The IDF begins installing 12-m-high concrete barriers along a new segment of the separation wall northeast of Jerusalem that will separate Shu‘fat r.c., Anata village, and the neighborhoods of Ras alKhamis, Ras Shihada, and al-Salam from c. Jerusalem. In the West Bank, the IDF seals off the entrance of Issawiyya village leading to Jerusalem for the Yom Kippur holiday, sparking clashes with stone-throwing youths, injuring 7 Palestinians; conducts late-night patrols without incident in Dayr Ghassana village nr. Ramallah; conducts late-night arrest raids, house searches nr. Ramallah, Salfit. The IDF also fires rubbercoated steel bullets, tear gas, and stun grenades at Palestinian, Israeli, and international activists conducting a nonviolent march from Bayt Umar village to Karme Tzur settlement outside Hebron to protest land confiscations and settlement expansion; 10s suffer tear gas inhalation; 2 Palestinians, 1 American, and 1 British activist are arrested; and 1 Palestinian activist, 1 Israeli activist, 1 Japanese activist, and a Swedish journalist are moderately injured. IDF troops on the n. Gaza border fire on Palestinians scavenging material from destroyed buildings 400 m fr. the border, forcing them to flee; no injuries are reported. Shortly after, the same IDF unit shells the area where the Palestinians had been scavenging as well as a Palestinian home in Bayt Lahiya, causing damage but no injuries. In the West Bank, the IDF patrols in Bayt Rima nr. Ramallah during the day; conducts late-night arrest raids, house searches nr. Hebron. Some 50 Jewish settlers break into the ancient Na’aran synagogue in Palestinian-controlled area A in Jericho to hold religious services, declaring their hopes of “renewing Jewish settlement in Jericho”; the IDF removes the settlers, arresting at least 35. Israeli PM Benjamin Netanyahu adds 2 key West Bank Jewish shrines, the Tomb of the Patriarchs (known as alIbrahimi Mosque to Palestinians) in the center of Hebron and Rachel’s Tomb just inside Bethlehem, to Israel’s national heritage sites, allocating $1 m. for their maintenance and repair as part of a $100 m. project to refurbish and link 150 national heritage sites, creating a “historical biblical trail [to] educate the next generation about Jewish and Zionist history.” The PA condemns the action. The IDF opens a main checkpoint at Bayt Ibia nr. Nablus for the 1st time in 8 yrs., as a 1st step toward permanently relocating it (see 3/30 below). Unidentified gunmen fatally shoot 2 Israeli border policemen driving nr. Massu’a settlement in the Jordan Valley n. of Jericho, marking the 1st Israeli death in the West Bank since 4/25/08; Israel blames Palestinians, and individuals identifying themselves as mbrs. of the Imad Mughniyah Group, after the Hizballah military cmdr. assassinated in Damascus by unknown assailants in 2/08, later (3/16) claim responsibility. Jewish settler groups in the n. West Bank say Israel’s reckless removal of Palestinian checkpoints is to blame for the policemen’s deaths; the Israeli government denies any connection. The IDF conducts rare daytime arrest raids, house searches in Jalazun r.c.; patrols in Bayt Rima nr. Ramallah in the afternoon, firing on stone-throwing youths who confront them, wounding 4; conducts late-night arrest raids, house searches in and around Tulkarm, and nr. Jenin, Ramallah. Palestinians in Umm Lasfa village southeast of Hebron report that in the past few days, the IDF has leveled 500 d. of village land to build 2 km of a new settler bypass road to Carmiel settlement; once completed, the IDF is expected to confiscate 1,000 d. of Palestinian land and displace 13 Palestinian families. Four Palestinian gunmen representing Islamic Jihad, the PRCs, and the Mujahiddin Brigades (an AMB offshoot) raid the Nahal Oz fuel depot on the Gaza-Israel border under cover of mortar fire, killing 2 Israeli civilian workers; IDF soldiers on site return fire, killing 2 gunmen; 2 escape back into Gaza. The IDF retaliates with air strikes and artillery fire, killing a 3d Palestinian gunman, 4 Palestinian civilians, wounding 2 armed Palestinians, 6 civilians (including 2 children), demolishing a Palestinian home. Israel also closes Nahal Oz until it reviews security procedures (Gaza’s electricity plant has enough fuel to last until 4/13). In the West Bank, the IDF demolishes a Palestinian home in Bayt Hanina in East Jerusalem, displacing 7 Palestinians (including 5 children); patrols in Bayt Rima nr. Ramallah, firing on stone-throwing youths who confront them, wounding 1; conducts late-night arrest raids, house searches in and around Hebron and Nablus, in Qalqilya and Tubas, and nr. Ramallah and Tulkarm, nr. Salfit. Jewish settlers stone a Palestinian family nr. Ramallah, injuring 2 women. Jewish settlers fr. Brakha nr.
