Israeli settlers assault a Palestinian woman during a raid in Susiya in the Masafer Yatta area. Israeli settlers also throw stones at Palestinian vehicles traveling near Nablus, causing damage. Israeli forces shoot and injure a Palestinian man during a raid in Nablus. Israeli forces also assault Palestinian farmers in the Masafer Yatta area. Elsewhere, Israeli forces demolish 2 homes in as-Samu and 2 homes under construction in al-Simiya. Israeli forces also seize a rickshaw in Deir Balut. Meanwhile, Israeli forces raze land near Ya’bad and Arrabah. More than 32,916 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,495 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 446 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. Anera, the second largest humanitarian organization in Gaza, suspends operations following the Israeli attack on World Central Kitchen aid workers on 4/1 that killed 7 people. 140 countries sign letters to the presidents of the UN Security Council and the General Assembly, and UN secretary-general Antonio Guterres supporting Palestine gaining full UN membership. The Security Council would have to approve full membership for Palestine before the General Assembly can vote on approval. U.S. deputy ambassador to the UN Robert Wood says the U.S. position remains that the issue of Palestinian statehood is a final status issue to be decided in talks between Israel and Palestine. PA prime minister Mohammad Mustafa addresses the first cabinet meeting of the new government, outlining 3 major priorities: easing the hardship of Palestinians in Gaza, achieving financial stability, and reform of public institutions to make them more productive, accountable, and transparent. Mustafa also speaks with UK foreign secretary David Cameron, Egyptian prime minister Mustafa Madbouly, and Japanese foreign minister Yoko Kamikawa in separate phone calls. PA president Mahmoud Abbas speaks with Jordanian king Abdullah II in a phone call, saying he supports Jordan as external forces are trying to interfere in internal Jordanian affairs, exploiting the situation in Gaza. It is not immediately clear what Abbas is referring to, but it could relate to the more than week-long protests outside of the Israeli embassy in Amman. The UN Security Council discusses Israel’s attack on the Iranian consulate in Damascus on 4/1. The Russian and Iranian ambassadors condemn the attack, as does Secretary-General Guterres who says the “inviolability of diplomatic and consular premises and personnel must be respected in all cases in accordance with international law.” The U.S., France, and the UK do not condemn the Israeli attack but say that diplomatic structures should be protected. U.S. secretary of state Antony Blinken meets with French president Emmanuel Macron in Paris. Blinken says the U.S. is in contact with Israel on how to distribute aid in Gaza, adding not enough aid is getting in. (HA 4/2)

47,800 Americans in Wisconsin vote “uninstructed” in the Democratic primary election, more than the 20,682 votes President Joe Biden defeated Donald Trump by in the state in 2020. Hamas releases a statement saying its delegation to Egypt for ceasefire negotiations, led by political leader Ismail Haniyeh, has left the country after 3 days of meetings with Egyptian officials, including intelligence chief Abbas Kamel. Osama Hamdan later gives a briefing calling on Palestinians in the West Bank and Jerusalem to mobilize in defense of the Haram al-Sharif compound as Israel is planning to limit the number of people allowed to enter the compound for Ramadan. During the fifth day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, the UK argues against the ICJ providing an advisory opinion on the issue, calling the occupation a bilateral dispute. U.S. secretary of state Antony Blinken calls Israeli settlements “inconsistent with international law,” reversing what is dubbed the Pompeo Doctrine, when in 2019 the Trump administration reversed U.S. policy to declare Israeli settlements “not per se inconsistent with international law.” Blinken also calls the Israeli settlement expansion announcement from 2/22 disappointing. In the West Bank, Israeli settlers raid Mughayyir al-Ubeid in the Masafer Yatta area, assaulting an elderly woman and stealing 3 of her sheep. Israeli settlers also assault a Palestinian grazing sheep in Shaab al-Butum. Elsewhere, Israeli settlers assault a Palestinian child in ‘Ayn Bus. Israeli forces kill 5 Palestinians in an airstrike on a car in Balata refugee camp and raid the camp, raiding 400 homes, vandalizing 50 business, and damaging 18 vehicles. MK Ofer Cassif is indicted on charges of assaulting an Israeli police officer in 2022 while on his way to a protest in the Masafer Yatta area. Israeli national security minister Itamar Ben-Gvir tells Israeli Channel 7 that Israel should hit Hezbollah with “a preemptive attack” as he thinks “no political settlement will help.” Ben-Gvir also condemns Prime Minister Benjamin Netanyahu for not making sure that Israel could examine the medical aid shipment that entered Gaza earlier. Later he tells Channel 13 that there is no other way to restore security in the State of Israel than occupying all of Palestine, saying “[v]oluntary immigration of the residents of Gaza should be encouraged.” (AJ 1/17; AJ 1/18; HA 1/19)

