In East Jerusalem, Israeli forces shoot and kill a Palestinian in the Old City after she allegedly draws a knife with the intent to stab 1 of them. Israeli police shoot and kill a 2d Palestinian nr. the Old City after he opens fire on them with an automatic weapon, injuring 2 (1 seriously). Israeli forces then raid the alleged attacker’s home in Issawiyya, issue arrest summons to his father and uncle, take measurements in preparation for possible punitive demolition, and spark minor clashes with stone-throwing youths. In Israel, Israeli police shoot and kill a 3d Palestinian nr. Petah Tikva after he allegedly stabs and moderately injures an Israeli; shoot and kill a 4th Palestinian in Jaffa after he stabs several people, killing 1 U.S. citizen and injuring at least 10 Israelis (5 seriously). Later, a video of the incident in Jaffa circulates on social media, apparently showing an Israeli police officer shooting the Palestinian attacker execution-style. After the attacks in Petah Tikva and Jaffa, the IDF seals the Qalqilya and Salfit-area villages of the alleged attackers, blocking residents from entering or exiting. U.S. VP Joe Biden arrives in Israel, meets with former Israeli pres. Shimon Peres in Jaffa, and pledges “total, unvarnished commitment” to Israel. Palestinian youths throw stones at IDF troops in a village nr. Qalqilya, sparking clashes; 1 Palestinian is injured. Israeli soldiers assault and arrest 3 Palestinian students s. of Nablus. The IDF conducts a series of late-night raids in Hebron, 3 villages and al-‘Arub r.c. nr. Hebron, 1 village each nr. Tulkarm and Bethlehem, in and around Qalqilya, and ‘Ayn al-Sultan r.c. nr. In Gaza, 2 Palestinian children are injured when an unexploded piece of Israeli ordnance detonates in n. Rafah. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at Friday demonstrations against the Israeli occupation in 6 areas nr. In the West Bank, an Israeli officer shoots and kills a stone-throwing Palestinian youth during clashes nr. the Qalandia checkpoint s. of Ramallah. There are no other serious injuries. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against the Israeli occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 1 Palestinian is seriously injured. The IDF also patrols in 4 villages nr. The UNHRC votes, 41–1, with 5 abstentions, to adopt a res. welcoming the report produced by the Council’s commission of inquiry, which was published on 6/22. In Gaza, Sarayat al-Shaykh Umar Hadid fire a Katyusha 130 rocket into Israel and it lands nr. Ashqelon, causing no serious damage or injuries. The group says that the recent rocket attacks (today and 6/3) are meant to remind Hamas that Israel is the enemy. In response, IAF jets launch air strikes on a vacant Hamas military base in n. Gaza, causing severe damage. Off the coast nr. Bayt Lahiya, Israeli naval forces fire warning shots at Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian and international activists nonviolently commemorating the 48th anniversary of al-Naksa nr. Jerusalem; there are no serious injuries. The IDF also conducts house searches and raids in 2 villages each nr. Hebron and Qalqilya, arresting 4 Palestinians and issuing arrest summons to 3 others; patrols in 2 villages each nr. An Egyptian appeals court overturns a lower court’s 2/28 designation of Hamas as a terrorist organization, following an appeal from the State Litigation Authority. A court official says the previous ruling is thrown out because the lower court did not have the proper jurisdiction. Hamas welcomes the new decision. (AHR, MNA, YA 6/6)

