In the Gaza Strip, IDF troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries or damage to the vessels. IDF troops also conduct a limited incursion in land close to the border fence nr. Khan Yunis before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon and in 1 village nr. Hebron at night, and patrols in 1 village nr. Jenin in the afternoon and in al-‘Arub r.c., 1 village nr. Hebron, and in 2 villages nr. Jenin at night. In East Jerusalem, IDF troops clash with residents in Abu Dis after protests against the arrest of a cancer patient. Separately, Israeli police ban 10 Palestinians from attending prayers at al-Aqsa mosque when Jewish extremists plan to visit the compound. Police also arrest Shaykh Raed Salah, leader of the n. Palestinian and Israeli negotiators meet for a 5th round of peace talks in Jerusalem. PA FM Riyad al-Maliki tells the media that Abbas is seeking to arrange a meeting with U.S. Secy. of State John Kerry to express doubts about the nature of the talks and dissatisfaction at U.S. envoy Martin Indyk’s limited participation thus far. Meanwhile, Arab League Secy.-Gen. spokesperson Nassif Hetti tells reporters that an Arab ministerial delegation will meet Kerry in Rome on Sunday to discuss the peace process. (AFP, JP, MNA 9/3)

The U.S. Senate Foreign Relations Cmte. reaches an agreement on a draft authorization for the use of military force against the Syrian govt., with conditions narrower than those requested by Pres. Obama. The draft sets a 60-day time limit on any U.S. action with a conditional single 30-day extension possible. There is also a provision banning the use of ground forces. Speaking to the cmte., Defense Secy. Chuck Hagel says that the pres.’s national security team is now convinced that taking military action against the Asad regime targets would be the right course of action. Hagel also reveals that Obama approved plans in 1/2013 to give lethal aid to Syrian rebels, the 1st time such a decision has been made public. Meanwhile, pro-Israel Jewish community groups such as the American Israel Public Affairs Cmte. (AIPAC) and the Conference of Presidents of Major American Jewish Organizations back the administration’s call for a strike on Syria, following a conference call with Obama’s security advisers. An Egyptian military court in Suez hands down sentences ranging from 5 years to life to around 50 Muslim Brotherhood mbrs. convicted of violence against the army, in relation to the events of 8/14 (when security forces massacred anti-coup protesters in Cairo). In Gaza, 2,000 Palestinians hold a peaceful demonstration at a sealed breach in the Rafah border to urge Egypt to keep the border open. Outside Rafah, 2 Palestinian teenagers are injured when they accidentally trigger unexploded IDF ordnance. In the West Bank, the IDF sets up a checkpoint outside a Bayt Umar cemetery to check the IDs of mourners attending the funeral of the 2d Kefar Etzion attacker (see 1/24); later fires percussion grenades, rubber-coated steel bullets at mourners, wounding 6; fires on residential areas of al-Khadir nr. Bethlehem, causing no injuries; conducts arrest raids, house searches in Jenin, northwest of Jerusalem; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 2). Palestinian children throw stones at Jewish settler vehicles traveling on Route 55 nr. Azun and Route 60 nr. Hawara, damaging 2 but causing no injuries. Inside Israel, 20,000 Israeli Palestinians march in Sakhnin to protest a 1/27 government decision not to try police officers who fatally shot 13 Israeli Palestinians during 10/00 antigovernment demonstrations in Um al-Fahm in solidarity with the intifada. The IDF places its tightest seal on the Gaza Strip since the al-Aqsa intifada began, barring everyone except diplomats and aid workers fr. entering or exiting (though 9 international aid workers are denied entry for no reason; see 5/10), requiring journalists to apply for entry and to coordinate their trips with the IDF. International medical relief organization Medecins du Monde permanently ends its operations in Gaza, saying IDF measures make it impossible to continue work; numerous other international aid groups suspend Gaza operations. Sharon presents Powell with a plan for a series of limited measures to ease restrictions on Palestinians, releases 63 Palestinian prisoners as a gesture. Powell asks Israel to accept the road map, but Sharon refuses. Powell then meets with Abbas and PC speaker Ahmad Qurai‘, presses the PA to disarm Palestinian militant groups. Abbas says he will start with dialogue, not force; criticizes Sharon’s proposed gestures as mostly symbolic. Speaking privately with American Jewish leaders, Bush reportedly assails Arafat and the State Dept., identifies with Sharon, says that winning the war on terror means getting rid of groups like Hamas, Hizballah. The IDF kills a total of 6 Palestinians, wounds more than 100 (at least 50% with live ammunition) in confronting demonstrations across the West Bank, Gaza marking the 1st anniversary of the al-Aqsa intifada. (In Nablus alone, 10,000 Palestinians rally.) A 7th Palestinian dies in a mysterious explosion. The worst fighting is in Hebron (where the IDF shells residential areas, killing 2; and Palestinians fire on 2 vehicles, lightly injuring 2 Jewish settlers), Qarni crossing, Rafah (where an IDF tank reportedly fires into a crowd, killing 3 Palestinians). State Dept. also announces 17-member U.S. inspection team that traveled to Israel found no evidence that Israel improperly transferred technology relating to U.S.-built Patriot missiles to China. Hundreds of Palestinians clash with security forces in Jabaliya, Burayj refugee camps in Gaza as protests over 4/1 killings in Gaza break out. At least 35 Palestinians are injured by security forces' gunfire. Rafah and nearby camps are curfewed. PLO announces it has requested the UN Sec.
