In the West Bank, Israeli forces assault 4 Palestinians, including a medic, during a raid in Fahma. Israeli forces deliver demolition notices for 11 residential and agricultural structures in the Abu Nawar Bedouin community near ‘Anata. In East Jerusalem, Israeli forces prevent Palestinians from reaching the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Jabalia refugee camp, Beit Lahiya, and Nuseirat refugee camp, killing at least 183 people. Israeli forces also open fire at Palestinians fleeing from Khan Yunis to Rafah and fire tank shells at al-Amal Hospital. The Nasser Hospital in Khan Yunis suffers a complete electricity blackout as it is besieged by Israeli forces for the fifth day in a row. In Lebanon, Israeli forces strike Bayt Lif and Deir Aames, killing 2 people and injuring 4 in Bayt Lif. Hezbollah says it attacked 2 Israeli bases near the Blue Line. More than 26,083 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 64,110 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 365 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 92 children. More than 4,354 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 219 Israeli soldiers have been killed and 1,269 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 68 trucks carrying aid enter Gaza via the Rafah crossing. Israelis block the Karem Abu Salem (Kerem Shalom) crossing for the third day in a row, forcing aid trucks to reroute to Egypt. The ICJ rules that there is a basis to further investigate the South African genocide case against Israel and that the ICJ has jurisdiction to hear the case. The court issues 6 provisional measures: 1) Israel must take all possible measures to prevent acts as outlined in Article 2 of the Genocide Convention, including not killing members of a particular group [Palestinians], not causing physical or psychological harm to members of that group, not inflicting living conditions which are calculated to bring about the end of the existence of a people, and not carrying out acts to precent the births within the group. 2) Israel must ensure its military does not carry out any of the actions outlined in measure 1. 3) Israel must prevent and punish incitement to commit genocide. 4) Israel must ensure the delivery of basic services and essential humanitarian aid. 5) Israel must prevent the destruction of evidence of war crimes and allow fact-finding missions access. 6) Israel must submit a report on all steps taken to abide by the measures within 1 month. 4 of the orders are approved by 15 of the 17 judges, while 2 of the measures are approved by 16 of the 17 judges. The only judge to vote against all measures is Judge Julia Sebutinde of Uganda. Aharon Barak, the judge representing Israel, votes for measures 3 and 4. The measures issued by the court fall short of South Africa’s demand for a ceasefire. Hamas welcomes the ICJ orders and calls on the international community to force Israel to implement the decisions. PA ambassador to the UN Riyad Mansour calls the measures against Israel “historic.” South Africa calls the ruling a “decisive victory.” Israeli prime minister Benjamin Netanyahu instructs his ministers not to comment on the ICJ decision and calls the ruling “outrageous.” The U.S. State Department says the ICJ did not “make a finding about genocide” despite the court specifically saying that it is continuing its trial of Israel on charges of genocide. Saudi Arabia, Iran, Malaysia, Qatar, Spain, Ireland, Scotland, Belgium, and the AU welcome the ICJ ruling. Turkey and Egypt express disappointment that the court did not call for a ceasefire. Israel alleges that 12 UNRWA employees took part in or aided the attack on 10/7/2023 based on Shin Bet interrogations of Palestinian detainees and phone tracking. UNRWA announces an investigation and says it has terminated the contracts of the 9 of the staffers, with further investigations into 2 other staffers. 1 staff has been killed. The U.S., Germany, the Netherlands, Canada, Finland, Australia, Italy, and the UK say they have paused additional funding to UNRWA while they are reviewing the allegations and UN’s steps to address them. The PA calls on the countries that suspended funding to reverse their decisions. Scottish first minister Humza Yousaf calls the suspension of funding for UNRWA collective punishment. UNRWA commissioner-general Philippe Lazzarini calls the aid suspensions “shocking,” saying they are based on the “alleged behavior of a few individuals.” Ireland and Norway express support for UNRWA. U.S. president Joe Biden speaks with Egyptian president Abdel Fattah el-Sisi and Qatari emir Sheikh Tamim bin Hamad Al Thani about another temporary ceasefire in Gaza. National Security Council spokesperson John Kirby says the White House is doing “everything we can to facilitate another hostage deal,” and that National Security Council Coordinator for the Middle East and North Africa Brett McGurk returns to the U.S. after discussions with Qatar and Egypt. Axios reports that on 1/19 Biden said in a call with Prime Minister Netanyahu that he wants Israel to end its war on Gaza soon. In the West Bank, Israeli settlers stole around 30 cows in ‘Ain al-Hilweh. Israeli settlers also erected a large menorah on Palestinian-owned land in Tal Ma’in in the Masafer Yatta area. Israeli forces raided Jenin for the majority of the day and into 12/13, killing 6 Palestinians, including 4 in a drone strike, and arresting at least 100; 1 ill Palestinian child died in an ambulance that was unable to reach a hospital that was under Israeli siege. Israeli forces also shot and injured 3 Palestinians, including a child, during raids in Ni’lin and Kobar. Israeli forces also demolished 2 agricultural structures in ‘Anata. In addition to the 100 people detained and arrested in Jenin, 50 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, Hebron, Nablus, and Tubas. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces bombed Khan Yunis, Dayr al-Balah, Rafah, Nuseirat refugee camp, and Gaza City, killing at least 217 Palestinians and injuring 455. Israeli forces raided the Kamal Adwan Hospital, arresting 71 medical staffers and bombed an UNRWA school in Beit Hanun; there were reports that medical staff had been shot and killed in the hospital. 10 Israeli soldiers were killed in combat, including 9 in the Shuja’iyya neighborhood of Gaza City. In Lebanon, Israeli forces attacked a site they claimed was used by Hezbollah. Hezbollah said it attacked 2 Israeli military positions. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 115 Israeli soldiers have been killed and 600 injured in Gaza since the ground invasion began on 10/27. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 107 trucks carrying aid, including fuel, entered Gaza via the Rafah crossing. Israel said it had inspected aid trucks at the Karem Abu Salem (Kerem Shalom) crossing and the trucks sent to the Rafah crossing in Egypt before entering Gaza. An injured Palestinian and 399 dual nationals were evacuated to Egypt. Israel said it found the bodies of 2 Israeli captives in Gaza, including a soldier and a civilian. The Gaza Ministry of Health said it has document 360,000 cases of infectious diseases in shelters. The Israeli military released data showing at least 20 out of 115 soldiers killed in Gaza have been killed in friendly fire and in accidents, including 13 that were mistaken for Palestinians. Israel said it believed that 19 of the remaining 135 Hamas-held captives were dead (AJ, HA, HA, YNET 12/12; HA 12/13)

