In the West Bank, Israeli settlers uprooted 30 olive tree saplings in Qarawat Bani Hassan. Israeli forces shot and killed 1 Palestinian man during a raid in Dheisheh refugee camp, 6 others were wounded. Israeli forces also arrested, Yahya al-Saadi, the son of senior Islamic Jihad commander Bassam al-Saadi during a raid in Jenin. Elsewhere, Israeli forces demolished 1 mosque in Dura, 3 agricultural structures in Tarqumiyah, and issued a stop-work notice for 3 stores in Bayt Rima. Israeli forces also violently dispersed Palestinian protesters in al-Khader and Hebron, causing tear-gas related injuries. Israel said that 2 Israeli soldiers were injured by an explosive device thrown at them near Aida refugee camp, causing light injuries. 16 Palestinians were arrested during late-night raids in Ni’lin, al-Bireh, Dheisheh refugee camp, and Hebron. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Shu’fat refugee camp. In the Naqab, Israeli forces demolished the Palestinian village al-Araqib for the 210th time since 2010. An Israeli court upheld a demolition order for an apartment building in Wadi Qaddum in the East Jerusalem neighborhood of Silwan, giving the resident until 12/7 to demolish the building. Approximately 100 Palestinians reside in the building. (WAFA 12/5)

PA prime minister Mohammad Shtayyeh welcomed the EU and UN’s criticism of the 12/2 killing of a Palestinian in Huwwara but urged the organizations to take tangible action to hold Israel accountable. (WAFA 12/5)

PA foreign minister Riyad al-Maliki met with ICC chief prosecutor Karim Khan, providing materials about Israeli war crimes against Palestinians. The U.S. weapons manufacture Lockheed Martin joined Israel’s Rafael Advanced Defense Systems in developing a laser-based anti-missile system, dubbed the Iron Beam. (HA 12/5)

In the West Bank, PA security forces, dressed in civilian clothes, violently dispersed Palestinian students and staff protesting the dismissal of 10 students from the Islamic bloc and 5 employees at An-Najah National University in Nablus, causing several injuries from beatings and pepper spray. The Iranian news agency Tansim said 1 of its Palestinian reporters was abducted by Palestinian gunmen while covering the events before being beaten and warned against writing negatively about the PA. Israeli settlers threw stones at Palestinian vehicles traveling between Nablus and Jenin. Israeli settlers also vandalized 8 olive trees in Qaryut. Israeli forces evicted 4 Palestinians from their land in Wadi Fukin. 12 Palestinians were arrested during late-night raids in Ramallah, Tuqu‘, Bethlehem, Surif, al-Tabaqa, Nablus, Far‘un, Rumana, and Aqabat Jaber refugee camp; Israeli forces violently dispersed Palestinians protesting the raid in Nablus, injuring 2 with shrapnel. EU commission president Ursula von der Leyen announced that the frozen $224 million in economic aid to the PA from 2021 had been unfrozen and would be transferred to the PA. The announcement came ahead of a meeting between President von der Leyen and PA prime minister Mohammed Shtayyeh in Ramallah. Von der Leyen later met with Israeli prime minister Naftali Bennett and president Isaac Herzog. The EU funding to the PA was frozen due to 1 Hungarian commissioner’s concern over “incitement” in PA schoolbooks. Prime Minister Shtayyeh also met with his Italian counterpart Mario Draghi. Israel’s deputy religious affairs minister Matan Kahana of the Yamina party was filmed telling Israeli high schoolers in the Efrat settlement that “if there was a button that could be pressed, that would remove all the Arabs from here, send them on an express train to Switzerland—where they would live an amazing life, I wish them all the best in Switzerland—I would press that button. . . . there is no such button. We were probably meant to [co]exist here on this land in some form,” Palestinian members of the Israeli parliament attacked Kahana for his remarks and he later apologized for wording his statements poorly. The U.S. White House expressed concern over negotiations between the Israeli spyware company NSO Group and the American defense contractor L3Harris for the latter to buy technology from the former. The deal would see NSO Group removed from the U.S. department of commerce’s blacklist and would transfer NSO’s clients in the U.S., UK, Australia, Canada, and New Zealand, and possibly EU and NATO countries to L3Harris. The New York Times later reported that the negotiations had collapsed after they were made public and that U.S. intelligence officials had backed L3Harris’s potential acquisition of NSO Group. Palestinian prisoner and administrative detainee Samer al-Issawi agrees to end his hunger strike—which has lasted for more than 8 months and inspired widespread Palestinian protest in solidarity—in exchange for an early release. At one such rally today, IDF soldiers clash with residents in Abu Dis, East Jerusalem, shooting and injuring 1. In the West Bank, Jewish settlers destroy hundreds of almond and olive trees in Bayt Dajan nr. Nablus, while in Dayr Jarir nr. Ramallah, settlers attack Palestinian property and set fire to 10 vehicles. The IDF patrols in 1 village nr. Jenin and 1 village nr. Tulkarm in the morning, and in 1 village nr. Hebron, 2 villages nr. Jericho, 3 villages nr. Jenin, 1 village nr. Qalqilya, 1 village nr. Salfit and 1 village nr. Tulkarm at night. U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)

Talks center on size of Jericho autonomous region, size and powers of Palestinian police force, redeployment of Israeli troops, control over water resources, and security of Israeli settlers in o.t. Palestinians contend Jericho includes entire 133 sq. mi. Jericho district, while Israelis assert only town of Jericho, about 10 sq. mi., is to be handed over to Palestinians. Israeli PM Rabin, in Beijing, admits Israel has sold arms to China, denies Israel broke U.S. laws against technology transfers and disputes CIA estimate that Israel-China arms trade amounts to billions of dollars a year, saying 1992-93 trade totaled $60 m. Rabin says "we have never done anything against American law" and asserts, "We are not stupid enough to endanger" U.S. aid to Israel. PLO Central Council ends 2-day meeting in Tunis, votes 63-8 (9 abstentions) to approve Palestinian-Israeli DoP. 25 delegates to the 107-member council do not attend, including reps. of PFLP and DFLP, who boycott meeting, and several opponents of the accord who were not invited or barred fr. entering Tunisia, including Fateh mbr. Hani al-Hasan. Meeting also adopts resolution establishing Palestinian National Authority under Arafat to assume powers transferred by Israel. Turmoil surrounding meeting points to power struggle among Arafat loyalists as PLO figures contend for positions in nascent Palestinian administration in Gaza and Jericho. Applications for the Palestine Central Security Force (Palestinian police) reportedly far outstrip vacancies, with 30,000 applications issued for the 17,000-strong force. 4,000 forms are filled out in Hebron, while 10,000 are submitted in Gaza for 3,800 vacancies. (WT 10/11)

CIA informs Senate Govtl. Affairs Comm. that Israel has been providing China with advanced military technology for over a decade, including fighter aircraft, missiles, and tanks. Report estimates Israel-China weapons trade amounts to "several billion dollars," notes that Israeli weapons companies are expanding presence in China. Report asserts "the Chinese seek fr. Israel advanced military technology that U.S. and Western firms are unwilling to provide." Israeli embassy denies Israel has transferred U.S. technology to China, spokeswoman saying, "Israel adheres to all of its commitments to the United States with regard to its relationship with China."
