Hamas reports that senior IQB official Kamal Ghanaja (an aide to assassinated IQB commander Mahmud al-Mabhuh; (see QU in JPS 155) has been killed in Damascus. His body, bound and tortured, was found in his burned Damascus home. While Hamas accuses Israel of assassination, Israel says it believes the Syrian regime, angry over Hamas’s refusal to support Asad, carried out the murder. Syrian opposition groups suspect pro-government militias. (WP 6/29)

Washington Jewish Week reports that 60 rabbis representing the Washingtonbased Rabbinic Cabinet of the Jewish Federation of North America (JFNA) recently made a lobbying trip to New York to meet with the UN representatives of 12 countries (mostly Eastern European) to press the UN to reverse its ‘‘poor and unjust treatment of Israel,’’ to block Palestinian statehood efforts, and to urge the dismantling of UN committees that focus exclusively on Palestinian issues (e.g., the Division for Palestinian Rights, the Comm. on the Exercise of the Inalienable Rights of the Palestinian People, and the Special Comm. to Investigate Israeli Human Rights Practices Affecting the Palestinian People). The group was advised by fmr. U.S. ambs. to the UN Richard Shifter and Jeanne Kirkpatrick. The JFNA says it requested meetings with 14 countries, but 2 (unnamed) declined. (WJW 6/28)

Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Nabi Salih, and Ni‘lin. Israel’s Jerusalem municipality approves construction of 2,500 new housing units in Gilo settlement. Also in East Jerusalem, the IDF demolishes 5 residential tents and 5 sheds in the Arab al-Jahalin bedouin community e. of Jerusalem. In the West Bank, the IDF demolishes 5 wells and water and electricity networks in Bayt Qad village nr. Jenin (marking the 1st Israeli demolition in Area B in 2012). The IDF also patrols in 3 villages nr. Ramallah and 1 each nr. Jericho and Salfit in the morning; in Qalqilya and 1 nearby village, and in 1 village each nr. Jericho and Ramallah in the afternoon; and in 1 village each nr. Jenin, Qalqilya, and Ramallah late at night. Jewish settlers fr. Eliezer settlement nr. Bethlehem steal fencing surrounding a plot of nearby Palestinian crop land, leaving leaflets taking credit for the action signed by the ‘‘Green Helmets.’’ In Gaza, 1 Palestinian is killed and 1 is injured in a smuggling tunnel collapse on the Rafah border. A Palestinian court convicts Muhammad Rashid, the former economic adviser to late PA pres. Yasir Arafat and political ally to Abbas adversary Muhammad Dahlan, of embezzling millions of dollars in public funds during Arafat’s rule. Rashid had been charged in 4/2012 by an independent Palestinian anticorruption commission created in 2010. While few if any Palestinians thought that Rashid (who has lived abroad for years and was convicted in absentia) was innocent, many saw the case against him as, in the words of Palestinian analyst Hani al-Masri (WP 6/21), ‘‘a reaction to a political dispute [with Abbas], not a continuous fight against corruption.’’ Other critics noted (WP 6/21) that the commission had been selective about the cases it chose to investigate, and that of the more than 80 cases it had investigated, few had led to charges against senior officials. In Hebron, a knife-wielding Palestinian attempts to attack IDF soldiers posted outside the al-Ibrahimi Mosque/ Cave of the Patriarchs but is shot and seriously wounded. The IDF patrols in 3 villages nr. Ramallah and 1 each nr. Jenin, Jericho, and Tulkarm in the morning; in 2 villages nr. Reuters reports that the PA security forces (PASF) have launched a campaign to crack down on ‘‘lawlessness and the proliferation of weapons’’ in Jenin that continues into mid-7/2012 at least. Responding to a wave of drive-by shootings and increased drug trafficking, the PASF makes nightly arrest raids. Among those reportedly arrested are ‘‘rogue’’ members of the security forces who have been exploiting their positions to organize and direct illegal activity. (REU 6/4; PCHR 7/19)

U.S. Treasury undersecy. for terrorism and financial intelligence David Cohen briefs Israeli officials in Israel on U.S. plans to impose additional bilateral sanctions on Iran if the current restrictions do not convince Iran to take positive steps on the nuclear front. (WJW 6/7)

