In the West Bank, Israeli settlers with a military escort raided Deir Dibwan, setting fire to trees; 1 Palestinian was injured by live ammunition fired by Israeli forces during the raid. Israeli settlers also threw stones at Palestinian vehicles near Beitin and Hebron. Israeli forces shot and killed 1 Palestinian man during a raid in Nablus. Israeli forces also shot a 5-year-old Palestinian boy in the eye with a rubber-coated bullet in Bizarya; the boy’s eye was later removed at a hospital. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. Meanwhile, Israeli forces seized 1 excavator in Dahariya. 11 Palestinians were arrested during late-night raids in Askar refugee camp, Bethlehem, Abu Nuyaim, Beit Umar, Dura, and Tulkarm; 2 Palestinians were injured by Israeli live ammunition during the raid in Askar refugee camp. The Shin Bet said it had arrested 3 Israeli settlers following several Israeli settler attacks on Palestinian towns and villages in the past week. (AP 6/23)

Representatives from 20 EU countries visited Turmus ‘Ayya to express condolences to the victims of the Israeli settler attack on 6/21. In a statement the countries said as the occupier Israel is obligated to protect Palestinians and prosecute the violent settlers. (WAFA 6/23; HA 6/24)

Israeli national security minister Itamar Ben-Gvir told Israeli settlers at the partly resettled Evyatar settlement outpost that the settlers should “[r]un to the hilltops” and build settlements “in all the hills around.” Ben-Gvir also called for the Israeli military to “launch a military operation, take down buildings and eliminate terrorists. Not just one or two, but dozens and hundreds and if needed, thousands.” Later on 6/25, Prime Minister Benjamin Netanyahu said such calls to grab land are “unacceptable to me.” (HA, WAFA, WAFA 6/23; WAFA 6/24; CNN 6/25)

U.S. national security adviser Jake Sullivan spoke with his Israeli counterpart Tzachi Hanegbi, expressing concern about Israeli settler attacks on Palestinian villages. Several Democratic members of the U.S. House of Representatives, including pro-Israel representatives, condemned the settler attacks, as did the Anti-Defamation League and the American Jewish Committee. Morocco also officially canceled the second summit of the normalization organization the Negev Forum, citing “uncomfortable diplomatic relations.” The summit, scheduled to be held in Rabat, has been postponed since March. U.S. national security spokesperson John Kirby said that U.S. officials had met with victims of the Israeli settler attacks on Turmus ‘Ayya on 6/21 and that U.S. citizens were among the victims. (AJ 6/23)

UN human rights commissioner Volker Türk criticized the Israeli usage of “advanced weapons” in the West Bank this week, saying it was adding to volatility of the situation. For the first time since the Second Intifada, Israel used drones and helicopters to attack Palestinians in the West Bank. (AJ, WAFA 6/23)

In the Gaza Strip, Palestinians fire 2 rockets into s. Israel. The 1st lands without causing damage or injuries, and the 2d is intercepted by an Iron Dome missile defense battery. Later in the day, IDF troops target 5 Islamic Jihad and Hamas sites across the Gaza Strip, injuring 6. Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage, and arrest 2 fishermen. Meanwhile, 5 mbrs. of Hamas’s al-Qassam Brigades and 1 firefighter die in an explosion in a tunnel nr. Gaza City. In the West Bank, the IDF conducts house searches and arrest raids in Jenin and 1 nearby village, Qalandia r.c. nr. Jerusalem, Dahaysha r.c. nr. Bethlehem, Qalqilya, Hebron and 3 nearby villages, 2 villages nr. Nablus, 1 village nr. Ramallah, Tulkarm and Nur Shams r.c. and 1 village nearby and Salfit at night. Israeli PM Netanyahu says that he expects the Palestinian unity govt. to dissolve, and that authorities are moving closer to finding the missing Israeli settler teenagers. Hamas senior official Salah Bardawil says, at a solidarity rally in Gaza, that Hamas is “capable of igniting a 3d intifada,” while Hamas spokesperson Abu Zuhri condemns continued security coordination between the PA and Israel. Meanwhile, PA Pres. Abbas issues a statement denouncing Israel’s West Bank operation as “the most severe punitive reprisals.” (JP, MNA, ToI, WAFA 6/19)

