In the West Bank, 5 masked gunmen attempted to assassinate Hebron municipal council member Abdul Karim Farrah, shooting him several times before stealing his car and burning it outside of the city. Farrah underwent surgery and was in stable condition. 1 Israeli settler rammed a Palestinian store in Hebron, injuring the owner of the store and a minor. Israeli settlers also threatened Palestinians living in the Tuqu’ area that if they do not leave they will continue to experience attacks by the settlers. Israeli forces shot and killed 2 Palestinians during a raid in Nur Shams refugee camp; 1 Israeli soldier was injured by shrapnel. Israeli forces also razed paved roads in the camp and detonated explosives in a 2-story building demolishing it and damaging nearby homes. Elsewhere, Israeli forces raided Birzeit University, arresting 7 students and vandalizing parts of campus. Israeli forces issued stop-work orders for 17 homes and 4 other structures in Salfit. In East Jerusalem, Israeli settlers led by former MK Yehuda Glick toured the Haram al-Sharif compound. Israeli settlers also vandalized Muslim graves in the Bab al-Rahma cemetary. 2 Palestinians were arrested during late-night raids in Bayt Hanina. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, shooting and injuring 5 with live ammunition. Israeli forces also conducted air strikes near al-Bureij and Jabaliyya; no injuries were reported. Hamas, Islamic Jihad, and the PFLP said they increased coordination to “deal with Israel’s aggression” in Gaza after a high-level meeting between the 3 groups in Beirut. The statement also condemned the Saudi normalization negotiations. (HA 9/24)

It was reported that U.S. secretary of homeland security Alejandro Mayorkas will announce on 9/28 that Israel will be admitted to the U.S. Visa Waiver program, despite not fulfilling the reciprocity requirements demanded by the U.S. (AP, NAT 9/24)

In the West Bank, Israeli forces fired tear gas near a school in ‘Anata, injuring students and staff. In East Jerusalem, Israeli settlers led by former MK Yehuda Glick toured the Haram al-Sharif compound. Israeli forces assaulted 1 Palestinian at the Damascus Gate Plaza, injuring and arresting him. Israeli authorities demolished 1 commercial structure in Jabel Mukaber. In Gaza, 5 Palestinians were killed and 25 others injured in an explosion during a protest near the Gaza fence. Palestinian officials said the 5 were killed when an explosive device accidentally exploded. 1 other Palestinian succumbed to wounds from the explosion on 9/17. Israeli forces also violently dispersed protesters east of Gaza City, injuring 9, including 3 minors. Palestinians marked the anniversary of the 2005 Israeli withdrawal from Gaza. 6 Palestinians were killed, including 3 members of Fatah, and 15 were wounded during fighting in Ain al-Hilweh refugee camp. The fighting reignited despite a ceasefire agreement from 9/11. 16 people have been killed since 9/7 when fighting broke out again after a month of relative quiet. Hamas and Islamic Jihad called for an immediate ceasefire after a meeting between Hamas Political Bureau deputy chairperson Moussa Abu Marzouk and Islamic Jihad secretary general Ziyad al-Nakhalah in Beirut. In Syria, Israeli forces conducted air strikes in Tartus on 2 separate occasions, killing 2 Syrian soldiers and wounding 6 others. Israeli forces also attacked the Shuairat military airport in the Homs province and several places in the Hama province, causing damage. Israeli defense minister Yoav Gallant appeared to brag about the attacks on 9/14 at an event with Prime Minister Benjamin Netanyahu when he said, “[e]ven last night, we saw proof that in the State of Israel the thunder of planes is louder than all the background noise.” (AJ, AP, HA 9/13; ALM, HA 9/14)

In an interview with the podcast Pod Save the World, U.S. secretary of state Antony Blinken said that “what we hear from the Saudis that if this process [normalization between Israel and Saudi Arabia] is to move forward, the Palestinian piece is going to be very important,” further stating that “in our judgement, of course, that must – needs to involve a 2-state solution.” (HA 9/13)

The U.S. signed a security agreement called the “Comprehensive Security Integration and Prosperity Agreement” with Bahrain, pledging to defend the country from attacks. (NYT 9/13)

In the West Bank, 1 Israeli settler was killed near the Hermesh settlement; the Al-Aqsa Martyr’s Brigades took responsibility, calling it revenge for Israeli attacks on the organization. Israeli forces subsequently closed multiple checkpoints in and around Tulkarm. Israeli settlers raided Jalud, throwing stones and attempting to set fire to a house. When Israeli forces showed up, they violently dispersed Palestinian protesters, injuring 3 with baton rounds. Israeli settlers also threw stones at Palestinian-owned vehicles traveling near Yasuf and Ya’bad. Elsewhere, Israeli settlers erected tents near Deir Istiya. Israeli settlers also vandalized Palestinian-owned vehicles near the Homesh settlement outpost. Israeli forces raided Askar refugee camp, injuring 1 with a baton round and 44 with tear gas. Israeli forces seized 2 bulldozers and 1 tractor in al-Walaja. Israeli forces also issued stop-work orders for 2 homes and 1 water well in the Masafer Yatta area and 8 stop-work orders for homes in Deir Balut. Elsewhere, Israeli forces raided a school in Huwwara, causing tear-gas related injuries. 2 Palestinian minors were arrested during a raid in Silwad. Israeli national security advisor Tzachi Hanegbi told Army Radio that normalization with Saudi Arabia depends on what the U.S. “is willing to pay for a deal.” Regarding reporting that Saudi Arabia wants a nuclear program in return for normalization, Hanegbi said that the “Americans will not advance on this issue with the Saudis without being in close contact with us.” (MEE, REU 5/30; HA 5/31; MEE 6/5; ALM 6/6)

