In the Gaza Strip, IDF troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries or damage to the vessels. IDF troops also conduct a limited incursion in land close to the border fence nr. Khan Yunis before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon and in 1 village nr. Hebron at night, and patrols in 1 village nr. Jenin in the afternoon and in al-‘Arub r.c., 1 village nr. Hebron, and in 2 villages nr. Jenin at night. In East Jerusalem, IDF troops clash with residents in Abu Dis after protests against the arrest of a cancer patient. Separately, Israeli police ban 10 Palestinians from attending prayers at al-Aqsa mosque when Jewish extremists plan to visit the compound. Police also arrest Shaykh Raed Salah, leader of the n. Islamic Movement in Israel, on suspicion of incitement. Salah refuses bail conditions that would keep him 30 km away from al-Aqsa for 30 days and remains in jail. (JP, MNA, WAFA 9/3; PCHR 9/5)

Palestinian and Israeli negotiators meet for a 5th round of peace talks in Jerusalem. PA FM Riyad al-Maliki tells the media that Abbas is seeking to arrange a meeting with U.S. Secy. of State John Kerry to express doubts about the nature of the talks and dissatisfaction at U.S. envoy Martin Indyk’s limited participation thus far. Meanwhile, Arab League Secy.-Gen. spokesperson Nassif Hetti tells reporters that an Arab ministerial delegation will meet Kerry in Rome on Sunday to discuss the peace process. (AFP, JP, MNA 9/3)

The U.S. Senate Foreign Relations Cmte. reaches an agreement on a draft authorization for the use of military force against the Syrian govt., with conditions narrower than those requested by Pres. Obama. The draft sets a 60-day time limit on any U.S. action with a conditional single 30-day extension possible. There is also a provision banning the use of ground forces. Speaking to the cmte., Defense Secy. Chuck Hagel says that the pres.’s national security team is now convinced that taking military action against the Asad regime targets would be the right course of action. Hagel also reveals that Obama approved plans in 1/2013 to give lethal aid to Syrian rebels, the 1st time such a decision has been made public. Meanwhile, pro-Israel Jewish community groups such as the American Israel Public Affairs Cmte. (AIPAC) and the Conference of Presidents of Major American Jewish Organizations back the administration’s call for a strike on Syria, following a conference call with Obama’s security advisers. An Egyptian military court in Suez hands down sentences ranging from 5 years to life to around 50 Muslim Brotherhood mbrs. convicted of violence against the army, in relation to the events of 8/14 (when security forces massacred anti-coup protesters in Cairo). Meanwhile, Egyptian helicopter gunships kill 8 suspected militants and wound 15 others in air strikes in the Sinai Peninsula nr. the Rafah border with the Gaza Strip. (AFP, AP, REU, NYT 9/3)

Palestinians mark Nakba commemoration day by observing 3 minutes of silence. Large rallies are held in every major Palestinian city in the West Bank and Gaza, after which a recorded message by Arafat is read over loudspeakers. Israeli Arabs hold marches to the sites of their destroyed villages. Marches, rallies are also held in Amman (where 1,000s demonstrate), Cairo, Tehran, Washington. Israeli-Palestinian clashes escalate due to the Nakba anniversary, leaving 5 Palestinians, 1 Israeli settler dead, some 250 Palestinians wounded. In an apparent assassination in Gaza, the IDF fires a tank shell at the car driven by `Abd al-Hakim al-Manama, bodyguard of Hamas spiritual leader Shaykh Yasin, killing him and a passenger. In Ramallah, an IDF soldier shoots French TV reporter Bertrand Aguirre, who captures his targeted shooting on video; Aguirre escapes fatal injury because he is wearing a bulletproof vest. A Palestinian woman gives birth at an IDF checkpoint when soldiers refuse to let her pass to reach a hospital. The IDF directs shells, heavy machine gun fire at residential areas of Rafah, Tulkarm. The Higher Follow-Up Comm. for the Arab Community (HFCAC), composed of Israeli Arab political and community leaders, reports that Israel is restricting the freedoms of Israel Arabs in light of the al-Aqsa intifada. Israeli Arab journalists, poets have been detained for questioning, warned against "incitement" for writing on the intifada; community activists have received threatening telephone calls fr. police, intelligence officials; Israel police have opened investigations against 4 Israeli Arab MKs; 1 Israeli Arab has been placed under administrative detention; several Israeli Arabs have had their passports confiscated for taking part in a trip to Syria. Israeli-Palestinian clashes continue. Israel eases the closure on Gaza, partially reopening the Gaza airport, Rafah and Qarni crossings, key roads. In Gaza, 3 masked gunmen assassinate Palestinian Broadcasting Corp. (PBC) head Hisham Makki, notorious for his corruption, close ties with Arafat. Israel, the PA concurs that the gunmen were probably Palestinian. Jewish settlers continue to attack Palestinian property in Khan Yunis, as they have since 1/14. Armed settlers also bar Palestinians fr. leaving or entering Bayt Furik for a 2d day. The IDF conducts arrest sweeps in Dahiyat Barid, al-Ram, Silat Dahir; further restricts movement btwn. In Cairo, Arafat meets Israeli FM Ben-Ami, tells him the PA is ready to hold marathon talks aimed at reaching a peace agmt., or at least drafting a document citing agmts. and differences, by the 2/6 Israeli elections. Israeli govt. declares 1-week freeze on signing contracts for govt.-subsidized housing, including those affecting construction i the o.t. Freeze also is called on planning and early proceedings of new roads in o.t. About 3,000 units in early stages in o.t. are affected by the freeze, and govt. is still unsure about what to do with 4,000 completed units unattached to infrastructure, 12,000 in various stages of construction, and about 500 completed units that have been populated in the o.t. The Jerusalem Report states that 100 of the 142 settlements in the o.t. are "political settlements" according to PM Rabin, and can therefore expect significant cuts in govt. aid. These include all 16 settlements inthe Gaza Strip, as well as large W. Bank settlements of Qedumim, Elqana, and possibly Ariel. (Likud MK and Ariel mayor Ron Nahman claims freeze will have "opposite result" in his settlement, plans to increase its pop. from 11,000 to 20,000 in a year.) Fateh gunman shoots, wounds 3 unarmed Hamas supporters in Rafah, Gaza. Hamas gunmen shoot, wound 1 unarmed Fateh supporter. Some 1,000 Fateh supporters then raid mosque in Yibna camp, Hamas gunmen inside open fire, wound 8. IDF troops impose curfew on Yibna. Palestinians throughout o.t. stage commercial strike called for by PLO-backed UNLU to protest seige at al-Najah University. Palestinian-Israeli leaders including all 6 MKs meet to discuss strategy, form delegation to meet with PM Rabin concerning al-Najah. Following new defense ministry policy, Israeli army has not been seen in Rafa district in Gaza since late May; reports say violence in Rafa has stopped and Palestinian flags fly from almost every high point [NYT 7/13].

Knesset rejects motion to investigate charges that former D.M. Yitzhak Rabin ordered soldiers to break bones of Palestinians at start of intifada. Charges stem from admission by many soldiers that they were following orders in beating Palestinians [NYT 7/12].

In Cairo on part of Middle East visit, Chrmn. of Joint Chiefs of Staff Colin Powell tells Egypt and other U.S. aid recipients that Congress is pushing to hold down arms assistance.