In the Gaza Strip, the IDF conducts 2 brief incursions nr. Khan Yunis, in both cases levelling land before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in 2 villages nr. Hebron, one village each nr. Salfit, Qalqilya, and Jerusalem and in Tulkarm and Jenin at night; patrols in 3 villages nr. Jenin in the morning, 1 village nr. Hebron in the afternoon, and 2 villages nr. Jericho at night. U.S. Secy. of State John Kerry reveals a $4 billion plan to boost the Palestinian economy, speaking at the World Economic Forum at the Dead Sea in Jordan (see document D1 in JPS 169 for more). Kerry also urges Israelis and Palestinians to reach a political agreement, saying that a failure to do so would mean living with “a permanent intifada.” Israeli pres. Shimon Peres and PA Pres. Mahmoud Abbas both address the gathering, with Abbas using his speech to refuse any solution involving “temporary borders.” (HA, JP, REU 5/26)

There are reports of rockets fired from s. Lebanon into n. Israel, yet this is subsequently denied by the IDF, whose soldiers also fail to find any impact site or evidence of a projectile landing in Israeli territory. Meanwhile, 2 rockets are fired into a Shi‘i district of Beirut, in an apparent response to Hizballah chief Hassan Nasrallah’s promise to keep fighting in Syria alongside Asad. Arab League chief Nabil al-‘Arabi urges Hizballah to withdraw from its role in Syria, saying that to continue would threaten Lebanon’s internal unity. (AP, HA, REU 5/26; ToI 5/27; JP 5/28)

Undercover Israeli police officers arrest 6 Palestinian youths in the Silwan neighborhood of East Jerusalem on suspicion of throwing stones and Molotov cocktails at a Jewish settler-owned house. In the Gaza Strip, the IDF opens fire on a garbage truck close to the border fence nr. Bayt Hanun, wounding 1 Palestinian. In the West Bank, Jewish settlers from the unauthorized outpost Esh Kodesh nr. Nablus attack the Palestinian village of Qusra, provoking clashes with residents. In response, the IDF deploys troops in the area and fires tear gas and stun grenades at villagers. The IDF patrols in 1 village nr. Tulkarm in the morning, in 1 village nr. Jericho in the afternoon, and in 2 villages nr. Ramallah, 1 village each nr. al-Bireh and Jericho at night; conducts house searches and arrest raids in the Old City of Hebron, 1 nearby village, and 1 village nr. Jenin at night. The IDF attacks a nonviolent demonstration against the occupation and settlement expansion held by Palestinians, Israelis, and internationals in Bayt Umar village nr. PA security forces arrest the Hebronbased members of the National Unity Brigades, which announced its formation and called for a 3d intifada in a video released on 12/14. (JP 1/5)

Sources tell Palestinian Ma‘an news agency that PLO leaders, the Free Syria Army, and Syrian government forces are working toward a deal to end the fighting in and blockade of Yarmuk r.c. in Damascus, including the withdrawal of rebel fighters and the end to army shelling. (MNA 1/6)

PA res. Abbas gives an interview to Israeli television in which he says there will be no 3d intifada and that he will not seek a return to inside Israel’s pre-1967 borders. His comments are welcomed by Israeli pres. Shimon Peres but criticized by both Israeli PM Netanyahu (who states that Abbas’s words do not match his actions) and by Gaza Hamas leader Ismail Haniyeh, who calls the remarks ‘‘dangerous.’’ Abbas later clarifies through an adviser that he was not giving up the Palestinian refugees’ right of return, but was being ‘‘realistic.’’ (HA 11/1; AP 11/2; HA, WAFA 11/3)

Jenin in the morning, in Tulkarm in the afternoon, and in 1 village each nr. Jenin, Jericho, and Ramallah at night; conducts late-night house searches and arrest raids in 1 village nr. The IDF makes an air strike on a car traveling in Rafah, assassinating 2 mbrs. of the al-Aqsa Guards Group, which is closely affiliated with Hamas, and wounding a 3d. Israel alleges that the men were responsible for smuggling explosives into Gaza through the Rafah tunnels and plotting attacks on Israel. In the West Bank, the IDF confiscates 60 dunams (d.; 4 d. = 1 acre) of land in Wadi Fukin village nr. Bethlehem; patrols in 2 villages nr. Tulkarm, 1 village nr. Hebron, and ‘Aqabat Jabir r.c. nr. Three unidentified assailants cross into Israel from Egypt and plant a roadside bomb that they detonate when 2 vehicles pass carrying laborers who are working to build Israel’s new border fence; they then open fire on the vehicles with automatic weapons and rocketpropelled grenades; 1 Israeli Palestinian worker is killed. Israeli border police respond to the scene and exchanges fire with the infiltrators, leaving 2 assailants dead and 4 policemen injured. The 3d assailant escapes back into Egypt; Israeli units do not pursue him. (NYT, WP 6/19; NYT 6/20; JPI 6/29)

