Israeli forces also violently dispersed protests in Kafr Qaddum, injuring 1 with a rubber-coated bullet and others suffered tear-gas related injuries. 1 Palestinian was arrested at a checkpoint near Tubas. In East Jerusalem, for the 4th night in a row, Palestinians protested the Israeli-imposed restrictions on the Old City during the month of Ramadan; Israel limited the number of Palestinians from the West Bank who were allowed to partake in the 1st Friday prayers of Ramadan at the Haram al-Sharif to 10,000, requiring all to have been vaccinated for the COVID-19 virus. Israel also closed the Damascus Gate plaza; 6 Palestinians were reported injured, including 4 who were hospitalized. 1 Palestinian was arrested in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles, on 2 different occasions, west of Bayt Lahiya; no injuries were reported. The speaker of the Iranian parliament said Iran had enriched uranium at 60 percent after Iranian president Hassan Rouhani said it would do so in response to the Israeli attack on the Natanz nuclear site on 4/11. (AP, HA, REU 4/16)

In the West Bank, Israeli forces violently dispersed Palestinians protesting settlement expansion in ‘Ayn al-Bayda. Israeli forces also violently dispersed a Palestinian protest in Bayt Dajan, injuring 3 with live ammunition, 2 with rubber-coated bullets, 2 with rifles, and others suffered tear-gas related injuries. In East Jerusalem, Israeli police prevented over 300 Palestinians from entering the Haram al-Sharif compound for Friday prayers and arrested 4 for being in East Jerusalem without a permit. In Gaza, 1 Palestinian was arrested for attempting to enter Israel by the Gaza fence east of al-Bureij. 5 Democrats in the U.S. senate wrote a letter to U.S. secretary of state Antony Blinken urging him to pressure Israel to provide vaccines to all Palestinians in the occupied territories, citing international law. The letter was signed by Bernie Sanders (D-VT), Elizabeth Warren (D-MA), Tom Carper (D-DE), Sherrod Brown (D-OH), and Jeff Merkley (D-OR). 12 members of the house of representatives led by Rashida Tlaib (D-MI) and Mark Pocan (D-WI) also sent a letter to Secretary Blinken urging him to rescind the Trump administration’s “peace plan” and to pressure Israel to stop violations of international law. In East Jerusalem, the former Grand Mufti of Jerusalem led Friday prayers in Sur al-Bahir, where Israel on 6/20 handed out demolition orders for 100 apartments. Also in East Jerusalem, Israeli authorities banned an event “No to War, Yes to Peace” because it was sponsored by the PA. In Gaza, at least 13 Palestinians were injured by Israeli-fired live ammunition and rubber-coated bullets during the Great March of Return protests. (WAFA, WAFA, WAFA 6/21)

In the West Bank, 1 Palestinian child was injured by a rubber-coated bullet fired by Israeli forces at the weekly anti-settlement protests in Kafr Qaddum near Qalqilya; other protesters suffered from tear gas inhalation. In East Jerusalem, 2 medics from the Palestinian Red Crescent were assaulted by Israeli police near the Lions’ Gate while treating a patient. On the 1st Friday of Ramadan, some 180,000 Muslim worshippers were reported to have been praying in and around the Haram al-Sharif compound for Friday prayers. In Gaza, Israeli forces killed 1 Palestinian using live ammunition and injured another 32 during the Great March of Return protest. This brings the death toll stemming from the Great March of Return to 221. Israeli forces injured 1 Palestinian farmer using live ammunition while he was working his land east of Gaza City. Israel reopened the Gaza fishing zone and expanded it to 12 nautical miles in the southern half off Gaza’s shore and 6 nautical miles off the northern half. The fishing zone had been completely closed since 5/4. Israel also partly reopened the Kerem Shalom border crossing for commercial traffic. (AJ, HA, MNA, MNA 5/10)

The U.S. department of defense announced that it would send a Patriot missile defense battery and another warship to the Middle East as tensions between Iran and the U.S. have been rising in recent weeks. (DOD 5/10; HA 5/11; AJ 5/12)

The annual report by the Israeli state comptroller showed that Israeli government ministries have neglected housing problems in Palestinian communities in Israel. (HA 5/10)