In Cairo, Fatah and Hamas sign an agreement laying out a timetable for implementing the 5/2010 national unity accord: (1) the Palestinian Central Election Commission (CEC) is to begin updating voter registrations in Gaza on 5/22 (previously blocked by Hamas); (2) PA pres. and Fatah head Mahmud Abbas and Hamas leader Khalid Mishal are to form an interim government within 10 days; and (3) elections are to be held and a new permanent government installed within 6 mos. The New York Times confirms that Hamas is in the midst of its secret politburo elections that are expected to take several months. (NYT 5/21)

Palestinian Authority (PA) pres. Mahmud Abbas implements a longawaited cabinet reshuffle that retains Salam Fayyad as PM. The new 24-member cabinet has 11 new members, including replacements for 2 ministers in the outgoing government who were charged with corruption. Under increased international criticism for recent PA arrests of Palestinian journalists and bloggers critical of his administration (e.g., 4/5/12, 4/15/12, 4/26/12), PA Pres. Abbas issues a statement ordering all PA agencies to take all steps to ensure the “sacred right” of freedom of expression, including ordering the PA Atty. Gen. Mughni to lift the block on websites supporting his political rival, Muhammad Dahlan. (NYT 5/7; JPI 5/18)

Palestinian chief negotiator Saeb Erakat and PA intelligence chief Majid Faraj deliver the long-anticipated letter fr. Pres. Abbas to Israeli PM Netanyahu and his chief negotiator Yitzhak Molcho at a meeting in Jerusalem. Netanyahu pledges to respond in writing within 2 wks. While the letter is not released publicly, a draft version was leaked to the press by a Palestinian source on 4/15, with the disclaimer that that the text might change before it was given to Netanyahu. Of note: PA PM Fayyad had planned to deliver the letter, but pulled out at the last minute. While there is no official comment as to why, various Palestinian sources say (WP 4/18) that Fayyad either (1) disagreed with the content of the letter or (2) thought it would be inappropriate for him to hold a high-level meeting with Netanyahu on the same day as an annual rally in support of Palestinian prisoners in Israeli jails. Fayyad had opposed early drafts that threatened to dissolve the PA if there was no significant progress toward peace. The 4/15 draft includes an implied threat, stating: “The PA is no longer as was agreed and this situation cannot continue.” (Times of Israel 4/15; NYT, WP 4/18)

IDF troops on the s. Gaza border e. of Khan Yunis fire into Gaza for unknown reasons, wounding a Palestinian man in Khuza’ village, 2,000 m. from the border (well outside the 300-m. no-go zone). In the West Bank, the IDF imposes a late-night curfew on Kafr Haris village nr. Salfit and escorts at least 3,000 Jewish settlers into the village to perform religious services at a local holy site; the group stays for 6 hrs., attacking and beating Palestinians who venture onto the street; the IDF arrests 1 Palestinian. The IDF conducts latenight patrols in Tulkarm, firing tear gas and stun grenades at stone-throwing youths who confront them and searching 1 home. Across the West Bank, Palestinians demonstrate in solidarity with the 4,000 Palestinians held in Israeli jails to mark Prisoners Day. IDF troops fire live ammunition, rubbercoated steel bullets, tear gas, and stun grenades at 1 group demonstrating outside Ofer prison nr. Ramallah, wounding 2. About 1,200 Palestinian prisoners declare a hunger strike to protest their conditions and detentions without trial. (According to B’Tselem, there are currently about 320 administrative detainees, down from about 800 in 2007.) About 10 Palestinians have already gone on hunger strike, including 2 who have been granted early release (including Khader Adnan, who is freed today and Hana Shalabi, freed on 4/1) and 2 (Islamic Jihad mbrs. Israel detains all but a few of 100s of pro-Palestinian protesters attempting to enter Israel through Ben-Gurion Airport to attend an anti-occupation rally in Bethlehem. Organizers claim that more than 1,500 supporters booked tickets to Israel, but only 3 make it to Bethlehem. Israel says most were stopped at their point of departure after it gave foreign governments no-fly lists identifying suspected activists. (NYT, WP, WT 4/16; JPI 4/27)