Hamas called on the PA to end its security coordination with Israel, saying Israel does not want a political settlement but to consolidate the occupation. (AJ 12/12)

The UN General Assembly adopted an Egyptian-drafted resolution calling for an immediate ceasefire in Gaza and the immediate and unconditional release of all captives with 153 votes in favor, 10 against, and 23 abstentions. Austria, Czechia, Guatemala, Israel, Liberia, Micronesia, Nauru, Papua New Guinea, Paraguay, and the U.S. voted against the non-binding resolution. Amendments put forward by the U.S. and Austria failed to reach the 2/3 threshold with 84 voting in favor of the U.S. amendment and 89 voting in favor of the Austrian amendment. Hamas welcomed the resolution. U.S. president Joe Biden gave a speech at a campaign reception, reiterating narratives that have proven to be false, including that Hamas militants beheaded babies on 10/7 and calling Hamas animals. Biden also said Israel has to strengthen the PA and said Israel was “starting to lose that support [from the EU] by the indiscriminate bombing that takes place” in Gaza. He further complained about Israeli prime minister Benjamin Netanyahu’s coalition partners, naming National Security Minister Itamar Ben-Gvir. Lastly, he said “I believe, without Israel as a freestanding state, not a Jew in the world is safe,” despite more than a quarter of the world’s Jewry living in the U.S. In response to Biden’s speech, PLO secretary-general Hussein al-Sheikh said the U.S. should call for an immediate ceasefire and put forward a comprehensive peace plan. Israeli minister of communications Shlomo Karhi said in response to Biden’s call for a 2-state solution that Israel would not accept a Palestinian state. Prime Minister Netanyahu said in a statement that “Gaza will be neither a Hamas-stan nor Fatah-stan.” Netanyahu also told the Israeli Public Broadcasting Cooperation that the Gaza “Strip will be under Israeli military control. After the war, a civilian administration will operate in Gaza and the Strip will be rehabilitated under the leadership of the Gulf states. Haaretz reported that the Israeli military’s Influencing Department was operating a Telegram channel called 72 Virgins – Uncensored where Israelis share footage and videos of Israelis attacking Palestinians and of dead Palestinians. The channel had 5,300 followers. (AJ, HA, HA 12/12)

