In the West Bank, Israeli settlers raided at-Tuba and Wadi Ijheish in the Masafer Yatta area, assaulting Palestinians and stealing 6 sheep and agricultural equipment. Israeli settlers also raided Qaryut, vandalizing property. Israeli forces shot and killed 5 Palestinians during raids in Askar refugee camp, Dheisheh refugee camp, Bayt Rima, Balata refugee camp, and Tammun. Israeli forces also shot and injured 38 people, including at least 3 children, during raids in Tammun, Dheisheh refugee camp, Balata refugee camp, ‘Urif, Askar refugee camp, Nablus, and Bayt Rima. Meanwhile, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian man killed by Israeli forces in Nablus in May; the man was accused of taking part in the killing of 3 Israeli settlers in April. Israeli forces also punitively demolished the family home of a Palestinian killed by Israeli forces in Burqa and delivered a punitive demolition notice to the family of a Palestinian killed in Rumana. Elsewhere, Israeli forces razed land near Abu Basal to expand a nearby settlement. Israeli forces also closed the Dream Radio station in Hebron, threating to destroy its contents if it did not stop broadcasting. 35 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Hebron, Qalqilya, Tubas, Salfit, and Tulkarm. The PA Commission of Detainees and Ex-Detainees Affairs said more than 1,590 Palestinian have been arrested in the West Bank since 10/7. In East Jerusalem, Israeli forces fired tear gas at Palestinians in Silwan, igniting a fire and causing injuries. In Gaza, some communications were restored after being cut off by Israel on 10/27. At least 302 Palestinians were killed in Israeli attacks. Islamic Jihad said Israel has assassinated 1 of its senior political officials, Taysir Alghouti, and killed several members of his family in Rafah. Islamic Jihad also said it attacked some Israeli military vehicles in Gaza. 2 Israeli soldiers were injured by a mortar shell in Gaza. Rockets were fired at Israel, causing damage. In Hanita, Islamic Jihad said 2 al-Quds Brigades fighters had been killed during an operation near the Blue Line. In Lebanon, Hezbollah said it had downed an Israeli drone. The Gaza Ministry of Health said at least 8,005 Palestinians have been killed, including around 5,000 women and children, and 20,242 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, media reported that 1,500 Palestinian militants have been killed near Gaza. 115 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,150 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The bodies of 62 unidentified Palestinians were buried in a mass grave near al-Shifa Hospital. It was the third time Palestinians in Gaza had to resort to burying Palestinians killed by Israel in a mass grave since 10/7. 33 trucks carrying aid entered Gaza. Israel opened a second water pipe to Gaza. The Palestinian Red Crescent Society said Israel has ordered it to evacuate al-Quds Hospital; airstrikes later damaged the hospital as well as the al-Shifa and Indonesian hospitals. UNRWA said the slow flow of aid has prompted thousands of Palestinians in Gaza to take food supplies from its warehouses. The UN said nearly 1,000 Palestinians have been displaced from their homes in the West Bank since 10/7 due to Israeli settler attacks and Israeli military demolitions. A Palestinian citizen of Israel, actress Maisa Abd Elhadi, was charged by Israel with incitement to terrorism and expressing solidarity with a terrorist organization for an Instagram post. Interior Minister Moshe Arbel directed the Population and Immigration Authority to determine if he could revoke her citizenship. Elhadi was arrested on 10/12. (HA 10/30)

International Committee of the Red Cross president Mirjana Spoljaric said “[i]t is unacceptable that civilians have no safe place to go in Gaza amid the massive bombardments, and with a military siege in place there is also no adequate humanitarian response currently possible. 30 Israeli human rights and civil society organizations urged the international community to “act urgently to stop the state-backed wave of settler violence which has led, and is leading to, the forcible transfer of Palestinian communities in the West Bank.” The French foreign ministry called on Israel to take action to protect Palestinians in the West Bank. President Biden told Israeli prime minister Benjamin Netanyahu that more humanitarian aid has to enter Gaza immediately. More than 1,738 have been injured, including at least 360 with live ammunition. Palestinian prisoner and Hamas member, Omar Daraghmeh, died in the Megiddo Prison. Hamas called the 58-year-old’s death an assassination. Daraghmeh was arrested in his home in Tubas and placed in administrative detention on 10/9. (AJ 10/22; WAFA 10/23)

