In the Gaza Strip, IDF troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries or damage to the vessels. IDF troops also conduct a limited incursion in land close to the border fence nr. Khan Yunis before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon and in 1 village nr. Hebron at night, and patrols in 1 village nr. Jenin in the afternoon and in al-‘Arub r.c., 1 village nr. Hebron, and in 2 villages nr. Jenin at night. In East Jerusalem, IDF troops clash with residents in Abu Dis after protests against the arrest of a cancer patient. Separately, Israeli police ban 10 Palestinians from attending prayers at al-Aqsa mosque when Jewish extremists plan to visit the compound. Police also arrest Shaykh Raed Salah, leader of the n. Palestinian and Israeli negotiators meet for a 5th round of peace talks in Jerusalem. PA FM Riyad al-Maliki tells the media that Abbas is seeking to arrange a meeting with U.S. Secy. of State John Kerry to express doubts about the nature of the talks and dissatisfaction at U.S. envoy Martin Indyk’s limited participation thus far. Meanwhile, Arab League Secy.-Gen. spokesperson Nassif Hetti tells reporters that an Arab ministerial delegation will meet Kerry in Rome on Sunday to discuss the peace process. (AFP, JP, MNA 9/3)

The U.S. Senate Foreign Relations Cmte. reaches an agreement on a draft authorization for the use of military force against the Syrian govt., with conditions narrower than those requested by Pres. Obama. The draft sets a 60-day time limit on any U.S. action with a conditional single 30-day extension possible. There is also a provision banning the use of ground forces. Speaking to the cmte., Defense Secy. Chuck Hagel says that the pres.’s national security team is now convinced that taking military action against the Asad regime targets would be the right course of action. Hagel also reveals that Obama approved plans in 1/2013 to give lethal aid to Syrian rebels, the 1st time such a decision has been made public. Meanwhile, pro-Israel Jewish community groups such as the American Israel Public Affairs Cmte. (AIPAC) and the Conference of Presidents of Major American Jewish Organizations back the administration’s call for a strike on Syria, following a conference call with Obama’s security advisers. An Egyptian military court in Suez hands down sentences ranging from 5 years to life to around 50 Muslim Brotherhood mbrs. convicted of violence against the army, in relation to the events of 8/14 (when security forces massacred anti-coup protesters in Cairo). Meanwhile, Egyptian helicopter gunships kill 8 suspected militants and wound 15 others in air strikes in the Sinai Peninsula nr. the Rafah border with the Gaza Strip. (AFP, AP, REU, NYT 9/3)

In Gaza, 2,000 Palestinians hold a peaceful demonstration at a sealed breach in the Rafah border to urge Egypt to keep the border open. Outside Rafah, 2 Palestinian teenagers are injured when they accidentally trigger unexploded IDF ordnance. In the West Bank, the IDF sets up a checkpoint outside a Bayt Umar cemetery to check the IDs of mourners attending the funeral of the 2d Kefar Etzion attacker (see 1/24); later fires percussion grenades, rubber-coated steel bullets at mourners, wounding 6; fires on residential areas of al-Khadir nr. Bethlehem, causing no injuries; conducts arrest raids, house searches in Jenin, northwest of Jerusalem; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 2). Palestinian children throw stones at Jewish settler vehicles traveling on Route 55 nr. Azun and Route 60 nr. Hawara, damaging 2 but causing no injuries. Inside Israel, 20,000 Israeli Palestinians march in Sakhnin to protest a 1/27 government decision not to try police officers who fatally shot 13 Israeli Palestinians during 10/00 antigovernment demonstrations in Um al-Fahm in solidarity with the intifada. The IDF places its tightest seal on the Gaza Strip since the al-Aqsa intifada began, barring everyone except diplomats and aid workers fr. entering or exiting (though 9 international aid workers are denied entry for no reason; see 5/10), requiring journalists to apply for entry and to coordinate their trips with the IDF. International medical relief organization Medecins du Monde permanently ends its operations in Gaza, saying IDF measures make it impossible to continue work; numerous other international aid groups suspend Gaza operations. The IDF demolishes at least 3 Palestinian homes in Rafah, also bulldozing 40 dunams of land; conducts arrest raids in Jenin. Palestinian gunmen fire on a vehicle nr. Sharon presents Powell with a plan for a series of limited measures to ease restrictions on Palestinians, releases 63 Palestinian prisoners as a gesture. Powell asks Israel to accept the road map, but Sharon refuses. Powell then meets with Abbas and PC speaker Ahmad Qurai‘, presses the PA to disarm Palestinian militant groups. Abbas says he will start with dialogue, not force; criticizes Sharon’s proposed gestures as mostly symbolic. After Israel announces it is ending its "policy of restraint," Israeli-Palestinian clashes intensify sharply, leaving 6 Palestinians dead, 136 wounded. The IDF directs shells, heavy machine gun fire at PA-controlled areas in Hebron, in the heaviest barrage there since the beginning of the al-Aqsa intifada. Serious clashes are also reported in Gaza and in Nablus, where 10,000 Palestinians rallying to mark Land Day clash with IDF troops, who shoot dead 5 Palestinians. The IDF also directs shelling, heavy machine gun fire at residential areas of al-Bireh, Jinin, Rafah, Tulkarm; confiscates 100 dunams of land nr. Qalqilya for a new settlement bypass road. Frustrated with Israeli security checks, Palestinian workers at Erez industrial zone riot, prompting Israel to close the zone--an unprecedented move since the purpose of the zone is make Palestinians who work there and the businesses that employ them (60% of which are Israeli-owned) immune to closures. In Sakhnin, Israel, 10,000 Israeli Arabs participate in a peaceful Land Day rally--the 1st major protest since the 10/00 demonstrations, which were violently suppressed by Israeli police, who, this time, are ordered to intervene only if protesters block major roads.