The Wall Street Journal reported that Israel had begun pumping seawater into the tunnel system under Gaza, citing multiple U.S. officials. (AJ, HA 12/12; HA 12/13)

The World Bank said it expected the Palestinian economy to contract by 3.7% in 2023 and 6% in 2024 due to the impact of the Israeli war on Gaza. The World Bank had expected the economy to grow by 3% in 2024. (AJ 12/12)

The lower house of the Swiss parliament moved to cut the government’s aid to UNRWA. The decision was overturned by the upper house on 12/14 (AJ, HA 12/12; REU 12/13)

German sports brand Puma announced it was ending its sponsorship of the Israeli national soccer team in 2024, saying the move was decided last year and was unrelated to the war on Gaza. BDS activists have targeted Puma for its sponsorship of Israel’s national team since it was announced in 2018. (AJ, WAFA 12/12)

In the West Bank, Israeli forces shot and killed 1 Palestinian during a late-night raid in Nur Shams refugee camp. Israeli bulldozers caused extensive damage during the raid, including to the main road leading to Tulkarm. Later in the day, PA forces opened fire at Islamic Jihad members in the camp; no injuries were reported. Israeli forces also shot and killed 1 Palestinian minor near az-Zubaidat, claiming he had shot and injured 1 Israeli soldier. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Bayt Umar; the soldiers also fired tear gas near a school, causing tear-gas related injuries among students and staff. Israeli forces also confiscated 1 tractor near Yatta and 1 road roller in al-Zawiya. 17 Palestinians were arrested during late-night raids in Halhul, al-Arroub refugee camp, Ya’bad, al-Am’ari refugee camp, Birzeit, Kafr ‘Aqab, and ‘Anata. In East Jerusalem, 1 Palestinian school in Kafr ‘Aqab was set on fire after it was forced to teach the Israeli curriculum instead of the PA curriculum. Hamas spokesperson Hazem Qassem said the Israeli decision on 9/4 to close the Karim Abu Salem (Kerem Shalom) crossing would lead to an increase in tensions between Palestinians in Gaza and Israel. Israeli military chief of central command Yehuda Fuchs said he will issue an administrative restriction order for Elisha Yered, a settler who took part in the raid on Burqa on 8/4 where 1 Palestinian man was killed. Israeli finance minister Bezalel Smotrich said the Israeli government will start deducting additional funds from the PA taxes Israel collects to pay for the PA’s debt to the Israel Electric Corp (IEC). A spokesperson for Smotrich said the amount would be $5.2 million to $7.8 million per month depending on how much energy the PA purchases from the IEC. PLO secretary-general Hussein al-Sheikh, head of PA intelligence Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi arrived in Riyadh for meetings with Saudi and U.S. officials, including National Security Council Coordinator for the Middle East and North Africa Brett McGurk, to discuss the Palestinian aspect of the potential Saudi-Israeli normalization deal. Khaldi told the New York Times that the PA demand is the implementation of the Arab Peace Initiative. U.S. president Joe Biden nominated former Treasury Secretary Jack Lew to be the next U.S. ambassador to Israel. Lew will have to be confirmed by the U.S. Senate to be instated. Lew sits on the U.S. board of directors for the National Library of Israel, a partly Israeli state-owned institution. If confirmed, Lew will replace Chargé d’Affaires ad interim Stephanie Hallett who has led the embassy since Tom Nides resigned in July. (AJ, ALM, AX, HA, MEE, NYT, REU 9/5)

