In the West Bank, Israeli settlers used pepper spray on 3 Palestinians at the Wadi Qana nature reserve near Salfit and vandalized 5 vehicles. Israeli forces closed all the entrances to Dayr Nidham, closed roads leading to Ya‘bad with concrete blocks and set up a metal gate, and closed access to 7 villages near Salfit. 17 Palestinians were arrested during late-night raids in and around Kafr Dan, Qabatiya, Ya‘bad, Nablus, Balata refugee camp, al-Twana, Tulkarm, and Ramallah. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 with a sound bomb. Israel began allowing Jewish worshipers at the Haram al-Sharif compound for the 1st time since the beginning of Ramadan on 4/12; some 250 Jewish worshipers with military escort visited the compound; 9 Palestinians were arrested for protesting the settler incursion. 10 other Palestinians were arrested during raids in Bayt Hanina, al-Tur, and the Old City. In Israel, 1 Israeli woman succumbed to injuries sustained in a fall while seeking shelter on 5/15, raising the Israeli death toll from the Hamas-Israel escalation to 13. PA presidency spokesperson Nabil Abu Rudeineh warned that Israel’s lockdown of Shaykh Jarrah and continued attacks on the Haram al-Sharif compound could lead to an end of the ceasefire, which went into effect on 5/21, and asked the U.S. to intervene to keep the calm. (WAFA 5/23)

Leader of Hamas’s politburo Ismail Haniyeh met with Qatari emir Sheikh Tamim bin Hamad Al Thani in Doha, thanking him for Qatar’s support of Palestine. (MEMO 5/24)

Israeli police released a statement saying it had arrested 1,550 people since 5/9 who have taken part in violent and non-violent protest throughout Israel. Over 70% of the people arrested were Palestinian citizens of Israel, prompting Adalah to call it a “war” against Palestinian demonstrators. The Jordanian foreign ministry condemned Israel’s continued violations of status quo agreements in East Jerusalem, specifically the continued raids on the Haram al-Sharif compound and policy reversal in allowing Jewish worshipers at the compound. (WAFA 5/23)

U.S. secretary of state Antony Blinken said that the Biden administration is committed to “giving Israel the means to defend itself,” despite growing calls among democrats and activists to condition U.S. military aid to Israel. (AJ 5/23)

The UN humanitarian coordinator for the Palestinian territories Lynn Hastings said that the UN would launch an urgent appeal to countries to help rebuild Gaza after Israeli air strikes caused massive destruction during the latest escalation, which ended on 5/21. U.S. president Joe Biden said his administration would work with the UN to send humanitarian aid to Gaza in a way that prevents Hamas from benefiting. Israeli defense minister Benny Gantz said he will condition any aid that is not for humanitarian relief on the release of Israeli prisoners and the bodies of 2 Israelis to Israel. In the West Bank, Israeli settlers blocked a road leading to Umm Safa with sand berms. Israeli forces raided Luban al-Sharqiyya, leading to clashes with Palestinians; 3 were injured by rubber-coated bullets. Israeli forces also clashed with Palestinians in al-Fawar refugee camp, leading to tear-gas related injuries. 3 Palestinians were arrested during a late-night raid in Bethlehem. In East Jerusalem, Israeli police removed barriers at the Damascus Gate plaza, allowing Palestinians to gather there; the closure of the plaza had been 1 of the major points of tension as Israel restricted Ramadan activity in the Old City; large crowds of Palestinians celebrated the reopening of the plaza, which was seen as a victory for those protesting the Israeli-imposed restrictions. Israeli forces later briefly raided the plaza, confiscating Palestinian flags and arresting 2 Palestinians. 3 others were arrested during raids in and around the Old City. The Israeli Settlements Council delivered orders to remove 7 Palestinian-owned vegetable stalls in the Jordan Valley. According to WAFA, this is the 1st time that the Israeli Settlements Council delivered such orders, as the Civil Administration is usually in charge of such decisions. (WAFA 4/26)

PA president Mahmoud Abbas reiterated at a Fatah Central Committee meeting that Palestinian elections cannot take place without the participation of Palestinians in East Jerusalem. (WAFA 4/26)

Israeli army chief of staff Aviv Kochavi canceled a trip to the U.S. for talks about the Iran nuclear deal, citing recent rocket fire from Gaza. (HA 4/25)

In the West Bank, Israeli settlers with military escort stormed Sabastiyya, closing off parts of the town to Palestinians. 6 Palestinians were arrested during late-night raids in and around Ramallah, Hebron, Yatta, and al-Ram. The racist Israeli organization Lehava called on its supports to gather at the Damascus gate in the Old City, where clashes between Israeli police and Palestinians have continued since Israeli measures against celebrations for Ramadan started on 4/13. The Lehava organizers called for breaking Palestinians’ faces and burning them alive. Israeli settlers have attacked Palestinians in East Jerusalem almost every night since 4/13. (HA 4/21)

Facebook said it had broken up a hacker network used by the PA’s intelligence service to spy on journalists, human rights activists, and government critics. Facebook said the intelligence service used compromised, fake profiles to befriend potential targets and trick them into installing malware on their computers. It was reported that some 800 people had been targeted in the Middle East. (AP 4/21; PCHR 4/22)

A powerful explosion occurred in an Israeli weapons manufacturing factory near Ramle. The factory said it “was a controlled test with no exceptional circumstances.” (HA, JP, TOI 4/21)

A British Zionist youth movement, Noam, boycotted an event with Israeli ambassador to the UK Tzipi Hotovely because of her “racist and anti-pluralistic views.” In a recent interview with the BBC, Ambassador Hotovely would not say if she favored a 2-state solution, saying she favors peace. A bipartisan bill that seeks to task the U.S. State Department with identifying opportunities to expand normalization efforts with Israel was introduced to the house. The bill was introduced by Gregory Meeks (D-NY) and Michael McCaul (R-TX). (JTA 4/21; JP 4/22)

