In the Gaza Strip, IDF troops e. of Jabaliya r.c. open fire on a group of Palestinians, moderately injuring 1. Also, 100s of Palestinians pray outside the Rafah border crossing, protesting its closure since 12/23. Meanwhile, police officers dismantle a 1,000 kg piece of unexploded Israeli ordnance left in Gaza City after OPE. Late at night, unknown persons vandalize the French Cultural Center, leaving slogans criticizing French satirical magazine Charlie Hebdo’s recent publication of a cartoon featuring a likeness of the Prophet Muhammad. Also, the Gaza power plant resumes operation of a 3d turbine (out of 4 total), following the receipt of aid from the Qatari govt. for additional fuel. Daily scheduled power outages in Gaza decrease from 18 to 12 hours. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum), and nonweekly demonstrations in Surayf village nr. Hebron and outside Ofer detention center. In total, 10 Palestinians are seriously injured (2, Bil‘in; 7, Kafr Qaddum; 1, Surayf). Also, IDF troops conduct house searches and arrest raids nr. Ramallah, Qalqilya, and in al-‘Arub r.c.; patrol nr. Jenin; arrest a Palestinian man at a border crossing n. of Jenin. Separately, a Palestinian throws stones at Israeli settlers’ vehicles between Jerusalem and Ramallah, injuring 1. In East Jerusalem, Israeli forces arrest a Palestinian in al-‘Izzariya. Meanwhile, 100s of Palestinians gather at Haram al-Sharif after Friday prayers to protest the Charlie Hebdo cartoon. In s. Israel, Palestinian bedouin residents of Rahat observe a general strike called for by the Arab High Follow-Up Comm. in protest of the 1/14 killing of Sami al-Ajar by Israeli police. ICC prosecutor Fatou Bensouda opens a preliminary examination into the situation in Palestine to cover the time period since 6/13. Meanwhile, the UN Special Rapporteur on Violence against Women Rashida Manjoo cancels her fact-finding mission to the oPt because Israeli authorities refused to give her a visa. Speaking at a joint press conference, U.S. Pres. Obama affirms that he will veto any new sanctions legislation that the new Republicanled Congress may pass, and UK PM David Cameron criticizes the sanctions proposals. Meanwhile, U.S. Secy. of State Kerry meets with Iranian FM Zarif in Paris and discusses the negotiations over Iran’s disputed nuclear program, as U.S. and Iranian officials meet in Geneva for bilateral talks. As agreed on 9/30, Israel releases 19 Palestinian female prisoners in exchange for a 2-min. video fr. Hamas proving that captured IDF soldier Cpl. Shalit is still alive. A 20th prisoner is expected to be released on 10/3. After Palestinians fire 3 rockets fr. Gaza into Israel (causing no damage or injuries), the IDF carries out air strikes on smuggling tunnels along the Rafah border and on a marble factory and an iron warehouse in Gaza City suspected of being used to manufacture weapons. An Israeli drone also fires a missile nr. Bayt Lahiya. No casualties are reported in any of the air strikes. (NYT 10/3; PCHR 10/8; JR 10/26)

In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas) and at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (injuring 2 international activists); conducts late-night raids, house searches nr. Tulkarm, arresting 1 Palestinian. (PCHR 10/8)

Israeli security forces prevent thousands of Palestinians fr. entering East Jerusalem for Friday prayers at the al-Aqsa Mosque. The overcrowded conditions at Qalandia checkpoint cause at least 35 Palestinians to faint. Additional checkpoints are also erected in the Old City. (PCHR 10/8)

Hamas mbr. Yusuf Abu Zuhri, the brother and bodyguard of Hamas spokesperson Sami Abu Zuhri, dies in Egyptian custody. Hamas accuses Egyptian authorities of torturing him. Abu Zuhri was detained in al-Arish in 4/09 on charges of entering Egypt illegally through a smuggling tunnel on the Rafah border. (Agence France-Presse 10/13; JPI 10/22)

At Abbas’s request, the UN Human Rights Council (HRC) defers until 3/10 a vote to endorse the UN’s Goldstone report (see 9/15). The move is supported by Israel and the U.S. but is immediately denounced by Palestinians. (WP 10/2; WP 10/3; JR 10/26)

In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. Ground engagements are reported in Bayt Hanun, Bayt Lahiya, the al-Fukhari area and nearby Ma’an, Gaza City, al-Mughraqa, al-Zahra’. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

The IDF conducts late-night arrest raids, house searches nr. Jenin, Nablus; fires rubber-coated steel bullets at Palestinians who attend nonviolent demonstrations against OCL following Friday prayers in Hebron (injuring 4) and neighboring Bayt Umar (injuring 3), Issawiyya (injuring 4); fires live ammunition, rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Bil‘in (injuring 5 Palestinians, 4 with live ammunition); fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Ni‘lin (injuring 12 Palestinians, including 7 children). In East Jerusalem, Israeli forces beat and fire rubber-coated steel bullets at Palestinians protesting against OCL nr. al-Aqsa Mosque (injuring 1) and in Ras al-Amud neighborhood (injuring 1). Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. In Jerusalem, 100s of Palestinians clash with Israeli police after Friday prayers. Small demonstrations against OCL are reported in East Jerusalem and across the West Bank (including Bani Na‘im nr. Hebron, Bethlehem, Hebron, Issawiyya, Ramallah, Shu‘fat r.c.). IDF troops shoot at protesters in Bani Na‘im, wounding 5. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians. Israeli-Palestinian clashes continue, leaving 5 Palestinians, 1 Israeli Arab, 1 IDF soldier dead, 300 Palestinians injured. Following the funeral for Fatah cmdr. Ubayyat (attended by 10,000 Palestinians), a Palestinian sniper fires on IDF troops outside Rachel's Tomb nearby, killing 1 soldier, wounding another. A small bomb explodes in East Jerusalem, slightly injuring an Israeli border policeman. More than 50 IDF shells fall in the Ramallah area, hitting the PA civil administration building, the PA Central Bureau of Statistics headquarters, the Islamic Elementary School, several apartment complexes and homes. IDF tank, heavy machine gun fire are reported in and around Hebron, Jinin, Khan Yunis, Nablus, Qalqilya, Salfit. The IDF also bulldozes agricultural lands nr. Qalqilya. Jewish settlers uproot Palestinian olive trees nr. Ramallah, assault Palestinians in several locations around Nablus. Israel again restricts Palestinian access to al-Aqsa Mosque for Friday prayers. Egypt reports that Israel is barring medical goods, 30 ambulances donated by Saudi Arabia fr. entering Gaza via the Rafah crossing. In Amman, Jordanian security forces peacefully disperse 1,000 Jordanians attempting to march to the Israeli emb. 100s of Lebanese, Palestinian refugees demonstrate at Fatima Gate on the blue line. In Ramallah, Farid Bashiti, an East Jerusalem Palestinian accused of selling Arab homes and land to Jews, is found dead. Israeli police open an investigation. At Friday prayers at al-Aqsa, the PA-appointed mufti of Jerusalem, Ekrima Sabri, says Bashiti must not be prayed over or buried in a Muslim cemetery.