In actions Israel says are unrelated to the attack from Egypt, the IDF carries out 2 air strikes on n. Gaza: 1 targets a Palestinian sniper team that fired across the Gaza border into Israel (causing no damage or injuries), killing 2 Islamic Jihad mbrs.; the other targets Palestinians who attempted but failed to fire a rocket into Israel, killing 1 IQB mbr. and 1 al-Aqsa Guards Group mbr. Late at night, IDF troops on the c. Gaza border fatally shoot 2 Palestinians (1 a teenager) attempting to sneak into Israel to find work. Meanwhile, IDF troops make a brief incursion into n. Gaza nr. Bayt Hanun to level land and clear lines of sight. Israeli naval vessels fire warning shots at Palestinian fishing boats off the n. and c. Gaza coast, forcing them to return to shore. The Israel Project, a Washingtonbased pro-Israel group, hosts a debate between foreign policy advisers to Pres. Obama and Republican presidential candidate Mitt Romney, covering numerous issues including Iran, Syria, military aid, and Obama’s commitment to Israel. Romney advisers accuse Obama of failing to support Israel and of being more concerned with preventing Israel from attacking Iran than halting Iran’s nuclear program. Obama adviser Robert Wexler calls Obama’s ‘‘degree of military and strategic support [to Israel] unparalleled,’’ emphasizing that the Obama admin. worked strenuously behind the scenes to ensure there has not been a UN vote on Palestinian statehood since the Palestinians launched their UN statehood bid in 9/2011. In Lebanon, clashes erupt at the funeral for a Palestinian refugee slain by Lebanese troops outside Nahr al-Barid r.c. on 6/15, leaving 1 Palestinian dead and 7 Palestinians and 3 Lebanese soldiers injured. The clashes spread to ‘Ayn al-Hilwa r.c. in Sidon, where at least 1 Palestinian is killed and 3 Palestinians and 3 Lebanese soldiers are injured. Demonstrations (but no clashes or injuries) are reported in Biddawi r.c. nr. Tripoli and Shatila r.c. in Beirut. (JAZ 6/18)

