In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in 2 villages nr. Hebron, one village each nr. Salfit, Qalqilya, and Jerusalem and in Tulkarm and Jenin at night; patrols in 3 villages nr. Jenin in the morning, 1 village nr. Hebron in the afternoon, and 2 villages nr. Jericho at night. U.S. Secy. of State John Kerry reveals a $4 billion plan to boost the Palestinian economy, speaking at the World Economic Forum at the Dead Sea in Jordan (see document D1 in JPS 169 for more). Kerry also urges Israelis and Palestinians to reach a political agreement, saying that a failure to do so would mean living with “a permanent intifada.” Israeli pres. Shimon Peres and PA Pres. Mahmoud Abbas both address the gathering, with Abbas using his speech to refuse any solution involving “temporary borders.” (HA, JP, REU 5/26)

There are reports of rockets fired from s. Lebanon into n. Israel, yet this is subsequently denied by the IDF, whose soldiers also fail to find any impact site or evidence of a projectile landing in Israeli territory. Meanwhile, 2 rockets are fired into a Shi‘i district of Beirut, in an apparent response to Hizballah chief Hassan Nasrallah’s promise to keep fighting in Syria alongside Asad. Arab League chief Nabil al-‘Arabi urges Hizballah to withdraw from its role in Syria, saying that to continue would threaten Lebanon’s internal unity. (AP, HA, REU 5/26; ToI 5/27; JP 5/28)

IDF troops on the Gaza border fires on a group of Palestinians in the fmr. Nisanit settlement area nr. the border fence nr. Bayt Lahiya, wounding 1. In the West Bank, the IDF sends an undercover unit in a car with Palestinian license plates into Tulkarm r.c., fires on a group of Palestinians wounding 4 (an AMB mbr., an Islamic Jihad mbr., 2 bystanders ages 10 and 16), then fires 5 shots at 1 of the wounded, AMB mbr. Jasr Zughayb, assassinating him; fatally shoots 2 AMB mbrs. in an exchange of fire in Nablus, also demolishing the home in which they were staying; fatally shoots a 17-yr.-old Palestinian who attempts to cut through the separation fence nr. Ramallah; conducts arrest raids, house searches in Abu Dis; raids the Modern College building in Beitunia nr. Ramallah, firing on PSF officers dispatched to the scene responding to reports of suspicious activity, killing 2 PSF officers. In Gaza, a combined group of Hamas, ESF mbrs. acting on rumors of Fatah of smuggling weapons halt, demand to inspect a 4-truck convoy escorted by Abbas’s presidential guard that entered Gaza fr. Israel through the Kerem Shalom crossing, sparking an exchange of gunfire that leaves at least 5 Palestinians dead (including 4 presidential guardsmen, 1 female bystander), 34 wounded (including 14 bystanders); the shipment of supplies (widely believed to be arms and ammunition though in separate statements, Fatah says it is food and medical supplies, equipment and tents, generators and spare parts) fr. the UAE reportedly was organized by Gaza strongman Dahlan, with the knowledge of the U.S. and Israel, and was intended for guard units loyal to him; the contents of the trucks cannot be confirmed, as they are seized during the clash (it is unclear by whom). The convoy incident precipitates Fatah-Hamas gunfights across the Strip that kill at least 3 Palestinians, wound at least another 50, and end a 3-day truce. In the most serious incidents: PA Presidential Guard units storm the Islamic University campus, clash with ESF mbrs. guarding the campus (leaving 22 wounded), claim to seize a large weapons cache and to detain 7 Iranian “explosives experts”; Hamas denies the presence of any Iranians in Gaza, Fatah does not give any proof of the arrests, Israel and the U.S. say they cannot corroborate the story; suspected Fatah gunmen fire on Hamas spokesman Fawzi Barhum nr. Gaza City, causing no injuries. Other Fatah-Hamas clashes are reported in Bayt Hanun, Bureij r.c., Gaza City, Jabaliya r.c., Khan Yunis, Rafah. In Gaza City, 5,000 Palestinians attend a rally organized by the National and Islamic Higher Comm. for the Follow-up of the Intifada (NIHC) calling for a cessation to intra-Palestinian violence. Abbas issues a presidential decree taking over 18 acres of Palestinian land nr. the Qarni crossing for construction of a presidential guard training base, to be funded by Western donors; the UN will provide training; a 16-acre presidential guard base and intelligence services training college is also being built in Jericho. Before dawn the IDF moves troops into Gaza en masse to begin the forcible evacuation of Jewish settlers and disengagement protesters who have not yet left, begins demolishing settler homes in n. Gaza. By the end of the day, evacuations of Bedolah (est. 1986, pop. 220, size 1,456 d., hrs. to evac. 6), Ganei Tal (est. 1979, pop. 350, size 2,050 d., hrs. to evac. 11), Kerem Atzmona (est. 2001, pop. 24, hrs. to evac. 6), Morag (est. 1972, pop. 220, size 1,300 d., hrs. to evac. 7), Tal Katifa (est. 1992, pop. 60, size 183 d., hrs. to evac. 5) are completed; most residents of Gadid leave voluntarily. Settlers in Atzmona agree to evacuate voluntarily by 8/21, those in Netzarim by 8/22. Settlers who have not arranged their evacuation with the government will be housed temporarily in hotels, mobile homes: e.g., more than half of Morag’s settlers take up temporary residence in the West Bank settlement of Ofra; Israel’s Jerusalem municipality temporarily houses 1,000 Neve Dekalim settlers who have left voluntarily in a Jerusalem hotel. Generally there is little strong resistance; the IDF optimistically says it hopes that the evacuations could be completed within days instead of wks., as earlier estimated. During the day, some scuffles btwn. soldiers, settlers are reported; in some areas settlers set fire to tires and in garbage bins to prevent soldiers fr. entering settlements; at least 2 settlers set fire to their homes before leaving. In Morag, a female IDF soldier is stabbed with a syringe, lightly injured by a disengagement protester. (In total, 13 Israeli soldiers and police are lightly injured during the day.) Gaza settlers and protesters also attack Palestinians: some 200 Kefar Darom settlers rampage through nearby Palestinian areas, set fire to a Palestinian house; 20 Neve Dekalim settlers march through al-Mawasi, spread nails on roads to damage Palestinian cars, try to provoke Palestinian residents (the IDF intervenes, removes the settlers); other Jewish settlers fire on Palestinian homes, vandalize Palestinian greenhouses in the same area. The IDF also demolishes a Palestinian home, conducts arrest raids in al-Mawasi. Meanwhile, Palestinians in Khan Yunis begin returning to their homes on the edge of town facing the settlements, which they had fled since the start of the intifada in 9/00 because of IDF gunfire. Islamic Jihad mbrs. in some 50 boats, carrying banners and weapons, hold a seaborne victory parade off Gaza to celebrate disengagement. Some disengagement protests in Israel turn violent: a disengagement protester tosses a grenade at an IDF checkpoint in s. Israel, wounding 5 IDF soldiers; a female settler fr. Keddumim in the West Bank sets fire to herself during a demonstration in Netivot, is seriously injured. In the West Bank, a Jewish settler fr. Shvut Rachel steals a gun fr. an Israeli security guard at the industrial area of Shilo settlement, fires on Palestinian workers, killing 4 Palestinians, wounding 1. Sharon denounces the attack as “Jewish terror”; Palestinian Authority (PA) PM Mahmud Abbas calls on Palestinian factions to maintain calm, refrain fr. retaliation. At Sanur (to be evacuated under disengagement), 600 Jewish settlers hold an antidisengagement rally. The IDF conducts arrest raids, house searches in and around Hebron and in Nur al-Shams refugee camp (r.c.), Tulkarm. Also in Hebron, 4 bedouin children herding goats are injured when they accidentally trigger an unexploded IDF phosphorus shell; the IDF says it uses the shells only in training. A 9-yr.-old Palestinian dies of injuries received when she accidentally triggered unexploded IDF ordnance nr. Karmil. The IDF fatally shoots 2 armed Hamas mbrs. attempting to cross the border fence into Israel; fatally shoots a Palestinian farmer who strays too close to Gush Katif settlement; fatally shoots a mentally ill Palestinian who approaches an IDF patrol nr. the Egypt-Gaza border; shells residential areas of Khan Yunis; sets up barricades, digs trenches around al-Naqura, occupies 1 Palestinian home as an outpost, further hindering travel btwn. Nablus and Jenin, Tulkarm; bulldozes 5 dunams of olive trees nr. Arrabe; conducts arrest raids in Arrabe, Bethlehem, Jenin, Ramallah. Israel announces that Palestinians may resume bus service btwn. West Bank towns for the first time since the start of the al-Aqsa intifada. Buses will operate fr. 6:00 a.m. to 4:30 p.m., will only transport passengers to the crossing point outside the next city (e.g., a Palestinian would have to take 5 buses to travel the 40 mi. fr. Israel intensifies its offensive across the West Bank and Gaza, leaving more than 40 Palestinian dead (including 3 paramedics), 200 injured--the highest single-day toll since the al-Aqsa intifada began. 