U.S. secretary of state Antony Blinken says there is a need for a “pathway to a Palestinian state,” adding Israel will not “get genuine security absent that.” Blinken also describes the situation in Gaza as “gut-wrenching.” The U.S. redesignates the Houthi movement as a terrorist organization, placing them under sanctions. National Security Council spokesperson John Kirby says the U.S. will reconsider the terrorist designation if the Houthis end their attacks in the Red Sea. NBC reports that Prime Minister Netanyahu rejected a U.S. plan that links Israeli-Saudi normalization with the rebuilding of Gaza and steps toward the creation of a Palestinian state, telling Secretary Blinken in a meeting last week that he is not prepared to allow the creation of a Palestinian state. In the West Bank, Israeli forces shot and killed 1 Palestinian minor and injured 2 others with live ammunition during a raid in Jenin. Israeli forces also violently dispersed Palestinian protesters in Abu Dis, injuring 4 with baton rounds and 71 with tear gas. Elsewhere, Israeli forces issued stop work orders for agricultural projects and seized 3 trucks near Jericho and issued stop-work orders for 2 agricultural structures in Jayyus. The Israeli security cabinet approved the legalization of the 9 settlement outposts Avigail, Asael, Shacharit, Givat Arnon, Givat Harel, Givat Haro’eh, Malachei Hashalom, Mitzpe Yehuda, Beit Hogla, and Sde Boaz. The security cabinet also approved the connection of other settlement outposts to Israeli infrastructure. In addition, finance minister Bezalel Smotrich said that the cabinet approved building permits for nearly 10,000 new Israeli settlement units, with the final number to be decided by the civil administration planning and zoning committee. The PA condemned the decisions and called on the international community to intervene. Israel’s ministerial committee for legislative affairs voted to repeal parts of the 2005 Disengagement Law, allowing Israeli settlers to enter settlement outposts evacuated in 2005, including the Homesh settlement outpost. The bill to repeal parts of the law will have to pass 3 readings in the Knesset. (HA, WAFA 2/12)

The Israeli Civil Administration issued a new directive prohibiting Palestinians from the West Bank under the age of 22 from participating in organized peace-building activities in Israel. Married Palestinians over the age of 22 will be allowed to participate as will single Palestinians over the age of 27. The civil administration also limited the number of permits for peace-building activities to 500. (HA 2/12)

Arab leaders met at the Arab League Conference in Support of Jerusalem in Cairo. The conference was attended by Egyptian president Abdel Fattah al-Sisi, PA president Mahmoud Abbas, Jordanian king Abdullah II, and foreign ministers from other Arab League members. Israeli president Isaac Herzog gave a televised address urging the Benjamin Netanyahu-led government not to continue with its plans to change the balance of powers by overhauling the judicial system and proposed a compromise instead. Israeli media reported that the Israeli military began to prepare the eviction of more than 1,000 Palestinians from the Masafer Yatta area 2 months ago and that it had presented the plans to the new Israeli government after it was sworn in at the end of December. The Israeli Supreme Court greenlit the evictions in May last year, accepting the government’s position that there were no permanent structures in the area when Israel declared it a firing zone. The Knesset approved the preliminary reading of 7 draft laws that will revoke citizenship and residency status from Palestinians living in Israel that receive funds, directly or indirectly, from the PA after being convicted of terrorist acts. (HA 1/11)

