IDF plainclothesmen fatally shoot wanted al-Aqsa Martyrs Brigades (AMB) mbrs. Ahmad Abahra and Muhammad Zayid as their car crosses a checkpoint in Jenin in an apparent assassination. The IDF also erects a new observation tower nr. Kiryat Arba settlement in Hebron; sends troops into Silwad nr. Ramallah, fires on stone-throwing youths who confront the troops, wounding and arresting 2; conducts arrest raids, house searches in Hebron, nr. Tulkarm; begins work on a new segment of the separation wall northwest of Ramallah that is expected to seize at least 5,330 dunams (d.; 4 d. = 1 acre) of land in Abud village; bulldozes 26 d. of land outside Bethlehem for construction of a permanent IDF post. Palestinians in Bethlehem report that for the past few days, the IDF has imposed new arrangements at the entrances to the city, requiring tourists entering and exiting to leave their busses, enter a transit hall for passport and baggage checks and customs processing that last up to 2 hrs. The Israel Lands Admin. issues tenders for construction of 13 new housing units in Ma’ale Adumim settlement nr. Jerusalem; the Israeli Housing Min. issues tenders for construction of infrastructure projects in Adam, Ariel, Ma’ale Adumim settlements. Jewish settlers beat a Palestinian harvesting his olive trees in Awarta. In Gaza, 100s of AMB mbrs. fire rifles in the air, defying the ban on carrying weapons in public, calling for reform within Fatah, demanding jobs and an international investigation into the 11/04 death of Yasir Arafat based on rumors (thus far unsubstantiated) that he was poisoned. In Nablus, AMB mbrs. protesting a recent PA crackdown on illegal weapons and criminal activity fire on PA police, leaving 1 PA policeman wounded. The IDF continues Operation Vanguard in Jenin, arresting Islamic Jihad mbr. Fayiz Tubasi, wanted for plotting the 10/21 suicide bombing; conducts arrest raids in Ramallah, Tulkarm (where troops search a school); shells residential areas of Khan Yunis; razes 219.5 dunams of land nr. Bayt Hanun. An AMB gunman fires on an IDF patrol nr. Beit El, is fatally shot by the soldiers. IDF soldiers nr. After the mandatory 48 hr. waiting period, Labor party resignations take effect, leaving Sharon with a right-wing minority coalition of 55 of 120 Knesset seats. Sharon invites Likud party rival and fmr. PM Benjamin Netanyahu to take the position of FM, fmr. IDF chief of staff Shaul Mofaz to take the position of DM. (HA 11/1; NYT, WP 11/2)

Due to severe weather, violence tapers off noticeably, though an Islamic Jihad suicide bomber lightly injures 5 Israelis outside a hotel in Jerusalem. The IDF demolishes 2 Palestinian homes, a water network in Rafah, nr. Morag settlement; directs shells, heavy machine gun fire a residential areas of Jinin, Nablus, Rafah; confiscates Palestinian land in Dayr al-Balah; reinforces positions around Nablus, Qalqilya. In the afternoon, Israel, which had already curtailed operations due to the weather, announces it is halting strikes on PA targets for 12 hrs. to give Arafat a chance to demonstrate he is cracking down on opposition groups; names 36 Palestinians it wants arrested immediately, vowing to resume strikes on the morning of 12/6 unless the PA shows progress. Meanwhile, in a briefing to Likud MKs, Sharon vows to step up Israel's assassination campaign, bans all Palestinian vehicles on interurban West Bank roads, bars Arafat fr. leaving Ramallah, bans VIP passage for PA officials, promises continued attacks on PA military and symbolic targets. Late this evening, the IDF raids the PA Central Bureau of Statistics, vandalizing the building and confiscating computers, financial records, raw survey data (especially on political and social issues), and the names and addresses of survey respondents. Attempting again to implement Arafat's 12/3 arrest order, the PSF takes up positions around the Gaza City home of Hamas's Shaykh Yasin, confiscates his car, cuts his telephone service. In reaction, 100s of Palestinians converge on Yasin's home to challenge the PSF; the sides exchange gunfire leaving 1 Hamas mbr. dead, 2 wounded. A Palestinian dies of injuries received on 11/28. After the Knesset approves his 7-party coalition, Sharon is sworn in as PM of Israel. The Knesset also passes a preliminary budget for 2001, a measure switching back to the 1-ballot voting system. The 7 parties in the unity government are Labor, Likud, One Nation, Shas, National Union Party, Yisrael Ba'Aliya, Yisrael Beitainu. Sharon's cabinet is the largest in Israeli history. Hrs. after Sharon's swearing in, the IDF digs a trench, erects an earthen barrier on the Birzeit-Ramallah road, completely encircling Ramallah. Electricity, water lines to Birzeit University are cut. Israeli-Palestinian clashes, which have left 365 Palestinians, 19 Israeli Arabs, and 58 Israeli soldiers, settlers, and civilians dead, stretch into their 5th mo. The most severe clashes are in Ramallah. 2 Palestinians are killed by the Israel Defense Forces (IDF). Palestinian Auhority (PA) General Intelligence Service (GIS) officer Anwar Mar'i is stabbed to death by Palestinian assailants nr. Salfit; the PA claims it is an IDF-backed assassination. The U.S., Britain bomb 5 Iraqi sites, marking the 1st strikes outside the no-fly zones since 12/98, signalling a more confrontational approach to Baghdad by the new administration of U.S. Pres.
