In the West Bank, about 50 Israeli settlers from the Oz Tzion settlement outpost shot and killed 1 Palestinian, injured 4 others, and set fire to 2 vehicles in Burqa. 2 of the settlers involved were arrested, including Elisha Yered, a former spokesperson for Otzma Yehudit party MK Limor Son Har-Melech. Israeli national security minister Itamar Ben-Gvir called the arrested settlers heroes, while National Unity leader Benny Gantz called the incident “Jewish terrorism.” The U.S. condemned the incident as a “terror attack by Israeli extremist settlers.” 4 Palestinians were later arrested on 8/7. An Israeli settler also rammed a Palestinian child in Hebron, causing fractures. Elsewhere, Israeli settlers set up a tent on Palestinian-owned land near Tulkarm. Israeli forces shot and killed 1 Palestinian during a raid in Nur Shams refugee camp. Israeli forces also raided Biddu, injuring Palestinians with tear gas and arresting 2. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Dajan; tear-gas related injuries were reported. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with baton rounds and others with tear gas. Meanwhile, Israeli forces assaulted 2 Palestinians in the Masafer Yatta area. Israeli forces also violently dispersed Palestinian protesters in Deir Istiya, assaulting 1 Palestinian official and causing tear-gas related injuries. In Gaza, Palestinians demonstrated against poor living conditions in several cities and towns. 1 Palestinian minor was injured by an unexploded ordnance that detonated when he touched it. The UN humanitarian coordinator for the Occupied Palestinian Territory Lynn Hastings said the UN has launched an assessment of how to aid 60 Palestinian herding communities that are affected by Israeli settler violence. (WAFA 8/4)

An open letter, titled “The Elephant in the Room,” began circulating among academics and public figures and received more than 1,100 signatures by 8/11. The letter stated that “[t]here cannot be democracy for Jews in Israel as long as Palestinians live under a regime of apartheid,” and called for an end to Israeli impunity at the UN and restrictions on U.S. military aid. The letter was primarily signed by Israeli and Jewish academics and public figures, including Benny Morris, Avraham Berg, Avi Shlaim, and Ilan Pappe. In the West Bank, Israel delivered demolition notices for 1 residential tent and 1 animal barn in Atuf. Israeli forces razed Palestinian-owned agricultural lands southeast of Tulkarm. Israeli forces also shot and injured 1 Palestinian man trying to enter Israel for work near Tulkarm. 2 Palestinians were arrested during late-night raids in and around Bethlehem. In East Jerusalem, Israeli authorities banned PA governor of Jerusalem Adnan Ghaith from entering the West Bank for 6 months. Governor Ghaith was summoned by Israeli forces earlier in the day. 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli forces fired missiles at Gaza after incendiary balloons from Gaza sparked fires in southern Israel. Israeli defense minister Benny Gantz ordered the entire Gaza fishing zone closed as collective punishment for incendiary balloons and rockets sent toward Israel. 1 Palestinian man was also seriously injured after coming in contact with an Israeli unexploded ordnance near al-Zaytun. Palestinian officials said that Gaza’s only power plant would stop producing power from 8/18 due to Israel’s embargo on fuel going to Gaza. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 1.5 nautical miles off Gaza City and Khan Yunis; no injuries were reported. Israel and the UAE began direct talks to arrange the details of establishing full diplomatic relations. The 2 countries and the U.S. announced on 8/13 that the UAE would normalize ties with Israel. Israeli prime minister Benjamin Netanyahu said in an interview that the U.S. had asked him to suspend annexation of parts of the West Bank in exchange for normalization with the UAE. He further stated that he had no choice in the matter and that annexation was still part of the U.S administration’s peace plan. In an interview with Haaretz, UAE director of strategic communications of the ministry of foreign affairs Hend Al Otaiba said that the UAE and Israel are working toward exchanging ambassadors. When asked about if the embassy would be located in Jerusalem, Al Otaiba answered, “We’re bound by international resolutions as well as an Arab position that wants an independent Palestinian state with Jerusalem as its capital.” The PA ambassador to the UAE arrived in Ramallah after being withdrawn because of the UAE-Israel deal. In the West Bank, IDF troops shoot and kill a Palestinian man in c. Hebron after he stabs and injures an Israeli soldier. Late at night, the IDF raids several homes owned by the man’s family in a village nr. Hebron, issuing 2 arrest summons and confiscating property. During the day, IDF troops patrol in 1 village nr. Tulkarm and 2 nr. Ramallah. Nr. Qalqilya, 2 Palestinian children are injured in an explosion of suspected unexploded ordnance. Off the coast of Gaza nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing damage to 2 boats. In East Jerusalem, Israeli security forces