Ahead of Friday prayers, the Israeli police announce that Palestinian men younger than 50 will be barred from Haram al-Sharif today. They also specifically bar 21 Palestinians from the site and deploy heavily across East Jerusalem. In response to these new restrictions, thousands of young Palestinian men and others pray on the streets of the Old City outside the sanctuary in the morning. Meanwhile, Israeli forces violently disperse Palestinians protesting the recent restrictions to access at the sanctuary across the oPt; 1 Palestinian is killed in Gaza and at least 20 are injured. IDF troops shoot and kill a Palestinian at the Gush Etzion junction nr. Bethlehem claiming that he attempted to stab an Israeli soldier. No Israelis are injured in the incident. A Palestinian witness says that the victim had no knife or any other kind of weapon. Elsewhere in the West Bank, IDF troops shoot and injure a Palestinian farmer tending to his lands nr. Salfit. In Amman, hundreds of Jordanians gather outside the Israeli Embassy to protest the fatal shooting of 2 Jordanians by an Israeli security guard on 7/21 and the Israeli embrace of the guard in the wake of the killing. Two days after the deadly attack in Tel Aviv, the IDF seals all border crossings between Israel and the West Bank and Gaza overnight, except for humanitarian and medical cases. The largescale closure will continue through midnight on 6/12. Elderly Gazans are barred from attending Friday prayers in Haram al-Sharif today. The IDF also maintains its closure of Yatta village, home of the 6/8 attackers, arresting 3 Palestinians during raids in the area throughout the day. (MNA, TOI, YA 6/10; MNA 6/13; PCHR 6/16)

In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih) and Kafr Qaddum nr. Qalqilya; there are no serious injuries. Meanwhile, IDF troops shoot and injure a mentally disabled Palestinian man after he allegedly attempts to stab Israeli soldiers at a checkpoint nr. Nablus. No Israelis are injured. The IDF arrests 4 Palestinians during raids nr. Tulkarm and Hebron, sparking minor clashes, but no serious injuries; and patrol nr. Salfit, Tulkarm, and Hebron. An Israeli settler driver rams a flock of Palestinian sheep nr. Jericho, killing 25. In East Jerusalem, the Israeli authorities only permit Palestinian men over the age of 45, as well as Palestinian women of any age, to visit Haram al-Sharif. Meanwhile, Israeli police deploy heavily across the city and assault, injure, and arrest 5 Palestinians outside the Old City. Along Gaza’s border, IDF troops open fire on Palestinian land nr. Khan Yunis, causing no serious damage. In Israel, 5 Palestinian-owned vehicles are vandalized in price-tag attacks in the Galilee. Israeli forces demolish a 2-story home in a village nr. Bethlehem, an agricultural building nearby, and a clothing warehouse and 2 homes in East Jerusalem. Also in East Jerusalem, they arrest a Palestinian youth who was allegedly planning to conduct a stabbing attack in Shu‘fat r.c., and arrest 5 Palestinians on late-night raids in Bayt Hanina and Bayt Duqqu. In the West Bank, IDF troops raid a village nr. Ramallah, sparking clashes with stone-throwing youths; there are no serious injuries. They conduct further house searches and raids nr. Ramallah, Nablus, and Hebron, arresting 7 Palestinians and ordering several shops to close; patrol in 6 villages nr. Hebron during the day. Israeli forces demolish 6 stores in s. The Israeli authorities announce that, beginning 3/18, they are temporarily suspending elderly Gazans’ weekly visits to Haram al-Sharif, citing recent alleged violations. Since the cease-fire that ended Israel’s summer 2014 assault on Gaza, Israel has permitted as many as 200 Gazans over the age of 60 to travel weekly to Jerusalem for Friday prayers. In the Gaza Strip, IDF troops e. of Jabaliya r.c. open fire on a group of Palestinians, moderately injuring 1. Also, 100s of Palestinians pray outside the Rafah border crossing, protesting its closure since 12/23. Meanwhile, police officers dismantle a 1,000 kg piece of unexploded Israeli ordnance left in Gaza City after OPE. Late at night, unknown persons vandalize the French Cultural Center, leaving slogans criticizing French satirical magazine Charlie Hebdo’s recent publication of a cartoon featuring a likeness of the Prophet Muhammad. Also, the Gaza power plant resumes operation of a 3d turbine (out of 4 total), following the receipt of aid from the Qatari govt. for additional fuel. Daily scheduled power outages in Gaza decrease from 18 to 12 hours. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum), and nonweekly demonstrations in Surayf village nr. Hebron and outside Ofer detention center. In total, 10 Palestinians are seriously injured (2, Bil‘in; 7, Kafr Qaddum; 1, Surayf). Also, IDF troops conduct house searches and arrest raids nr. Israel, Palestinian bedouin residents of Rahat observe a general strike called for by the Arab High Follow-Up Comm. in protest of the 1/14 killing of Sami al-Ajar by Israeli police. Meanwhile, the UN Special Rapporteur on Violence against Women Rashida Manjoo cancels her fact-finding mission to the oPt because Israeli authorities refused to give her a visa. Obama affirms that he will veto any new sanctions legislation that the new Republicanled Congress may pass, and UK PM David Cameron criticizes the sanctions proposals. Meanwhile, U.S. Secy. of State Kerry meets with Iranian FM Zarif in Paris and discusses the negotiations over Iran’s disputed nuclear program, as U.S. and Iranian officials meet in Geneva for bilateral talks. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Ramallah. IDF troops violently disperse an anti-occupation demonstration in Silwad nr. Ramallah, seriously injuring 1 Palestinian with live ammunition. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Nil‘in), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. The Guardian and Yedioth Ahronoth publish a letter from 43 active reservists and veterans of Israel’s Unit 8200, an elite intelligence gathering division. A mortar shell fired from inside Syria lands in the Israeli-occupied Golan Heights, likely a misfire during battles between Syrian govt. forces and rebels, causing no damage or injuries. (HA, YA 9/12)

