In the West Bank, the Israel Electric Corporation cut power for 10s of thousands of Palestinians in Ramallah for 3 hours between 2pm and 5pm for the 2d day in a row. Israeli forces demolished a Palestinian-owned home in al-Khadir near Bethlehem and razed the flooring of a car repair shop in Dayr Razih near Hebron; during the latter event, several Palestinian-owned vehicles were damaged. Israeli forces arrested 20 Palestinians during late-night raids in and around Hebron, Tulkarm, Nablus, and Ramallah. A Palestinian journalist arrested last week was placed on administrative detention. (WAFA 12/16; AJ 12/17)

U.S. congress rejected a request by the Trump administration for $175 million for a special fund in support of the Middle East peace plan. According to Haaretz reporting, the request was rejected due to lack of confidence among the congressional members that the Trump administration would be able to make any tangible progress in its peace plan, which has still not been revealed. In the West Bank, the Israel Electric Corporation cut power for 10s of thousands of Palestinians in Ramallah for 3 hours between 2pm and 5pm. Israeli settlers threw stones at Palestinian-owned vehicles driving on a road between Nablus and Qalqilya, causing damage. Israeli settlers also vandalized a number of Palestinian-owned bulldozers in the Jordan Valley by filling their fuel tanks with sand. 5 Palestinians were arrested during late-night raids in and around Hebron, Jenin, and Qalandia. In East Jerusalem, 3 Palestinians were arrested during late-night raids, including a Fatah official. In Gaza, Israeli forces opened fire on agricultural lands, damaging a municipality truck. In a separate incident, Israeli forces fired tear gas near Khuza‘a; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles off the coast of Jabaliya; no injuries were reported. The Qatar Fund for Development signed a $20.7 million contribution agreement with the UNRWA for Palestinian refugees in Syria. (WAFA 12/15)

IDF troops shoot and kill a Palestinian driver outside Tuqu‘ village nr. Bethlehem after he allegedly rams his vehicle into a group of Israeli soldiers, injuring 1. An IDF spokesperson says that the troops opened fire when the driver exited his vehicle brandishing a knife. Elsewhere in the West Bank, Israeli settlers visit a holy site outside Kafr Haris nr. Salfit, sparking clashes between their IDF escort and Palestinian youths in the village; there are no serious injuries. IDF troops arrest 3 Palestinians and confiscate NIS 2,000 (approx. $600) during raids nr. Nablus and Ramallah, and patrol nr. Nablus and Hebron. In East Jerusalem, Israeli forces escort Israeli settlers on their way to take over a Palestinian-owned building in Silwan. When Palestinians in the area confront the group, Israeli forces violently disperse them; there are no serious injuries. Along Gaza’s border, IDF troops open fire on Palestinians approaching the border fence nr. Jabaliya r.c., injuring 2. (HA, MNA, TOI, WAFA, YA 7/10; MNA 7/11; PCHR 7/13)

U.S. rep. Greenblatt returns to Israel for more talks with Israeli and Palestinian officials on restarting peace negotiations. The White House said, on 7/9, that he is also set to meet with U.S. amb. to Israel David Friedman, “now that the amb. is on the ground and fully installed in his position.” (HA, WAFA 7/10)

The Hamas-run energy authority in Gaza announces the resumption of fuel deliveries from Egypt as of today, allowing Gaza’s sole power plant to begin operating a 2d turbine. The transfers were suspended on 7/6 after the PA began blocking Hamas’s payments for fuel to Egypt. (EI, MNA 7/10)

At the inauguration of a new electricity substation nr. Jenin, the Israel Electric Corporation and the PA sign an agreement setting new parameters for Israel’s power supply to the West Bank that builds upon their previous agreement, made on 9/3/16 (see JPS 46 [2]). (MNA, REU, TOI 7/10; WAFA 7/11)