Haaretz reported that Israel continued to sell weapons to Myanmar after a U.S. and EU arms embargo was placed on the country and despite the Israeli government claiming it had ended arms sales to the country in 2018. (HA, MEE 9/5)

Papua New Guinean prime minister James Marape and Israeli prime minister Benjamin Netanyahu inaugurated the Papua New Guinean embassy to Israel in Jerusalem. Marape cited his Christian beliefs in making the decision to open the embassy in Jerusalem, which Israel will fund for the first 2 years. PLO Executive Committee member Wasel Abu Yousef said that Israel was “looking for any country – even if that country can only be seen under a microscope – so it can claim there are countries opening embassies in Jerusalem.” A picture circulating on social media showed the embassy completely empty, except for the embassy plague, the day after the inauguration. In the West Bank, dozens of Israeli settlers escorted by Israeli forces stormed Huwwara, attacking Palestinians, stores, and vehicles; 53 Palestinians were injured and 6 were arrested. Israeli settlers also attacked Palestinian vendors selling produce in Bardala, damaging their products. Israeli forces violently dispersed Palestinian protesters in Dura, causing tear-gas related injuries. Israeli forces also shot and injured 1 Palestinian man during a raid in Aqabat Jabr refugee camp. Elsewhere, Israeli forces violently dispersed a funeral procession for a Palestinian minor killed on 10/12 in al-Arroub refugee camp, causing tear gas related injuries. Israeli forces also shot and injured 2 Palestinians with baton rounds during a raid in Kafr Dan, tear-gas related injuries were also reported. 13 Palestinians were arrested during late-night raids in ‘Anata, Dheisheh refugee camp, Bethlehem, Hebron, Qalandia refugee camp, and Kafr Dan. In East Jerusalem, Israeli settlers stormed the Sheikh Jarrah neighborhood, leading to a confrontation with Palestinians; 20 Palestinians and 2 settlers were injured. Dozens of Palestinian-owned vehicles were vandalized and 5 Palestinians were arrested. MK Itamar Ben-Gvir joined the settlers brandishing guns and threatening to shoot Palestinians. Israeli settlers also toured the Haram al-Sharif compound. 1 Palestinian family demolished their own home in Sur Baher, displacing 3. 13 Palestinians were arrested in Isawiya and al-Thuri. Israeli deputy mayor of Jerusalem Aryeh King called on Jewish settlers to volunteer to “protect” East Jerusalem neighborhoods during ongoing Palestinian protests in East Jerusalem over Israel’s continued siege of ‘Anata and Shu‘fat. (HA 10/12)

Israeli public security minister Omer Bar-Lev instructed Israeli police to ease the checkpoint restrictions around Shu‘fat, in what was described as an effort to ease tensions in East Jerusalem after days of protests against the siege of Shu‘fat and ‘Anata, which started on 10/8. (HA 10/13)

