Occupied Palestine/Israel: Israeli govt. officials state Jordan has provisionally agreed to be involved in choosing and appointing Palestinian mayors for some of the largest towns in the West Bank, including Nablus, Hebron, Ramallah, and al-Bireh [LT 10/30]. Arab World: PLO promises Jordan it will avoid repetition of incidents like Achille Lauro hijacking or "any act that would hurt the 11 February agreement" [NYT 10/31]. New York Times reports Pres. Amin Jumayyil of Lebanon is trying to open negotiations with Israel on S. Lebanon and has sent former For. Min. Elie Salem to Damascus for talks with Syrian For. Min.
