In the Gaza Strip, Egyptian authorities keep the Rafah border crossing open for a 3d day. Meanwhile, unknown assailants blow up the car of a local Fatah leader using a flammable liquid. Off the coast nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing damage. Meanwhile, IDF troops e. of Rafah open fire on agricultural land along the border fence, causing damage. In the West Bank, Israeli forces demolish several residential and storage structures owned by Palestinians nr. Jerusalem and deliver a stop-work order to a construction site nr. Hebron. The IDF patrols nr. Hebron and Jenin; raids 3 homes in Tulkarm overnight belonging to friends and family of the Palestinian man who stabbed 13 Jewish Israelis in Tel Aviv on 1/21, arresting 2. In East Jerusalem, Israeli forces conduct arrest raids in al-Tur. PA PM Hamdallah meets with Swedish consul-gen. Ann-Sofie Nilsson in Ramallah. Hamdallah calls on the international community to pressure Israel into unfreezing the transfers of tax revenue to the PA, which have been held since 1/2. Meanwhile, reps. of the PA and Russia meet and sign 2 bilateral agreements, which will establish joint comms. to supervise economic cooperation between them. (MNA 1/22, 1/23)

In Israel, the major non-Zionist parties— Hadash, Balad, Ta’al, and Ra’am—announce that they have agreed to run on a joint list in the 3/17 election. Ayman Odeh, newly elected chair of Hadash, will lead the list. Earlier in the day, the Knesset House Comm. approved the request to split the Ra’am and Ta’al parties, which were joined at the United Arab List in the current Knesset under Ahmad Tibi’s leadership. The State Dept. announces that neither Pres. Obama nor Secy. of State Kerry will meet with Israeli PM Netanyahu when he visits Washington to address a special session of Congress on 3/3. A State Dept. spokesperson cites “long-standing practice and principle” when explaining why the pres. would not meet with another head of state 2 weeks ahead of his or her national election. Sixty-three of the 751 mbrs. of the EU parliament send a letter to foreign affairs chief Mogherini asking her to suspend the EU-Israel Association Agreement, which has governed the trade relationship since 2000. The 63 MEPs cite serious violations of international law committed during OPE. (WAFA 1/27; EI 2/4)

At EU urging, the Quartet convenes a senior-level mtg. in Washington to discuss issuing a statement on how to jumpstart the peace process, but because of sharp disagreements over a draft prepared by the U.S. in consultation with Israel, the members fail to issue a statement. Unidentified assailants attack Egypt’s natural gas pipeline to Israel and Jordan again (see 7/4). In the West Bank, the IDF demolishes a grocery store, sheep farm, and garage on land in al-Jib village nr. Jerusalem, strategically located between Givat Ze’ev and Givon settlements; declares a Palestinian olive grove in the Wadi Qana area nr. Salfit a closed military zone and uproots 600 trees; patrols in 3 villages nr. Ramallah, 2 nr. Salfit, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Jenin town and r.c. and in Qalqilya. The World Zionist Organization’s settlement division (newly transferred to Netanyahu’s control; see 6/19) allocates 54,000 d. of agricultural land to 21 Jewish settlements in Jordan Valley, nearly doubling the total farmland under their control to 110,000 d.; it also increases water allocations to Jewish farmers in the Jordan Valley. The Knesset passes (47-38) into law a bill that would sanction individuals and organizations that call for a boycott of Israel or its settlements, denying them tax breaks and barring them from working for the government. The Knesset’s legal adviser warns, however, that the measure is “borderline illegal” since it strays into the right to free political expression. Netanyahu warns Hamas that Israel will retaliate if rocket and mortar fire fr. Gaza resumes. Though no rocket or mortar fire is reported during the day, the IDF makes a late-night air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF patrols in 4 villages nr. Jenin, Ramallah, and Tulkarm during the day and 1 nr. Jericho late at night; raids 2 villages nr Qalqilya late in the evening, searching homes for Palestinian youths who allegedly threw stones at troops earlier in the day, arresting 1 teenager. The Knesset passes (37-11, with 72 abstaining or not voting) into law the “Citizenship Loyalty Law” which allows the court to revoke the citizenship status of anyone found guilty of treason, espionage, terrorism, or assisting a terrorist organization. The law is widely seen as being aimed at Israeli Palestinians. Knesset also votes to strip former Israeli Arab MK Azmi Bishara of his parliamentary benefits, including his pension. In his first statement since the 10/8 Arab League decision, Netanyahu, at the opening of the fall session of the Knesset, publicly offers a “limited” extension of its partial settlement freeze if the Palestinians recognize Israel as the nation-state of the Jewish people. Abbas rejects this as a key concession that Israel seeks as a basis to reject Palestinian refugees’ right of return to their homes in Israel, noting that the PLO formally recognized the State of Israel in an exchange of letters before signing the 1993 Oslo Accord. The State Dept. suggests that Abbas make a counter offer to keep the process going. (AFP, NYT, WP 10/11; AFP, HA 10/12)

Meanwhile, Israel’s ministerial comm. on legislation sends a bill to the Knesset for a second reading that would require a national referendum before any territory could be ceded in a peace agreement. (JTA, NYT 10/11)

Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, IDF undercover units make an incursion into Silwan in East Jerusalem, arresting 4 Palestinian boys (ages 12–13), firing rubber-coated steel bullets, stun grenades at stone-throwing youths who confront them, seriously wounding a 14-yr.-old Palestinian boy; all 4 boys arrested are released on 10/12. The IDF also conducts late-night arrest raids, house searches nr. Qalqilya. An Israeli military court sentences Abdullah Abu Rahma, head of the Popular Committee Against the Wall in the West Bank village of Bil‘in who organizes the weekly demonstrations against the separation wall, to 1 year in jail (including time served) and a $1,250 fine; Abu Rahma was arrested in 12/09 and convicted in 8/2010 of incitement and participating in illegal demonstrations. PA PM Salam Fayyad holds a groundbreaking ceremony to inaugurate a new agroindustrial park in the Jordan Valley, which is expected to create 10,000 new Palestinian jobs. The IDF raids a branch of the Arab Bank in Azariyya, East Jerusalem, confiscates documents related to bank accounts belonging to Jerusalem residents allegedly linked to Hamas. A roadside bomb explodes nr. a Jewish settler bus in the West Bank, causing no injuries. A Palestinian dies of injuries received on 2/23. (HA, JTA 2/27; PCHR 3/6; LAW 3/13)

The Knesset approves (68–48) Israeli PM Ariel Sharon’s (reelected on 1/28/03) new coalition government. The 68-seat coalition includes the right-wing, pro-settler National Religious Party (6 seats), opposed to creation of a Palestinian state; the right-wing, secular nationalist Shinui (15 seats), which supports unilateral separation; and the ultraright-wing National Union Party (7 seats), which represents Jewish settlers, opposes talks with the Palestinians, and advocates expelling PA head Yasir Arafat and Palestinians from the occupied territories and annexing the land. Acting FM Benjamin Netanyahu (Likud) becomes finance minister, acting Finance M Silvan Shalom (Likud) becomes FM; Likud’s Tshai Hanegbi (previously under criminal investigation by Israeli police) becomes internal security minister; Mofaz remains DM. Sharon says that the economy will be his 1st priority, the peace process his 2d; that the Palestinians would have to give up the right of return, agree to Jerusalem remaining the unified capital of Israel, and halt all violence if they want a comprehensive peace.