14 Palestinian factions, including Hamas and Fatah, signed an agreement in Algeria to hold Palestinian elections. The agreement comes after 2 days of meetings mediated by Algerian officials. At the meetings were Hamas chairman of the political bureau Ismail Haniyeh, Fatah member Azzam al-Ahmad, and PFLP secretary general Talal Naji. The agreement recognized the PLO as the sole representative for the Palestinian people and called for elections within 1 year. According to leader of the DFLP Tayseer Khalid, Hamas and Fatah rejected a clause in the agreement to form a unity government. PA president Mahmoud Abbas met with Russian president Vladimir Putin in Kazakhstan. During the meeting, President Abbas said he does not trust the U.S. as a mediator for peace, instead voicing support of mediation efforts by the Quartet. Abbas also met with the leaders of Qatar, Kazakhstan, and Pakistan. In the West Bank, Israeli forces demolished 1 car wash in Anata. Israeli forces also razed Palestinian-owned land near Hebron. 13 Palestinians were arrested during raids in and around Ya‘bad, Jenin, Nablus, Beitunia, Halhul, and Dura. In East Jerusalem, 1 Palestinian was arrested during raids in Issawiyya; clashes erupted during the raids. In Gaza, Israeli forces made incursions to level farmland east of Dayr al-Balah. The secretary-general of the PLO Saeb Erakat succumbed to the COVID-19 virus after battling the infection since 10/8. Secretary-General Erakat was moved to a hospital in West Jerusalem on 10/18 and reported to be in critical condition on 10/19. PA president Mahmoud Abbas declared a 3-day mourning period. In the West Bank, Israeli settlers set fire to a mosque and wrote racist graffiti on walls in al-Bireh. Israeli forces razed Palestinian farmland to expand an Israeli settlement near Burqin. Elsewhere, Israeli forces seized 4 animal barns in Nahalin. 11 Palestinians were arrested, including 9 during late-night raids in and around Anata, Hebron, Shu‘fat, and Jenin; 2 were arrested at a military checkpoint near Nablus. In the Israeli-occupied Golan Heights, Israeli forces and Hezbollah militants were said to have exchanged fire near the Lebanese border; no casualties were reported. Israel claimed that Hezbollah operatives had entered Israel, leading to an exchange of fire. Hezbollah, however, said that it had not opened fire on Israeli forces and that the Israeli claims were a publicity stunt. The U.S. Democratic Party finalized its platform for the 2020 elections. While the platform states opposition to Israeli annexation of West Bank settlements and calls for a 2-state solution, it also dismissed progressive amendments to dealing with Israel, such as conditioning military aid and calling for an end to the occupation of the West Bank. The amendments were voted down 117-34. The platform also recognizes Jerusalem as the capital of Israel. The EU said it was “deeply concerned” about the detention of PA governor of Jerusalem Adnan Gheith and called for “full respect of bilateral agreements between Israel and the PLO” with regard to East Jerusalem. Governor Gheith was arrested on 7/19 during a house raid; it was the 18th time he has been arrested since becoming governor 2 years ago. (WAFA 7/28)

The EU contributed with $27 million to the PA to help pay for the June salaries for PA civil servants. The PA has only paid civil servants half their salaries, citing the refusal to receive tax revenue payments collected by Israel because it would include coordination between the PA and Israel. An Israeli aircraft conducts an air strike along Gaza’s border fence near Khan Yunis, killing 3 Palestinian minors. An IDF spokesperson says that the Palestinians were attempting to place a suspicious object along the border fence. Hours after the strike, hundreds of Palestinians march to the homes of senior Hamas and Islamic Jihad in Palestine (PIJ) leaders demanding that they retaliate against Israel. PIJ then puts out a statement threatening to respond and rejecting the Israeli narrative about what the 3 minors were doing. Meanwhile, IDF troops stationed along the border fence open fire on Palestinian bird-hunters working near Bayt Hanun; 1 Palestinian is injured. In the West Bank, Israeli forces chase a Palestinian shepherd off his land in the northern Jordan Valley. IDF troops assault and injure a Palestinian, arrest 9 other Palestinians, issue 1 arrest summons, and confiscate a Palestinian vehicle during late-night raids near Bethlehem, Hebron, Jenin, Tulkarm, and Qalqilya; and patrol near Nablus, Hebron, and Qalqilya. Israeli settlement security guards assault 2 Palestinians near Nablus. The PLO Central Council convenes in Ramallah for the first of 2 days of meetings on a variety of issues facing the Palestinian people. Opening the meetings, PA president Mahmoud Abbas says, “We are facing a historical moment; either to be or not to be.” He calls for the Palestinian people to support the PLO and reaffirms that there can be no Palestinian state without Gaza or a capital in Jerusalem.