In the West Bank, IDF troops conduct late-night house searches and raids nr. Hebron, Tulkarm, Ramallah, and Bethlehem, arresting 7 Palestinians, confiscating some personal property, and violently dispersing stone-throwers nr. Tulkarm (there are no injuries). They also patrol during the day nr. Hebron, Salfit, and Jenin. Israeli forces demolish a 4-km water pipeline under construction nr. Tubas overnight and 2 homes in the Jordan Valley during the day. A Palestinian demolishes 2 of his own animal shelters nr. Nablus to avoid paying for an Israeli demolition crew. In East Jerusalem, Israeli forces issue an arrest summons to a Palestinian and arrest a Popular Front for the Liberation of Palestine (PFLP) leader during raids in Silwan, and order the closure of a Palestinian education organization, the Sa’ed Institution for Educational Consultations, in the Old City, claiming that it supports terrorism against Israelis. A Palestinian demolishes his own home in Ras al-Amud to avoid paying NIS 60,000 (approx. $16,000) for an Israeli demolition crew. (MNA, WAFA 8/8; PCHR 8/11; +972 8/13)

Israel’s army radio reports that the Israeli govt., in response to a Palestinian petition to the Supreme Court, has stated that it no longer opposes the Israel Electric Corporation’s (IEC) punitive cuts of electricity to areas of the West Bank. The IEC punitively cut power to major West Bank cities intermittently over the summer in response to unpaid Palestinian debts (see JPS 45 [4]). (TOI 8/8)

In the West Bank, around 1,000 right-wing Jewish activists visit Joseph’s Tomb nr. Nablus late at night, sparking clashes between their IDF escort and stone-throwing Palestinians; at least 3 Palestinians are injured. Earlier, an Israeli settler driver rams a Palestinian youth in Hebron, moderately injuring her. Israeli forces demolish 6 residential structures and an animal barn in a village s. of Hebron early in the morning, displacing 35 Palestinians. They also close a checkpoint nr. Ramallah for several hours in the afternoon, and demolish a poultry slaughterhouse and automobile workshop in a village nr. Ramallah late at night. IDF troops raid a printing house in a village nr. Bethlehem, damaging property; conduct late-night raids and house searches in and around Hebron and nr. Ramallah and Jenin, arresting 7 Palestinians, issuing an arrest summons to 1, and destroying some property; patrol nr. Hebron and Jenin, as well as in Tulkarm. In East Jerusalem, Israeli forces uproot and burn 47 olive tree saplings in Silwan. The Israeli govt. announces that the IEC’s power cuts in the West Bank will end indefinitely. Earlier in the day, the PA, IEC, JDECO, and MK Odeh (Joint List) reached a temporary agreement that will see JDECO pay NIS 60 m. ($15.7 m.) to the IEC by 4/12, the PA transfer NIS 20 m. ($5.2 m.) immediately, and govern negotiations to resolve further disputes over tariffs and interest rates. (HA, JP, MNA, TOI 4/6)

In c. Gaza, IDF troops open fire on Palestinian homes nr. the border fence, causing damage. Off the coast nr. Bayt Lahiya, Israeli naval forces fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops conduct raids in 1 village each nr. Qalqilya and Bethlehem, sparking clashes with stone-throwing residents in both and arresting 2 in the former. They also patrol in 1 village each nr. Ramallah and Qalqilya, and 2 areas nr. Hebron; arrest a Palestinian man n. of Hebron who attempted to stab an Israeli soldier at a checkpoint; assault a Palestinian at a checkpoint nr. Jenin. The IDF violently disperses Palestinian and international activists nonviolently protesting in 2 villages nr. Qalqilya, detaining 2 Palestinians, moderately injuring 2, and lightly injuring several. Israeli forces deliver demolition notices to a school and 2 homes in Hebron. Israeli settlers deface the walls of a Palestinian school nr. Nablus, leaving price-tag graffiti. Separately, Israeli settlers assault a Palestinian youth from another village nr. Nablus, forcing him to remove his clothes in the cold weather. In East Jerusalem, Jewish Israelis set fire to a Greek Orthodox seminary and leave price-tag graffiti. The IEC agrees to stop cutting power to areas in the West Bank (as it did on 2/23 and 2/25) in exchange for the Israeli govt.’s promise to offset the Palestinians’ debts with the tax revenues that it has punitively withheld from the PA since 1/2. The PM’s office also announces a deal that will connect Rawabi, the 1st planned Palestinian city, to the water grid, enabling new residents to move in to the city. The agreement will also connect several Israeli settlements in the area to the grid. (HA, TOI 2/26; NYT 2/27)