On the 2d day of billionaire Sheldon Adelson’s summit for pro-Israel U.S. megadonors in Las Vegas, a letter is read aloud from Israeli PM Netanyahu announcing that the Israeli govt. will begin expanding its efforts to counter the growing Boycott, Divestment and Sanctions (BDS) movement. The same day, Netanyahu announces that Strategic Affairs Min. Gilad Erdan’s office will receive NIS 100 m. (around $25.4 m.) to escalate its anti-BDS efforts, including hiring 10 new employees to deal solely with “delegitimization” activities worldwide. IDF troops on the Gaza border e. of Jabaliya fire on Palestinian agricultural land nr. the border fence, causing damage. Meanwhile, IDF troops stationed e. of Khan Yunis fire on Palestinian protesters approaching the border fence, causing several to suffer from tear gas inhalation. Off the coast nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. In the West Bank, IDF troops briefly detain the gov. of Ramallah and threaten her with “direct targeting” if she continues her participation in the weekly nonviolent protests in Nabi Salih. The 26th Arab League summit begins today, with reps. of all the mbrs. as well as UN Secy.- Gen. Ban, gathering in Sharm al-Shaykh, Egypt, to discuss the recent violence in Yemen, Palestinian affairs, and other issues. At the summit, PA Pres. In the Gaza Strip, Palestinians fire a rocket into s. Israel in the Eshkol region. Israel holds Hamas responsible and the IDF launches a latenight air strike at a Hamas military training site nr. Khan Yunis, causing damage to the site and a nearby UNRWA school. It is the 1st Israeli bombing in Gaza since the 8/26 cease-fire ended OPE. In the West Bank, Palestinians gather in Turmus ‘Ayya, Silwad, and Ofer detention center to protest the death of a senior PA official on 12/10, sparking clashes with IDF troops in which 9 Palestinians are injured with rubbercoated metal bullets and 2 are detained. In Silwad, Israeli soldiers deliberately fire at electricity transformers, causing a power outage. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), Bethlehem, and Qalqilya (Kafr Qaddum), shooting 1 in Bil‘in with a rubber-coated metal bullet and 1 in Ni‘lin. The IDF conducts an arrest raid nr. Qalqilya; patrols nr. Ramallah, Hebron, Jericho, Tulkarm, and Qalqilya. Meanwhile, dozens gather in Balata r.c. to celebrate the 47th anniversary of the PFLP. In East Jerusalem, nearly 60,000 Palestinians pray at Haram al-Sharif, then march through the streets of the Old City in protest of Israeli policies regarding the site. Later, Israeli forces conduct house searches and arrest raids in the Old City, al-Wad, Silwan, and al-Bustan. A leaked report from the IAEA concludes that Iran is upholding commitments made to the P5+1 related to its disputed nuclear program. (JP, REU 12/18)

In the Gaza Strip, the IDF continues its assault with air strikes on over 50 targets, killing 18 Palestinians and injuring dozens more. Also,IDF troops stationed nr. the border shell areas across the fence with artillery in 3 incidents. The armed Palestinian groups launch approximately 135 projectiles into Israel; of which, 125 land in open areas, 5 in urban areas, and 10 are intercepted by Iron Dome batteries. Israeli authorities temporarily close the Erez border crossing, except for humanitarian cases, in response to a mortar shell wounding 3 Israelis nearby, which is claimed by al-Qassam Brigades. In the West Bank, approximately 400 Israeli settlers, escorted by IDF troops, enter a village nr. Salfit to visit religious monuments. In a village w. of Ramallah, IDF troops open fire with live ammunition and tear gas on a group of stone-throwing Palestinian youth, injuring 1. Separately, IDF troops fire tear gas at Palestinian children on their way to school in a village s. of Hebron; establish 5 mobile checkpoints around Ramallah; and conduct patrols in Hebron and 2 villages nr. After meetings with Arab League secy.-gen. Nabil al-‘Arabi and reps. of several Palestinian factions, PA Pres. Abbas returns to Ramallah from Cairo. Abbas will meet with senior Palestinian officials to further develop his new diplomatic initiative before U.S. Secy. of State Kerry visits in the coming days. Qalqilya in the morning, in 1 village nr. Jericho and 3 villages and al-Fawar r.c. nr. Hebron in the afternoon, and in 2 villages nr. Ramallah and 1 village nr. Qalqilya at night. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis, and international activists against Israel’s separation wall, settlements, and the occupation in 3 villages nr. Israeli DM Moshe Ya’alon declares that U.S. Secy. of State John Kerry’s effort to restart peace talks has failed and that the Arab League proposal is just spin. Ya’alon’s remarks are made in an address to the Washington Institute for Near East Policy in Washington, ahead of a meeting with U.S. Defense Secy. Chuck Hagel. His remarks are criticized by Israel’s Science and Technology Minister Jacob Perry as not conducive to resuming negotiations. (HA, JTA 6/14)

Norway’s Dep. DM confirms that UN Secy.-Gen. Ban Ki-moon has asked Sweden, Norway, Finland, and Denmark to contribute soldiers to the UNDOF in the Golan Heights, following Austria’s withdrawal. Meanwhile, U.S. Amb. to the UN Susan Rice says that the Obama administration has determined that sarin gas was used on 3/19 in an attack by the Syrian army in Aleppo and that unidentified chemical weapons were also used on 5/14 and 5/23. Separately, Hizballah leader Hasan Nasrallah declares in a televised speech that his group will continue to fight alongside Syrian pres. A UNHRC investigation into Israel’s settlements in the West Bank publishes its conclusions, declaring such activity a contravention of the Geneva Convention and thus a potential war crime under the jurisdiction of the ICC. The investigators, led by French judge Christine Chanet, call on Israel to halt settlement expansion and withdraw all settlers. Israel’s Foreign Ministry rejects the report, calling it counterproductive and the result of a ‘‘one-sided and biased approach towards Israel.’’ PLO Executive Comm. member Hanan Ashrawi welcomes the report, saying that the Palestinians are encouraged by its ‘‘candid assessment of Israeli violations.’’ (JP, REU 1/31)