The Israeli justice ministry released a draft of its proposed overhaul of the relations between the judicial and legislative branches of the Israeli government. If enacted the Knesset will be able to amend Basic Laws without Supreme Court interference and allow the government to freely appoint Supreme Court justices. The new Turkish ambassador to Israel Şakir Özkan Torunlar presented his credentials to Israeli president Isaac Herzog in a ceremony in Jerusalem. The previous Turkish charge d’affaires in Israel was recalled by Turkey in 2018 due to Israel’s deadly response to the Great March of Return protests in Gaza. (ALM 1/11)

Breaking the Silence published testimonies from Israeli soldiers who previously served in the Civil Administration in a booklet called Military Rule, saying that Israeli settlers have direct involvement in shaping the policies of the Civil Administration. It also said that soldiers are given full access to sensitive information about Palestinians and that the Civil Administration arbitrarily rejects Palestinian entry permits and cancels visitation permits to family members of Palestinian prisoners on hunger strike to pressure the prisoners to end their strike. Haaretz reported that soldiers previously serving in the Civil Administration had told the newspaper about a secretive program where soldiers coerce Palestinians in the West Bank to provide information to the Civil Administration in exchange for easier access to travel permits. The Israel Religious Action Center released a study showing that between 2014 and 2021, 77% of indictments filed for incitement to violence and racism in Israel were filed against Palestinians. The study also showed that Israeli prosecutors tended to avoid filing incitement charges against rabbis. The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The PLO Central Council agreed to suspend the PLO recognition of Israel until Israel recognizes the state of Palestine along the 1967 borders and halts all settlement activity. Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. At the Israeli Embassy in Amman, an Israeli security guard shoots and kills 2 Jordanians, the property owner and a teenage worker, in disputed circumstances. The attack exacerbates Israeli-Jordanian tensions, which are already running high given the ongoing crisis at Haram al-Sharif. The Israeli authorities refuse to allow the Jordanian police to question the guard, and the Jordanian authorities refuse to allow the Israeli Embassy staff to leave the country until the guard submits to questioning. The Israeli press reports that the IDF has barred Palestinian workers from entering Halamish and a number of other Israeli settlements following the deadly attack on 7/21 and the settler protests on 7/22. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. Meanwhile, the Israeli authorities temporarily limit the number of trucks permitted to pass through the Kerem Shalom crossing bearing goods for Gaza. Around 70 trucks are denied access. In the West Bank, IDF troops conduct raids in al-Khadir nr. Bethlehem and Jayyus nr. Qalqilya, sparking minor clashes with stonethrowing Palestinians in both. IDF troops also arrest 3 Palestinians during raids in Tubas and nr. Tulkarm and Nablus; and patrol during the day nr. Hebron. Israeli forces bulldoze an agricultural road nr. Nablus, then block the road with a sand barrier. Unidentified vandals scrawl swastikas and the words “Death to Jews” on an IDF outpost nr. Hebron late at night. In response, the IDF suspends the Palestinian olive harvest in the area indefinitely. In East Jerusalem, Israeli forces conduct raids in Shu‘fat r.c., sparking clashes with stonethrowing residents; at least 12 Palestinians are injured. PA pres. Abbas meets with Hamas leader Khalid Mishal and his dep. Ismail Haniyeh in Doha. They discuss steps they could take toward Palestinian national reconciliation. Senior Palestinian officials say the meeting is the start of a new reconciliation process, but they add that Abbas and Mishal did not agree on the aims of the new process. Stabbing and other small-scale violent incidents continue to characterize the ongoing wave of violence. A Palestinian stabs and seriously injures an Israeli settler outside a grocery store in a settlement nr. The Hebron area, in particular, sees much of the day’s violence. Israeli soldiers shoot and kill an elderly Palestinian woman as she drives her vehicle toward them in an alleged ramming attack; 2 Palestinian bystanders are injured when Israeli gunfire shatters the vehicle’s windows. IDF troops surround a mosque in c. Hebron, sparking clashes with Palestinians after they finish praying inside; 8 Palestinians are injured. Across the West Bank, clashes continue between the IDF and Palestinians protesting in solidarity with prisoners in Israeli jails.