Israel releases elected Hamas-affiliated speaker of the Palestinian parliament ‘Aziz Dwayk, jailed nearly 3 yrs. before as part of an IDF arrest sweep targeting Hamas leaders in the wake of IDF Cpl. Gilad Shalit’s capture; some 40 other Hamas legislators remain in custody. The release raises speculation that a Hamas-Israeli prisoner exchange deal to free Shalit is imminent. A wk. after making public comments about Arabs that were denounced as racist, Israeli internal security M Yitzhak Aharonovitch (Yisrael Beitainu) makes a highly controversial 90-min. visit to the al-Aqsa Mosque compound, including entering the mosque, to “review police deployments” at the site. He says his visit was coordinated with Muslim authorities, which they deny. A similar visit to the compound by Ariel Sharon in 2000 sparked the al-Aqsa intifada. In the West Bank, the IDF levels 500 d. of Palestinian land in Issawiyya on the outskirts of Jerusalem to “preserve the natural beauty of the city [i.e., Jerusalem]”; conducts late-night arrest raids, house searches nr. Tulkarm. Jewish settlers fr. Avnei Hefetz settlement nr. Tulkarm erect a tent in nearby Kafr Labad village, previously bulldozed by the IDF, with the aim of expanding the settlement. IDF troops on the Gaza border fires on a group of Palestinians in the fmr. Nisanit settlement area nr. the border fence nr. Bayt Lahiya, wounding 1. In the West Bank, the IDF sends an undercover unit in a car with Palestinian license plates into Tulkarm r.c., fires on a group of Palestinians wounding 4 (an AMB mbr., an Islamic Jihad mbr., 2 bystanders ages 10 and 16), then fires 5 shots at 1 of the wounded, AMB mbr. Jasr Zughayb, assassinating him; fatally shoots 2 AMB mbrs. in an exchange of fire in Nablus, also demolishing the home in which they were staying; fatally shoots a 17-yr.-old Palestinian who attempts to cut through the separation fence nr. Ramallah; conducts arrest raids, house searches in Abu Dis; raids the Modern College building in Beitunia nr. Ramallah, firing on PSF officers dispatched to the scene responding to reports of suspicious activity, killing 2 PSF officers. In Gaza, a combined group of Hamas, ESF mbrs. acting on rumors of Fatah of smuggling weapons halt, demand to inspect a 4-truck convoy escorted by Abbas’s presidential guard that entered Gaza fr. Israel through the Kerem Shalom crossing, sparking an exchange of gunfire that leaves at least 5 Palestinians dead (including 4 presidential guardsmen, 1 female bystander), 34 wounded (including 14 bystanders); the shipment of supplies (widely believed to be arms and ammunition though in separate statements, Fatah says it is food and medical supplies, equipment and tents, generators and spare parts) fr. the UAE reportedly was organized by Gaza strongman Dahlan, with the knowledge of the U.S. and Israel, and was intended for guard units loyal to him; the contents of the trucks cannot be confirmed, as they are seized during the clash (it is unclear by whom). The convoy incident precipitates Fatah-Hamas gunfights across the Strip that kill at least 3 Palestinians, wound at least another 50, and end a 3-day truce. In the most serious incidents: PA Presidential Guard units storm the Islamic University campus, clash with ESF mbrs. guarding the campus (leaving 22 wounded), claim to seize a large weapons cache and to detain 7 Iranian “explosives experts”; Hamas denies the presence of any Iranians in Gaza, Fatah does not give any proof of the arrests, Israel and the U.S. say they cannot corroborate the story; suspected Fatah gunmen fire on Hamas spokesman Fawzi Barhum nr. Gaza City, causing no injuries. Other Fatah-Hamas clashes are reported in Bayt Hanun, Bureij r.c., Gaza City, Jabaliya r.c., Khan Yunis, Rafah. In Gaza City, 5,000 Palestinians attend a rally organized by the National and Islamic Higher Comm. for the Follow-up of the Intifada (NIHC) calling for a cessation to intra-Palestinian violence. Abbas issues a presidential decree taking over 18 acres of Palestinian land nr. the Qarni crossing for construction of a presidential guard training base, to be funded by Western donors; the UN will provide training; a 16-acre presidential guard base and intelligence services training college is also being built in Jericho. The IDF conducts arrest raids, house searches in and around Bethlehem, Jenin, Nablus, and Tulkarm, firing on residential areas. Palestinians fire 6 rockets fr. Gaza into Israel, causing no damage or injuries. Unidentified Palestinians fire on a Jewish settler vehicle nr. Tapuach settlement, injuring 2 Jewish settlers. In Tulkarm, Fatah gunmen surround a building where PA Dep. PM Nasir al-Sha‘ir (Change and Reform) is meeting with the Tulkarm governor, forcing the mtg. to end, and Sha’ir to leave under police escort. Some 2,000 Fatah mbrs. parade through Gaza City in a show of force in reaction to the deployment of the Interior Min.’s predominantly Hamas ESF. The National and Islamic Higher Comm. for the Follow-up of the Intifada (NIHC) sponsors a rally in Gaza calling for the immediate dissolution of the new ESF, activation of the PA security forces to prevent lawlessness, and holding of national unity talks. Late in the evening, Hamas, Fatah gunmen exchange fire outside the Palestinian Council (PC) building in Gaza City, leaving 2 Fatah mbrs., 1 Hamas mbr. wounded. Just past dawn, the IDF pulls its last troops out of Gaza, issues a declaration ending military rule in the Strip. Palestinians storm past PA security forces to enter the evacuated settlements, scavenging some synagogues and demolished homes for anything that could be