In the West Bank, Israeli settlers open fire at Palestinian shepherds near Kisan, forcing them to flee. Israeli forces shoot and injure 2 Palestinians with live ammunition during a raid in Bayt Rima. Israeli forces also assault a Palestinian child in Hebron. Elsewhere, Israeli forces violently disperse Palestinians in Husan, causing tear-gas related injuries. Israeli forces also issue notices that Israel has seized 154 dunams (38 acres) of land in Deir Istiya and Haris. In Gaza, Israeli forces bomb Nuseirat refugee camp, Khan Yunis, Gaza City, al-Shati refugee camp, Nuseirat refugee camp, and Rafah, killing at least 165 people. In Lebanon, Israeli forces bomb near Yaroun, Zibqin, and Houla. Hezbollah attacks a site near Shtula. In Jordan, the U.S. says 3 U.S. service members are killed and 25 injured in a strike on a U.S. base near Syria, claiming the attack was carried out by Iranian-backed militant groups. More than 26,422 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 65,087 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 366 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 92 children. More than 4,366 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 219 Israeli soldiers have been killed and 1,269 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 84 trucks carrying aid enter Gaza via the Rafah crossing. 30 Palestinians are buried in a mass grave inside the besieged Nasser Hospital in Khan Yunis. Al-Amal Hospital runs out of oxygen supplies, forcing the staff to suspend all surgeries. The Israeli military declares the Karem Abu Salem (Kerem Shalom) crossing a closed military zone to prevent further protests obstructing aid deliveries to Gaza, citing the ICJ ruling on 1/26 to allow aid to enter Gaza. UNRWA spokesperson in Gaza Adnan Abu Hasna says UNRWA only has funds to provide services in Gaza until the end of February. UN secretary-general Antonio Guterres says any UNRWA staffer who may have taken part in Operation Al-Aqsa Flood on 10/7/23 will be held accountable, but pleads for countries that have suspended their funding for UNRWA to reverse their decisions. Japan and France follow 8 other countries in suspending funding for UNRWA. PA president Mahmoud Abbas issues a statement condemning the Israeli campaign against UNRWA, saying Israel is seeking to destroy the agency. Progress is reportedly being made on a ceasefire deal that would last 2 months and see more than 100 Israeli captives released. During the first month women, elderly, and wounded Israeli would be released while in the second month Israeli soldiers and men would be released. The attendees are filmed dancing and celebrating the plans. In the West Bank, Israeli settlers raided at-Tuba and Wadi Ijheish in the Masafer Yatta area, assaulting Palestinians and stealing 6 sheep and agricultural equipment. Israeli settlers also raided Qaryut, vandalizing property. Israeli forces shot and killed 5 Palestinians during raids in Askar refugee camp, Dheisheh refugee camp, Bayt Rima, Balata refugee camp, and Tammun. Israeli forces also shot and injured 38 people, including at least 3 children, during raids in Tammun, Dheisheh refugee camp, Balata refugee camp, ‘Urif, Askar refugee camp, Nablus, and Bayt Rima. Meanwhile, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian man killed by Israeli forces in Nablus in May; the man was accused of taking part in the killing of 3 Israeli settlers in April. Israeli forces also punitively demolished the family home of a Palestinian killed by Israeli forces in Burqa and delivered a punitive demolition notice to the family of a Palestinian killed in Rumana. Elsewhere, Israeli forces razed land near Abu Basal to expand a nearby settlement. Israeli forces also closed the Dream Radio station in Hebron, threating to destroy its contents if it did not stop broadcasting. 35 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Hebron, Qalqilya, Tubas, Salfit, and Tulkarm. The PA Commission of Detainees and Ex-Detainees Affairs said more than 1,590 Palestinian have been arrested in the West Bank since 10/7. In East Jerusalem, Israeli forces fired tear gas at Palestinians in Silwan, igniting a fire and causing injuries. In Gaza, some communications were restored after being cut off by Israel on 10/27. At least 302 Palestinians were killed in Israeli attacks. Islamic Jihad said Israel has assassinated 1 of its senior political officials, Taysir Alghouti, and killed several members of his family in Rafah. Islamic Jihad also said it attacked some Israeli military vehicles in Gaza. 2 Israeli soldiers were injured by a mortar shell in Gaza. Rockets were fired at Israel, causing damage. The Gaza Ministry of Health said at least 8,005 Palestinians have been killed, including around 5,000 women and children, and 20,242 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, media reported that 1,500 Palestinian militants have been killed near Gaza. 115 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,150 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The bodies of 62 unidentified Palestinians were buried in a mass grave near al-Shifa Hospital. It was the third time Palestinians in Gaza had to resort to burying Palestinians killed by Israel in a mass grave since 10/7. 33 trucks carrying aid entered Gaza. Israel opened a second water pipe to Gaza. The Palestinian Red Crescent Society said Israel has ordered it to evacuate al-Quds Hospital; airstrikes later damaged the hospital as well as the al-Shifa and Indonesian hospitals. UNRWA said the slow flow of aid has prompted thousands of Palestinians in Gaza to take food supplies from its warehouses. A Palestinian citizen of Israel, actress Maisa Abd Elhadi, was charged by Israel with incitement to terrorism and expressing solidarity with a terrorist organization for an Instagram post. International Committee of the Red Cross president Mirjana Spoljaric said “[i]t is unacceptable that civilians have no safe place to go in Gaza amid the massive bombardments, and with a military siege in place there is also no adequate humanitarian response currently possible. 30 Israeli human rights and civil society organizations urged the international community to “act urgently to stop the state-backed wave of settler violence which has led, and is leading to, the forcible transfer of Palestinian communities in the West Bank.” The French foreign ministry called on Israel to take action to protect Palestinians in the West Bank. Palestinian prisoner and Hamas member, Omar Daraghmeh, died in the Megiddo Prison. Hamas called the 58-year-old’s death an assassination. Daraghmeh was arrested in his home in Tubas and placed in administrative detention on 10/9. (AJ 10/22; WAFA 10/23)

