In the West Bank, IDF troops arrest 6 Palestinians and issue 1 arrest summons during raids in and around Hebron, Salfit, Qalqilya, and Bethlehem; and patrol near Hebron and Qalqilya. Raids in Salfit, Dahaysha refugee camp near Bethlehem, and Jayyus village near Qalqilya spark clashes with stonethrowing Palestinians; 4 Palestinians are injured. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in al-Ram and Ras al-Amud. The IDF announces that “starting today, the IDF will adopt harsher means against rioters on the Gaza Strip border,” pointing to reports alleging that armed Palestinians planted an IED along the border fence during protests on 2/16. “You’d better stop with that now,” says the IDF’s Coordinator of Government Activities in the Territories (COGAT) Yoav Mordechai. “Go and demonstrate against Hamas in Gaza.” (TOI 2/19; HA 2/20)

Off Gaza’s coast, Egyptian naval forces open fire on Palestinian fishing boats near Rafah, killing 1 Palestinian fisherman. Nearby, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. Meanwhile, Israeli forces violently disperse Palestinians protesting U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital in central Jerusalem, Nabi Salih village near Ramallah, outside Jayyus village near Qalqilya, and along Gaza’s border near Gaza City; 8 Palestinians are injured and 2 are arrested. Hours later, the IDF declares Nabi Salih a closed military zone. The village is home to the Tamimi family of activists, whose resistance to the IDF has garnered international headlines in recent weeks. IDF troops also arrest 12 Palestinians and issue 1 arrest summons during late-night raids in and around Tulkarm, Bethlehem, Nablus, Jenin, and Hebron; and patrol near Tulkarm and Hebron. Late at night, the IAF bombs and completely destroys a Palestinian tunnel south of Rafah in the Gaza Strip. There are no reported injuries. The IDF later rejects Palestinian claims that the tunnel was used for smuggling goods from Egypt, and alleges that it extended from Egyptian territory all the way to the area of the Kerem Shalom border crossing. The Israeli authorities also announce the indefinite closure of the Kerem Shalom crossing, starting on 1/14. (TOI 1/13; HA, TOI 1/14)

Iran’s Foreign Ministry says that Iran “will accept no changes” to the 7/14/2015 nuclear deal, responding to U.S. pres. Trump’s 1/12 call for a “follow on” agreement to address a number of provisions he finds problematic. (FARS, TOI 1/13)

Tensions in East Jerusalem remain high as Israeli forces mount new security cameras at the entrances to Haram al-Sharif to supplement the new metal detectors installed in the wake of the deadly attack on 7/14. They also reopen the sanctuary, allowing more than 100 Jewish settlers to tour it in the morning. Palestinians protest and pray outside the sanctuary throughout the day; approximately 21 are injured during the ensuing clashes with Israeli forces. Meanwhile, Israeli forces arrest 3 Palestinians during raids in al-Tur. In the West Bank, armed Israeli settlers march through a Palestinian village nr. Jenin in protest of the deadly attack on 7/21. Other settlers throw stones at Palestinian vehicles nr. Nablus and Hebron, causing no serious damage. IDF troops shoot and injure 3 Palestinians: 1 attempting to cut through a fence nr. Qalqilya, another evading arrest in the n. Jordan Valley, and a 3d driving “suspiciously” at a checkpoint nr. Nablus, according to an IDF spokesperson. Meanwhile, the IDF violently disperses Palestinians protesting in solidarity with the Muslim worshippers outside Haram al-Sharif in Jayyus village nr. Qalqilya (2 Palestinians are injured), arrests 4 Palestinians and issues 1 arrest summons during late-night raids nr. Bethlehem and Hebron, and patrols nr. Hebron and Salfit throughout the day. Unidentified Palestinians fire 2 rockets from Gaza into s. Israel; 1 explodes in midair, and the other lands in an open area nr. Ashqelon, causing no damage or injuries. Late that night, Israeli tanks positioned along Gaza’s border shell a Hamas post nr. Dayr al-Balah and an open area nr. Khan Yunis, causing an unknown amount of damage. At the Israeli Embassy in Amman, an Israeli security guard shoots and kills 2 Jordanians, the property owner and a teenage worker, in disputed circumstances. The attack exacerbates Israeli-Jordanian tensions, which are already running high given the ongoing crisis at Haram al-Sharif. The Israeli authorities refuse to allow the Jordanian police to question the guard, and the Jordanian authorities refuse to allow the Israeli Embassy staff to leave the country until the guard submits to questioning. The Israeli press reports that the IDF has barred Palestinian workers from entering Halamish and a number of other Israeli settlements following the deadly attack on 7/21 and the settler protests on 7/22. Meanwhile, Israeli PM Netanyahu says that the home of the Palestinian who stabbed 4 Israeli settlers on 7/21 will be demolished soon. (MNA, TOI, WAFA, YA 7/23)

Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. Meanwhile, the Israeli authorities temporarily limit the number of trucks permitted to pass through the Kerem Shalom crossing bearing goods for Gaza. Around 70 trucks are denied access. In the West Bank, IDF troops conduct raids in al-Khadir nr. Bethlehem and Jayyus nr. Qalqilya, sparking minor clashes with stonethrowing Palestinians in both. IDF troops also arrest 3 Palestinians during raids in Tubas and nr. Tulkarm and Nablus; and patrol during the day nr. Hebron. Israeli forces bulldoze an agricultural road nr. Nablus, then block the road with a sand barrier. Unidentified vandals scrawl swastikas and the words “Death to Jews” on an IDF outpost nr. Hebron late at night. In response, the IDF suspends the Palestinian olive harvest in the area indefinitely. In East Jerusalem, Israeli forces conduct raids in Shu‘fat r.c., sparking clashes with stonethrowing residents; at least 12 Palestinians are injured. PA pres. Abbas meets with Hamas leader Khalid Mishal and his dep. Ismail Haniyeh in Doha. They discuss steps they could take toward Palestinian national reconciliation. Senior Palestinian officials say the meeting is the start of a new reconciliation process, but they add that Abbas and Mishal did not agree on the aims of the new process. Palestinians commemorating Land Day clash with IDF forces across the West Bank, including in Bayt Ummar nr. Hebron, Jayyous nr. Qalqilya, al-Khader nr. Bethlehem, at the main Bethlehem checkpoint, and at Qalandia. No serious injuries are reported. Meanwhile, the IDF patrols in 1 village each nr. Jenin and Ramallah in the morning, and in 3 villages in Ramallah, 2 each nr. Hebron and Jenin, and 1 nr. Jericho at night. The IDF also conducts house searches and arrest raids in 1 village nr. Israeli media report that the Israeli government is urging the Egyptian authorities to send Cairo’s ambassador back to Tel Aviv. The ambassador was recalled in 11/2012 as a protest against Israel’s Operation Pillar of Defense. (MNA 3/30)

There are violent clashes between IDF soldiers and Palestinian demonstrators across the West Bank. After the funeral of a man killed by the IDF in Abud village nr. Ramallah, demonstrators clash with IDF soldiers, who fire tear gas canisters and rubber-coated metal bullets, causing no serious injuries.

In Jerusalem, Israeli police and Palestinians clash after Friday prayers at the al-Aqsa Mosque compound, with no serious injuries.

In Hebron, IDF soldiers clash with stone-throwing youths, and seriously injure 3 civilians. In al-Mazra’a al-Qibliya village nr. Ramallah, an IDF patrol fires on stone-throwing youths with live ammunition, wounding 3. Meanwhile, Jewish settlers attack a Palestinian shepherd close to alMughayyir village nr. Ramallah, killing 5 of his sheep. In ensuing clashes, IDF soldiers injure 4 Palestinian civilians. Also, Jewish settlers uproot around 100 olive trees south of Nablus and leave ‘‘price tag’’ graffiti in Issawiyya village. In the West Bank, the IDF patrols in al- ‘Arub r.c. nr. Ramallah (injuring fifteen) Israeli soldiers also open fire on Palestinian boys throwing stones nr. al-Jazloun r.c. north of Ramallah, seriously injuring 1. In Hebron, Palestinians demonstrate to mark the anniversary of the 1994 massacre of Palestinian worshippers by a Jewish settler at the Ibrahimi Mosque/Tomb of the Patriarchs, leading to clashes with the IDF that leave 2 Palestinians injured. Meanwhile, IDF forces violently disperse Palestinian, Israeli and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 4 villages nr. Across the West Bank, clashes continue between the IDF and Palestinians protesting in solidarity with prisoners in Israeli jails.

In Jerusalem’s Old City, Palestinian youths and Israeli police clash after Friday prayers, with Israeli security forces briefly entering the al-Aqsa Mosque compound.