clash with stone-throwing residents of al-Tur, Silwan, and Issawiyya hours after the killing of a Palestinian at a checkpoint in the area on 4/24; 26 Palestinians are injured by rubber-coated metal bullets, around 50 suffer tear gas inhalation, and 1 Israeli police officer is hurt. Later in al-Tur, a Palestinian driver rams a car into a group of Israeli police officers, injuring 3. (They will arrest the man early on 4/26.) In the Gaza Strip, the IDF launches strikes on several targets, killing 10 Palestinians. The attacks come shortly after the announcement of an extension to the 72-hour cease-fire. Meanwhile, unexploded ordnance kills 6 Palestinians in Bayt Lahiya, including a reporter with the Associated Press. Israeli naval forces open fire on Palestinian fishermen off the s. coast of the Gaza Strip, causing no injuries. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. In Cairo overnight, reps. of Israel and the Palestinian delegation agree to extend the cease-fire by 5 days, shortly before the previous 72-hour cease-fire expires. Meanwhile, State Dept. spokesperson Harf tells reporters that the U.S. wants a “more sustainable, longer-term cease-fire,” with one of the goals being the disarmament of Hamas. Harf also says the U.S. is committed to the reconstruction of Gaza. Pres. Obama speaks with Netanyahu on the telephone and urges him to make a deal to end the hostilities. In the West Bank, a Jewish settler opens fire on a group of Palestinian youths who throw stones at him as he passes nr. Iraq Burin village nr. Nablus, killing 1 Palestinian teenager. Jewish settlers fr. Yitzhar nr. Nablus set fire to a Palestinian car and vandalize a Palestinian home in the nearby village of ‘Ayn Abous. The IDF prevents Palestinian farmers guarded by solidarity activists (including PA officials and a rep. of the U.S. consulate) fr. reaching their agricultural land nr. Bet Ayn and Karme Tzur settlements nr. Hebron; patrols in 2 villages nr. Qalqilya, 1 nr. Jenin, and 1 nr. Tulkarm. In East Jerusalem Jewish settlers harass Palestinians in Silwan. More than 10,000 Yemenis rally in Sana’a and 1,000s in other cities around the nation, taking inspiration from antigovernment protests in Tunisia and Egypt. The government deploys riot police, but little violence is reported. Government spokesmen state that the regime “strongly respects the democratic right for a peaceful assembly.” Unlike Tunisia and Egypt, where demonstrations were spontaneous and broad based, those in Yemen seem to be made up mostly of students organized by opposition parties. While all protesters highlight poverty, corruption, and lack of jobs among their grievances, they seem divided on other key goals, with some prioritizing secession for the south and others calling on Pres. Saleh to resign after being in power for more than 30 yrs. (NYT, WP, WT 1/28)

In Tunisia, after a spike in violence in the week following Ben Ali’s departure on 1/14 (mostly involving desperate Ben Ali loyalists making a final attempt to reassert control) and days of low-level demonstrations (1,000 or fewer protesters) denouncing the high number of Ben Ali loyalists in the new interim government, demonstrations taper off. By this date, the interim government has reduced the curfew and released at least 1,800 political prisoners, with more to be freed soon. Today, a reshuffled interim government with the “clear mission” of guiding “a transition to democracy” is announced and begins work to redraft the constitution and prepare for elections in 6 mos. While most mbrs. of Ben Ali’s old cabinet have now stepped down, Ghannouchi retains his post as interim PM but vows he will not run in elections. Israeli naval vessels fire on Palestinian fishing boats off the Bayt Lahiya coast, forcing them to return to shore. In the West Bank, the IDF patrols in 2 villages nr. The IDF makes a brief incursion into s. Gaza to level land along the border e. of Khan Yunis; makes another incursion further north, leveling land and destroying water tanks in the al-Shuja‘iyya neighborhood of Gaza City to improve lines of sight, sparking a clash with armed Palestinians, leaving 1 of the Palestinians wounded. In the West Bank, the IDF bulldozes 4 irrigation networks and crops nr. Hebron, beating Palestinian farmers who attempt to block them; conducts late-night raids, house searches nr. Nablus and in Tulkarm, arresting 3 Palestinians. A Palestinian child accidentally triggers IDF unexploded ordnance (UXO) in Ni‘lin and is treated for burns. (PCHR 9/10; OCHA 9/11)