2 elderly Israeli Hamas-held captives were released to the Red Cross and transferred to Israel via Egypt’s Rafah crossing. 1 of the captives was filmed shaking the hand of 1 of the Hamas members handing them over to the Red Cross. 4 captives have been released since 10/20. Hamas said the 2 were released for humanitarian reasons. Later 1 of the released Israelis said she was treated with care while being kept but was beaten when she was taken to Gaza. Amnesty International said UK prime minister Rishi Sunak and Labor shadow secretary for international development Lisa Nandy “are diminishing the gravity of Israel’s actions” by refusing to condemn clear breaches of international law. In the West Bank, Israeli forces shot and killed 1 Palestinian woman after she allegedly stabbed and injured 1 Israeli settler in Huwwara. The Israeli military claimed that 2 of the Palestinian victims were involved in the killing of 3 Israeli settlers on 4/7. In a speech at the Washington Institute for Near East Policy, U.S. national security advisor Jake Sullivan said that he will meet with Saudi officials in Saudi Arabia to bolster U.S. ties with the country and to work on normalizing relations between the Saudi Arabia and Israel. Israeli military authorities extended the administrative detention period of 1 Palestinian prisoner by 4 months despite promising to release him at the end of his current detention period after he had been hunger striking for 111 days. Hamas political bureau chief Ismail Haniyeh met with Hezbollah secretary general Hassan Nasrallah in Beirut. There were also reports that Haniyeh was scheduled to meet with Lebanese president Michel Aoun and prime minister Najib Mikati. (HA 6/23)

The PLO executive committee met in Ramallah. During the meeting, the committee discussed the U.S. Biden administration’s failure to fulfil its promises to the Palestinian people and plans to initiate national dialogue to end the intra-Palestinian political division. (WAFA 6/24)

Peace Now released a report marking the first year of the Bennett-Lapid government, detailing how the current Israeli government has accelerated the displacement of Palestinians compared to average numbers during the Netanyahu governments. Compared with the yearly average of the Netanyahu governments, the Bennett-Lapid government has promoted 26% more settlement units, issued tenders for 15% more settlement construction, demolished 35% more Palestinian homes in the West Bank, and 59% more Palestinian homes in East Jerusalem. Additionally, settler violence has risen with 45% and 45 more Palestinians have been killed by Israeli forces compared with the yearly average of the Netanyahu governments. (PCN 6/23)