Palestinians protest outside Ofer detention center nr. Ramallah, at Huwara checkpoint nr. Nablus, in Abud village nr. Ramallah (where 4 are wounded including one seriously), at Jalama checkpoint nr. Jenin, and in Tulkarm and nearby ‘Anabta village. In all cases, the IDF violently disperses the protests with tear gas, rubber-coated metal bullets and live ammunition, though no serious injuries are reported. The largest protest is in Hebron, where around 1,500 Palestinians clash with IDF forces and 1 Palestinian man is shot in the foot. In addition, Palestinian and international activists demonstrate in the center of Hebron for the opening of Shuhada Street. The IDF violently disperses the demonstrators, causing 3 moderate injuries with rubber-coated metal bullets. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis and international activists against Israel’s separation wall, settlements, and the occupation in 4 villages nr. Ramallah (Bil‘in, al-Nabi Salih, Budrus, Ni‘lin), 2 villages nr. Qalqilya (Kafr Qaddum, Jayyous) and 1 village nr. Bethlehem (al-Ma’sara). Injuries include, 1 Palestinian is wounded from a tear gas canister to the head in Bil‘in and 8 Palestinians wounded by rubber-coated metal bullets (5 in Budrus and 3 in al-Nabi Salih). Qalqilya, firing tear gas and stun grenades at stone-throwing youths who confront them, causing no injuries, and raids and searches several homes in ‘Azun, making no arrests. In the evening, the IDF conducts synchronized raids into 3 villages nr. Salfit, searching homes but making no arrests. Late at night, the IDF enters Qalandia r.c., opening fire with live ammunition on stone-throwing Palestinians who confront them, killing 2 Palestinians and wounding 1. Qalqilya; beats and fires tear gas, percussion grenades at Palestinians holding a nonviolent demonstration against the separation wall in Bayt Allam n. of Hebron (injuring 6); makes rare daytime incursions into Dayr Abu Mash‘al (raiding a home and arresting 1 Palestinian) and Ni‘lin (patrolling streets, firing tear gas at residential areas) nr. Ramallah; conducts late-night arrest raids, house searches in Jenin town and r.c., nr. Hebron. The IDF also completes the relocation of its Bayt Ibia checkpoint (see 3/15), allowing Palestinians freer movement between Jenin and Nablus, but places additional restrictions on Jenin residents seeking to travel s. to Ramallah. Kiryat Arba, angry over an IDF decision to allow Palestinians to use the Kiryat Arba Road by the settlement if they live in the immediate area and register their vehicles with the District Coordination Office, vandalize at least 14 Palestinian homes nr. the settlement. Bethlehem for the creation of a settler-only bypass road; Israel declared the area state land in 2/09, 1 month after settlers first made attempts to seize the land for a road, and has not responded to appeals by the Palestinian owners. In the West Bank, the IDF patrols in Nablus in the evening, firing on stone-throwing youths who confront them, wounding 1; fires live ammunition, rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 2), Jayyus (beating 2 women), al-Ma‘sara nr. Bethlehem (also beating 2 women), and Ni‘lin (injuring 12); makes late-night incursions into Tubas and neighboring al-Fara‘a r.c., patrolling streets and firing on residential areas, wounding 2 Palestinians. Palestinians fire 2 rockets into Israel, causing no damage or injuries. The IDF responds with 10 air strikes on tunnels on the Rafah border, also destroying an evacuated house and a farm, killing many animals. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, wounding 1 Palestinian. UNRWA halts aid transfers to Gaza, accusing Hamas of confiscating UN stocks for a 2d time, commandeering 10 truckloads of rice, flour. UN Secy. Gen. Ban Ki-moon warns Hamas that the suspension will remain in place until the stolen goods are returned and UNRWA is given credible assurances that thefts would not be repeated. Some Fatah-affiliated charities in Gaza also accuse Hamas of confiscating their supplies. Israel allows 82 truckloads of humanitarian aid and commercial goods into Gaza today. In the West Bank, the IDF fires live ammunition, tear gas to disperse Palestinians holding a nonviolent demonstration against OCL in Hebron, wounding 1 Palestinian; fires rubber-coated steel bullets at Palestinian and international activists taking part in nonviolent demonstrations against the separation wall in Jayyus (injuring 3 Palestinians); fires tear gas at a similar demonstration in al-Ma‘sara s. of Bethlehem (injuring 5 Palestinians); conducts latenight arrest raids, house searches in Bil‘in and nr. Jenin, Nablus; makes a late-night incursion into Dayr Abu Da’if nr. Jenin, rousts 3 shop owners fr. their homes and has them open their stores, photographing and confiscating some goods. Jewish settlers fr. Ramat Yishai in Hebron vandalize nearby Palestinian houses. Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. A PFLP suicide bomber fr. Askar r.c. nr. Nablus detonates a device in a Tel Aviv open-air market, killing 3 Israelis, wounding 32. The PFLP says that the bombing was carried out to warn Palestinian leaders against being “seduced into talking about ending the resistance and haggling over the national legitimate rights and principles of our people” now that Arafat is out of the West Bank. In the evening, IDF undercover units raid Nablus, assassinate Nablus AMB leader Majdi Mari (whom it attempted to assassinate on 9/15/04), AMB mbrs. Jihad Abu Salah and Fadi al-Sarwan, injure a 4th AMB mbr., 4 bystanders.
