In the West Bank, Israeli forces shot and killed 1 Palestinian during a late-night raid in Nur Shams refugee camp. Israeli bulldozers caused extensive damage during the raid, including to the main road leading to Tulkarm. Later in the day, PA forces opened fire at Islamic Jihad members in the camp; no injuries were reported. Israeli forces also shot and killed 1 Palestinian minor near az-Zubaidat, claiming he had shot and injured 1 Israeli soldier. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Bayt Umar; the soldiers also fired tear gas near a school, causing tear-gas related injuries among students and staff. Israeli forces also confiscated 1 tractor near Yatta and 1 road roller in al-Zawiya. 17 Palestinians were arrested during late-night raids in Halhul, al-Arroub refugee camp, Ya’bad, al-Am’ari refugee camp, Birzeit, Kafr ‘Aqab, and ‘Anata. In East Jerusalem, 1 Palestinian school in Kafr ‘Aqab was set on fire after it was forced to teach the Israeli curriculum instead of the PA curriculum. Hamas spokesperson Hazem Qassem said the Israeli decision on 9/4 to close the Karim Abu Salem (Kerem Shalom) crossing would lead to an increase in tensions between Palestinians in Gaza and Israel. PA economy minister Khaled Assaili demanded that Israel reopen the crossing immediately. (HA, REU, WAFA 9/5; AJ 9/7; AP 9/8)

The High Follow-Up Committee for the Arab citizens of Israel declared a general strike in Israel over Israeli inaction in preventing and solving violent crime. (WAFA 9/3; ALM, QDS, WAFA 9/5)

Israeli military chief of central command Yehuda Fuchs said he will issue an administrative restriction order for Elisha Yered, a settler who took part in the raid on Burqa on 8/4 where 1 Palestinian man was killed. The order would prevent Yered from leaving the northern part of the Jordan Valley. (HA 9/5)

Israeli finance minister Bezalel Smotrich said the Israeli government will start deducting additional funds from the PA taxes Israel collects to pay for the PA’s debt to the Israel Electric Corp (IEC). A spokesperson for Smotrich said the amount would be $5.2 million to $7.8 million per month depending on how much energy the PA purchases from the IEC. PLO secretary-general Hussein al-Sheikh, head of PA intelligence Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi arrived in Riyadh for meetings with Saudi and U.S. officials, including National Security Council Coordinator for the Middle East and North Africa Brett McGurk, to discuss the Palestinian aspect of the potential Saudi-Israeli normalization deal. Khaldi told the New York Times that the PA demand is the implementation of the Arab Peace Initiative. U.S. president Joe Biden nominated former Treasury Secretary Jack Lew to be the next U.S. ambassador to Israel. Lew will have to be confirmed by the U.S. Senate to be instated. Lew sits on the U.S. board of directors for the National Library of Israel, a partly Israeli state-owned institution. If confirmed, Lew will replace Chargé d’Affaires ad interim Stephanie Hallett who has led the embassy since Tom Nides resigned in July. (AJ, ALM, AX, HA, MEE, NYT, REU 9/5)

Haaretz reported that Israel continued to sell weapons to Myanmar after a U.S. and EU arms embargo was placed on the country and despite the Israeli government claiming it had ended arms sales to the country in 2018. (HA, MEE 9/5)

