Sinai Province of the Islamic State (SPIS) fighters fire 2 rockets from the north Sinai Peninsula into Israel, where they land in open areas, causing no damage or injuries. Sources on the ground in Sinai report seeing Israeli fighter jets launch air strikes on a number of targets in response to the rockets. The attacks come after a day of heavy violence in Sinai and weeks of tension between Hamas and local Islamist groups in Gaza. Hours before the attack, SPIS fighters assaulted Egyptian soldiers at a vacant church in al-Arish with rocket-propelled grenades and car bombs, and also rob a bank nearby, sparking a firefight with Egyptian security personnel (at least 3 civilians and 4 soldiers are killed and at least 20 people are injured). The Egyptian army then launches a counterassault on insurgent hideouts near Rafah, al-Arish, and Shaykh Zuwayd, killing at least 24 fighters affiliated with SPIS and other armed groups. In the West Bank, Israeli settlers assault 2 Palestinian children on their way to school in Hebron. They also throw stones and bottles at a mosque in al-Tuwani village near Hebron, causing minor damage and sparking clashes between their IDF escort and residents of the area (there are no serious injuries). Settlers steal olives harvested from more than 65 trees in orchards near Nablus and Ramallah (IDF troops arrest a number of them later in the day). Other settlers attempt to assault Palestinians picking olives outside the Eli settlement near Hebron, but the Palestinians drive them off. IDF troops conduct a raid in Dahaysha refugee camp near Bethlehem, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 1 Palestinian is injured. They arrest 13 Palestinians during latenight raids near Jenin and Ramallah, and in Bethlehem and Qalqilya, and patrol near Jenin. In East Jerusalem, Israeli forces violently disperse a Palestinian family gathering in Issawiyya to welcome a relative home from prison, moderately injuring 3 of them. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and Bayt Lahiya, causing no damage or injuries. They arrest 4 fishermen and confiscate 2 boats. At the weekly Israeli cabinet meeting, PM Netanyahu says U.S. pres. Trump’s 10/13 decision not to certify the 7/14/2015 Iran nuclear deal presents an opportunity to “fix” the deal. “I believe that any responsible government, and whoever seeks to promote peace and security in the world, needs to take advantage of the opportunity that Pres. Trump’s decision has created to improve the agreement or abrogate it and, of course, stop Iran’s aggression,” he says. Hundreds of Palestinians march through al-Suwana, East Jerusalem, to mourn Ali Abu Gharbiyeh, the Palestinian whose body washed ashore at Lake Tiberias on 6/30. Israeli forces fire stun grenades at protesters “shouting slogans” and “acting disorderly,” according to an Israeli police spokesperson. At least 35 Palestinians are lightly injured in the ensuing clashes. It is still unclear how Abu Gharbiyeh died. In the West Bank, IDF troops conduct a raid in al-Mughayyir village nr. Ramallah, sparking clashes with stone-throwing youths; 1 Palestinian is injured. They also arrest 9 Palestinians during raids in and around Qalqilya, Hebron, and Nablus; and patrol nr. Hebron. Along Gaza’s border, IDF troops violently disperse Palestinian protesters gathering nr. Jabaliya r.c. and Khan Yunis; there are no serious injuries. Israeli PM Netanyahu announces a temporary suspension of his ban on Israeli MKs and ministers visiting Haram al-Sharif, following a petition from MK Yehuda Glick, leader of the messianic Temple Mount movement and ultranationalist mbr. of Likud. The trial period is set to span 7/23–27. Netanyahu 1st implemented the ban amid rising tensions at the site and across the oPt in 10/2015. (MNA, TOI, WAFA 7/2; JTA 7/3)

A delegation of senior Hamas officials departs Gaza for Cairo to build on previous negotiations that the delegation held in the Egyptian capital 6/4–12. The trip comes amid signs of growing ties between Hamas and the Egyptian govt. (MNA 7/2)

