that conversations about dissolution have been going on for mos. (HA, MNA, NYT 6/16)

Israel’s Defense Ministry announces a series of loosened restrictions on Palestinians’ movement during Ramadan this year (the holy mo. begins the evening of 6/17). The Israeli High Court of Justice rules to seal the East Jerusalem room of the man accused of shooting right-wing Jewish activist Yehuda Glick on 10/29/2014. The State’s prosecutors argued for the court to approve the punitive demolition of the whole home, as was initially ordered in the wake of the shooting. (JP, MNA, TOI, YA 6/16; HA 6/17)

A day after the IDF completes withdrawal fr. Gaza, Sharon, DM Mofaz separately vow that Israel will “make every effort to direct resources to the development” of West Bank settlement blocs. Meanwhile, Palestinians continue looting fmr. Gaza settlement sites for a 2d day, overwhelming PA security forces to strip some greenhouses. Egypt, daunted by the number of Palestinians seeking to cross the Rafah checkpoint, declares the border open for several days as a good-will gesture, allowing 1,000s on either side of the border to cross; many Palestinians rush to buy Egyptian goods (including food, medicine, sheep for the upcoming Ramadan holidays) that are dramatically cheaper than those in Gaza, and visit family and friends they have not seen in yrs. before the border is resealed. Israel criticizes the lax Egyptian, PA security; Egypt, the PA blame Israel for failing adequately to coordinate disengagement. Egyptian border guards patrolling the border find a smugglers tunnel containing 38 fire arms, 3 rocket propelled grenades (RPGs); the PA security forces seize the weapons. Palestinian militant groups hold larger rallies than on 9/12 (including 10,000s of Palestinians at a Hamas rally in Gaza City), celebrating the disengagement as a victory of the resistance; at Islamic Jihad rallies, mbrs. display their arms, but at Hamas rallies, mbrs. do not; Abbas warns that he will no longer tolerate the “chaos of weapons.” In the West Bank, the IDF occupies the top floor of a 4-story residential building nr. Hebron as an observation post, fires on stone-throwing youths who challenge the troops, killing 1 Palestinian, wounding 4; demolishes a Palestinian home in ‘Issawiyya, East Jerusalem, nr. On this 1st day of Ramadan, the IDF fires on 8 Palestinians who stray too close to the Gaza-Israel separation fence nr. Bayt Hanun, killing 1 Palestinian, wounding 1, arresting 4, while 3 flee; conducts house searches, arrests in Hebron. Israel announces plans to provide electricity, phones, fences, schools to 8 unauthorized settlement outposts recently established in the West Bank in violation of the road map. Jewish settlers fr. Ariel attack a Rabbis for Human Rights delegation in Issawiyya to document reports that settlers felled 100s of Palestinian olive trees in the area; 2 rabbis are transported to hospital with injuries.
