In the West Bank, Israeli settlers shot and injured 1 Palestinian man near Beit Umar, others suffered tear-gas related injuries when Israeli forces intervened on behalf of the settlers. Israeli settlers also set fire to a Palestinian home in Mukhmas, rendering 6 Palestinians homeless. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Ein al-Beida, Tulkarm, Qalqilya, Haris, Huwwara, and Deir Sharaf. Israeli forces shot and killed 2 Palestinians and injured 3 others during a raid in Nablus, 3 were arrested. Israeli forces also shot and killed 1 Palestinian man while dispersing a protest in Umm Safa; Israeli settlers also attacked the Palestinian protesters with sticks and stones, causing injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with baton rounds and others with tear gas. Israeli forces also violently dispersed some 300 Israeli activists from Peace Now using stun grenades. In the West Bank, 1 Israeli settler was killed near the Hermesh settlement; the Al-Aqsa Martyr’s Brigades took responsibility, calling it revenge for Israeli attacks on the organization. Israeli forces subsequently closed multiple checkpoints in and around Tulkarm. Israeli settlers raided Jalud, throwing stones and attempting to set fire to a house. When Israeli forces showed up, they violently dispersed Palestinian protesters, injuring 3 with baton rounds. Israeli settlers also threw stones at Palestinian-owned vehicles traveling near Yasuf and Ya’bad. Elsewhere, Israeli settlers erected tents near Deir Istiya. Israeli settlers also vandalized Palestinian-owned vehicles near the Homesh settlement outpost. Israeli forces raided Askar refugee camp, injuring 1 with a baton round and 44 with tear gas. Israeli forces seized 2 bulldozers and 1 tractor in al-Walaja. Israeli forces also issued stop-work orders for 2 homes and 1 water well in the Masafer Yatta area and 8 stop-work orders for homes in Deir Balut. Elsewhere, Israeli forces raided a school in Huwwara, causing tear-gas related injuries. 2 Palestinian minors were arrested during a raid in Silwad. Israeli settlers also assaulted 1 Palestinian man working his land near Ya‘bad, causing bruises. Israeli forces violently dispersed Palestinian protesters in Bazariya, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Burin, injuring 2 with baton rounds and 7 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Dayr Sharaf, injuring 1 with a baton round and 23 with tear gas. Israeli forces also violently dispersed Palestinian protesters near Tulkarm, causing tear-gas related injuries. More than 60 were arrested, only 2 of which were Israeli settlers. Israeli settlers also attacked several Palestinians and their property in the Old City, including with assault and pepper spray. More than 2,500 Israeli settlers led by MK Itamar Ben-Gvir also toured the Haram al-Sharif compound, raising Israeli flags. Elsewhere, after the flag march, Israeli settlers attacked Palestinians and their property, including several vehicles in Sheikh Jarrah, assaulting 1 Palestinian journalist covering the events for the Israeli public broadcaster Kan. In Gaza, Israeli forces opened fire at Palestinians east of al-Qarara and Gaza City; no injuries were reported. While speaking at Elon Moreh during an event celebrating the Israeli occupation of East Jerusalem, the commander of the Samaria brigade Roi Zweig said that “the [Israeli] army and the settlement enterprise are one and the same.” (HA 5/30; MDW 6/3)

The Israeli government told the high court of justice that it is enforcing a ban on Israeli settlers accessing the Homesh settlement outpost. Haaretz reporting said that the Israeli military is not enforcing the ban and allows Israeli settlers to access the outpost regularly. (HA 6/2)

The Times of Israel reported that the U.S. Biden administration had shelved plans to reopen the U.S. consulate to Palestinians in Jerusalem and instead is promoting the deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr to special envoy to Palestinians. The Palestinian Affairs Unit at the U.S. embassy to Israel will, according to the TOI reporting, begin to report to Hady Amr rather than to the U.S. ambassador to Israel. PA officials have voiced frustration with the U.S. administration for failing to fulfill its promises to Palestine and using the Israeli government coalition’s instability as an excuse. In the West Bank, an Israeli settler rammed by car 1 Palestinian man walking at the Beit Sira checkpoint, killing the man; it was unclear whether the settler rammed the man intentionally. Israeli settlers also tried to attack a car repair shop in Bazariya, but were repelled by Palestinians. Israeli forces shot and killed 1 Palestinian man during a late-night raid in Balata refugee camp; Israel claimed the man had opened fire at Israeli soldiers raiding the camp; no Israelis were injured. Israeli forces also seized 1 excavator in Dura. 8 Palestinian minors were killed in a traffic accident in the Jordan Valley; PA president Mahmoud Abbas declared a day of national mourning after the accident. 21 Palestinians were arrested in Ramallah, Nablus, Hebron, al-Far‘a refugee camp, and Tulkarm; during the raid in al-Far‘a refugee camp, Israeli forces injured 1 Palestinian with a rubber-coated bullet and others with tear gas. In East Jerusalem, 2 Palestinians were arrested. Israeli deputy economy minister Yair Golan from the Meretz party called Israeli settler attacks on Palestinians a pogrom, in relation to attacks near at the Homesh settlement outpost. Deputy Economy Minister Golan was condemned by many Israeli politicians for his comments, and for calling the settlers “subhuman,” including by Prime Minister Naftali Bennett who said Golan’s remarks were “bordering blood libel” and that “[s]ettlement activity in the West Bank represents modern-day pioneering.” (AP, HA, TOI 1/6; HA, MEMO 1/7; HA, MEMO 1/8)

The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. Israeli Walla News reported that Israel’s director of European affairs at the foreign ministry, Aliza Bin Noun, shouted at European diplomats during a meeting where the Europeans complained about Israeli plans to build new settlements in East Jerusalem and the West Bank. (MEE, MEMO 1/7)

A U.S. district judge in New York dismissed a lawsuit brought against the PLO and PA for the stabbing of 1 American man in an Israeli settlement in the West Bank in 2018. The judge called the U.S. law the Anti-Terrorism Clarification Act of 2018, that allows individuals to sue the PLO and the PA, unconstitutional. (REU 1/7; WAFA 1/8)

In the West Bank, Israeli settlers from the evacuated Homesh settlement outpost attacked 3 Palestinian farmers working their lands near Burqa with stones, sticks, and physical assault. Israeli settlers also threw stones at Palestinian vehicles driving on the Jenin-Nablus road, damaging 4 cars. Elsewhere, Israeli settlers set fire to Palestinian-owned olive trees in al-Shuyukh, damaging 50. Israeli forces violently dispersed Palestinians during a raid in Nablus, injuring 1 with live ammunition and others with tear gas. Israeli forces also demolished an agricultural structure in Yatta and uprooted 250 olive trees in al-Ras. 3 Palestinians were arrested during raids in Bethlehem and Yatta. In East Jerusalem, 85 Israeli settlers toured the Haram al-Sharif compound. 4 Palestinians were arrested during a raid in Isawiya. The Israeli state prosecutor’s office urged the Jerusalem district court to uphold a ban barring Palestinian applicants for family reunification, despite the law having expired in July. The state prosecutor’s office said that the expiration of the ban is only temporary. (HA 11/15)

It was reported that Israel’s defense minister Benny Gantz had asked the U.S. to pressure European and Arab countries to increase their aid to the PA, fearing that the PA might financially collapse soon. The request was reportedly made ahead of the Ad Hoc Liaison Committee on 11/17. (HA 11/15)