Uncoordinated stabbing and alleged stabbing attacks continue in the West Bank and Jerusalem, resulting in the deaths of 3 Palestinians. Two Palestinians open fire on an Israeli bus in Ramot, causing no damage. Israeli police then chase the shooters into the Old City, where they shoot and kill the 2 men after they allegedly attempt to ram their car into a Jewish Israeli pedestrian, causing no serious injuries. A 3d Palestinian is critically injured in the crossfire. The IDF maintains, for a 2d day, the closure of 1 village each nr. Qalqilya and Salfit. On the outskirts of the village nr. Salfit, Israeli soldiers open fire on 2 Palestinian youths as they approach an IDF checkpoint, killing 1 and critically injuring the other. Elsewhere in the oPt, Hamas announces that 1 of its fighters died earlier in the day during unspecified training exercises. IDF troops raid a village nr. Jenin, sparking clashes with stone-throwing Palestinians; there are no serious injuries. They conduct further raids in and around Nablus, Qalqilya, Bethlehem, and Hebron, arresting 18 Palestinians. An Israeli settler stabs and injures a Palestinian nr. Nablus. Late at night, Israeli settlers spray price-tag graffiti on the walls of a Palestinian home in a village nr. Bethlehem. In response to the string of attacks on 3/8 and after conferring with senior security officials, Israeli PM Netanyahu announces that Israel will complete the construction of the separation wall in the s. Hebron Hills. He also states that his govt. proposes new legislation to deter and punish Palestinians who enter Israel illegally, close Palestinian media outlets responsible for alleged incitement, and deny work permits to the families of Palestinians who commit serious crimes against Israelis. Israeli police immediately arrest 10s of Palestinians in raids across Israel, targeting those who entered the country without proper permits. (HA, JP, TOI 3/9)

The Israeli authorities inform 5 Palestinian food companies that their goods will no longer be permitted to pass through the Beitunia crossing for sale in Jerusalem. Israel last barred West Bank food products from entering East Jerusalem for a brief period in 2010. (TOI 3/13)

In Cairo, French FM Jean-Marc Ayrault says that France will not recognize the State of Palestine if the planned French peace initiative fails, effectively retracting his predecessor’s 1/29 pledge. “There is never anything automatic,” he says, adding that “France will present its initiative to its partners. In Gaza, Sarayat al-Shaykh Umar Hadid fire a Katyusha 130 rocket into Israel and it lands nr. Ashqelon, causing no serious damage or injuries. The group says that the recent rocket attacks (today and 6/3) are meant to remind Hamas that Israel is the enemy. In response, IAF jets launch air strikes on a vacant Hamas military base in n. Gaza, causing severe damage. Off the coast nr. Bayt Lahiya, Israeli naval forces fire warning shots at Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian and international activists nonviolently commemorating the 48th anniversary of al-Naksa nr. Jerusalem; there are no serious injuries. The IDF also conducts house searches and raids in 2 villages each nr. Hebron and Qalqilya, arresting 4 Palestinians and issuing arrest summons to 3 others; patrols in 2 villages each nr. Ramallah and Tulkarm, and 1 each nr. Hebron, Qalqilya, and Jericho. In East Jerusalem, Israeli forces arrest 3 Palestinians on raids in Issawiyya and the Old City. An Egyptian appeals court overturns a lower court’s 2/28 designation of Hamas as a terrorist organization, following an appeal from the State Litigation Authority. A court official says the previous ruling is thrown out because the lower court did not have the proper jurisdiction. Hamas welcomes the new decision. (AHR, MNA, YA 6/6)

On the 2d day of billionaire Sheldon Adelson’s summit for pro-Israel U.S. megadonors in Las Vegas, a letter is read aloud from Israeli PM Netanyahu announcing that the Israeli govt. will begin expanding its efforts to counter the growing Boycott, Divestment and Sanctions (BDS) movement. The same day, Netanyahu announces that Strategic Affairs Min. Gilad Erdan’s office will receive NIS 100 m. (around $25.4 m.) to escalate its anti-BDS efforts, including hiring 10 new employees to deal solely with “delegitimization” activities worldwide. Israeli PM Benjamin Netanyahu arrives in Russia for talks with Pres. Vladimir Putin about the peace process and regional developments, including Syria. Netanyahu asks Putin not to supply S-300 anti-aircraft missiles to Bashar al-Asad’s regime. (HA 5/14)

The International Criminal Court’s prosecutor Fatou Bensouda says she will open a preliminary examination into Israel’s 2010 attack on the Gaza-bound Mavi Marmara aid flotilla, following a referral from Comoros, to which one of the vessels raided was registered. (REU 5/14)

Thousands of Palestinians hold Nakba Day rallies in cities across the West Bank; the IDF violently disperses protesters in al-Khader, causing no serious injuries. The IDF also patrols in al- ‘Arub r.c. nr. Hebron, injuring 1 Palestinian in clashes. Jewish settlers uproot around 150 trees south of Nablus and also set fire to Palestinian agricultural lands in Bayt Furik village nr. Nablus. There is also a ‘‘price tag’’ attack in in Umm al-Qutuf village in Wadi Ara, a Palestinian village inside the Green Line, in which suspected Jewish extremists vandalize a mosque and 3 vehicles. Fatah and Hamas representatives hold reconciliation talks in Cairo. Hamas official Moussa Abu Marzouq says the sides have pledged to complete formation of a long-anticipated unity government within 3 months (see QU 168 for details). (JP, MNA 5/14)

