IDF troops also conduct a limited incursion in land close to the border fence nr. Khan Yunis before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon and in 1 village nr. Hebron at night, and patrols in 1 village nr. Jenin in the afternoon and in al-‘Arub r.c., 1 village nr. Hebron, and in 2 villages nr. Jenin at night. In East Jerusalem, IDF troops clash with residents in Abu Dis after protests against the arrest of a cancer patient. Separately, Israeli police ban 10 Palestinians from attending prayers at al-Aqsa mosque when Jewish extremists plan to visit the compound. Police also arrest Shaykh Raed Salah, leader of the n. Palestinian and Israeli negotiators meet for a 5th round of peace talks in Jerusalem. PA FM Riyad al-Maliki tells the media that Abbas is seeking to arrange a meeting with U.S. Secy. of State John Kerry to express doubts about the nature of the talks and dissatisfaction at U.S. envoy Martin Indyk’s limited participation thus far. Meanwhile, Arab League Secy.-Gen. spokesperson Nassif Hetti tells reporters that an Arab ministerial delegation will meet Kerry in Rome on Sunday to discuss the peace process. (AFP, JP, MNA 9/3)

The U.S. Senate Foreign Relations Cmte. reaches an agreement on a draft authorization for the use of military force against the Syrian govt., with conditions narrower than those requested by Pres. Obama. The draft sets a 60-day time limit on any U.S. action with a conditional single 30-day extension possible. There is also a provision banning the use of ground forces. Speaking to the cmte., Defense Secy. Chuck Hagel says that the pres.’s national security team is now convinced that taking military action against the Asad regime targets would be the right course of action. Hagel also reveals that Obama approved plans in 1/2013 to give lethal aid to Syrian rebels, the 1st time such a decision has been made public. Meanwhile, pro-Israel Jewish community groups such as the American Israel Public Affairs Cmte. (AIPAC) and the Conference of Presidents of Major American Jewish Organizations back the administration’s call for a strike on Syria, following a conference call with Obama’s security advisers. An Egyptian military court in Suez hands down sentences ranging from 5 years to life to around 50 Muslim Brotherhood mbrs. convicted of violence against the army, in relation to the events of 8/14 (when security forces massacred anti-coup protesters in Cairo). Just past dawn, the IDF pulls its last troops out of Gaza, issues a declaration ending military rule in the Strip. Palestinians storm past PA security forces to enter the evacuated settlements, scavenging some synagogues and demolished homes for anything that could be sold or used, setting 4 synagogues on fire; the PA security forces bulldoze several synagogues, bar Palestinians fr. ransacking greenhouses (purchased by U.S. philanthropists and given to the PA as economically viable operations to aid the Palestinian economy), but leave a large factory in Kefar Darom unguarded, allowing it to be stripped of equipment. Palestinians also remove IDF roadblocks across Gaza, flock to beaches to swim for the 1st time since the start of the intifada. The AMB, Hamas, Islamic Jihad, Fatah hold marches and celebrations, with factional flags more numerous than Palestinian flags. Egyptian border guards along the Rafah border fatally shoot a Palestinian while attempting to control crowds who flock to the crossing; 100s of Palestinians break through the border fence and enter Egypt. The IDF fires on Palestinian youths who approach the border fence in Bayt Lahiya, seriously wounding a 13-yr.-old. In the West Bank, the IDF imposes an overnight curfew on al-Til, conducting house searches and ID checks, withdrawing late morning; conducts arrest raids, house searches nr. Inside Israel, 1,000s of Israeli Arabs hold rallies in Arraba, Haifa, Jit, Kafr Manda, Kafr Qana, Nazareth, Sakhnin, Umm al-Fahm; demonstrations in Nazareth, Umm al-Fahm turn violent with protesters clashing with police, vandalizing stores, but no injuries are reported. Peres threatens to "disappear on vacation" if Sharon does not allow the mtg., whereas right-wing MKs threaten to leave the governing coalition if Sharon allows it. Palestinians fire mortars at 2 Gaza settlements, causing no damage. Jewish settlers attempt to set up a new enclave nr. Nablus, where a settler was killed a wk. ago, but the IDF intervenes, declares the area a closed military zone. IDF troops bar an ambulance carrying a Palestinian man suffering a heart attack fr. crossing a checkpoint to reach a hospital; the man dies en route to the hospital via a 2d, longer path. Troops also bar a Palestinian woman in labor from crossing a checkpoint to reach Jericho hospital 40 m. away; after she gives birth, the soldiers allow her to walk through the crossing with her newborn. CIA Dir. Tenet holds preliminary mtgs. with Sharon in Tel Aviv, Arafat in Ramallah. Israel presents two lists of Palestinians it wants arrested immediately: 34 Palestinians who committed anti-Israeli attacks and were released fr. PA prisons since the intifada began; some 300 Palestinians that "participated in the recent violence against military and civilian targets." The PA says it will coordinate with Israel and act on tips to prevent attacks, noting that it has already passed information to Israel regarding 2 possible suicide bombings since 6/1, but will not make preventive arrests without probable cause. In Ramallah, reps of the nationalist and Islamist groups give PLO Exec. Comm. secy. After Israel announces it is ending its "policy of restraint," Israeli-Palestinian clashes intensify sharply, leaving 6 Palestinians dead, 136 wounded. The IDF directs shells, heavy machine gun fire at PA-controlled areas in Hebron, in the heaviest barrage there since the beginning of the al-Aqsa intifada. Serious clashes are also reported in Gaza and in Nablus, where 10,000 Palestinians rallying to mark Land Day clash with IDF troops, who shoot dead 5 Palestinians. The IDF also directs shelling, heavy machine gun fire at residential areas of al-Bireh, Jinin, Rafah, Tulkarm; confiscates 100 dunams of land nr. Qalqilya for a new settlement bypass road. Frustrated with Israeli security checks, Palestinian workers at Erez industrial zone riot, prompting Israel to close the zone--an unprecedented move since the purpose of the zone is make Palestinians who work there and the businesses that employ them (60% of which are Israeli-owned) immune to closures. In Sakhnin, Israel, 10,000 Israeli Arabs participate in a peaceful Land Day rally--the 1st major protest since the 10/00 demonstrations, which were violently suppressed by Israeli police, who, this time, are ordered to intervene only if protesters block major roads. Israeli-Palestinian clashes continue. Israel eases the closure on Gaza, partially reopening the Gaza airport, Rafah and Qarni crossings, key roads. In Gaza, 3 masked gunmen assassinate Palestinian Broadcasting Corp. (PBC) head Hisham Makki, notorious for his corruption, close ties with Arafat.
