Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Khan Yunis. In the West Bank, IDF troops arrest 6 Palestinians during late-night raids in and around Jenin and Bethlehem, and patrol near Hebron. For a 2d day in a row, the Egyptian authorities partially open the Rafah border crossing. They allow 882 humanitarian cases, including students and infirm individuals, to exit Gaza, while 166 Palestinians return to Gaza from Egypt. (MNA 8/29; OCHA 9/14)

Hamas’s leader in Gaza Yahya Sinwar announces that the group has restored relations with Iran. “The relationship today is developing and returning to what it was in the old days,” Sinwar says, referring to the 2011 breakdown in relations over Hamas’s refusal to support Syrian pres. In the Gaza Strip, IDF troops conduct a limited incursion nr. Khan Yunis, to level land close to the border fence. In response, Palestinians fire several mortar shells at the soldiers with 2 landing inside Israel, causing no damage or injuries, an attack claimed by Palestinian Islamic Jihad. In response, the IAF conducts an air strike against 2 sites in open land, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Jenin and Qalqilya in the afternoon, and in Hebron at night; patrols in 1 village nr. Hebron and in Qalqilya in the afternoon, and in 2 villages and al-‘Arub r.c. nr. Hebron at night. White House National Security Adviser Susan Rice attributes in part “increased tensions on the ground” in Israel and the oPt to “recent settlement announcements,” in remarks to the Middle East Institute think tank in Washington. Rice affirms that the U.S. “does not accept the legitimacy of continued Israeli settlement activity.” (ToI 11/15)

Russian pres. Vladimir Putin and Syrian pres. Bashar al-Asad discuss plans for the proposed “Geneva 2” peace conference during a telephone call. No significant details are divulged. (REU 11/14)

Israeli drones makes an air strike on a car in Gaza City, assassinating Zuhair al-Qaissi, top military cmdr. the Popular Resistance Comms. (PRCs) and senior PRC mbr. Mahmoud Hanani, and seriously wounding 1 civilian bystander. Israel accuses Qaissi of plotting a cross-border attack similar to the 8/2011 Elat attack from Egypt. In response, Islamic Jihad and the PRCs fire at least 6 Qassam rockets, 4 Grads, and 2 mortars fr. Gaza into Israel, causing no damage or injuries. Later, Israel carries out 2 more air strikes on a rocket-launching team e. of Gaza City, killing 3 Islamic Jihad mbrs. Late in the evening Israeli warplanes make 3 air strikes on separate targets nr. Gaza City, striking a residential area (lightly injuring 2 civilians inside their home), targeting a garage under an apartment building (injuring 3 civilians, including a child), and targeting a group of armed Palestinians, killing 1 Islamic Jihad mbr. In the West Bank, the IDF patrols in 6 villages nr. Ramallah in the morning; 3 villages nr. Jenin in the evening (firing tear gas and stun grenades at stone-throwing youths who confront them in 1 instance, causing no injuries); and 1 village nr. Tulkarm late at night. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Nabi Salih, and Ni’lin; demonstrations in Bil’in and Nabi Salih also call for solidarity with Palestinian prisoners in Israeli jails. As the armed conflict in Syria escalates, Hamas officials in Lebanon meet with Hizballah leaders to urge them to back away from supporting the Asad regime, warning that continued support for a regime that kills innocent civilians would undermine Hizballah’s reputation. (NYT 4/6)