Israeli naval vessels detain a fishing boat that approaches the 3 naut. mi. boundary off the Gaza coast, detaining and questioning 3 fishermen onboard, releasing them by the end of the day, but confiscating their boat. Gaza City, causing no damage or injuries. The New York Times reports that around this date, the PASF detains 2 prominent Palestinians for posting comments critical of the PA on Facebook: Palestinian blogger Jamal Abu Raihan for posing a satirical column depicting PA Pres. Abbas as a donkey and complaining of PA corruption; and Palestinian journalist Tareq Khamees for posting a comment in support of others who have recently been arrested for criticizing the PA (also seizing his laptop). By this date, the PA Atty. Gen. Ahmad al-Mughni has also ordered PA authorities to block several websites supportive of Abbas rival, former Gaza security chief Muhammad Dahlan. Israeli and Palestinian officials confirm that discussions are underway for a high-level meeting between Israeli PM Netanyahu and PA PM Salam al-Fayyad after Passover ends on 4/13. Fayyad plans to hand Netanyahu a letter from Abbas, which in its current draft includes Palestinian conditions for a return to negotiations (including Israel halting settlement expansion and accepting 1967 lines the basis for talks) and an enumeration of Israeli actions that the Palestinians find counterproductive to peace. Israeli security forces evict Jewish settler families fr. a house in Hebron that they occupied ca. 4/2/12. Meanwhile, Netanyahu calls on Israel’s atty. gen. to “find a solution” for the unauthorized outpost of Ulpana (which he terms a neighborhood of Beit El settlement) in Hebron that an Israeli court ordered demolished by 5/1/12. He also says that he plans to convene a meeting with DM Barak to seek the permits retroactively to legalize 3 other unauthorized settlement outposts (Bruchin, Rachelim, and Sansanna). Separately, Israel’s Housing Min. issues bids for construction of 800 new settlement housing units in Har Homa settlement in East Jerusalem. (NYT, PCHR, WT 4/5; OCHA 4/13)

Israel allows a small shipment of diesel fuel for Gaza’s power plant allowing 1 turbine to restart for the 1st time since 3/25/12, but rolling blackouts remain up to 16 hrs./day across the Strip. A senior Palestinian official speaking anonymously says that Israeli and Palestinian negotiators plan to meet soon, for the 1st time since 1/25/12 in Amman. Meanwhile, Netanyahu holds a rare news conference, saying that he still hopes to reach a peace deal with the Palestinians based on a 2-state solution. He states: “I don’t want a binational state. . . . For as long as it depends on me, we will ensure the Jewish and democratic character of Israel.” (WT 4/4) Netanyahu calls on the Israeli military to delay the eviction of the Jewish settler families who moved into a Hebron house several days ago without securing the proper permits, saying they should be allowed to remain in the house until their case is heard in court; the settlers ignore the IDF’s 4/2/12 eviction orders. The International Criminal Court (ICC) rejects a PA request to sign the ICC’s founding treaty (the Rome Statute), reaffirming that only internationally recognized states can join the court. The ruling means the automatic rejection of a PA request for the ICC to form a permanent war crimes tribunal to investigate Israeli actions during its 2008–9 Operation Cast Lead offensive against Gaza. The only alternative is for the UNSC to ask for a tribunal. (NYT, WP 4/4)