sold or used, setting 4 synagogues on fire; the PA security forces bulldoze several synagogues, bar Palestinians fr. ransacking greenhouses (purchased by U.S. philanthropists and given to the PA as economically viable operations to aid the Palestinian economy), but leave a large factory in Kefar Darom unguarded, allowing it to be stripped of equipment. Palestinians also remove IDF roadblocks across Gaza, flock to beaches to swim for the 1st time since the start of the intifada. The AMB, Hamas, Islamic Jihad, Fatah hold marches and celebrations, with factional flags more numerous than Palestinian flags. Egyptian border guards along the Rafah border fatally shoot a Palestinian while attempting to control crowds who flock to the crossing; 100s of Palestinians break through the border fence and enter Egypt. The IDF fires on Palestinian youths who approach the border fence in Bayt Lahiya, seriously wounding a 13-yr.-old. In the West Bank, the IDF imposes an overnight curfew on al-Til, conducting house searches and ID checks, withdrawing late morning; conducts arrest raids, house searches nr. Hebron, Qalqilya, Tulkarm; occupies the top floor of a Palestinian home nr. Hebron as an observation post. Before dawn the IDF moves troops into Gaza en masse to begin the forcible evacuation of Jewish settlers and disengagement protesters who have not yet left, begins demolishing settler homes in n. Gaza. By the end of the day, evacuations of Bedolah (est. 1986, pop. 220, size 1,456 d., hrs. to evac. 6), Ganei Tal (est. 1979, pop. 350, size 2,050 d., hrs. to evac. 11), Kerem Atzmona (est. 2001, pop. 24, hrs. to evac. 6), Morag (est. 1972, pop. 220, size 1,300 d., hrs. to evac. 7), Tal Katifa (est. 1992, pop. 60, size 183 d., hrs. to evac. 5) are completed; most residents of Gadid leave voluntarily. Settlers in Atzmona agree to evacuate voluntarily by 8/21, those in Netzarim by 8/22. Settlers who have not arranged their evacuation with the government will be housed temporarily in hotels, mobile homes: e.g., more than half of Morag’s settlers take up temporary residence in the West Bank settlement of Ofra; Israel’s Jerusalem municipality temporarily houses 1,000 Neve Dekalim settlers who have left voluntarily in a Jerusalem hotel. Generally there is little strong resistance; the IDF optimistically says it hopes that the evacuations could be completed within days instead of wks., as earlier estimated. During the day, some scuffles btwn. soldiers, settlers are reported; in some areas settlers set fire to tires and in garbage bins to prevent soldiers fr. entering settlements; at least 2 settlers set fire to their homes before leaving. In Morag, a female IDF soldier is stabbed with a syringe, lightly injured by a disengagement protester. (In total, 13 Israeli soldiers and police are lightly injured during the day.) Gaza settlers and protesters also attack Palestinians: some 200 Kefar Darom settlers rampage through nearby Palestinian areas, set fire to a Palestinian house; 20 Neve Dekalim settlers march through al-Mawasi, spread nails on roads to damage Palestinian cars, try to provoke Palestinian residents (the IDF intervenes, removes the settlers); other Jewish settlers fire on Palestinian homes, vandalize Palestinian greenhouses in the same area. The IDF also demolishes a Palestinian home, conducts arrest raids in al-Mawasi. Meanwhile, Palestinians in Khan Yunis begin returning to their homes on the edge of town facing the settlements, which they had fled since the start of the intifada in 9/00 because of IDF gunfire. Islamic Jihad mbrs. in some 50 boats, carrying banners and weapons, hold a seaborne victory parade off Gaza to celebrate disengagement. Some disengagement protests in Israel turn violent: a disengagement protester tosses a grenade at an IDF checkpoint in s. Israel, wounding 5 IDF soldiers; a female settler fr. Keddumim in the West Bank sets fire to herself during a demonstration in Netivot, is seriously injured. In the West Bank, a Jewish settler fr. Shvut Rachel steals a gun fr. an Israeli security guard at the industrial area of Shilo settlement, fires on Palestinian workers, killing 4 Palestinians, wounding 1. Sharon denounces the attack as “Jewish terror”; Palestinian Authority (PA) PM Mahmud Abbas calls on Palestinian factions to maintain calm, refrain fr. retaliation. At Sanur (to be evacuated under disengagement), 600 Jewish settlers hold an antidisengagement rally. The IDF conducts arrest raids, house searches in and around Hebron and in Nur al-Shams refugee camp (r.c.), Tulkarm. Also in Hebron, 4 bedouin children herding goats are injured when they accidentally trigger an unexploded IDF phosphorus shell; the IDF says it uses the shells only in training. A 9-yr.-old Palestinian dies of injuries received when she accidentally triggered unexploded IDF ordnance nr. Karmil. The IDF, PA security officers hold a ceremony to jointly unlock the gate (set up after the outbreak of the al-Aqsa intifada, locked since 2001) on the Anabta–Tulkarm road, finalizing the transfer of security control over Tulkarm; the IDF sets up a checkpoint 30 m. down the road to check Palestinian IDs; all other checkpoints into and out of the city, all villages surrounding Tulkarm remain under Israeli control. The IDF demolishes 2 Palestinian homes in Silwan; uproots 300 olive trees in Surif nr. Hebron for construction of the separation wall; issues a military order confiscating a plot of land (exact size not specified) in Nahalin w. of Bethlehem for construction of the separation wall, citing the 1950 Absentee Property Law (see Quarterly Update in JPS 135).
