In the West Bank, a Palestinian man succumbs to wounds sustained from Israeli forces during a raid in Jenin on 2/29. Israeli forces shoot and kill a Palestinian child in Huwwara. Israeli forces also shoot and injure a Palestinian man during a raid in Balata refugee camp. Elsewhere, Israeli forces uproot around 400 olive tree saplings in Wadi Fukin. Israeli forces also punitively demolish a home in Kafr Dan. Meanwhile, Israeli forces demolish an agricultural structure in Shuqba. Israeli forces also assault 2 Palestinians during a raid near Tubas. Separately, Israeli forces shoot and kill a cow during a raid in al-Halawa in the Masafer Yatta area. Israeli forces also arrest 22 Palestinians during raids in and around Kober, Ramallah, al-Bireh, Hebron, Tulkarm, Qalqilya, and Jericho, including a woman who was exchanged for Israeli captives during the prisoner exchange deal in November 2023. In Gaza, Israeli forces bomb Jabalia refugee camp, Gaza City, Beit Lahiya, and Khan Yunis, killing at least 97 people. In Lebanon, Israeli forces bomb Hula, Jabal al-Batam, Majdal Zoun, and Kafra, killing 3 people, including a child, in Hula. Hezbollah attacks Kiryat Shmona, causing damage. More than 30,631 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,043 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 415 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,606 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 244 Israeli soldiers have been killed and 1,453 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 182 trucks carrying aid enter Gaza. Erdogan says during a news conference that “Netanyahu and his accomplices in murder will surely be held accountable for every drop spilled before the law and public conscience,” calling the Israeli actions in Gaza “blatant genocide.” PA prime minister Mohammed Shtayyeh meets with Dutch foreign minister Hanke Bruins Slot in Ramallah. Blinken and National Security Advisor Jake Sullivan meet with Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, discussing ceasefire negotiations. The U.S. Department of Treasury sanctions former Israeli official Tal Dilian for his involvement in selling spyware that is used on Americans. Dilian is the co-owner of Intellexa, which produces the Predator spyware. (AJ, HA 3/5)

AP and Canadian media report that Canada will resume UNRWA funding after seeing the interim report into the Israeli allegations that UNRWA staff took part in Operation Al-Aqsa Flood. Later, Prime Minister Justin Trudeau says Canada has not made a final decision. (AJ, AP, HA 3/6; AJ, HA, REU 3/7)

Presumptive Republican presidential candidate Donald Trump says when asked if he approves of Israel’s conduct in Gaza, “[y]ou have got to finish the problem.” A poll commissioned by the Center for Economic and Policy Research show that 52% of Americans think the U.S. should halt arms shipments to Israel, including 62% of Democrats. In the West Bank, 1 Palestinian who was shot by Israeli forces during a protest in Burqa on 3/1 succumbed to his wounds. Israeli settlers uprooted and stole grape saplings and damaged a stone wall and barbed wire fence in Kafr ad-Dik. Israeli settlers also razed a plot of land near Battir. Israeli forces violently dispersed a memorial service held for a Palestinian killed by Israeli forces on 3/1 at the Khadouri Technical University campus north of Hebron, injuring 3 with rubber-coated bullets and others with tear gas. Israeli forces also confiscated 2 water pumps and electric cables in Birin. Elsewhere, Israeli forces demolished 1 Palestinian-owned home in Khallet al-Eideh near Hebron and assaulted 2 Palestinians resisting the demolition. Israeli forces also delivered a demolition order for a residential structure in the Abu al-Nuwwar Bedouin community east of Jerusalem. 20 Palestinians were arrested during late-night raids in Jalazun refugee camp, al-Ram, Deir Abu Mash‘al, Tuqu‘, Hebron, Yatta, al-Zawiya, Jenin, and Fahma. In East Jerusalem, Israeli forces demolished 1 Palestinian house under construction in Shu‘fat refugee camp. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Beit Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire on Palestinian famers east of Beit Hanun and Khan Yunis; no injuries were reported. In Israel, anti-Palestinian graffiti was sprayed on 1 Palestinian vehicle and the tires of 30 vehicles were slashed in Jaljulia. Israel’s police commissioner Kobi Shabtai instructed the Israeli police to halt Palestinian home evictions and demolitions in East Jerusalem and the Naqab during the month of Ramadan. (HA 3/9)