1 IDF soldier is also killed. Early this morning, the IDF sends troops into Khuza' village nr. Khan Yunis, killing 16 Palestinians, including PSF regional cmdr. Maj. Gen. Ahmad Mifraj. In Bayt Hanina, the IDF are photographed executing an AMB mbr. hand-cuffed, in custody. The IDF continues house-to-house searches in Aida and Dahaysha, leaving 6 Palestinians dead. Another 6 Palestinians are killed in IDF raids in the Tulkarm area, 5 in a helicopter attack on a PSF office in Gaza City, 1 in Jenin r.c. A pregnant Palestinian woman, her baby die when the IDF bars their transportation to a Tulkarm hospital. In Tulkarm r.c., the IDF calls on all men age 15-45 to surrender for questioning. The IDF shells at least 1 building on Bethlehem University campus. In Jerusalem, Israeli police fatally shoot 1 Palestinian allegedly preparing to detonate a suicide bomb. 10s of armed Jewish settlers, accompanied by several IDF jeeps, raid Hawara village, nr. where a settler was wounded on 3/7, damaging homes, firing in the air The PSF arrests PFLP mbr. Majid Rimawi, the 4th Palestinian wanted by Israel in connection with the Ze'evi assassination. A Hamas suicide bomber detonates a powerful device on a bus in Haifa, killing 14 Israelis, 1 Filipino, and injuring more than 40. Arafat condemns the attack, outlaws "any movement, organization, or gathering" that does not abide by his cease-fire order, orders confiscation of illegal weapons, reiterates plans for a crackdown, saying that around 90 Palestinians have already been arrested. Israel dismisses the arrests as "a stunt," seals PA areas, bans all Palestinian vehicular traffic, shells residential areas of Jinin. In one of several similar incidents in the Bethlehem area, 20 PSF officers attempting to arrest journalist Issa Zawahara, who has ties to Islamic Jihad, are chased off by an angry crowd of Palestinians. Arafat later meets with PA security heads, convenes the Palestinian Council (PC) to discuss the recent attacks. Sharon, Bush meet at the White House. Sharon says he does not expect Arafat to take serious steps to arrest those responsible for recent suicide attacks, says Israel will "do what we have to do to protect our citizens." Palestinians in Bayt Jala fire on Gilo, injuring 2 settlers. Armed Jewish settlers accost Palestinians in Hizma. An Israeli security guard outside an East Jerusalem bank fatally shoots a Palestinian, apparently fearing that he was about to stage an attack. The IDF fatally shoots 4 Palestinians nr. a Jinin checkpoint, 1 Palestinian in Tulkarm; fires a tank shell at a Palestinian in Qabatiyya, killing him. The IDF also directs shells/heavy machine gun fire at residential areas of Aida, Jinin, Khan Yunis, Salim; conducts arrest raids in Abu Dis, Azariyya, Burqa. In Gaza, some 1,000 Hamas supporters rally in support of continued attacks on Israeli targets. In its largest military operation since the start of the al-Aqsa intifada (in terms of area, size of the force involved), Israel sends IDF infantry, tanks, armored bulldozers, and helicopters to occupy the PA-controlled sector of Hebron, leaving 6 Palestinians dead, wounding at least 40, demolishing 3 homes, occupying 15 houses and 1 school. The IDF also send tanks into areas A outside Netzarim to demolish 2 Palestinian homes; occupies 2 Palestinian houses in Kafr Dik, al-Khadir as military posts; bulldozes a PSF post nr. al-Sudaniyya; directs shells, heavy machine gun fire at residential areas of Bayt Hanun (destroying 8 Palestinian homes), Khan Yunis, Rafah; conducts arrest raids in Azun, Dayr al-Ghasun, Kafr Dik; bar farmers nr. Bethlehem fr. harvesting their lands. Jewish settlers attack Palestinians harvesting olives outside Nablus, vandalize nearby Palestinian homes. Israeli-Palestinian clashes continue. Israel eases the closure on Gaza, partially reopening the Gaza airport, Rafah and Qarni crossings, key roads. In Gaza, 3 masked gunmen assassinate Palestinian Broadcasting Corp. (PBC) head Hisham Makki, notorious for his corruption, close ties with Arafat. Israel, the PA concurs that the gunmen were probably Palestinian. Jewish settlers continue to attack Palestinian property in Khan Yunis, as they have since 1/14. Armed settlers also bar Palestinians fr. leaving or entering Bayt Furik for a 2d day. The IDF conducts arrest sweeps in Dahiyat Barid, al-Ram, Silat Dahir; further restricts movement btwn. Israel reports capture of 8-member armed PFLP cell in W. Bank, alleges group was responsible for October 1987 murder of Yigdal Shahaf [FBIS 1/26]. Other Countries: UN Sec. Gen. Javier Perez de Cuellar releases report on Palestinian uprising in occupied territories, condemning Israeli use of harsh methods against demonstrators and endorsing plan for international peace conference on Middle East [WP 1/23].

Military Action

Occupied Palestine/Israel: Military lifts curfews on Rafah, Khan Yunis, Beach, and Dayr al-Balah refugee camps. Curfews remain in effect in Gaza Strip's Jabalya, Nusayrat, Maghazi, and Burayj camps. Curfews continue in W. Bank's old and new 'Askar camps and villages of Sa'ir and al-Mazra'ah al-Sharqiyyah. Curfews are imposed on Tulkarm refugee camp and Ramallah-area village of Bayt 'Ur al-Tahta after marches and stone throwing [FBIS 1/22; FJ 1/24].