Senior Hamas official Yahya Moussa denies recent reports (see 1/30) that Khalid Mishal told Jordan’s King Abdallah to inform U.S. pres. Barack Obama that Hamas accepts the two-state solution. (MNA 1/31)

Syria and its allies condemn the presumed Israeli attack on a site close to the Lebanese border, which the Syrian military says struck a research center and which Western officials stated was a convoy of anti-aircraft batteries headed toward Lebanon for Hizballah. Israeli officials refuse to comment. Syrian amb. to Lebanon Ali Abdul-Karim Ali says that the country may choose a ‘‘surprise’’ response to Israeli ‘‘aggression,’’ while Syria also summons the head of the UN peacekeeping mission in the Golan Heights to formally protest the raid. Russia says that if reports are confirmed, then the Israeli attack is a violation of the UN Charter and is ‘‘unacceptable.’’ The Arab League condemns what it calls Israel’s ‘‘cruel aggression,’’ while Hizballah releases a statement expressing ‘‘solidarity’’ with Syria and calling the strike ‘‘barbaric aggression.’’ (AFP, AP, FT, REU 1/31)

Iran writes a letter to the International Atomic Energy Agency to announce its plans to install and operate advanced uranium-enrichment machines. The U.S. says that installation of new Iranian centrifuges would be a ‘‘provocative step.’’ (REU 1/31)

Pres. Barack Obama’s nominee for defense secretary, Republican Chuck Hagel, is questioned at a Senate Armed Services Comm. hearing, and is attacked by Republic lawmakers over his record on Israel and Iran. Hagel repeated his apology for his previous use of the term ‘‘Jewish lobby’’ in a 2006 interview with Aaron David Miller, and says it was wrong to suggest that pro-Israel groups ‘‘intimidate’’ Congress into doing ‘‘dumb things.’’ (AP, JTA, REU 1/31)

An IQB mbr. dies of injuries sustained in an attack earlier on 11/10. His death brings the total number of fatalities in Gaza since 11/10 to 7, including 4 civilians, and around 40 wounded (16 Israelis have been injured, including 8 civilians). The 11/12 truce largely holds, though unidentified Palestinians fire 3 rockets during the day, causing no injuries but in 1 case damaging a greenhouse. The IDF strikes targets in the Gaza Strip early in the morning, causing no casualties. Some reports citing Israeli defense officials claim that Israel is considering renewing its assassination of militant leaders. But in a meeting with southern Israeli mayors, Netanyahu says Israel does not expect to embark on significant military action in Gaza or pursue assassinations. (AP, HA, MNA, REU 11/13)

China announces that it will support the Palestinian bid for UN observer status, while an EU spokesperson is quoted as saying that a dozen of the EU mbr. states will vote in favor. (JTA, REU 11/13)