The Israeli civil administration said, after having to respond to a freedom of information petition from HaMoked, that during 2021 it had banned 10,594 Palestinians from the West Bank from traveling abroad. According to a source in the civil administration, travel bans can be applied to Palestinians by Israel automatically, for example, in cases where the person is a relative of someone deemed by Israel to be involved with terrorism. PA civil affairs minister Hussein al-Sheikh met with Israeli foreign minister Yair Lapid. Civil Affairs Minister al-Sheikh said he stressed to Lapid the need for a political horizon and an end to Israeli settlement expansion. (WAFA 3/9)

The Jewish Agency said that “[i]f all goes well, we will bring tens of thousands [of Ukrainians] to Israel in the coming year,” referring to the refugee crisis in Ukraine as Russia has declared war on the country. (HA 3/9)

Israeli president Isaac Herzog met with Turkish president Recep Tayyip Erdoğan in Ankara. President Erdoğan told reporters after the meeting that he believes the 2 countries are entering an era of mutual ties. (AJ, ALM, AP, AX, HA, NYT, REU 3/9; HA, TOI 3/10)

Former U.S. vice president Mike Pence toured Hebron, including al-Ibrahimi Mosque, with Israeli settler activists MK Itamar Ben-Gvir and Baruch Marzel, who were both leaders of the Kach movement. Vice President Pence also received an honorary degree from the settler university in Ariel and met with former Israeli prime minister Benjamin Netanyahu, current prime minister Naftali Bennett, president Isaac Herzog, and foreign minister Yair Lapid. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops conduct late-night raids and house searches nr. Tulkarm, Ramallah, Hebron, Qalqilya, Nablus, and Bethlehem, arresting 7 Palestinians, assaulting 1, and confiscating some property; patrol in 4 villages nr. Hebron. Israeli forces demolish a Palestinian home under construction in a village nr. Bethlehem in the morning. In East Jerusalem, around 40 Israeli settlers storm a Palestinian-owned building in the Old City, performing prayers and claiming ownership of the property. Israeli forces confiscate a small swath of land in Shaykh Jarrah and turn it over to a private settler organization, and arrest 2 Palestinians during late-night raids in al-‘Izzariya and Qatanna. In the Gaza Strip, IDF troops e. of Khan Yunis open fire on Palestinians as they approach the border fence, causing no injuries. Meanwhile, 100s of civil servants hired by the Hamas-run govt. protest the fact that they have not been paid since 6/2/2014. In the West Bank, the IDF conducts house searches and arrest raids in Bayt Umar nr. Hebron, sparking clashes with residents; 5 Palestinians are injured with rubber-coated metal bullets. The IDF also patrols nr. Hebron, Ramallah, and Jenin. Israeli settlers vandalize Palestinian property in Turmus ‘Ayya village nr. Ramallah. An official in the former Hamas-run govt. in Gaza says that some security personnel hired after 2007 will receive NIS 1,000 (around $250) on 1/15, their 1st payment since 6/2. Civil servants employed by the Hamas-run govt. were paid a partial salary of around NIS 4,800 (around $1,245) on 10/29. (AFP, MNA 1/13)

The U.S. State Dept. announces that any bill Congress passes regarding new sanctions on Iran will be vetoed by the pres. Meanwhile, Pres. Obama calls Israeli PM Netanyahu to brief him on the negotiations with Iran, ahead of the meeting between reps. of Iran and the P5+1 in Geneva set for 1/15. (JP 1/14)