In the West Bank, Israeli forces killed 1 Palestinian child during a raid in Balata refugee camp; Israeli forces said that the child had thrown a stone at the forces during the raid; no soldiers were reported injured. Israeli forces also shot and injured 2 Palestinian minors near a watchtower in al-Arroub refugee camp, claiming that the 2 threw stones at soldiers. Elsewhere, Israeli forces delivered stop-work orders for 4 commercial buildings in Salfit, 1 demolition order for a house in Bayt Jala, and demolished 3 agricultural structures in Khirbet al-Rahwa. 15 Palestinians were arrested during late-night raids in and around Ramallah, al-Bireh, Beit Sahour, Bayt Jala, al-Arroub refugee camp, Sa‘ir, Mirka, al-Zawiya, ‘Azzun, and Balata refugee camp. Haaretz reported that Israel had sent more troops to the Gaza fence in anticipation of another Palestinian demonstration on 8/25. Israel is also said to have instructed its soldiers to respond “more aggressively” to the Palestinian protests, despite injuring more than 40 Palestinians on 8/21. It was also reported that Hamas, in talks with Egypt, had agreed to end or curb the sending of incendiary balloons into Israel. (HA 8/24; MEMO 8/25)

500,000 doses of the Moderna COVID-19 vaccine donated by the U.S. arrived in Palestine, with 300,000 doses in the West Bank and 200,000 in Gaza. The PA said it had received a total of 2.5 million COVID-19 doses, which have been distributed between the West Bank and Gaza. Hamas, like the PA, recently required workers to get vaccinated. 7 out of the 20 Palestinians from East Jerusalem who had their Israeli government benefits revoked in May saw these benefits restored. The revoked benefits included their health insurance and government allowances. (HA 8/24)

The New York Times reported that Israel has changed its policy on allowing Jewish people to pray at the Haram al-Sharif compound. The reporting came after former MK and greater Israel advocate Yehuda Glick on 8/23 livestreamed himself praying at the Haram al-Sharif compound, in violation of the Status Quo agreement. While Israel does not have a law against non-Muslims praying at the compound, it has generally upheld the agreement. However, according to the NYT reporting, this does not seem to be the case anymore. (AJ, NYT 8/24; AP 8/25)

1 Palestinian on administrative detention ended his hunger strike after reassurances from Israel that his detention would not be renewed after January. The man was placed on administrative detention after being arrested on 9/22/2020 and had been hunger striking for 42 days. (WAFA 8/24)

A PA official said that the EU funding of its budget had still not arrived for 2021. The EU has helped fund the PA budget with $176 million, but the funding had not arrived due to technical reasons. The funding is presumed to be arriving in October, but the PA may not be able to pay salaries and social allowances for August without the funding. (JP 8/24)

The Fatah central committee said that PA president Mahmoud Abbas will reshuffle the PA government and announce new ministers on 8/27. It was later reported that the reshuffling was canceled. (ALM, MEMO 8/25)

In an interview with NYT before his trip to Washington D.C., Israeli prime minister Naftali Bennett said that there will not be the creation of a Palestinian state while he is in office, as he is opposed to Palestinian sovereignty. Prime Minister Bennett also said that his government would not annex parts of the West Bank, but would continue the expansion of settlements and Israel blockade of Gaza. (NYT 8/24; MEMO 8/25)

Palestinian ambassador to the UN Riyad Mansour says that the effort to submit the State of Palestine for full membership at the UN is on hold until “obstacles” are no longer in the way, alluding to the U.S. veto at the UN Security Council. Earlier this month, PA foreign minister Riyad al-Maliki said he intended to file the paperwork for another full membership bid before the end of 1/2019. (AP, TOI 1/29)

Israeli prime minister Benjamin Netanyahu announces that his government does not intend to renew the mandate of the Temporary International Presence in Hebron (TIPH), an international civilian group that has been monitoring “efforts to maintain normal life” in Hebron since it was established as part of the Hebron Protocol in 1997. The TIPH’s mandate, which has been renewed every 6 months since then, is set to expire on 1/31. A PA spokesperson calls the move “unacceptable.” “We call on the countries sponsoring this agreement to take a clear stance from this grave Israeli position and to immediately act to pressure the Israeli government to continue implementation of the agreement as agreed and not to treat Israel as a state above the law.” (HA, JP, TOI, WAFA, WAFA 1/28; MNA, TOI 1/29; FMEP 2/1)