Jenin and Jericho; and conducts late-night arrest raids, house searches in Hebron and Nablus, firing tear gas and stun grenades at stonethrowing youths who confront them in Nablus (causing no serious injuries). Pres. Obama signs into law the U.S.-Israel Enhanced Security Cooperation Act, which calls for an unprecedented strengthening of military, intelligence, and technology cooperation intended to preserve Israel’s qualitative military edge. In Cairo, Fatah and Hamas sign an agreement laying out a timetable for implementing the 5/2010 national unity accord: (1) the Palestinian Central Election Commission (CEC) is to begin updating voter registrations in Gaza on 5/22 (previously blocked by Hamas); (2) PA pres. and Fatah head Mahmud Abbas and Hamas leader Khalid Mishal are to form an interim government within 10 days; and (3) elections are to be held and a new permanent government installed within 6 mos. In an op-ed in the New York Times, former lead Israeli peace negotiator Gilead Sher, former Israeli Security Agency head Ami Ayalon, and Israeli entrepreneur Orni Petruschka (organizers of a new group called Blue White Future) argue that since serious Israeli-Palestinian peace talks are unlikely to resume soon, Israel should adopt a “radically new unilateral approach” (which they term “constructive unilateralism”): openly “strive . . . to establish facts on the ground” that would impose a 2-state solution based on 1967 borders with Israel’s desired land swaps “regardless of whether Palestinians leaders have agreed.” The proposed borders would be based on Israel’s separation wall. At the same time, Israel would cease settlement expansion in areas that it does not intend to keep and prepare a plan to relocate settlers (they estimate 100,000) from settlements that would fall under permanent Palestinian control. Relocation would not take place, and the IDF would remain deployed in the West Bank, until the Palestinians signed a formal final-status agreement recognizing Israel’s fait accomplis. They argue that the plan meshes well with the Palestinians’ own constructive unilateralism of late (i.e., Abbas’s mission to gain UN recognition of Palestinian statehood), since it would be easier for Israel to negotiate with the Palestinians state to state. Netanyahu’s special ministerial panel examining the future of 3 unauthorized West Bank settlement outposts legalizes the outposts of Bruchin (pop. 350) and Rachelim (pop. 240) in the north, and Sansanna (pop. 240) in the south, stating that “these communities were founded in the 1990s based on the decisions of a past government.” The panel also calls on the Israeli High Court to put off the 5/1/12 deadline to evacuate 30 homes in Ulpana outpost (constructed on private Palestinian land), which the government describes as a “neighborhood of Beit El” settlement. UN. Secy.-Gen. Unidentified assailants armed with heavy weapons and explosives enter s. Israel fr. the Egyptian Sinai and stage coordinated attacks on a bus, several cars, and an IDF patrol, killing 7 Israelis (1 IDF soldier, 6 civilians) and wounding up to 40, marking the deadliest attack on Israel since 3/2008. The attacks begin at midday with gunfire on a bus nr. Elat carrying mostly soldiers fr. a nearby army base; when an IDF unit arrives on the scene, it is quickly ambushed and hit with explosive devices. Within the hour, at least 3 reports of mortar fire fr. Egypt and attacks on civilian vehicles with antitank weapons are reported in the Elat area. Israeli security forces engage in firefights with the infiltrators over the next several hours, killing at least 7 attackers, noting that 3 of the bodies were booby trapped. At one point, IDF troops pursue the attackers into Egypt and clash with Egyptian border guards, killing an Egyptian military officer and 2 Egyptian border police and injuring 2 others. Israel accuses Hamas of sending terrorists fr. Gaza through the Rafah smuggling tunnels into Egypt and then on to Israel, and criticizes Egypt’s inability to secure its borders. The IDF quickly launches 12 air strikes on s. Gaza in retaliation, primarily targeting the Popular Resistance Committees (PRCs)—an umbrella group comprising mbrs. of all Gaza factions, including Fatah and Hamas. In total, 7 Palestinians (including 2 children) are killed and at least 23 Palestinians (including 7 children, 6 women) are wounded. Among the dead are 5 senior PRC members who were targeted for assassination, including PRC leader Kamal Abu Abed al-Nairab, PRC chief military cmdr. Imad Hamad, and a PRC rocket expert. Later in the evening, gunfire erupts again in Elat, killing 1 Israeli border policeman and critically injuring another. The PRCs fire 4 rockets (including at least 1 manufactured Grad rocket) fr. Gaza into Israel, where at least 3 are intercepted by Israel’s Iron Dome missile defense system; no damage or injuries are reported. By late evening, the Israeli DMin. reports no further fire, but says assailants may still be on the loose. Hamas and the PRCs deny any part in the attacks. Egyptian and American analysts (e.g., NYT, WT 8/19) say that “it is not a remote possibility for [Egypt’s radical militant elements] to cross the border and launch attacks against Israeli targets. The Knesset passes (37-11, with 72 abstaining or not voting) into law the “Citizenship Loyalty Law” which allows the court to revoke the citizenship status of anyone found guilty of treason, espionage, terrorism, or assisting a terrorist organization. The law is widely seen as being aimed at Israeli Palestinians. Knesset also votes to strip former Israeli Arab MK Azmi Bishara of his parliamentary benefits, including his pension. By this date, allied air strikes on Libya have reportedly “all but destroyed” the Libyan air force and air defenses and the focus has shifted to targeting Qaddafi’s ground forces. Gaza into Israel, some of which allegedly contain white phosphorous, causing no damage or injuries. Late in the evening, the IDF carries out several air strikes on training sites, rocket launching sites, and smuggling tunnels on the Rafah border, causing no reported injuries. In the afternoon, suspected Palestinian assailants leave a bomb nr. Jerusalem’s central bus station and convention center that detonates, killing 1 British woman, injuring 38 Israelis; the PA immediately condemns the incident; no group claims responsibility. In the West Bank, the IDF blocks a funeral procession fr. using a main road in Bayt Umar village nr. Hebron, sparking a clash in which 2 Palestinian mourners are wounded by live ammunition and 4 are arrested. Hours later, the IDF sends undercover units into Bayt Umar to raid and search a gas station, beating the owners and confiscating a computer. In Syria, security forces make a predawn assault on the main mosque in Dara‘a, where antigovernment protesters have taken refuge, killing 15. Clashes last throughout the day and spread to 4 nearby villages. Over the succeeding days, clashes spread to towns and villages across the nation, becoming nr. daily events but remaining relatively small (in the 1,000s) and uncoordinated.