IDF forces and Palestinians continue to clash in demonstrations across the West Bank and East Jerusalem, including in al-Khader nr. Bethlehem, where IDF soldiers shoot and seriously injure a woman. In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning, and 4 villages nr. Ramallah at night; conducts house searches and arrest raids in Hebron, 3 villages nr. Hebron, 1 village nr. Bethlehem, and 1 village nr. Qalqilya at night. In the Gaza Strip, IDF forces open fire on houses and agricultural lands nr. Khan Yunis, causing no injuries. U.S. Secy. of State John Kerry arrives in Turkey at the start of a regional tour, his third since assuming office in 2/2013 (previous trips were 3/4 and 3/24). His talks in Ankara are expected to focus on the Syria crisis and encouraging the Turkish government to further the improvement of relations with Israel. (AFP, REU 4/6)

Tammam Salam is elected by parliament as Lebanon’s new prime minister, securing 124 of 128 votes. Salam, former minister of culture 2008–2009, replaces Najib Mikati, who resigned on 3/22. (NYT 4/6)

After early morning consultations with senior cabinet mbrs., the IDF launches its major offensive on Gaza, Operation Cast Lead (OCL), at 11:25 A.M. local time (4:25 A.M. EST). Israeli DM Barak acknowledges (WP 12/28) that OCL has been planned for several months, stating that the aim is “to strike Hamas severely so as to change the situation from its base,” cautioning that “it won’t be short.”

Israeli actions: After an initial “shock and awe campaign” lasting 3 min. and 40 sec., with 64 warplanes hitting more than 50 targets across the Strip, the IDF conducts periodic air strikes throughout the day, recording a total of 170 sorties against 150 targets, killing at least 228 Palestinians, wounding more than 700 (140 seriously), marking the highest single-day death toll and Israel’s largest offensive in the territories since 1967. The midday timing of the initial onslaught, just as schools let out for lunch, increases the number of civilian casualties, including an estimated 25 women and children. Israeli Military Intelligence sends automated calls to 20,000 Palestinians across the Strip warning of further air strikes targeting anyone with weapons or guns.

Targets struck are primarily civil police stations, military training bases, Hamas-related command-and-control centers, suspected weapons depots, and sites believed to manufacture rockets. Target areas include Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the city center and al-Daraj, al-Shuja‘iyya, Tal al-Hawa, alTuffah, al-Zaytun neighborhoods), Jabaliya r.c., Khan Yunis, al-Mughraqa (s. of Gaza City), Rafah, Shati’ r.c., and al-Zahra’ (c. Gaza nr. Jabaliya).

Palestinian actions: Palestinians fire 59 rockets (including some that reach the farthest north to date), 19 mortars into Israel during the day, killing 1 Israeli civilian in Netivot, wounding 4. (The fatality may have occurred before the official launch of OCL.)

Humanitarian notes: Gaza’s hospitals report (BBC 12/27) overflowing wards and not enough surgeons or supplies to cope. Egypt temporarily opens the Rafah crossing to allow transportation of some wounded to Egyptian hospitals.

Of note: During the initial “shock and awe,” the IDF hits a police academy graduation ceremony in Gaza City, killing at least 60 new civil police recruits and the chief of Palestinian police Maj. Gen. Tawfiq Jabber. Other targets include Gaza City’s main jail (the Saraya, holding Hamas opponents, hitting only the gates), the PA Preventive Security headquarters in Gaza City, the PA security compound in Rafah (southern headquarters of the PASF, PA Internal Security Service, and PA civil police), PA naval police facilities in n. Gaza and Khan Yunis, Palestinian Telecommunication Company offices in n. Gaza, a Gaza City mosque identified by the IDF as “a base for terrorist activities,” Hamas’s al-Aqsa TV station, the agriculture control dept. in Khan Yunis, numerous police stations and training sites, at least 9 homes, several workshops (considered rocket-manufacturing sites), and Hamas’s Asda’ media center outside Khan Yunis. One IDF airstrike on a PA ministry building kills 8 Palestinian students at an adjacent UNRWA training center, wounding 19 others (8 seriously). Hamas and Palestinian human rights groups in Gaza estimate that the dead include around 165 civil police officers (including those at the graduation ceremony) and Hamas’s central district governor, Abu Ahmad Ashur. Some targets are hit with U.S.-supplied GBU-39 bunkerbusting munitions received as recently as 9/08 (see Quarterly Update in JPS 150 and the “Israeli Arsenal” document in this issue’s Special Focus section).