The IDF launches a major military operation, dubbed Operation Northern Shield, aimed at exposing and demolishing tunnels stretching from southern Lebanon into northern Israel. Hezbollah has reportedly built a network of such tunnels since 2006. Hours before the launch of Operation Northern Shield, Israeli prime minister Benjamin Netanyahu meets with U.S. secretary of state Mike Pompeo in Brussels to discuss recent developments in the Middle East, including Iran’s nuclear program. Netanyahu reportedly tells Pompeo about Operation Northern Shield and asks him to tell the Lebanese government that they need to stop Hezbollah from acquiring precision-guided missiles. In response to the recent threats of a full-scale IDF operation in Gaza, Hamas puts out a statement: “The threats serve as an incentive for increased participation in the Great March of Return, its continuity and its development.” (JP 10/15)

The Australian press reports that Australian prime minister Scott Morrison recently told Israeli prime minister Netanyahu that he is considering following the U.S. lead and moving the Australian embassy in Israel to Jerusalem. “I am saying I’m open to considering it,” Morrison reportedly said. Paraguay’s Foreign Minister Luis Alberto Castiglioni announces that Paraguay will be returning its embassy in Israel to Tel Aviv, reversing former president Horacio Cartes’ decision to move it to Jerusalem in 5/2018. “Paraguay wants to contribute to an intensification of regional diplomatic efforts to achieve a broad, fair and lasting peace in the Middle East,” he says. The Israeli authorities announce the indefinite closure of the Erez border crossing, following the damage done to the crossing amid protests along the border fence on 9/4. Denying a petition from the residents, Israel’s High Court of Justice gives its final authorization for the Israeli government’s plan to evacuate and demolish Khan al-Ahmar, a Bedouin village near Jerusalem. “We have exhausted all legal means at this point and there is nothing more we can do other than be present in the area to protect it and prevent its demolition,” says a PA official who has been working on the case. The Jerusalem Local Planning and Building Committee advances a plan to build 150 housing units in Bayt Hanina, East Jerusalem. The current plan earmarks 75 of the units for Palestinians, but it is unclear if that earmark will remain as the plan proceeds through the authorization process. (HA 9/6; FMEP 9/7)

In East Jerusalem, 3 Israeli MKs—Shuli Moalem-Refaeli (Jewish Home), Yehuda Glick (Likud), and Amir Ohana (Likud)—tour Haram al-Sharif, marking the second such tour since Israeli PM Netanyahu lifted (7/3) his ban on Israeli MKs and ministers visiting the sanctuary. Along Gaza’s border fence, Israeli forces conduct limited incursions to level land near Gaza City and al-Bureij refugee camp. In the West Bank, IDF troops confiscate approximately 10 dunams (2.4 acres) of Palestinian land in central Hebron. They also arrest 12 Palestinians during late-night raids in and around Ramallah, Jenin, Hebron, Salfit, and Qalqilya; and patrol near Hebron. Unidentified assailants open fire on the Beit El settlement near Ramallah, causing minor damage. Israeli troops conduct raids in the area, but they do not apprehend any suspects. Netanyahu announces a major reduction in the amount of traffic allowed to pass into Gaza through the Kerem Shalom border crossing, as well as a constriction of the fishing zone off Gaza’s coast. Fuel, food, and medicine are now the only goods allowed through the crossing. The fishing zone is now six nautical miles after temporarily being expanded to nine nautical miles. Leader of the messianic Temple Mount movement and ultranationalist MK Yehuda Glick (Likud) and MK Shuli Moalem-Refaeli (Jewish Home) visit Haram al-Sharif under heavy police protection. Their visit follows Israeli PM Netanyahu’s decision to temporarily lift his ban on MKs and ministers visiting the sanctuary for 1 day only (Netanyahu initially imposed the ban in 10/2015 amid escalating violence across the oPt; see JPS 45 [2, 3]). Israeli forces plan to assess today’s visit and to make a recommendation about the ban’s future. A spokesperson for the Islamic Waqf says the decision to lift the ban is “unacceptable” and shows that “extremist right-wing entities are in control of the Israeli occupation’s government.” Elsewhere in East Jerusalem, Israeli forces arrest 1 Palestinian in the Old City and another during a raid in Abu Dis. Hamas sources say that Israel and Hamas have been holding an indirect exchange through various Arab, Turkish, and European channels about the prospect of agreeing to a 5–10-year cease-fire, and that elements under discussion relate to easing the blockade, including the possible construction of a seaport, and the entry of materials into Gaza in exchange for quiet. At a meeting of the Fatah Revolutionary Council in Ramallah, PA pres. Abbas says that he intends to dissolve the PA consensus govt. and form an entirely new cabinet within the next few days.
