In the West Bank, Israeli settlers assaulted 2 Palestinians in Kafr ad-Dik, causing hospitalization. Israeli settlers also threw stones at Palestinian vehicles near Huwwara. Israeli forces handed temporary eviction notices to 2 Palestinian families, ordering them to leave their land for 3 days from 11/1 and for 10 hours on 11/9 while Israeli forces conducted military drills in Khirbet Humsa. Israeli forces also handed punitive demolition notices in Kafr Dan to 2 families who are relatives of 2 Palestinians killed by Israeli forces on 9/14. 37 Palestinians were arrested during late-night raids in Tulkarm, Abud, ‘Anata, Biddu, Dheisheh refugee camp, Beit Umar, Surif, Iraq al-Tayeh, Nablus, al-Yamun, Jenin, al-Jiftlik, and Hebron. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting in al-Tur, demanding the release of the body of a Palestinian killed by Israeli forces on 9/22. 3 Palestinians were arrested in Bayt Hanina and Jabel Mukaber. Israel said it had eased the collective punishment restrictions imposed on Nablus and that it will remove some of the checkpoints that were set up 2 weeks ago. (HA 10/28)

Lebanon and Israel officially signed their maritime border demarcation agreement. Lebanese president Michel Aoun and Hezbollah secretary general Hassan Nasrallah both praised the agreement, saying that it does not signify a move towards normalization with Israel. The agreement provides Lebanon with the vast majority of potential profits from the Qana gas field and Israel all the profits from the Karish gas field. Israel’s defense minister Benny Gantz met with Türkiye president Recep Tayyip Erdoğan and defense minister Hulusi Akar in Ankara. Defense Minister Gantz said that the 2 sides had decided to resume defense cooperation. (AJ, ALM, AP, AX, HA, REU 10/27)

20 Democratic members of the U.S. house of representatives signed a letter, circulated by representative Don Beyer (D-VA), to U.S. secretary of state Antony Blinken saying that Israel should not be included in the U.S. visa waiver program due to its ethic discrimination and racial profiling. In the West Bank, Israeli settlers prevented an Israeli road company from carrying out work to reopen a road for Palestinians connecting the village of Azzariyeh to Bethlehem. Israeli forces shot and killed 1 Palestinian minor during a raid in Husan, saying he had thrown a Molotov cocktail at the Israeli forces; 4 others were injured by live ammunition. Israeli forces also shot and killed 1 Palestinian man during a raid in Silwad; 6 others were injured. Elsewhere, Israeli forces shot and killed 1 Palestinian man during a raid in Nablus and injured 16 others. Israeli forces also shot and killed 1 Palestinian man during a raid in Beita. Meanwhile, Israeli forces raided Joseph’s Tomb near Nablus, violently dispersing Palestinian protesters; 2 were injured with baton rounds. Israeli forces also violently dispersed Palestinian protesters during a raid in al-Khader, injuring 1 elderly Palestinian man who was sitting on his balcony with a concussion bomb to his face; others suffered tear-gas related injuries. Separetly, Israeli forces raided the Palestine Technical University in Tulkarm, injuring 3 Palestinians with baton rounds. Israeli forces also violently dispersed Palestinian protesters in Beit Umar, injuring 2 with baton rounds. Palestinians threw stones at 1 Israeli settler who entered Husan; no injuries were reported in relation to that incident. 28 Palestinians were arrested, including 26 during late-night raids in Hebron, Kobar, Beit Umar, al-Bireh, Beita, al-Lubban ash-Sharqiya, ‘Urif, Qabatiya, Kafr Rai, Jaba‘, Jenin, Tubas, and Silwad, and 2 were arrested at checkpoints near Jericho and Hebron. Commander of the Samaria Brigade Roi Zweig told his soldiers, in a televised speech, that they had to “restore the honor to this land and the people of Israel,” before the troops entered Nablus to guard the site of Joseph’s Tomb, which is undergoing restoration work after it was vandalized on 4/9. Turkish foreign minister Mevlüt Çavuşoğlu told Israeli journalists in Ankara that Israel must respect “the international law on the Palestinian issue” to normalize ties with Turkey. In the Gaza Strip, IDF troops e. of Khan Yunis open fire on Palestinians as they approach the border fence, causing no injuries. Meanwhile, 100s of civil servants hired by the Hamas-run govt. protest the fact that they have not been paid since 6/2/2014. In the West Bank, the IDF conducts house searches and arrest raids in Bayt Umar nr. Hebron, sparking clashes with residents; 5 Palestinians are injured with rubber-coated metal bullets. The IDF also patrols nr. Hebron, Ramallah, and Jenin. Israeli settlers vandalize Palestinian property in Turmus ‘Ayya village nr. Ramallah. An official in the former Hamas-run govt. in Gaza says that some security personnel hired after 2007 will receive NIS 1,000 (around $250) on 1/15, their 1st payment since 6/2. Palestinian pres. Abbas says that if Israel continues with its settlement plans, then the Palestinian side will consider taking the Jewish state to the ICC. Abbas makes his remarks at a news conference in Ankara with Turkish pres. Abdullah Gul, who says that Israel is ‘‘playing with fire’’ in its latest move to construct settlement units in Jerusalem and the West Bank. Israeli FM Avigdor Lieberman responds by saying that ‘‘If the Palestinians want peace—they’ll get peace. If they want war—they’ll get war.’’ Lieberman also says that any future rocket fire from the Gaza Strip would prompt a full-scale invasion of the territory and that tax revenues will be withheld from the PA until at least 3/2013 in response to the UN decision to upgrade Palestine’s observer status. Israeli media reports that Lieberman has instructed the Foreign Ministry to pursue an international diplomatic campaign portraying Abbas and Hamas leader Mishal as fellow rejectionists. Israel issues tenders for the construction of 92 homes in Ma’ale Adumim settlement in the West Bank nr. Jerusalem. In occupied East Jerusalem, Israeli police demolish a Palestinian home in al-Tur neighborhood on the grounds it was built without a permit. The house was home to 11 residents and had been inhabited for over 4 yrs. In the West Bank, the IDF opens fire on protesters in Ni‘lin village nr. Ramallah, wounding 1 civilian in the leg. The IDF patrols in 1 village nr. Jericho and 1 area nr. Jenin in the morning, and in al-Fawar r.c. and 1 village each nr.