On the 6 mo. anniversary of the 8/16 cease-fire that ended Operation Protective Edge (OPE), 30 UN agencies and other international organizations in Gaza jointly express their alarm at the slow pace of reconstruction and the dire conditions in the Strip. In their statement, they say, “We must not fail Gaza,” and that “since 7/2014, the situation has deteriorated dramatically.” (WAFA 2/26)

The Jordanian and Israeli govts. sign a deal that will govern the construction of a pipeline to link the Red Sea and the Dead Sea, the 1st phase of a Dead Sea revitalization project that has been debated and discussed for over a decade. They plan to begin preparing tenders to offer to construction companies in the coming weeks. They ultimately plan to build a desalinization plant n. of Aqaba, Jordan. In 12/2013, reps. of Jordan, Israel, and the PA signed a memorandum of understanding at the World Bank to guide their joint efforts on the project. (AFP, TOI 2/26)

In the Gaza Strip, unknown assailants throw a grenade into the home of Fatah Asst. Dep. of the Palestinian Civil Affairs Ministry Nasser al-Sarraj. The grenade does not explode and no one is injured. In 2 separate incidents off the coast nr. Gaza City and Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing damage to 1 boat. IDF troops e. of Rafah detain 2 armed Palestinians as they attempt to cross the border fence into Israel. In the West Bank, Israeli forces demolish a water distribution network that services the n. Jordan Valley, as well as a house and a barn nr. Hebron. Sparked by an IDF raid in c. Bayt Umar nr. Hebron, Palestinian residents clash with the Israeli troops, lightly injuring 1 soldier. Nearby, IDF troops shoot tear gas canisters at Palestinian youth as they leave an UNRWA school. The IDF also conducts arrest raids and house searches nr. Hebron and Ramallah; patrols nr. Hebron, Jenin, Qalqilya, Ramallah, and Tulkarm. In East Jerusalem, an Israeli settler attempts to kidnap a Palestinian child in Jabal Mukabir. UN Special Coordinator Serry’s office (UNSCO) releases a statement announcing that the UN is going to review its operations in Gaza after the violent, Hamas-organized protest outside its headquarters on 1/28. The statement also blames Hamas for not adequately providing security for the protest. The UNSCO has been principally in charge of facilitating the UNadministered reconstruction procedure and mediating between the Israeli authorities, Hamas, and Palestinians in need of support after OPE. The Israel Electric Corporation announces that it will begin intermittently cutting power to the West Bank at the end of the mo. due to the PA’s outstanding debts, which total around NIS 1.8 m. (around $458 m.). (MEMO, YA 1/29) 

Yisrael Beytenu delivers a petition to the Central Elections Comm. (CEC) calling for the disqualification of MK Haneen Zoabi from the 3/17 elections on the basis of her support for boycott and armed resistance against Israel. (HA, JP 1/29)

The U.S. Senate Banking Comm. votes, 18–4, to pass the Nuclear Weapon Free Iran Act of 2015, which Sens. Menendez (D-NJ) and Kirk (R-IL) introduced on 1/27. A White House spokesperson consequently reaffirms Pres. Obama’s pledge to veto the bill. (AFP, REU 1/28; AP, YA 1/29)
