In the Gaza Strip, IDF troops e. of Jabaliya r.c. open fire on a group of Palestinians, moderately injuring 1. Also, 100s of Palestinians pray outside the Rafah border crossing, protesting its closure since 12/23. Meanwhile, police officers dismantle a 1,000 kg piece of unexploded Israeli ordnance left in Gaza City after OPE. Late at night, unknown persons vandalize the French Cultural Center, leaving slogans criticizing French satirical magazine Charlie Hebdo’s recent publication of a cartoon featuring a likeness of the Prophet Muhammad. Also, the Gaza power plant resumes operation of a 3d turbine (out of 4 total), following the receipt of aid from the Qatari govt. for additional fuel. Daily scheduled power outages in Gaza decrease from 18 to 12 hours. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum), and nonweekly demonstrations in Surayf village nr. Hebron and outside Ofer detention center. In total, 10 Palestinians are seriously injured (2, Bil‘in; 7, Kafr Qaddum; 1, Surayf). Also, IDF troops conduct house searches and arrest raids nr. Ramallah, Qalqilya, and in al-‘Arub r.c.; patrol nr. Jenin; arrest a Palestinian man at a border crossing n. of Jenin. Separately, a Palestinian throws stones at Israeli settlers’ vehicles between Jerusalem and Ramallah, injuring 1. In East Jerusalem, Israeli forces arrest a Palestinian in al-‘Izzariya. Meanwhile, 100s of Palestinians gather at Haram al-Sharif after Friday prayers to protest the Charlie Hebdo cartoon. In s. Israel, Palestinian bedouin residents of Rahat observe a general strike called for by the Arab High Follow-Up Comm. in protest of the 1/14 killing of Sami al-Ajar by Israeli police. ICC prosecutor Fatou Bensouda opens a preliminary examination into the situation in Palestine to cover the time period since 6/13. Meanwhile, the UN Special Rapporteur on Violence against Women Rashida Manjoo cancels her fact-finding mission to the oPt because Israeli authorities refused to give her a visa. Speaking at a joint press conference, U.S. Pres. Obama affirms that he will veto any new sanctions legislation that the new Republicanled Congress may pass, and UK PM David Cameron criticizes the sanctions proposals. Meanwhile, U.S. Secy. of State Kerry meets with Iranian FM Zarif in Paris and discusses the negotiations over Iran’s disputed nuclear program, as U.S. and Iranian officials meet in Geneva for bilateral talks. In a 45-min. phone conversation, U.S. secy. of state Hillary Clinton sharply rebukes Netanyahu for the 3/9 Ramat Shlomo construction approval, demanding that Israel prove its desire to seek peace by revoking the plans, stating that the U.S. viewed his apology for the timing of the announcement alone as inadequate. She lists several additional steps the U.S. expects Israel to take to support the peace process and warns of consequences if Israel does not comply; no details are made public (State Dept. press release 3/12; WP 3/13; HA 3/15)

The IDF makes a day-long incursion 200 m into Gaza e. of Jabaliya, later moving s. toward Gaza City, to level land along the border fence to clear lines of sight. IDF troops on the n. Gaza border nr. Bayt Hanun fire on Palestinians scavenging construction materials from destroyed buildings, forcing them to flee, causing no injuries. Late in the evening, the IDF makes air strikes on a suspected weapons lab in Khan Yunis in retaliation for Palestinian rocket fire on 3/11, causing no reported injuries; Israeli naval vessels fire on a Palestinian fishing boat off the Bayt Lahiya coast, forcing it to return to shore. Israel, fearing serious Palestinian protests after Friday prayers over the 3/9 Ramat Shlomo construction approval, imposes a general closure on the West Bank through 3/16 and deploys extra units of riot police around Jerusalem; no violence is reported. In an effort to halt weekly Palestinian protests against the separation wall, the IDF issues a military order declaring Bil‘in and Ni‘lin closed military zones on Fridays until 8/17. Today the order is ignored: Palestinian, Israeli, and international activists stage a nonviolent march to the separation wall in Bil‘in and a protest against the wall in Ni‘lin, where some of them throw stones at IDF troops. In both cases, IDF troops fire rubber-coated steel bullets, stun grenades, tear gas (injuring 2 Palestinians in Bil‘in; arresting 1 Palestinian, 1 Israeli in Ni‘lin). The IDF also fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists staging a nonviolent protest against settlement expansion nr. Dayr Nizam/al-Nabi Salih (injuring 18); fires stun grenades and beats Palestinian and international activists demonstrating against the separation wall in al-Ma‘sara village s. of Bethlehem (injuring 2 Palestinians). IDF troops on the c. Gaza border fire on Palestinian farmers working a plot of land nr. al-Maghazi refugee camp (r.c.), causing no injuries. In the West Bank, the IDF patrols in Dura nr. Hebron, firing on stone-throwing youths who confront them, causing no reported injuries; conducts daytime arrest raids, house searches nr. Bethlehem and late-night raids, searches in and around Jenin. Jewish settlers fr. Kiryat Arba nr. Hebron vandalize nearby Palestinian property; the IDF observes but does not intervene. For a 2d day, 10s of armed Jewish settlers fr. Yitzhar vandalize Palestinian homes in nearby Asira al-Qibliyya. In Gaza’s Jabaliya r.c., Hamas mbrs. raid a mosque controlled by the Salafist group al-Kitab wa al-Sunna, where the imam had denounced (5/16) Hamas in his Friday sermon, and evict at least 5 Palestinian worshippers. Late in the evening, the IDF sends undercover units dressed in ESF uniforms into Rafah to kidnap and take to Israel Hamas military cmdr. Mihawish al-Nu‘aymat (also reported as Mohawah al-Qadi), who reportedly has information on captured IDF soldier Gilad Shalit. In the West Bank, the IDF conducts arrest raids, house searches in Jenin town and r.c., Qabatya and nr. Hebron; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 1. A 13-yr.-old Palestinian boy is injured by IDF UXO nr. Nablus. Across Gaza, Fatah supporters for a 3d week hold Friday prayers outside in protest against Hamas; the ESF clashes with demonstrators in al-Bureij r.c., Gaza City, Jabaliya r.c., Khan Yunis, and Rafah, using batons and percussion grenades, leaving a total of 51 Palestinians injured, 20 Fatah mbrs. arrested, 3 journalists temporarily detained; reports differ as to whether the ESF tried to break up peaceful prayer services or only intervened afterward, when Fatah supporters began chanting anti-Hamas slogans and throwing stones at ESF officers.