24 Democratic senators, led by Chris Van Hollen (D-MD), wrote a letter to the Biden administration, calling on it to “ensure that a comprehensive, impartial, and open investigation” into the killing of Al Jazeera journalist Shireen Abu Akleh is conducted. President of Suriname Chandrikapersad Santokhi told the National Assembly that Suriname would not build an embassy to Israel in Jerusalem, citing budget constraints. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near al-Bireh. 13 Palestinians were arrested during late-night raids in Bayt Rima, Jalazun refugee camp, Kafr Ni‘ma, al-Ama‘ari refugee camp, al-Bireh, Nablus, Jaba‘, and Surif. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, arresting 3. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 8 nautical miles northwest of Rafah, injuring 4 Palestinians before arresting them. The 4 were released on 4/8, but their 2 boats were confiscated. In Israel, 1 person shot and killed 2 people and injured 10 others at a bar in Tel Aviv. A Palestinian man from Jenin, suspected of having carried out the attack, was killed 9 hours after the incident in Jaffa. Israel also subsequently closed off many roads in Jenin, claiming to be looking for accomplices. PA president Mahmoud Abbas condemned the attack. In the wake of Idit Sliman leaving the Israeli government coalition on 4/6, another Yamina MK Nir Orbach said that he would leave the coalition if it did not make more “right-wing steps.” Along with demands for concessions to the Ultra-Orthodox community, Orbach said he wanted the government to focus on more settlement construction, which coalition sources said they would be working on in the coming days to appease Orbach. In the West Bank, Israeli forces violently dispersed Palestinian protesters in al-Arroub refugee camp; injuring 1 with a rubber-coated bullet and others with tear gas. Israeli forces also demolished 1 fence in Jericho. 24 Palestinians were arrested during late-night raids in Silwad, Beitin, Ein Yabrud, Bayt Rima, Qalqilya, Jaba‘, Dayr Abu Da‘if, Dheisheh refugee camp, and As-Samu; Israeli forces violently dispersed Palestinians protesting the raid in Dheisheh refugee camp, injuring 1 with live ammunition. The Knesset passed a bill amending the citizenship law to ban Palestinians from the West Bank and Gaza married to Israeli citizens from obtaining Israeli residency or citizenship. The bill passed 45–15, with the United Arab List and Meretz in the government coalition opposing it. Prominent Palestinian lawyer and activist Salah Hamouri was placed in administrative detention after arrest on allegations of being a member of the PFLP. Hamouri, who lives in East Jerusalem, was 1 of the 6 Palestinians who in November 2021 discovered that his phone was infected with Pegasus spyware from the Israeli NSO Group. Israeli foreign minister Yair Lapid met with Jordan’s king Abdullah II in Amman. King Abdullah II called for Israel to preserve the status quo of the holy sites in Jerusalem and to establish a Palestinian state with East Jerusalem as the capital along the 1967 borders. The U.S. Senate passed a $1.5 trillion omnibus spending bill, including $1 billion of “emergency” Iron Dome missile defense system funding to Israel. The House and Senate tried to pass the standalone bill for the Iron Dome funding to Israel, but the military aid was consistently blocked from being fast-tracked by senator Rand Paul (R-KY). Also in the omnibus spending bill was an additional $3.3 billion in military aid on top of the $1 billion for Iron Dome spending, and $500 million for missile-defense partnerships between the U.S. and Israel. Additionally, the bill included funding for the Israel Relations Normalization Act, $219 million in aid to Palestinians in the West Bank and Gaza via the Economic Support Fund, $40 million in security assistance to the PA, and $50 million for the Middle East Partnership Act. In the West Bank, Israeli settlers threw stones and other objects at Palestinian vehicles near al-Mughayyir, causing 1 Palestinian driver to lose control of his car, injuring him and his son. The driver was flown to a hospital and was said to be in critical condition. Israeli settlers also threw stones at Palestinian vehicles near Duma, causing damage. Elsewhere, Israeli settlers threw stones and opened fire on Palestinians near Burqa; no injuries were reported. 6 Palestinians were arrested during raids in Jalazun refugee camp, Bayt Rima, Zeita, and Deir Sharaf; Israeli forces injured 3 Palestinians with rubber-coated bullets during the raid in Jalazun refugee camp. Israel’s defense minister Benny Gantz met with his Moroccan counterpart Abdellatif Loudiyi in Morocco, signing a memorandum of understanding (MoU) for joint intelligence sharing, research, and military training. Morocco announced on 11/22 that its military had bought anti-drone systems from the Israeli company Skylock Dome. The PLO executive committee condemned the MoU, saying it contravenes agreements made at Arab League summits and the Area Peace initiative. Israel’s foreign minister Yair Lapid said that reopening the U.S. consulate to Palestinians in Jerusalem is a “bad idea,” saying it would weaken the Israeli government coalition and send the “wrong message.” Israeli and U.S. government sources have told Haaretz that the U.S. is moving slowly on reopening the consulate because of the potential ramifications it could have on Israel’s government coalition.
