In the West Bank, Israeli settlers opened fire at a Palestinian car traveling near Marda, causing damage. Israeli settlers also vandalized 40 olive trees in Kafr ad-Dik and stole an olive harvest in Awarta. Israeli forces shot and killed 2 Palestinians and injured 14 others during a raid in Jalazone refugee camp. Israeli forces also prevented Palestinians from harvesting olives in Iskaka. More than 120 Palestinians were arrested during late-night raids in and around Hebron, Jalazone refugee camp, Bayt Rima, Jericho, Bethlehem, Jenin, Tulkarm, and Nablus. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound, preventing Palestinian students from attending classes. In Gaza, Israeli airstrikes killed at least 400 Palestinians. Israel said it had attacked 320 targets in Gaza overnight, including 2 mosques. Rockets were fired at Israel, causing damage. In Lebanon, Israeli forces attacked 2 Hezbollah positions, killing 1 person near Aitaroun. Israel shot down 2 drones that entered Israeli airspace from Lebanon. The Gaza Ministry of Health said as of 5 p.m. at least 5,087 Palestinians had been killed, including at least 3,100 women and children, and 15,273 had been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,500 were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 94 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 27 children. More than 1,738 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 26,756 housing units have been destroyed and 139,000 have been damaged in Israeli airstrikes since 10/7. At least 42% of all housing units have been either destroyed or damaged in Israeli airstrikes. Israel said it allowed 14 trucks of aid to enter Gaza after having its forces inspect the contents. A total of 20 trucks carrying food, water, and medicine entered Gaza. Palestinian prisoner and Hamas member, Omar Daraghmeh, died in the Megiddo Prison. Hamas called the 58-year-old’s death an assassination. Daraghmeh was arrested in his home in Tubas and placed in administrative detention on 10/9. (AJ 10/22; WAFA 10/23)

2 elderly Israeli Hamas-held captives were released to the Red Cross and transferred to Israel via Egypt’s Rafah crossing. 1 of the captives was filmed shaking the hand of 1 of the Hamas members handing them over to the Red Cross. 4 captives have been released since 10/20. Hamas said the 2 were released for humanitarian reasons. Later 1 of the released Israelis said she was treated with care while being kept but was beaten when she was taken to Gaza. PA president Mahmoud Abbas met with Dutch prime minister Mark Rutte in Ramallah. Rutte had met Israeli prime minister Benjamin Netanyahu in Israel before traveling to Ramallah. Abbas also spoke with EU Commission president Ursula von der Leyen. (WAFA, WAFA 10/23)

Amnesty International said UK prime minister Rishi Sunak and Labor shadow secretary for international development Lisa Nandy “are diminishing the gravity of Israel’s actions” by refusing to condemn clear breaches of international law. Sunak said the UK will donate $25 million in aid to Gaza and said the UK believed it was a misfired rocket from Gaza that hit al-Ahli Arab Hospital on 10/17. (AJ 10/22; HA 10/23)

U.S. National Security Council spokesperson John Kirby said it is still not time for the U.S. to call for a ceasefire. The U.S. also sent 3-star general James Glynn to advise Israel. Glynn is reported to be an expert in urban warfare. (AJ 10/22; AP 10/24)

China’s special envoy on the Middle East Zhai Jun said China is willing to do “whatever is conducive” to promote a ceasefire and retore peace, calling the situation in Gaza “very serious.” (AJ, REU 10/23)