Papua New Guinean prime minister James Marape and Israeli prime minister Benjamin Netanyahu inaugurated the Papua New Guinean embassy to Israel in Jerusalem. Marape cited his Christian beliefs in making the decision to open the embassy in Jerusalem, which Israel will fund for the first 2 years. PLO Executive Committee member Wasel Abu Yousef said that Israel was “looking for any country – even if that country can only be seen under a microscope – so it can claim there are countries opening embassies in Jerusalem.” A picture circulating on social media showed the embassy completely empty, except for the embassy plague, the day after the inauguration. In the West Bank, Israeli settlers with a military escort raided al-Mazra’a al-Gharbiya, vandalizing property. Israeli settlers also erected vending stalls on a highway near al-Farisiya. Elsewhere, Israeli settlers stole 14 Palestinian-owned sheep in Kafr ad-Dik. Israeli forces issued demolition notices for a residential structure near Tubas and 3 homes in the Masafer Yatta area. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Kafr Dan; 4 were arrested. Elsewhere, Israeli forces shot and injured 6 Palestinians during a raid in Aqabat Jaber refugee camp. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound; some settlers were seen openly praying on the compound. An Israeli bulldozer nearly plowed into a Lebanese protester before UNIFIL soldiers convinced the Israeli soldier manning to bulldozer to move back. Israeli forces have been working on constructing a barrier in the area south of Kfar Chouba near the Israeli-occupied Golan Heights. (AP, HA 6/9)

Fatah deputy chairperson Mahmud Aloul told reporters that Fatah’s decline in popularity is linked to the party’s inability to deliver on promises made when Fatah adopted a peaceful resistance. Aloul also said he would not seek to succeed Mahmoud Abbas as Fatah chairperson, saying the party needs someone from the younger generation. (ALM, QDS 6/7; ALM 6/10)

U.S. special representative for Palestinian affairs Hady Amr met with members of the family of the 2-year-old boy Israeli forces shot on 6/1 and who succumbed to his wounds on 6/5. On 6/6, Amr’s office called on the Israeli government to “evaluate all use of deadly force that involves civilian casualties.” Amr also met with PLO secretary-general Hussein al-Sheikh. Israeli national security advisor Tzachi Hanegbi met with Moroccan officials, including Foreign Minister Nasser Bourita, in Rabat, discussing possible Israeli recognition of Moroccan sovereignty over Western Sahara. In return for recognition of sovereignty Morocco is reportedly willing to upgrade the 2 countries’ diplomatic missions to embassies and enter a free-trade agreement. U.S. secretary of state Antony Blinken met with Saudi crown prince Mohammed bin Salman in Jeddah. According to a U.S. official, the 2 discussed Israel normalization, Yemen, Sudan, and human rights. Blinken also met with Foreign Minister Faisal bin Farhan and GCC ministers at a GCC ministerial meeting in Riyadh. The GCC nations and the U.S. issued a joint statement after the meeting calling for a “2-state solution along 1967 borders with mutually agreed swaps consistent with internationally recognized parameters and the Arab Peace Initiative.” Iran reopened its embassy in Riyadh and bin Salman met with Venezuelan president Nicolas Maduro a day prior to Blinken’s meetings. In the West Bank, Israeli forces shot and injured 1 Palestinian during clashes in Jericho. Israeli forces also sealed the entrance to Asira. Elsewhere, Israeli forces razed land in Jalud to expand a nearby settlement, and demolished residential tents and agricultural structures in Kisan. 5 Palestinians were arrested, including 2 who were shot by live ammunition and injured by Israeli forces near the entrance to Kafr Malik; 2 during raids in and around Jalazun refugee camp and Bayt Umar; and 1 at the Allenby border crossing. Fatah and Hamas leaders said they have agreed to the 1st Palestinian elections since 2006. Fatah official Jibril Rajoub said that “[w]e have agreed to first hold legislative elections, then presidential elections of the Palestinian Authority, and finally the central council of the Palestine Liberation Organization.” A member of the Fatah Central Committee also said that “[w]ithout Jerusalem, there will be no elections.” It is unclear how national elections will include East Jerusalem as Israel refuses to let Palestinian East Jerusalemites participate in Palestinian elections. The 2 factions also agreed to a common vision of action to end the dispute between the 2; the vision would be presented on 10/1. (AJ, HA, WAFA, WAFA 9/24)

Foreign ministers of Jordan, Germany, Egypt, and France held a joint press conference in Amman, calling for resumption of Palestinian-Israeli peace negotiations. The 4 foreign ministers also praised the UAE and Bahrain’s normalization deals with Israel. (AJ 9/24)

