Israeli settlers assault a Palestinian woman during a raid in Susiya in the Masafer Yatta area. Israeli settlers also throw stones at Palestinian vehicles traveling near Nablus, causing damage. Israeli forces shoot and injure a Palestinian man during a raid in Nablus. Israeli forces also assault Palestinian farmers in the Masafer Yatta area. Elsewhere, Israeli forces demolish 2 homes in as-Samu and 2 homes under construction in al-Simiya. Israeli forces also seize a rickshaw in Deir Balut. Meanwhile, Israeli forces raze land near Ya’bad and Arrabah. Israeli forces also arrest 34 Palestinians during late-night raids in and around Husa, Battir, Bethlehem, Qalandia, Hizma, Nablus, Madama, Qabalan, Qiffin, ‘Azzun, and Jayyus. More than 32,916 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,495 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 446 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 254 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. U.S. forces airdrop aid over northern Gaza. 158 trucks carrying aid enter Gaza. The UN suspends aid movements at night in Gaza, citing risks to aid workers. Anera, the second largest humanitarian organization in Gaza, suspends operations following the Israeli attack on World Central Kitchen aid workers on 4/1 that killed 7 people. 140 countries sign letters to the presidents of the UN Security Council and the General Assembly, and UN secretary-general Antonio Guterres supporting Palestine gaining full UN membership. The Security Council would have to approve full membership for Palestine before the General Assembly can vote on approval. U.S. deputy ambassador to the UN Robert Wood says the U.S. position remains that the issue of Palestinian statehood is a final status issue to be decided in talks between Israel and Palestine. PA prime minister Mohammad Mustafa addresses the first cabinet meeting of the new government, outlining 3 major priorities: easing the hardship of Palestinians in Gaza, achieving financial stability, and reform of public institutions to make them more productive, accountable, and transparent. Mustafa also speaks with UK foreign secretary David Cameron, Egyptian prime minister Mustafa Madbouly, and Japanese foreign minister Yoko Kamikawa in separate phone calls. PA president Mahmoud Abbas speaks with Jordanian king Abdullah II in a phone call, saying he supports Jordan as external forces are trying to interfere in internal Jordanian affairs, exploiting the situation in Gaza. It is not immediately clear what Abbas is referring to, but it could relate to the more than week-long protests outside of the Israeli embassy in Amman. The UN Security Council discusses Israel’s attack on the Iranian consulate in Damascus on 4/1. The Russian and Iranian ambassadors condemn the attack, as does Secretary-General Guterres who says the “inviolability of diplomatic and consular premises and personnel must be respected in all cases in accordance with international law.” The U.S., France, and the UK do not condemn the Israeli attack but say that diplomatic structures should be protected. U.S. secretary of state Antony Blinken meets with French president Emmanuel Macron in Paris. Blinken says the U.S. is in contact with Israel on how to distribute aid in Gaza, adding not enough aid is getting in. (HA 4/2)

U.S. national security advisor Jake Sullivan postpones a trip to Saudi Arabia to discuss Saudi-Israeli normalization with Saudi crown prince Mohammed bin Salman after he suffers a cracked rib. (AJ, AX, HA 4/2; REU 4/3)

47,800 Americans in Wisconsin vote “uninstructed” in the Democratic primary election, more than the 20,682 votes President Joe Biden defeated Donald Trump by in the state in 2020. Wisconsin is one of several swing states where a campaign to criticize Biden’s policy on Gaza has gathered significant support. (HA 4/2; AJ 4/3)

In the West Bank, Israeli settlers raid Mughayyir al-Ubeid in the Masafer Yatta area, assaulting an elderly woman and stealing 3 of her sheep. Israeli settlers also assault a Palestinian grazing sheep in Shaab al-Butum. Elsewhere, Israeli settlers assault a Palestinian child in ‘Ayn Bus. Israeli forces kill 5 Palestinians in an airstrike on a car in Balata refugee camp and raid the camp, raiding 400 homes, vandalizing 50 business, and damaging 18 vehicles. Israeli forces also raid Tulkarm, killing 6 Palestinians, including 4 in an airstrike, 2 of them children, and 2 with live ammunition; 7 Palestinians are injured, including 2 medics, and an Israeli soldier is also injured, 5 medics are arrested, while Israeli bulldozers uproot pavement. Elsewhere, Israeli forces raid Bani Na’im, injuring a Palestinian with live ammunition. Israeli forces also demolish an agricultural structure in Jayyus. Meanwhile, Israeli forces seize a vehicle in Umm al-Jimal. Israeli forces arrest 85 Palestinians, including 40 workers from Gaza, during late-night raids in and around Ramallah, Qalqilya, Hebron, Tulkarm, Jericho, and Bethlehem. In Gaza, telecommunications services are down for the sixth day in a row. Israeli forces bomb Khan Yunis, Rafah, Maghazi, al-Bureij refugee camp, Dayr al-Balah, Gaza City, and Jabalia refugee camp, killing at least 163 people. Israeli forces also damage the Jordanian field hospital in Khan Yunis and the Nasser Hospital, where about 7,000 people are sheltering, in airstrikes, and demolish al-Israa University in a controlled explosion after using it as a military base. The Gaza Ministry of Health says Hepatitis A is spreading in makeshift refugee camps, noting that more than 8,000 cases have been detected. PA prime minister Mohammad Shtayyeh meets Australian foreign minister Penny Wong in Ramallah. Wong expresses “deep concern” about settler violence in the West Bank during a tour of affected communities. The PA requests an extraordinary meeting at the Arab League to discuss the ongoing assaults on Gaza and the West Bank and the Israeli efforts to Judaize Jerusalem. Palestine Investment Fund head Mohammed Mustafa tells the World Economic Forum that $15 billion will be required to rebuild homes in Gaza and more will be needed to rebuild infrastructure and hospitals. (AJ 1/18)