Late in the evening, IDF troops on the c. Gaza border e. of Gaza City fatally shoot a knife-wielding Palestinian teenager who approaches the border fence; his family says the boy had made comments about wanting to avenge the death of his sister, who was killed during Israel’s Operation Cast Lead assault on Gaza in 2008–9. In the West Bank, OCHA reports that the IDF has removed 5 barriers, gates, and unmanned checkpoints nr. Nablus and Tulkarm that have been in place since 2000–2, greatly improving movement between Nablus and Bayt Dajan and Zawata, and among Tulkarm, Izbat Shufa, and Shufa. Early in the morning, the IDF drops leaflets from helicopters over n. Gaza border areas nr. Bayt Lahiya warning that the IDF will use deadly force against anyone approaching the border fence. Late at night, IDF troops on the s. Gaza border fire on residential areas of Khan Yunis, damaging a house but causing no injuries. On the Rafah border, 1 Palestinian is killed and 2 are injured in a smuggling tunnel collapse. In the West Bank, Israel’s Shin Bet arrests 13 Palestinians fr. al-Am’ari r.c. (including 2 Palestinian Red Crescent Society employees, the goalie of Palestine’s Olympic soccer team, and a senior PA intelligence officer) for plotting a series of attacks on IDF soldiers nr. Ramallah, claiming that the prominent mbrs. of the group intended to use their status to perpetrate attacks. The IDF seals off a plot of land in the al-Ja’wana area Bayt Furik village (nr. Nablus), confiscating 6 tents and 2 water tanks belonging to local Palestinians; patrols in 3 villages nr. Ramallah (synchronized) and 1 nr. Qalqilya in the morning; patrols in 3 villages nr. Jenin, Qalqilya, and Ramallah in the afternoon; and conducts late-night patrols in 1 village nr. Tulkarm. The IDF also conducts late-night arrest raids, house searches in Qalqilya and nr. Nablus. The IDF issues an eviction order to several Jewish settler families who moved into a house in Hebron, near the al-Ibrahimi Mosque/Tomb of the Patriarchs, several days ago that they claim to have purchased fr. the Palestinian owner (who claims the deeds were forged). The IDF cites the settlers for failing to secure the proper permits from the Israeli military to reside in the West Bank, calling their presence “a risk to public order,” and ordering them to vacate the building by 3:00 p.m. local time on 4/3. Israeli and Palestinian officials issue opposing statements on the content of Israel’s principles on borders presented in the Jordanian-sponsored exploratory talks last quarter. Israeli officials say the principles “effectively means a withdrawal from 90% of the West Bank,” similar to proposals made by Israel at the 2008 Annapolis conference. Palestinian officials counter that Israel never presented maps or discussed percentages, stating “If they wanted to say 90% they should have said 90%.” (WT 2/24)

Jerusalem Post reports that Naftali Bennett, former head of PM Netanyahu’s office and a former head of the YESHA settlers council who has recently launched a new group called One State Israel, has started circulating his proposed solution to the Israel-Palestine conflict to Israel’s political and military elites, who reportedly give it “high praise.” His “Israel Stability Initiative,” which he describes as “a practical plan for managing the . . . conflict,” calls for: (1) Israel unilaterally extending sovereignty over West Bank area C (60% of the West Bank); (2) granting citizenship to the 50,000 (by his estimate; as of 8/2011, OCHA put the figure at 150,000) Palestinians in Area C; (3) full PA “autonomy” in and freedom of movement among West Bank areas A and B; (4) no right of return for Palestinian refugees and no access for Palestinian refugees to areas under PA control; (5) a “full Israeli security umbrella” covering all of the West Bank; (6) the permanent separation of Gaza from the West Bank; and (7) heavy Israeli investment in economic projects in the West Bank that reinforce separation, such as joint industrial zones and separate road networks. Fatah PA pres. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. They stress that the new government “will be a technical one more than a political one” and that diplomacy will rest with the PLO. The New York Times reports that for the past 2 weeks, Palestinians (including the private sector, unions, elements of Fatah, and youth groups) have been holding demonstrations against PA PM Salam al-Fayyad in Ramallah and other cities to protest soaring prices and proposed PA austerity measures, including tax increases, cutbacks on services, and a plan to force retirement on 20,000 civil servants. (Electricity costs, for example, have nearly tripled in the past year.) Protesters demand salary increases and subsidies to compensate for inflation, but the PA faced a $350 m. budget shortfall for 2011. Even with Israeli transfers of VAT taxes restored, the foreign aid received by the PA is not enough to cover recurrent expenses. The demonstrations have been so heated that Fayyad has suspended imposition of the tax hike until mid2/2012 and dropped the early retirement proposal, pending talks to ease tensions. (NYT 2/1)

Israeli PM Netanyahu wins the Likud primaries with 75% of the vote. Some analysts (e.g., WP 2/2) see the move to hold a snap primary as strengthening Netanyahu’s base in preparation for possibly calling early elections in 10/2012 (a year ahead of schedule) to give the opposition less time to organize. However, others note (e.g., WP 2/1) that Netanyahu’s only challenger, ultranationalist settler Moshe Feiglin, made a strong showing, indicating that many Likud supporters feel Netanyahu is “too soft on peacemaking with the Palestinians.” (WP 2/1, 2/2)