Egypt’s upper house holds a special session to discuss recent clashes (5/7) in al-Aqsa Mosque and demands the immediate expulsion of Israeli ambassador Ya’akov Amitai in protest, but the government takes no immediate action. (ToI 5/14)

Israeli media reports that PM Benjamin Netanyahu may adopt a package of ‘‘goodwill gestures’’ ahead of U.S. Pres. Obama’s upcoming visit, including transferring responsibility for 2 West Bank roads to the PA, releasing Fatah prisoners, and approving building plans for Palestinian villages in Area C currently considered illegal. Netanyahu’s office denies the reports and says that any practical steps would only be taken if the Palestinian leadership returns to talks without conditions. (MNA, ToI 3/5)

In the West Bank, Jewish settlers uproot around 100 olive trees in Nahalin village nr. Bethlehem. The IDF conducts house searches and arrest raids in 1 village nr. Israeli security service Shin Bet publishes statistics indicating a 70% increase in violent attacks by Palestinians in the occupied territories during 2/2013 (138 incidents) compared to 1/2013 (83 incidents), most of which were the throwing of Molotov cocktails. (HA 3/5; XIN 8/6)

Hamas reports that PA security forces arrested 66 of the movement’s supporters in the West Bank during 2/2013, and summoned another 38 for interrogation. A senior Hamas official in the Gaza Strip says that PA Pres. Mahmud Abbas had ‘‘sold the reconciliation in return for an American smile.’’ (JP 3/5)

A week after assuming office, U.S. Defense Secy. Chuck Hagel hosts Israeli DM Ehud Barak at the Pentagon for talks on Iran and Syria, among other topics. Hagel assures Barak that there would be no interruption of funding for Israeli defense systems like Iron Dome, Arrow and David’s Sling, even as the looming sequester looks set to cost Israel around $155 million in defense assistance. Netanyahu warns Hamas that Israel will retaliate if rocket and mortar fire fr. Gaza resumes. Though no rocket or mortar fire is reported during the day, the IDF makes a late-night air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF patrols in 4 villages nr. Jenin, Ramallah, and Tulkarm during the day and 1 nr. Jericho late at night; raids 2 villages nr Qalqilya late in the evening, searching homes for Palestinian youths who allegedly threw stones at troops earlier in the day, arresting 1 teenager. The Knesset passes (37-11, with 72 abstaining or not voting) into law the “Citizenship Loyalty Law” which allows the court to revoke the citizenship status of anyone found guilty of treason, espionage, terrorism, or assisting a terrorist organization. The law is widely seen as being aimed at Israeli Palestinians. Knesset also votes to strip former Israeli Arab MK Azmi Bishara of his parliamentary benefits, including his pension. Israeli officials announce that PM Benjamin Netanyahu, in consultation with DM Ehud Barak and Israel’s atty. gen. Yehuda Weinstein, have asked Israel’s High Court to respond to 15 petitions filed by Peace Now demanding the immediate removal of Israel’s unauthorized settlement outposts by ordering the dismantling of outposts built on privately owned Palestinian land before the end of 2011 (with the exception of a house owned by a fallen IDF officer) but authorizing the legalization of those built on state land. This would mean that 6 outposts would be removed, of which 5 are inhabited (47 homes), while more than 100 others would be legalized. In the West Bank, the IDF demolishes 3 structures at the Havat Gilad unauthorized settlement outpost; Jewish settlers stone Israeli border police overseeing the demolition, who respond with tear gas and rubber bullets, leaving 15 persons lightly injured and 17 settlers under arrest. Afterward, Jewish settlers fr. Yitzhar settlement nr. Nablus exact their “price-tag doctrine” attack in nearby Hawara village, fire-bombing a house, injuring 2 children, and damaging other property. Separately, Jewish settlers fr. Halmish nr. Ramallah block a road leading to Nabi Salih and stone passing Palestinian vehicles; the IDF observes but does not intervene. Later, Jewish settlers fr. Based on Israeli PM Benjamin Netanyahu’s 5/20 meeting with Mitchell (see 5/19) and a meeting today between Israeli and PA security officials, Israel announces plans to relax some restrictions on West Bank movement and access over the next 2 wks. as a goodwill gesture to support proximity talks. The promised moves include: removing 60 roadblocks (around 10% of total) across the West Bank, various steps to improve Palestinian tourism and trade, and lifting some restrictions on Israeli Palestinians access to the West Bank. In Gaza, around 20 armed Palestinians vandalize and set fire to an United Nations Relief and Works Agency (UNRWA) beachside summer camp for refugee children under construction w. of Gaza City, binding the caretaker and leaving him with a letter threatening UNRWA senior staff; Hamas denounces the attack; no group takes responsibility, but previously Islamist extremists have condemned UNRWA for corrupting Gazan youths by introducing them to activities they deem at odds with Islam. The Israeli navy fires on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging construction materials fr. former settlement sites nr. Bayt Lahiya, wounding 1 Palestinian. In the West Bank, the IDF conducts late-night arrest raids in and around Hebron and neighboring al-‘Arub refugee camp (r.c.), in Jenin and Qalqilya, nr. Jericho and Ramallah. Israel begins a 5-day nationwide civil defense exercise to test the preparedness of civilians, emergency services, local authorities in case of war. Netanyahu stresses that the drill does not mean Israel is expecting or planning a major security engagement. (NYT 5/24)