MK Ofer Cassif is indicted on charges of assaulting an Israeli police officer in 2022 while on his way to a protest in the Masafer Yatta area. Cassif says he did not hit the officer but deflected his push, calling the indictment “political persecution.” Cassif last week supported the South African case against Israel at the ICJ. (HA 1/17)

The Knesset approves an extension of the temporary order which allows for poorer conditions for Palestinian prisoners with 3 months. (WAFA 1/17)

Israeli national security minister Itamar Ben-Gvir tells Israeli Channel 7 that Israel should hit Hezbollah with “a preemptive attack” as he thinks “no political settlement will help.” Ben-Gvir also condemns Prime Minister Benjamin Netanyahu for not making sure that Israel could examine the medical aid shipment that entered Gaza earlier. Later he tells Channel 13 that there is no other way to restore security in the State of Israel than occupying all of Palestine, saying “[v]oluntary immigration of the residents of Gaza should be encouraged.” (AJ 1/17; AJ 1/18; HA 1/19)

U.S. secretary of state Antony Blinken says there is a need for a “pathway to a Palestinian state,” adding Israel will not “get genuine security absent that.” Blinken also describes the situation in Gaza as “gut-wrenching.” The U.S. redesignates the Houthi movement as a terrorist organization, placing them under sanctions. National Security Council spokesperson John Kirby says the U.S. will reconsider the terrorist designation if the Houthis end their attacks in the Red Sea. NBC reports that Prime Minister Netanyahu rejected a U.S. plan that links Israeli-Saudi normalization with the rebuilding of Gaza and steps toward the creation of a Palestinian state, telling Secretary Blinken in a meeting last week that he is not prepared to allow the creation of a Palestinian state. NBC further reports that the U.S. now is working on a plan for Gaza that would start after Netanyahu no longer is prime minister. (HA 1/17; HA 1/18)

In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. It was also reported that Israel continues to prevent Palestinians in need of cancer treatment from traveling to East Jerusalem for chemotherapy. (HA, HA 5/31; MEMO 6/1)

Palestinian prisoners started an open-ended hunger strike for the Israel Prison Service allow family visits, which has been prohibited since March of 2020 due to the COVID-19 pandemic. (WAFA 5/31)

2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif said such calls were incitement. (HA 6/1)

Israel summoned the ambassador of Mexico to Israel because of the country’s vote at the UN Human Rights Council (UNHRC) on 5/27 to investigate potential Israeli war crimes. On 5/30, Israel also summoned the ambassador the Philippines over his country’s vote at the UNHRC. (JP 6/1)

More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in al-Ram and Ras al-Amud. The IDF announces that “starting today, the IDF will adopt harsher means against rioters on the Gaza Strip border,” pointing to reports alleging that armed Palestinians planted an IED along the border fence during protests on 2/16. “You’d better stop with that now,” says the IDF’s Coordinator of Government Activities in the Territories (COGAT) Yoav Mordechai. “Go and demonstrate against Hamas in Gaza.” (TOI 2/19; HA 2/20)