In the West Bank, Israeli settlers wrote racist graffiti on houses and slashed the tires of Palestinian-owned vehicles in Fara‘ata. Israeli settlers also rammed 2 Israeli soldiers with their cars at a checkpoint near the Homesh settlement outpost. Israeli forces delivered a demolition notice for 1 Palestinian home in Kisan and stop-work orders for 1 school and 8 residential and agricultural structures in Shaab al-Batn in the Masafer Yatta area. In Gaza, Israeli forces made incursions and leveled land near Beit Hanun. 16 Palestinians were arrested during late-night raids in Bayt Rima, Tulkarm, Tubas, Marah Rabah, Bethlehem, Hebron, Deir Sammit, as-Samu, and Yatta. In Gaza, Israeli forces opened fire on agricultural lands east of Abasan; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen northwest of Rafah; no injuries were reported. IDF troops assault, critically injure, and arrest a Palestinian during overnight raids in Bayt Rima village near Ramallah. The Palestinian succumbs to his injuries later in the day. Elsewhere in the West Bank, IDF troops injure 1 Palestinian during clashes sparked by raids in Qalandia refugee camp near Ramallah and Artas near Bethlehem. They also patrol near Hebron and Nablus. Thousands of right-wing Jewish activists visit Hebron to pray at al-Ibrahimi Mosque, commemorating Yom Kippur. In East Jerusalem, Israeli forces shoot and kill a Palestinian in the Old City after he assaults a right-wing Jewish activist and allegedly attempts to stab an Israeli police officer. A Palestinian eyewitness says that the deceased was not trying to stab anyone and that he was only “defending himself” from the Jewish activist. Errant Israeli fire from the incident damages the windows of a nearby shop and a number of vehicles in the area. Meanwhile, approximately 326 right-wing Jewish activists tour Haram al-Sharif throughout the day to commemorate Yom Kippur. Israeli police assault and injure 7 Palestinians and arrest at least 5 others amid the ensuing confrontations at the sanctuary. Along Gaza’s border, IDF troops violently disperse hundreds of Palestinians gathering near Bayt Hanun to continue the Great March of Return for a 5th day in a row; 2 Palestinians are killed and at least 45 are injured. Unidentified sources in Gaza tell the Israeli press that Hamas is working to escalate the weekly Great March of Return protests in order to pressure Israel and Egypt into resuming the backchannel talks on a long-term cease-fire, which have reportedly been suspended for the past few weeks. IDF troops shoot and kill a Palestinian during clashes sparked by an arrest raid in Nabi Salih near Ramallah. A second Palestinian is injured during the clashes. IDF troops injure another Palestinian during clashes sparked by raids in nearby Bayt Rima village. They also arrest 5 Palestinians during late-night raids in and around Bethlehem, Qalqilya, and Hebron; and patrol near Hebron. Along Gaza’s border fence, IDF troops open fire on Palestinian minors who cut through the fence near Gaza City; 1 Palestinian is injured. PA president Mahmoud Abbas signs documents of accession for the State of Palestine to join seven new international treaties and conventions, including the Second Optional Protocol to the International Covenant on Civil and Political Rights, which aims to abolish the death penalty. He instructs PA FM al-Maliki to put procedures in place to fully implement the agreements. (WAFA 6/7)

Along Gaza’s border fence, Israeli forces conduct a limited incursion to level land near Khan Yunis. Later, IDF troops shoot and injure a Palestinian approaching the border fence nearby and violently disperse Great March of Return protesters gathering near Jabaliya refugee camp and Khan Yunis (2 Palestinians are injured). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp on two separate occasions, causing no damage or injuries. In the West Bank, IDF troops shoot and moderately injure a Palestinian during clashes sparked by a raid in Bayt Rima near Ramallah. Israeli PM Netanyahu orders his deputies to establish a mechanism to withhold from the monthly Israeli transfers of tax revenues to the PA an amount equal to that which is necessary to compensate the farmers living in southern Israel whose crops have been destroyed by incendiary kites sent from Gaza. Israel’s Tax Authority has said that approximately $1.4 million in damages have been caused by kite attacks since 3/2018. (TOI 6/3)

In the West Bank, IDF troops conduct raids in Bayt Rima near Ramallah overnight, arresting 1 Palestinian and shooting and injuring another. Late-night raids in al-Fara‘a refugee camp near Tubas spark further clashes; 1 Palestinian is injured and 3 are arrested. The IDF arrests 9 more Palestinians during raids in and around Jenin, Ramallah, Nablus, Qalqilya, Hebron, and Bethlehem, and patrols near Hebron and Nablus. Israeli settlers park a number of residential trailers on Palestinian land near Nablus. PASF troops arrest a prominent Palestinian activist, Issa Amro, 1 day after he posted calls for the resignation of PA pres. Abbas and PM Hamdallah on Facebook (Amro is the founder of Youth Against Settlements). In East Jerusalem, Israeli forces arrest 3 Palestinian youths during a raid in al-Tur. In the West Bank, IDF troops conduct raids in Bayt Rima nr. Ramallah, confiscating 1 car and sparking minor clashes with stonethrowing Palestinian youths; there are no serious injuries. They also arrest 2 Palestinians during a raid nr. Hebron. A Palestinian construction worker is injured when IDF troops open fire on him as he attempts to climb Israel’s separation wall nr. The Gaza Electricity Distribution Company announces that Egyptian power lines feeding s. Gaza were damaged during the 7/7 clashes in n. Sinai, exacerbating the ongoing electricity crisis across the region. Meanwhile, the Hamas-run energy authority in Gaza reports that the PA recently “stopped all the financial transaction through Palestinian banks to Egypt to buy fuel,” which halts fuel delivery from Egypt on 7/6. A PA spokesperson does not comment on the energy authority’s report of blocked payments except to say, “the main reason for the worsening situation in Gaza is Hamas as they rejected [PA pres. Abbas’s] initiative . . . to end the split [between Palestinian factions].” (AFP, MNA 7/8)

Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. al-Maghazi r.c. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Khan Yunis. Neither attack causes damage or injuries. In the West Bank, Israeli forces deliver stop-work orders to a mosque under construction nr. Bethlehem and close the iron gate leading to Nabi Salih village nr. Ramallah (the punitive village closures nr. Ramallah on this day and on 12/18 stem from the IDF’s killing of a Palestinian in Bayt Rima village on 12/18).

An Israeli sniper shoots and kills a Palestinian youth during major clashes sparked by an IDF raid overnight in Bayt Rima village nr. Ramallah. The IDF temporarily shuts down entrances to the village after the clashes. Elsewhere in the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, sparking minor clashes with stone-throwing residents; 2 Palestinians are injured. They also arrest 5 Palestinians during late-night raids nr. Nablus, Hebron, Tulkarm, and Bethlehem, and patrol nr. Hebron throughout the day. Israeli forces begin building a road leading to a settlement outpost nr. Nablus. Late at night, armed Palestinians allegedly shoot and injure an Israeli settler driver nr. Rantis village nr. Ramallah. Israeli forces then close the entrances to Rantis and 3 other villages in the area (Rantis and Shuqba village will be reopened on 1/13). In East Jerusalem, Israeli forces conduct raids nr. the Old City and in Shu‘fat r.c., arresting 4 Palestinian youths and shutting down several shops. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c. and later nr. Khan Yunis, causing no damage or injuries. Residents of the illegal Amona settlement outpost, which had been ordered evacuated and demolished by 12/25, vote to accept a new version of a compromise relocation plan proposed by Israeli PM Netanyahu and Edu. Min. Bennett on 12/12, days after they had rejected a previous version. The proposal will allow 24 of the 40-odd families to relocate to nearby plots of land on the same hilltop. Some 50 Jewish settlers break into the ancient Na’aran synagogue in Palestinian-controlled area A in Jericho to hold religious services, declaring their hopes of “renewing Jewish settlement in Jericho”; the IDF removes the settlers, arresting at least 35. Israeli PM Benjamin Netanyahu adds 2 key West Bank Jewish shrines, the Tomb of the Patriarchs (known as alIbrahimi Mosque to Palestinians) in the center of Hebron and Rachel’s Tomb just inside Bethlehem, to Israel’s national heritage sites, allocating $1 m. for their maintenance and repair as part of a $100 m. project to refurbish and link 150 national heritage sites, creating a “historical biblical trail [to] educate the next generation about Jewish and Zionist history.” The PA condemns the action. Sharon convenes his security cabinet, which declares that the IDF will respond with “harsher measures than in the past” in Gaza. During the day, the IDF blows up 2 abandoned 5-story apartment buildings in al-Qarara hiding the entrance of the tunnel to the IDF post attacked on 6/27; bulldozes 21 Palestinian homes, 101 dunams of agricultural land; demolishes a cement factory. The IDF also fatally shoots a mentally handicapped Palestinian who enters a closed military zone nr. Rafah; rockets the empty al-Jil press office in Gaza City, injuring 2 bystanders; fires on residential areas of Khan Yunis, Rafah. Late in the evening, IDF tanks roll into Bayt Hanun in n. Gaza, launching Operation Active Shield, allegedly meant to prevent Qassam rocket fire. In the West Bank, the IDF destroys 80 wells in Yamun nr. Occupied Palestine/Israel: Demonstrations are reported in several W. Bank and Gaza Strip villages and camps.
