IDF troops shoot and kill a Palestinian during clashes sparked by an arrest raid in Nabi Salih near Ramallah. A second Palestinian is injured during the clashes. IDF troops injure another Palestinian during clashes sparked by raids in nearby Bayt Rima village. They also arrest 5 Palestinians during late-night raids in and around Bethlehem, Qalqilya, and Hebron; and patrol near Hebron. Along Gaza’s border fence, IDF troops open fire on Palestinian minors who cut through the fence near Gaza City; 1 Palestinian is injured. PA president Mahmoud Abbas signs documents of accession for the State of Palestine to join seven new international treaties and conventions, including the Second Optional Protocol to the International Covenant on Civil and Political Rights, which aims to abolish the death penalty. He instructs PA FM al-Maliki to put procedures in place to fully implement the agreements. (WAFA 6/7)

In the West Bank, IDF troops conduct raids in Bayt Rima near Ramallah overnight, arresting 1 Palestinian and shooting and injuring another. Late-night raids in al-Fara‘a refugee camp near Tubas spark further clashes; 1 Palestinian is injured and 3 are arrested. The IDF arrests 9 more Palestinians during raids in and around Jenin, Ramallah, Nablus, Qalqilya, Hebron, and Bethlehem, and patrols near Hebron and Nablus. Israeli settlers park a number of residential trailers on Palestinian land near Nablus. PASF troops arrest a prominent Palestinian activist, Issa Amro, 1 day after he posted calls for the resignation of PA pres. Abbas and PM Hamdallah on Facebook (Amro is the founder of Youth Against Settlements). In East Jerusalem, Israeli forces arrest 3 Palestinian youths during a raid in al-Tur. In the West Bank, IDF troops conduct raids in Bayt Rima nr. Ramallah, confiscating 1 car and sparking minor clashes with stonethrowing Palestinian youths; there are no serious injuries. They also arrest 2 Palestinians during a raid nr. Hebron. A Palestinian construction worker is injured when IDF troops open fire on him as he attempts to climb Israel’s separation wall nr. Bethlehem (he fractures both his feet falling off the wall). In East Jerusalem, Israeli forces arrest 1 Palestinian during a late-night raid in Issawiyya. (MNA, WAFA 7/8; PCHR 7/13)

The Gaza Electricity Distribution Company announces that Egyptian power lines feeding s. Gaza were damaged during the 7/7 clashes in n. Sinai, exacerbating the ongoing electricity crisis across the region. Meanwhile, the Hamas-run energy authority in Gaza reports that the PA recently “stopped all the financial transaction through Palestinian banks to Egypt to buy fuel,” which halts fuel delivery from Egypt on 7/6. A PA spokesperson does not comment on the energy authority’s report of blocked payments except to say, “the main reason for the worsening situation in Gaza is Hamas as they rejected [PA pres. Abbas’s] initiative . . . to end the split [between Palestinian factions].” (AFP, MNA 7/8)

The IDF fires shells at a group of Palestinians that enters a closed military zone nr. the Gaza-Egypt border, killing 4 Palestinians, arresting 2 (1 of whom later dies in an Israeli hospital); demolishes a Palestinian home in East Jerusalem; bulldozes several bedouin tents and shacks in Bir Nabala northwest of Jerusalem for construction of the separation wall; raids a PA Health Min. clinic in Bethlehem; fires on residential areas of Khan Yunis; conducts arrest raids in Bayt Rima, Burkin nr. Jenin, Qarawat Bani Zayd. The IDF detains and beats PA presidential candidate Mustafa Barghouthi and his bodyguards at a checkpoint into Jenin, preventing him fr. campaigning in the city; the IDF disputes the account, says Barghouthi refused to show ID, was never hit, was finally allowed to pass when he showed ID. Palestinians fire an antitank rocket into Gaza’s Nisanit settlement, causing no damage or injuries. Abbas, Qurai‘ meet with Lebanese pres. Emile Lahoud, PM Omar Karami, parliamentary speaker Nabih Birri in Beirut, marking the 1st visit by the Palestinian leadership to Lebanon since Arafat withdrew to Tunis in 1982. Abbas, Qurai‘ visit Shatila r.c., Sidon, and Rashidiyya r.c. (a Fatah stronghold) where they are greeted by 1,000s of refugees, pledge to uphold the right of return.