Off Gaza’s coast, Egyptian naval forces open fire on Palestinian fishing boats near Rafah, killing 1 Palestinian fisherman. Nearby, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. Meanwhile, Israeli forces violently disperse Palestinians protesting U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital in central Jerusalem, Nabi Salih village near Ramallah, outside Jayyus village near Qalqilya, and along Gaza’s border near Gaza City; 8 Palestinians are injured and 2 are arrested. Hours later, the IDF declares Nabi Salih a closed military zone. The village is home to the Tamimi family of activists, whose resistance to the IDF has garnered international headlines in recent weeks. IDF troops also arrest 12 Palestinians and issue 1 arrest summons during late-night raids in and around Tulkarm, Bethlehem, Nablus, Jenin, and Hebron; and patrol near Tulkarm and Hebron. Late at night, the IAF bombs and completely destroys a Palestinian tunnel south of Rafah in the Gaza Strip. There are no reported injuries. The IDF later rejects Palestinian claims that the tunnel was used for smuggling goods from Egypt, and alleges that it extended from Egyptian territory all the way to the area of the Kerem Shalom border crossing. Tensions in East Jerusalem remain high as Israeli forces mount new security cameras at the entrances to Haram al-Sharif to supplement the new metal detectors installed in the wake of the deadly attack on 7/14. They also reopen the sanctuary, allowing more than 100 Jewish settlers to tour it in the morning. Palestinians protest and pray outside the sanctuary throughout the day; approximately 21 are injured during the ensuing clashes with Israeli forces. Meanwhile, Israeli forces arrest 3 Palestinians during raids in al-Tur. In the West Bank, armed Israeli settlers march through a Palestinian village nr. Jenin in protest of the deadly attack on 7/21. Other settlers throw stones at Palestinian vehicles nr. Nablus and Hebron, causing no serious damage. IDF troops shoot and injure 3 Palestinians: 1 attempting to cut through a fence nr. Qalqilya, another evading arrest in the n. Jordan Valley, and a 3d driving “suspiciously” at a checkpoint nr. Nablus, according to an IDF spokesperson. Meanwhile, the IDF violently disperses Palestinians protesting in solidarity with the Muslim worshippers outside Haram al-Sharif in Jayyus village nr. Qalqilya (2 Palestinians are injured), arrests 4 Palestinians and issues 1 arrest summons during late-night raids nr. Bethlehem and Hebron, and patrols nr. Hebron and Salfit throughout the day. Unidentified Palestinians fire 2 rockets from Gaza into s. Israel; 1 explodes in midair, and the other lands in an open area nr. Ashqelon, causing no damage or injuries. Late that night, Israeli tanks positioned along Gaza’s border shell a Hamas post nr. Dayr al-Balah and an open area nr. Khan Yunis, causing an unknown amount of damage. At the Israeli Embassy in Amman, an Israeli security guard shoots and kills 2 Jordanians, the property owner and a teenage worker, in disputed circumstances. The attack exacerbates Israeli-Jordanian tensions, which are already running high given the ongoing crisis at Haram al-Sharif. The Israeli authorities refuse to allow the Jordanian police to question the guard, and the Jordanian authorities refuse to allow the Israeli Embassy staff to leave the country until the guard submits to questioning. The Israeli press reports that the IDF has barred Palestinian workers from entering Halamish and a number of other Israeli settlements following the deadly attack on 7/21 and the settler protests on 7/22. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. Meanwhile, the Israeli authorities temporarily limit the number of trucks permitted to pass through the Kerem Shalom crossing bearing goods for Gaza. Around 70 trucks are denied access. In the West Bank, IDF troops conduct raids in al-Khadir nr. Bethlehem and Jayyus nr. Qalqilya, sparking minor clashes with stonethrowing Palestinians in both. IDF troops also arrest 3 Palestinians during raids in Tubas and nr. Tulkarm and Nablus; and patrol during the day nr. Hebron. Israeli forces bulldoze an agricultural road nr. Nablus, then block the road with a sand barrier. Unidentified vandals scrawl swastikas and the words “Death to Jews” on an IDF outpost nr. Hebron late at night. In response, the IDF suspends the Palestinian olive harvest in the area indefinitely. In East Jerusalem, Israeli forces conduct raids in Shu‘fat r.c., sparking clashes with stonethrowing residents; at least 12 Palestinians are injured. PA pres. Abbas meets with Hamas leader Khalid Mishal and his dep. Ismail Haniyeh in Doha. They discuss steps they could take toward Palestinian national reconciliation. Senior Palestinian officials say the meeting is the start of a new reconciliation process, but they add that Abbas and Mishal did not agree on the aims of the new process. In Jerusalem, Israeli police and Palestinians clash after Friday prayers at the al-Aqsa Mosque compound, with no serious injuries.

Across the West Bank, clashes continue between the IDF and Palestinians protesting in solidarity with prisoners in Israeli jails.

In Jerusalem’s Old City, Palestinian youths and Israeli police clash after Friday prayers, with Israeli security forces briefly entering the al-Aqsa Mosque compound.

Palestinians protest outside Ofer detention center nr. Ramallah, at Huwara checkpoint nr. Nablus, in Abud village nr. Ramallah (where 4 are wounded including one seriously), at Jalama checkpoint nr. Jenin, and in Tulkarm and nearby ‘Anabta village. In all cases, the IDF violently disperses the protests with tear gas, rubber-coated metal bullets and live ammunition, though no serious injuries are reported. The largest protest is in Hebron, where around 1,500 Palestinians clash with IDF forces and 1 Palestinian man is shot in the foot. In addition, Palestinian and international activists demonstrate in the center of Hebron for the opening of Shuhada Street. The IDF violently disperses the demonstrators, causing 3 moderate injuries with rubber-coated metal bullets. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis and international activists against Israel’s separation wall, settlements, and the occupation in 4 villages nr. UNRWA halts aid transfers to Gaza, accusing Hamas of confiscating UN stocks for a 2d time, commandeering 10 truckloads of rice, flour. UN Secy. Gen. Ban Ki-moon warns Hamas that the suspension will remain in place until the stolen goods are returned and UNRWA is given credible assurances that thefts would not be repeated. Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone.