As the quarter opens, Israel’s near total blockade of Gaza enters its 21st month, since Hamas’s takeover of Gaza in 6/07. Israel continues to bar exports fr. Gaza, strictly limit imports, and ban all but VIPs and emergency medical cases fr. transiting the border. Imports include limited commodities and enough staple goods and fuel for electricity, emergency services, and cooking to preclude a humanitarian crisis, but are insufficient to meet daily needs, adequately maintain basic services, or repair the heavy damage fr. Israel’s 23-day assault on Gaza, Operation Cast Lead (OCL), which ended on 1/18/09. Today, Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The Israel Defense Forces (IDF) respond with 2 air strikes on tunnels on the Rafah border, causing no injuries. In Bayt Lahiya, 1 Palestinian scavenging scrap metal is killed, 4 are injured when they accidentally trigger unexploded IDF ordnance (UXO). In the West Bank, the IDF bulldozes 20 olive trees on a plot of Palestinian land on the s. border of Ni‘lin, declaring it a closed military zone; conducts synchronized late-night arrest raids, house searches into Tulkarm, neighboring Nur Shams refugee camp (r.c.), and 5 nearby villages; conducts similar late-night arrest raids, house searches nr. Jewish settlers fr. the unauthorized outpost of Asael nr. Hebron burn 15 d. of Palestinian crop land and kidnap, severely beat a Palestinian, tying him to a telephone pole inside the outpost; the IDF bars an ambulance fr. reaching him for over 2 hrs. The IDF resumes air strikes on rocketlaunching sites in Gaza, citing the need to respond to 15 rockets, 10 mortars fired by Islamic Jihad fr. Gaza into Israel (causing light damage but no injuries) since the IDF assassinations on 3/12. In the West Bank, the IDF conducts daytime arrest raids, house searches in and around Qalqilya and in Tulkarm and neighboring Nur al-Shams r.c.; conducts late-night arrest raids, house searches in and around Jenin. The IDF makes a predawn incursion into al-Shuka in s. Gaza, exchanging fire with local Palestinians, leaving 3 Hamas mbrs. and 1 mbr. of the Popular Resistance Committees (PRCs) dead, more than 20 Palestinians wounded (including “several” gunmen), 1 IDF soldier seriously injured; at least 80 Palestinians are detained for questioning before the IDF withdraws in the afternoon. The IDF also sends armored vehicles, bulldozers into areas n. of Bayt Lahiya in n. Gaza to level land. After a Palestinian rocket hits a home in Sederot later in the day (causing no injuries), Israeli PM Ehud Olmert gives the IDF a “free hand” to operate against militants in Gaza, stating that Gazans would “not be allowed to live normal lives” as long as Israelis are targeted by rocket fire. In the West Bank, the IDF conducts arrest raids, house searches in and around Tulkarm town and r.c., in Abu Dis nr. East Jerusalem and Nablus, nr. Jenin; fences off farmlands along a settler-only bypass road nr. Azun, nr. Nablus to prevent Palestinian youths fr. stoning passing Jewish settler vehicles. Nr. Hamas presses its offensive in Gaza, taking over all PA ministry offices in Gaza City, securing control of Rafah, forcing PSF officers to surrender their Gaza City headquarters (after destroying all equipment, computers, archives; eye-witness reports say Hamas mbrs. summarily execute at least 7 PSF mbrs.) and other main security compounds; capturing and executing Fatah’s n. Gaza cmdr. Samih al-Madhun. At least 27 Palestinians are killed (14 of them in the fight for the PSF headquarters), 70 wounded in fighting during the day. Nearly 100 senior Fatah security and admin. officials flee Gaza for Egypt by boat (Egypt has already returned the 40 PA presidential guards who fled on 6/13). At the same time, the IDF occupies hills outside Bayt Lahiya to prevent rocket fire into Israel. With Gaza under almost complete Hamas control, Abbas declares a state of emergency, fires Haniyeh, and dissolves the national unity government. He also for the first time orders PA/Fatah forces to take offensive action against Hamas. Late in the evening, Hamas gains control of Abbas’s Gaza City offices, the only remaining Gaza institution still in the hands of Fatah/the PA. In the West Bank, PA forces under Abbas’s control begin rounding up 10s of Hamas mbrs. In and around Nablus and in Jenin, Tulkarm, masked AMB mbrs. raid offices affiliated with Hamas, Change and Reform, looting and sometimes setting fire to them, exchanging fire with Hamas mbrs., leaving at least 13 Palestinians injured. The AMB also abducts 5 Hamas mbrs. in Jenin. Meanwhile, Abbas’s national security adviser Muhammad Dahlan (the U.S. and Israel’s hope for restoring order to Gaza) returns from an extended stay in Egypt, where he underwent minor surgery, going to Ramallah instead of Gaza to confer with Abbas. Meanwhile, the IDF sends an undercover unit into Saida nr. Tulkarm, driving a car with Palestinian license plates, assassinating wanted AMB mbr. Muhammad Twair in a driveby shooting, also wounding 2 bystanders; sends patrols in Ithna nr. Hebron, Kafr Dan and Kafr Ra’i nr. Jenin, firing on residential areas and on stone-throwing youths who confront them, seriously wounding 1 Palestinian. Jewish settlers burn 10s of olive trees nr. In the West Bank, the IDF issues military orders confiscating 10s of dunams (d.; 4 d. = 1 acre) of Palestinian land s. of Tulkarm. Late in the evening in the West Bank, the IDF closes all crossings to Jerusalem; raids al-Ubidiyya nr. Early in the morning, the IDF begins withdrawing fr. areas of s. Lebanon, giving UN Interim Force in Lebanon (UNIFIL) control. (The IDF does not confirm how many troops are in Lebanon, though at the peak, observers estimated there were as many as 30,000.) Soon after, the Lebanese army begins deploying troops s. of the Litani.