At the UN General Assembly, the king of Bahrain Hamad bin Isa al-Khalifa said, via video link, that Bahrain’s normalization of ties with Israel will help facilitate a 2-state solution and that Bahrain still adheres to the parameters stipulated in the Arab Peace Initiative. (AJ 9/24)

In the West Bank, Israeli forces shot and killed 1 Palestinian teen and injured 2 others during a raid in Dayr Abu Mash‘al. Elsewhere, Israeli forces violently dispersed Palestinian protesters demonstrating against settlement expansion southeast of Tulkarm, leading to tear-gas related injuries. Israeli forces also demolished 1 wall and issued demolition orders for 1 pond and 1 barn in Hizma. Palestinians protested against the UAE-Israel normalization deal in Turmus ‘Ayya. Officials from the PA, PLO, Fatah, Hamas, and Islamic Jihad participated; Israeli forces injured 7 using rubber-coated bullets, others suffered tear-gas related injuries. 9 Palestinians were arrested during raids in and around Qalandia refugee camp, al-Ram, Jenin, Tubas, Tulkarm, and Ramallah. In East Jerusalem, 9 Palestinians were arrested during raids in Issawiyya. In Gaza, Israeli forces shelled multiple areas of Gaza, causing damage. According to Israeli officials, incendiary balloons sent from Gaza toward Israel started 28 fires. Palestinians in Gaza protested the Israel-UAE normalization deal in Gaza City. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen, causing damage to 1 boat and minor injuries to 1 fisherman. The Sudanese foreign ministry fired its spokesperson after he said on 8/18 that Sudan was looking forward to normalizing ties with Israel, a claim that the foreign ministry denied that same day. Saudi Arabia’s foreign minister Prince Faisal bin Farhan Al Saud said that “Saudi Arabia considers Israel’s unilateral policies of an annexation and building settlements as an illegitimate and detrimental to the two states solution . . . Saudi Arabia reaffirms its commitment to peace as a strategic option based on the Arab Peace Initiatives.” The Arab Peace Initiative stipulates normalization with Israel is predicated on the establishment of a Palestinian state. U.S. president Donald Trump said later that same day that he expects Saudi Arabia to follow the UAE and normalize ties with Israel. (AJ, HA, HA, HA, REU, REU 8/19; AJ 8/20)

In the West Bank, Israeli forces delivered demolition notices for residential structures, 1 stable, and 1 stone wall; a stop-work notice for a water well and fencing in al-Walaja; and demolished and seized 5 tin structures in Sawahara al-Sharqiyya. 19 Palestinians were arrested during raids in and around Hebron, al-‘Arub refugee camp, al-Fawar refugee camp, Nahalin, Nablus, and Bardala. In East Jerusalem, Israeli forces demolished 1 house in Silwan, displacing a family of 9. Israeli forces also violently dispersed Palestinian protesters demonstrating against the killing of an unarmed Palestinian man on 5/30; 6 people were arrested. Another 3 Palestinians were arrested during raids in Issawiyya. In Israel, Israeli forces violently dispersed hundreds of Palestinian citizens of Israel protesting against the planned demolition of an 18th-century Muslim burial ground in Jaffa. PA prime minister Mohammad Shtayyeh told journalists that if Israel moves forward with annexing West Bank territory, the PA would declare an independent state along the 1967 borders with East Jerusalem as the capital. Prime Minister Shtayyeh further stated that the PA had sent a counterproposal to the U.S. peace plan to the Quartet. (AJ, HA, REU 6/9)

The Israeli high court of justice ruled the “Law for the Regularization of Settlement in Judea and Samaria [the West Bank]” unconstitutional. The law was approved in 2017 and allowed use of Palestinian-owned land to build settlements and legalize settlement outposts. (HA, NYT, REU 6/9; WAFA 6/10)