Biden wraps up his trip to Israel with a big speech to the Israeli public at Tel Aviv University, underscoring American solidarity with Israel. He reiterates U.S. disapproval of the Ramat Shlomo housing plan because it “undermined the trust required for productive negotiations,” but accepts what he calls “significant” assurances from Netanyahu that the construction will not break ground for years, expressing hope that negotiations would “resolve this and other outstanding issues” before construction could begin. He then heads to Jordan. Separately, Netanyahu issues a statement apologizing for the “unfortunate timing” of the Ramat Shlomo announcement, but notably not apologizing for the construction itself. At the same time, Israel’s Jerusalem municipality announces plans to build 1,000s of settlement housing units e. and s. of Jerusalem in areas Israel intends to keep under final status, including 3,000 units each in Gilo and Givat Matosim, 1,500 units each in Har Homa and Pisgat Ze’ev, 1,200 units in Ramot, 600 in Armona Netseev, 450 in Neve Ya’acov, and 144 in Olive Mount. In Ramallah, at least 1 PA security official and 1 Fatah Central Comm. member take part in a ceremony in Ramallah naming a public square after Dalal Mughrabi, a 19-yr.-old Fatah member who in 1978 led a squad from Lebanon that sailed to Israel where they staged attacks killing 1 American and 38 Israelis before being shot dead; Netanyahu denounces the official Fatah and PA participation as incitement undermining the peace process. Late in the evening, the IDF patrols in Ramallah, firing rubber-coated steel bullets at stonethrowing Palestinian youths who confront them, causing no injuries; carries out latenight house searches in Jenin town and r.c., making no arrests. In Gaza, the littleknown Salafist group Ansar al-Sunna fires a Qassam rocket into Israel, causing no damage or injuries but marking the 1st incidence of rocket fire since 2/12. Later in the day, unidentified Palestinians fire 2 more Qassams toward Israel, but they land harmlessly inside Gaza. Late at night, the IDF makes an air strike on a smuggling tunnel on the Rafah border, causing no injuries. The IDF raids a branch of the Arab Bank in Azariyya, East Jerusalem, confiscates documents related to bank accounts belonging to Jerusalem residents allegedly linked to Hamas. The Knesset approves (68–48) Israeli PM Ariel Sharon’s (reelected on 1/28/03) new coalition government. The 68-seat coalition includes the right-wing, pro-settler National Religious Party (6 seats), opposed to creation of a Palestinian state; the right-wing, secular nationalist Shinui (15 seats), which supports unilateral separation; and the ultraright-wing National Union Party (7 seats), which represents Jewish settlers, opposes talks with the Palestinians, and advocates expelling PA head Yasir Arafat and Palestinians from the occupied territories and annexing the land. Acting FM Benjamin Netanyahu (Likud) becomes finance minister, acting Finance M Silvan Shalom (Likud) becomes FM; Likud’s Tshai Hanegbi (previously under criminal investigation by Israeli police) becomes internal security minister; Mofaz remains DM. Sharon says that the economy will be his 1st priority, the peace process his 2d; that the Palestinians would have to give up the right of return, agree to Jerusalem remaining the unified capital of Israel, and halt all violence if they want a comprehensive peace.