Palestinian and Israeli negotiators hold a 5th round of talks in Amman. Molcho verbally outlines Israel’s guiding principles on borders and security, offering nothing new and putting nothing in writing. Afterward, Abbas meets with King Abdallah and issues a statement saying the exploratory talks with Israel have ended without progress; the Palestinians will weigh their next steps in consultation with the Arab League at a meeting in Cairo on 2/4 (later moved to 2/12). He says: “If we demarcate the borders, we can return to negotiations, but the Israelis do not want demarcation of borders.” Israel sticks by its position that Israel technically has until 4/3 to produce position papers (since teams began meeting on 1/3) and that if the Palestinians refuse to continue talks until 4/3, it is they who are walking away fr. negotiations. EU foreign policy chief Catherine Ashton, already in the region, meets separately with PA Pres. Abbas and Israeli PM Netanyahu to urge them to keep the talks going, especially pressing Israel to make some kind of confidence-building gesture (she recommends transferring more authority to the PA). The New York Times runs a long special report on a 6-yr. U.S. investigation of Lebanese Canadian Bank and its suspected role providing financial support to “terrorists.” U.S. officials allege—but refuse to release their evidence—that the investigation revealed that the bank laundered hundreds of millions of dollars fr. Hizballah criminal enterprises and that Hizballah had significant ties to Latin American drug cartels. U.S. investigators say the transactions also revealed a pattern “in which entities tied to Hezbollah have been buying up militarily strategic pieces of property in largely Christian areas” of Lebanon. Hizballah calls the claims “politically motivated propaganda.” U.S. admin. sources say that when the connections first came to their attention in fall 2010, some argued that the Hizballah link should be left unstated, but the admin. changed course (1) after Hizballah forced out Saad Hariri as PM and secured appointment of an ally in his place and (2) when the UN tribunal accused Hizballah of involvement in Rafiq Hariri’s assassination. The PA warns that unless Israel releases VAT taxes (suspended on 11/1/11 in violation of the 1994 Oslo Accord), it will be unable to pay civil servants salaries on 12/1 (affecting around one-third of Palestinians) and PA services would likely be disrupted. PA PM Salam alFayyad states: “With each passing day, the [PA] becomes weaker, and it is fast approaching the day when it becomes completely incapacitated.” The UN, U.S., and Quartet have each contacted Israeli PM Netanyahu in recent days to urge him to restore the transfers, with Quartet special envoy Tony Blair stating today: “Only those who oppose peace and Israeli-Palestinian cooperation benefit from the withholding of PA funds.” A Netanyahu aide says that if the PA pledges not to pursue membership in any more UN organizations and backs off planned reconciliation talks with Hamas, Israel would probably restore the transfers, saying, “The idea is to influence Palestinian decision making.” (NYT 11/24; WP 11/28)

PA Tourism and Antiquities M Hamdan Taha says that now that Palestine has full membership in UNESCO (see QU in JPS 162), it is planning to seek world heritage status for the old cities of Hebron and Jericho. An application for Bethlehem is already in the works and is expected to have a better chance now that Palestine has membership. The PA also plans to seek recovery of artifacts looted by Israel, increase funds for preservation and excavations, and use its status to force Israel to stop calling West Bank sites “Israeli antiquities.” (WP 11/22)

King Abdallah of Jordan makes an official visit to Ramallah (his 1st in 10 yrs.) to hold talks with PA pres. Abbas on their independent efforts to reconcile with Hamas and personally to inform Abbas that Jordan has invited Damascus-based Hamas leader Khalid Mishal (barred fr. visiting Jordan since 1999) for an official visit to Amman. The king stresses that any improvement in ties with Hamas is not intended as a move against the PA or as a gesture to Jordan’s Islamist opposition. A Hamas-appointed lower court in Gaza rules that 2 major banks in Gaza, the Bank of Palestine and Palestine Islamic Bank, must pay 10s of millions of dollars in fines and back fees for refusing to recognize the Hamas authority’s power to levy tax, instead remitting taxes to the West Bank PA. Bank officials boycott the hearings and say they may simply shut down to avoid paying. The ruling is seen as precedent setting and possibly applicable to Gaza’s 6 other banks, as well as companies that import fuel and electricity and operate cell phones. (NYT 11/18)