West Bank Islamic Jihad spokesman Khader Adnan, held in Israeli administrative detention and observing a hunger strike since 12/17, ends his fast after reaching a deal with the Israeli Justice Min. under which authorities agree to not renew his detention order and to release him 3 weeks early (on 4/17/12) provided no new information on his case comes to light. As a result, a meeting of Israel’s High Court, set later for the day, is canceled. That hearing could have ordered a broader review of Israeli military courts and the policy of administrative detention, which Israeli PM Benjamin Netanyahu sought to avoid. Israel is currently holding around 320 Palestinian administrative detainees, down from 800 in 1/2008. Meanwhile, Palestinians demonstrate in solidarity with Adnan outside Ofer prison nr. Unidentified Palestinians fire a mortar fr. Gaza into Israel, causing no damage or injuries. IDF troops on the n. Gaza border fire warning shots at about 75 Palestinian and international demonstrators staging a nonviolent march towards the Erez crossing to protest Israel’s imposition of a nogo zone along the length of the Gaza border; no injuries are reported. IDF troops on the Gaza border n. of Bayt Hanun fire warning shots at a smaller group of Palestinians staging a similar nonviolent march to the border, causing no injuries. In the West Bank, the IDF patrols in Jenin and 1 nearby village in the morning; in and around Tulkarm and in 1 village nr. Jenin (firing tear gas and percussion grenades at stone-throwing youths who confront them, causing no serious injuries) in the afternoon; and I Tulkarm and 1 village nr. Salfit late at night. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that Egypt is brokering talks in Cairo between Israel and Hamas authorities in Gaza to increase the amount of fuel Israel allows into Gaza to run Gaza’s electricity plan so as to ease rolling blackouts across the Strip. OCHA reports that Israel allowed in more fuel this week, but blackouts are still averaging 8–16 hours/day, compared to 12–18 hrs./ day in recent weeks. In 1/2012, Egypt tightened its restrictions on fuel trucks traveling toward the Gaza border area to limit smuggling of fuel through the tunnels under the Rafah border (see Quarterly Update in JPS 163). Ramallah in the morning, in Tulkarm in the afternoon, and in 2 villages nr. Jenin (firing stun grenades at stone-throwing Palestinians who confront them in 1 instance) and 1 nr. Qalqilya late at night. In the afternoon, the IDF raids and searches stores nr. Qalqilya and enters al-Zira village nr. Bethlehem in search of Palestinian youths who had stoned a patrol earlier (questioning youths at random, arresting 4). Late at night, the IDF patrols in Aqabat Jabir r.c. nr. Jericho, firing live ammunition, rubbercoated steel bullets, tear gas, and stun grenades at stone-throwing Palestinians who confront them, wounding 3 Palestinians with live ammunition (2 seriously); enters Jericho and 1 nearby village to serve 3 Palestinians with papers summoning them for questioning. The IDF also makes a late-night raid on and search of the Nablus-area home of a Palestinian released in the recent prisoner swap that freed IDF Cpl. Gilad Shalit, serving him with orders to appear for questioning; during the raid, a pregnant woman in the home complains of pain and is taken to the hospital, where she miscarries. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin; demonstrations in Bil’in, Nabi Salih, and Ni’lin also call for solidarity with hungerstriking Islamic Jihad prisoner Khader Adnan. IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 3 Palestinian protesters, 1 Palestinian journalist, and 1 New York Times reporter are injured. Palestinians in Kafr al-Dik village nr. Salfit hold their first nonviolent protest against recent IDF actions in the nearby Dayr Sam’an archeological area that have been interpreted as preliminary steps to annex the area; IDF troops fire tear gas and percussion grenades to disperse them, causing no injuries. Jewish settlers fr. Carmiel settlement nr. Hebron escorted by IDF troops plant trees on 40 d. of nearby Palestinian agricultural land along a new settleronly bypass road. Hamas’s Haniyeh arrives in Iran. Neither side discusses the visit, hoping to keep a low profile. Arab media reports (see NYT 2/11) say Hamas is resisting pressure fr. Iran to demonstrate support for Syria’s Asad. Gulf leaders urged Haniyeh against visiting Iran, but he demurred. (NYT 2/11)

The IDF holds PA presidential candidate Mustafa Barghouthi at gunpoint at a Hebron checkpoint, denies him passage to a campaign stop in nearby Tal al-Armida village; imposes a daylong curfew on al-Khadir; fires on residential areas of Khan Yunis, seriously injuring a 5-yr.-old Palestinian boy on the roof of his home; conducts arrest raids, house searches in Bayt Sahur, Hebron and neighboring Bayt Kahil and Ithna, al-Khadir, Nablus, Taqu‘a nr. In Damascus, Abbas, PA PM Ahmad Qurai‘ hold reconciliation talks with Syrian pres. Bashar al-Asad, agree to resume high-level contacts, suspended by Syria in 1993 over the signing of the Oslo Accord. Abbas, Qurai‘ also hold talks with Hamas leader Khalid Mishal and the leadership of Islamic Jihad, Popular Front for the Liberation of Palestine–General Command to press them to support or take part in Palestinian presidential election, to keep a lid on violence in the run-up to elections in order to bolster national unity.