In the West Bank, Israeli forces attacked Palestinian protesters throwing stones in Kafr Qaddum by using a bulldozer to push large stones downhill toward the protesters, 1 Palestinian was hospitalized after being hit by 1 of the stones. Israeli forces also violently dispersed Palestinians protesting the U.S. administration’s peace plan in and around Beita, Nablus, Jenin, Qalqilya, al-Fawar refugee camp, and Bil‘in, leading to tear-gas related injuries. Israeli armed settlers attacked Palestinians in al-‘Awja, injuring 2 Palestinians who were taken to a hospital in Jericho. Israeli settlers also toured 2 Palestinian villages near Tubas; before the settlers arrived, Israeli forces had sealed off a main checkpoint in the area to prevent the movement of Palestinians. Qatar announced that it would increase its aid to Gaza by $15 million after a meeting between Hamas leader Yahya Sinwar and Qatari envoy Mohammed al-Emadi. Part of the aid package provides some 120,000 Palestinian families in Gaza $100 by the end of February and $24 million would be spent on building a new hospital in Rafah. (HA 2/22)

In the West Bank, Israeli forces prevented some 200 Israeli activists from helping Palestinians plant trees in Yasuf village. 2 Israeli organizations, Rabbis for Human Rights and Zazim, had planned to help the Palestinians who had many trees vandalized during the harvesting season. Israeli forces violently dispersed Palestinians protesting the U.S. administration’s peace plan in and around Qalqilya, Kafr Qaddum, Qiffin, ‘Azun, and Ramallah; 2 Palestinians were injured by live ammunition, 1 was hit by a tear gas canister to the head and other suffered tear-gas related injuries. Israeli forces also clashed with Palestinians during raids in Dura and Bayt Umar, causing tear-gas related injuries. 4 Palestinians were arrested at checkpoints near Nablus and al-‘Arub refugee camp. In East Jerusalem, Israeli forces injured 1 Palestinian in Issawiyya during a raid. In Gaza, Israeli forces opened fire on Palestinian agricultural land east of Dayr al-Balah; no injuries were reported. Off the coast of Gaza, Israeli forces opened fire on Palestinian fishermen west of Bayt Lahiya; no injuries were reported. (HA 2/14; PCHR 2/20)

Hours after Israeli air strikes across Gaza on 6/19, Hamas and other armed groups launch approximately 45 rockets and other projectiles toward Israel; 3 fall short of the border fence, Israel’s Iron Dome missile defense system intercepts 7, and the rest fall in open areas in Israel, causing no major damage or injuries. The IAF then conducts retaliatory strikes on a number of Hamas and PIJ sites in Rafah and near Gaza City, causing major damage. Late at night, Israeli naval forces open fire on Palestinian fishing boats off Gaza’s coast near Gaza City, causing no damage or injuries. In the West Bank, IDF troops shoot and injure a Palestinian driver near Bethlehem. It’s unclear why they opened fire. Israeli forces demolish a Palestinian home near Jerusalem, arrest 13 Palestinians, and injure 1 during late-night raids near Bethlehem, Hebron, and Nablus; and patrol near Hebron and Nablus. In East Jerusalem, Israeli forces demolish 1 Palestinian home each in Abu Dis and Qalandia refugee camp. They also arrest 2 Palestinians during late-night raids in Jabal Mukabir and al-Tur. In the wake of the rocket fire from Gaza in the morning, Hamas and PIJ issue a joint statement claiming responsibility and threatening to retaliate for any future Israeli strikes in Gaza. “We are committed to a formula of a strike for every strike,” the statement reads. “We will not allow the enemy to dictate a new formula.” Earlier, an IDF spokesperson explained the IDF’s decision to escalate their response to incendiary kite and balloon attacks from Gaza on 6/19: “We struck at a greater intensity, with the intended message for Hamas to understand that we will not allow this situation to continue.” (HA, TOI 6/20)