IDF air strikes and shelling of the Gaza Strip continues for a 4th day, killing 16 Palestinians as 230 targets are hit. The attacks cause widespread damage to houses, infrastructure, and public buildings. There are fatal strikes in al-Shuja‘iya, elsewhere in Gaza City, Jabaliya, and Rafah, among others. Palestinians fire 90 rockets into Israel, causing damage and injuring 10 in Beersheba and Ashdod, including 1 seriously. Iron Dome batteries intercept 25 of the rockets. Two IDF soldiers are lightly injured by an antitank missile nr. the Gaza border, damaging their jeep. In the West Bank, IDF troops shoot and injure 9 Palestinians with live fire and rubber-coated metal bullets during clashes nr. Rachel’s Tomb in n. Bethlehem. In Kafr Qaddum, Israeli soldiers shoot and injure 5 Palestinians with live ammunition during clashes, and there are less intense confrontations after Friday prayers in Hebron and nearby al-Fawar r.c. In East Jerusalem, Israeli authorities prevent Palestinian men under 50 years old from entering Haram al-Sharif, and 20 Palestinians are injured by stun grenades and rubber-coated metal bullets during clashes in Issawiyya. Israel announces restrictions on Palestinian access to East Jerusalem for Friday prayers during Ramadan, permitting access only to women over age 35 and men ages 45–50. Israel also deploys 2,000 security forces in the city to enhance security during Friday prayers. In the West Bank, the IDF patrols in 3 villages nr. Ramallah and 1 nr. Jenin. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, Ni‘lin, and Nabi Salih. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. Though protests are small, the govt. response is harsh and tensions are high. (NYT, WP 3/19)

In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. In advance of a major Quartet meeting on 2/5, Netanyahu announces that Israel has drawn up a package of steps (under discussion with Quartet special envoy Tony Blair for months) to encourage infrastructure development and economic growth in the West Bank, Gaza, and Arab areas of East Jerusalem in effort to “enhance stability” by improving the Palestinian quality of life. He stresses, however, that the package has not yet been offered to the PA. (NYT 2/5; OCHA 2/11)

IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 2 Palestinians (including 1 journalist) are injured, and 4 unidentified activists are arrested. Despite 2 days of violent clashes initiated by pro-Mubarak elements (at least 8 Egyptians killed and more than 800 injured), massive crowds (100,000s of Egyptians) answer the call to turn out after midday Friday prayers to demand for Mubarak’s immediate removal. The army redeploys around Tahrir Square to create buffers separating pro- and anti-Mubarak demonstrators to reduce the chance of violent clashes. Though anticipated as the “Day of Departure” for Mubarak, he does not step aside. The U.S. calls on opposition figures and leaders of the military and society to step forward and bless, if not join, talks between the government and opposition parties. Opposition figures say that while they see “encouraging signs” that Mubarak is seeking a face-saving way to step down, they will not negotiate about a transition until Mubarak has gone. Israel announces plans to build 238 new settlement housing units in Pisgat Ze’ev and Ramot settlements in East Jerusalem. The PA and U.S. denounce the move as contrary to peace. Also in East Jerusalem, the IDF fires rubber-coated steel bullets, tear gas, and water with a colored dye at Palestinians holding a sit-in in the al-Bustan area of Silwan after Friday prayers to protest Israel’s plans (announced in 3/2010) to demolish homes and businesses in the area to create the City of David, an archeological park to accommodate settlers; local Jewish settlers join in, stoning Palestinians and vandalizing Palestinian homes; 15 Palestinians are injured. Hamas mbr. Yusuf Abu Zuhri, the brother and bodyguard of Hamas spokesperson Sami Abu Zuhri, dies in Egyptian custody. Hamas accuses Egyptian authorities of torturing him. In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr alBalah, Gaza City (city center and al-Nasser, Shaykh Ridwan), Jabaliya town and r.c., Khan Yunis, Khuza, Nussayrat, al-Qarara, Rafah, Shati’ r.c., open areas in central Gaza.

At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Heavy tank and artillery fire are reported in Bayt Lahiya, Dayr al-Balah, Gaza City (al-Shuja‘iyya, alTuffah, al-Zaytun), Jabaliya. Heavy closequarter combat is reported in Gaza City and nr. Bayt Lahiya, with Palestinians firing antitank weapons and mortars and sniping at ground troops, moderately wounding 1 IDF soldier and lightly wounding 7.

Palestinians also fire 30 rockets and 1 mortar into Israel (including several Grads that hit Ashqelon), causing no reported damage or injuries.

At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip. Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites.