The U.S. presented, through intermediaries, a list of sanctions to Iran that it is ready to lift in exchange for Iranian compliance with the Joint Comprehensive Plan of Action. A U.S. state department official also said that the U.S. had presented Israel with a list of sanctions that could potentially be lifted on Iran. (AP 4/21; AJ, HA 4/22)

UK Labour leader Keir Starmer withdrew from participating in a Ramadan iftar event because the organizer had retweeted a post about boycotting Israeli dates during Ramadan. It was also reported that Starmer had yet to respond to a letter sent to him by 25 members of the Labour party, complaining that the party is creating a “hostile environment” for Palestinians since Starmer became leader after Jeremy Corbyn resigned in 2019. In the West Bank, the Palestinian Water Authority said that Israeli settlers had vandalized a reservoir in Asira, soiling the water supply for 6,000 Palestinians. 4 Palestinians were arrested, including 3 during late-night raids in Tulkarm and Jericho, and 1 at a checkpoint east of Tubas. In East Jerusalem, Israeli police arrested 6 Israeli settlers suspected of attacking Palestinians; the 6 had been part of a larger group asking people on the street questions and attacking those who responded in Arabic or with an Arabic accent. Israeli forces also attacked Palestinian protesters with stun grenades and water cannons at the Damascus Gate plaza, for the 7th night in a row. 1 Palestinian family started demolishing their own home in Jabal Mukabir. 3 Palestinians were arrested in the Old City, Issawiyya, and al-Tur. The Palestinian central elections committee said it provided polling stations for about 150,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation barrier. There are still some 150,000 Palestinians in East Jerusalem who do not know if Israel will allow them to participate in the upcoming Palestinian elections, as Israel has not responded to the PA’s request to let them participate. According to Haaretz, the PA leadership discussed postponing the elections if Israel doesn’t allow all Palestinians in East Jerusalem to participate. (WAFA 4/19; ALM, HA, WAFA 4/20; WAFA 4/21)

In the West Bank, Israeli forces delivered a stop-work notice for renovations at a cemetery near Yatta. Israeli forces also seized 1 bulldozer in Bardala. 4 Palestinians were arrested, including 3 at checkpoints in Jericho and Bethlehem, and 1 during a house raid in Hizma. In East Jerusalem, for the 6th night in a row, Palestinians protested the Israeli-imposed restrictions on the Old City during the month of Ramadan; Israeli police violently dispersed the protest with water cannons and stun grenades and 3 Palestinians were arrested. In Israel, Palestinian-Israelis protested the sale of a building in Jaffa to a Jewish religious organization, saying their community is being settled by Jewish-Israelis; 3 members of the Jewish organization were reportedly assaulted and clashes with police ensued. Gaza saw the highest COVID-19 death toll in a 24-hour period as 23 Palestinians died in Gaza of the virus. 761 people have died of COVID-19 in Gaza since the start of the pandemic. This occurred as Israel reopened society after vaccinating the majority of people within the Green Line while refusing to provide vaccinations to the people in its occupied territory. PA president Mahmoud Abbas spoke, via video link, at the annual J Street conference, where he said that the PA is “ready to resume negotiations with our Israeli counterpart on the basis of international legitimacy, resolutions and signed agreements and under the auspices of the International Quartet.” He also said that moving away from a 2-state solution would lead to apartheid. President Abbas also commended the Biden administration for resuming aid and restoring bilateral relations. (HA 4/18)

Israel and Greece signed a defense procurement deal worth $1.65 billion. According to the deal, the Greek air force will get a training center operated by Elbit Systems, and Elbit will maintain the Greek air force fleet for 20 years. The deal was signed in Cyprus after a meeting between the foreign ministers of Israel, Greece, Cyprus, and the UAE. (AJ, HA, REU 4/18)

The Financial Times reported that Iranian and Saudi Arabian officials met in Baghdad on 4/9 to see if the 2 countries could move toward repairing relations. It was reported that no agreement was reached. (AJ, HA, REU 4/18; REU 4/19; AP 4/21)

In the West Bank, armed Israeli settlers paraded outside a school in Khirbet Ibziq. Israeli settlers also vandalized 45 olive and citrus seedlings, damaged property, and stole construction equipment near Jalud. In East Jerusalem, for the 3d night in a row, Israeli forces clashed with Palestinians as tensions over Israeli violations of the status quo of the holy places worsened after Israeli forces prevented the call for prayers on the 1st day of Ramadan on 4/13; 1 Israeli police officer was reportedly injured and 8 Palestinians were arrested. In Gaza, 1 rocket was fired at Israel and Israel fired 4 missiles at Gaza, causing damage west of Nuseirat refugee camp, at the closed Gaza airport, and south of Gaza City; no injuries were reported. House representative Betty McCollum (D-MN) introduced the “Defending the Human Rights of Palestinian Children and Families Living Under Israeli Military Occupation Act,” which specifies Israeli actions that the U.S. should not be funding, including the detention of minors, destruction of Palestinian property, and annexation of Palestinian territory. The bill also specifies annual oversight of the U.S. aid to Israel. Co-sponsors of the bill includes Andre Carson (D-IN), Danny Davis (D-IL), Marie Newman (D-IL), Ilhan Omar (D-MN), Bobby Rush (D-IL), Raul Grijalva (D-AZ), Mark Pocan (D-WI), Rashida Tlaib (D-MI), Ayanna Pressley (D-MA), Cori Bush (D-MO), Jamaal Bowman (D-NY), Alexandria Ocasio-Cortez (D-NY), and Jesus Garcia (D-IL).
