The Palestine Chronology

In overnight raids, the IDF, Shin Bet arrest 33 senior Hamas or Hamas-affiliated political figures across the West Bank (Jenin, Nablus, Qalqilya, Salfit, Tulkarm), including PA Education M Nasir al-Sha‘ir, PA State M Wasfi Kabaha, at least 3 PC mbrs., 5 mayors, a number of heads of educational and charitable associations. The IDF also makes at least 7 air strikes on Gaza, targeting at least 3 ESF positions in Gaza City, Khan Yunis, Rafah, injuring at least 2 ESF mbrs. and 13 bystanders; a guard house outside Haniyeh’s Shati‘ r.c. home, causing no casualties; the home of a PRC mbr. in Jabaliya r.c., hitting an adjacent home instead, wounding 2 Palestinians; an alleged weapons factory in Rafah, wounding 5 bystanders; a Hamas post in Dayr al-Balah, causing no injuries; and a money exchange in Gaza City. The IDF also fires on a group of Palestinians on the Bayt Lahiya shore, wounding 1 Palestinian fisherman. Palestinians fire 2 mortars at the IDF post at Erez (causing no injuries, but light damage that will slow processing of trucks going through the crossing) and at least 12 rockets fr. Gaza toward Israel (only 5 land inside Israel, causing light damage but no injuries). In the West Bank, the IDF conducts arrest raids, house searches in Balata r.c., Jenin (also searching the offices of the PA Waqf Min., confiscating documents) and nr. Qalqilya, Tulkarm. A Palestinian woman dies of injuries received in a 5/17 IDF air strike on Gaza City. A Hamas mbr. dies of wounds received in clashes with Fatah on 5/13. IDF air strikes target the head of the Popular Resistance Comm.’s (PRC) Salah al-Din Brigades Mahmud Arqan, assassinating him as he drives through a residential area of Rafah, wounding at least 5 bystanders. In retaliation, Palestinians fire several rockets and 1 mortar fr. n. Gaza into Israel, causing no damage or injuries; IDF artillery fires 10s of shells on roads and uninhabited areas in n. Gaza, causing no reported casualties. The IDF also conducts arrest raids nr. Ramallah and in Balata r.c., Hebron, Tulkarm; raids Waqf offices, 2 charitable societies in Jenin, confiscating computers and files, sealing the buildings; conducts arrest raids in Bani Na‘im nr. Hebron, Bayt Laqia, Bethlehem, Kafr Dan nr. Jenin, al-Khadi, Tulkarm r.c. Late in the evening, the IDF raids the Muslim Youth Association in Hebron, confiscates computers, copiers, documents and vandalizes and seals the building. A Palestinian woman (a bystander) is killed, several Palestinians are wounded in a clash btwn. rival clans in Bayt Hanun in continuation of the fatal violence of 12/3. Israeli-Palestinian clashes continue, leaving 1 Palestinian dead. The IDF shells a Force 17 post nr. Netzarim settlement, killing 1 Force 17 mbr., wounding 3. Claiming retaliation, Hamas's Izzeddine al-Qassam Brigades fires mortars at Jewish settlements in Gaza today, causing no injuries. The IDF also bulldozes 3 dunams of Palestinian land nr. Kissufim settlement in Dayr al-Balah; begin work on a new settler bypass road to Talamon settlement nr. Ramallah, bulldozing Waqf land. Jewish settlers bulldoze an olive grove in Nazla. The Popular Front for the Liberation of Palestine (PFLP) says it will resume full participation in the PLO Executive Comm. and Central Council, which it has boycotted since the singing of the 1993 Oslo Accord. (NYT 2/18; AYM 2/21 in WNC 2/28)

At an American Comm. on Jerusalem briefing on Capitol Hill, eminent Palestinian historian Walid Khalidi reveals findings of a 3-yr. investigation, proving that the ownership of the proposed site for a U.S. emb. in Jerusalem, as mandated by Congress's 1995 Jerusalem Emb. Act, is largely private property (some of which can be claimed by U.S. citizens) and Waqf land that have been illegally confiscated by Israel. (ACJ press release 2/17)

PA teachers go on strike to protest their low salaries. Arafat had promised pay raises as part of the civil service law but the salary increases were not worked into the FY 2000 budget approved on 1/26. (MENL 2/18; LAW 2/22; MEI 2/25)