2 elderly Israeli Hamas-held captives were released to the Red Cross and transferred to Israel via Egypt’s Rafah crossing. 1 of the captives was filmed shaking the hand of 1 of the Hamas members handing them over to the Red Cross. 4 captives have been released since 10/20. Hamas said the 2 were released for humanitarian reasons. Later 1 of the released Israelis said she was treated with care while being kept but was beaten when she was taken to Gaza. Amnesty International said UK prime minister Rishi Sunak and Labor shadow secretary for international development Lisa Nandy “are diminishing the gravity of Israel’s actions” by refusing to condemn clear breaches of international law. U.S. National Security Council spokesperson John Kirby said it is still not time for the U.S. to call for a ceasefire. The U.S. also sent 3-star general James Glynn to advise Israel. Glynn is reported to be an expert in urban warfare. (AJ 10/22; AP 10/24)

China’s special envoy on the Middle East Zhai Jun said China is willing to do “whatever is conducive” to promote a ceasefire and retore peace, calling the situation in Gaza “very serious.” (AJ, REU 10/23)

In the West Bank, Israeli forces seized a concrete mixer near Qarawat Bani Hassan. 17 Palestinians were arrested during late-night raids in Ya’bad, Nablus, Bethlehem, Aida refugee camp, Dura, and Bayt Rima; 4 Palestinians were injured by Israeli forces using live ammunition during the raid in Ya’bad. Human Rights Watch released a report saying that Israel has killed at least 34 Palestinian children in 2023. The report criticized Israel for the killings and the international community for not holding Israel accountable, including by adding Israel to the UN list of countries that have committed grave violations against children during armed conflict. Libyan prime minister Abdul Hamid Dbeibeh visited the Palestinian embassy, promising that Libya would not normalize relations with Israel after he suspended foreign minister Najla Mangoush in the aftermath of Israeli foreign minister Eli Cohen saying that the 2 had held a meeting in Rome. Israeli finance minister Bezalel Smtorich said Israel would not agree to any gestures toward Palestinians as part of a normalization deal with Saudi Arabia. Smotrich also attacked the U.S. for its criticism of National Security Minister Itamar Ben-Gvir’s pro-apartheid comments on 8/23, calling the U.S. hypocritical for preaching human rights to Israel considering “how they operated in Afghanistan and Iraq.” (HA, MEE 8/28)

Israel’s Channel 13 reported that a delegation of Palestinian officials will travel to Saudi Arabia to discuss concessions Israel will have to make to Palestinians in order to convince Saudi Arabia to normalize relations with Israel. (TOI 8/28)

Israel said it had accepted a U.S. demand to allow Americans living in Gaza to use Ben Gurion Airport and to grant them tourist visas to Israel for 3-month periods. The change in policy will start on 9/15. The policy change is part of Israel’s efforts to be included in the U.S. Visa Waiver program. (ALM, HA, MEE, REU 8/7)

After receiving a letter from Israeli interior minister Moshe Arbel demanding that $85 million earmarked to Palestinian municipalities in Israel be released by the Finance Ministry, Finance Minister Bezalel Smotrich said he would not provide the funding, calling it a bribe to MK Mansour Abbas. Israeli opposition leader Yair Lapid said Smotrich was only “mistreat[ing] Arab citizens simply because they are Arabs,” saying that “racism has become an official policy of the state of Israel.” Smotrich also canceled funding for preparatory programs for Palestinians living in East Jerusalem who want to study in Israel. 24 U.S. Democrats, led by House Minority Leader Hakeem Jeffries (D-NY) met with PA prime minister Mohammad Shtayyeh in Ramallah. Shtayyeh called on the delegation to recognize the State of Palestine, warned that the 2-state solution was slipping away due to Israeli actions, and asked that they pressure Israel to allow Palestinian elections in East Jerusalem. The congressional delegation also met with Israeli prime minister Benjamin Netanyahu in Jerusalem earlier in the day. Jeffries claimed he had brought up the issue of settler violence with Netanyahu. In an interview with Bloomberg, Prime Minister Netanyahu called reported Saudi demands for Israeli concessions on Palestine as a condition for normalization a “checkbox” he has to tick off but not a hinderance for Israel. In the West Bank, Palestinian militant factions protested PA cooperation with Israel by burning tires and throwing stones at PA security forces in Nablus and Jenin. In Nablus, 1 Palestinian was killed and 2 were injured during the unrest; the PA claimed it was not present during the killing of the man, who was said to be a bystander. Israeli forces shot and injured 1 Palestinian man during a funeral procession in Beit Umar; others suffered tear-gas related injuries. Israeli forces also fired tear gas at Palestinians protesting a raid in Rumana, causing tear-gas related injuries. Elsewhere, Israeli forces arrested 1 Palestinian NGO worker, detained others, and seized 1 vehicle while the workers were doing maintenance work on solar panels in Wadi al-Faw.