In Jerusalem’s Old City, Palestinian youths and Israeli police clash after Friday prayers, with Israeli security forces briefly entering the al-Aqsa Mosque compound.

Palestinians protest outside Ofer detention center nr. Ramallah, at Huwara checkpoint nr. Nablus, in Abud village nr. Ramallah (where 4 are wounded including one seriously), at Jalama checkpoint nr. Jenin, and in Tulkarm and nearby ‘Anabta village. In all cases, the IDF violently disperses the protests with tear gas, rubber-coated metal bullets and live ammunition, though no serious injuries are reported. The largest protest is in Hebron, where around 1,500 Palestinians clash with IDF forces and 1 Palestinian man is shot in the foot. In addition, Palestinian and international activists demonstrate in the center of Hebron for the opening of Shuhada Street. The IDF violently disperses the demonstrators, causing 3 moderate injuries with rubber-coated metal bullets. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis and international activists against Israel’s separation wall, settlements, and the occupation in 4 villages nr. UN Secy.-Gen Ban makes a brief visit to Gaza to inaugurate a UN-funded housing project. Relatives of Palestinians jailed in Israel try to block his entry to the Erez crossing to protest his refusal to meet with them. During the visit, Ban calls on Israel to maintain the cease-fire with Gaza and allow Gaza’s borders to open for trade. Later, he addresses the Herzliya conference, telling Israeli officials and analysts to “think carefully about how to empower those on the other side who wish for peace.” (WP, WT 2/3)

Later in the day, 10s of masked Jewish settlers following the funeral procession for the dead man fr. a settlement outside Nablus to Jerusalem for burial attack Palestinian homes en route, vandalize cars, and injure 1 Palestinian boy. In addition, Jewish settlers in Shaykh Jarrah in East Jerusalem attack a woman and 6 children with pepper spray and vandalize 2 Palestinian vehicles. Across Egypt, 100,000s of protesters heed the call to observe a “Friday of rage” in Egypt, launching massive demonstrations after midday prayers. Protesters burn the ruling National Democratic Party (NDP) headquarters in Cairo’s Tahrir Square. Police stations and NDP offices are torched in several of Cairo’s middleclass neighborhoods and poorer quarters, as well as in Alexandria, Suez, Port Said, Damietta, Damanhour, and other areas of Upper Egypt and Sinai; prisoners in several jails are freed. With regular police already largely having withdrawn fr. the street, not wanting to confront protesters, Mubarak sends out security and plain-clothes police who violently clash with demonstrators and target journalists, killing as many as 300 and injuring as many as 2,000. Protesters in Cairo and Alexandria overwhelm the security police by dusk, forcing Mubarak to withdraw them to regroup and send the army and tanks into the cities to impose a curfew; but when protesters ignore the curfew, the army does not act. Later, Mubarak appears on state TV and, in effort to appease critics and quell protests, pledges to speed up his program of political and economic reforms, announcing that he has dissolved his cabinet, appointed a new PM to form a new government, and named military intelligence chief Gen. Omar Suleiman as his 1st ever VP, but protesters vow to remain in the streets until he steps down. The U.S. issues its first warnings that it will review its $1.56 b. in annual aid to Egypt depending on how events unfold in the coming days, pressing its contacts within the Egyptian army to avoid violence. In the first full day after the expiration of the settlement freeze, the Israeli government approves construction of a new settler-only bypass road linking Kiryat Arba to the Tomb of the Patriarchs/al-Ibrahimi Mosque in c. Hebron, which could require the removal of 10s of Palestinian homes and confiscation of Palestinian agricultural land. Jewish settlers begin construction of 56 new houses in Karme Tzur.
