Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Ein al-Beida, Tulkarm, Qalqilya, Haris, Huwwara, and Deir Sharaf. Israeli forces shot and killed 2 Palestinians and injured 3 others during a raid in Nablus, 3 were arrested. Israeli forces also shot and killed 1 Palestinian man while dispersing a protest in Umm Safa; Israeli settlers also attacked the Palestinian protesters with sticks and stones, causing injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with baton rounds and others with tear gas. In the West Bank, 1 Israeli settler was killed near the Hermesh settlement; the Al-Aqsa Martyr’s Brigades took responsibility, calling it revenge for Israeli attacks on the organization. Israeli forces subsequently closed multiple checkpoints in and around Tulkarm. Israeli settlers raided Jalud, throwing stones and attempting to set fire to a house. When Israeli forces showed up, they violently dispersed Palestinian protesters, injuring 3 with baton rounds. Israeli settlers also threw stones at Palestinian-owned vehicles traveling near Yasuf and Ya’bad. Elsewhere, Israeli settlers erected tents near Deir Istiya. Israeli settlers also vandalized Palestinian-owned vehicles near the Homesh settlement outpost. Israeli forces raided Askar refugee camp, injuring 1 with a baton round and 44 with tear gas. Israeli forces seized 2 bulldozers and 1 tractor in al-Walaja. Israeli forces also issued stop-work orders for 2 homes and 1 water well in the Masafer Yatta area and 8 stop-work orders for homes in Deir Balut. In the West Bank, Israeli forces shot and injured 1 Palestinian minor with live ammunition during a raid in al-Arroub refugee camp. Israeli forces also shot and injured 1 Palestinian with live ammunition during a late-night raid in Qabatiya. Elsewhere, Israeli forces rammed 1 Palestinian during a late-night raid in Zababdeh. Israeli forces also demolished 1 agricultural structure and stone walls, sealed a water well, and uprooted some 250 olive tree saplings in al-Mughayyir, demolished 1 agricultural structure in Nabi Ilyas, and 1 agricultural structure in al-Khader. Meanwhile, Israeli forces issued demolition notices for 1 house in Susiya in the Masafer Yatta area. 12 Palestinians were arrested during late-night raids in Jalazun refugee camp, Deir Abu Mash‘al, Bayt Rima, Beit Fajjar, Nablus, Deir al-Hatab, Tulkarm, and Qabatiya. Referring to the evacuated Homesh settlement outpost, U.S. state department spokesperson Ned Price said that the U.S. call on the Israeli government “to refrain from unilateral steps certainly includes any decision to create a new settlement, to legalize outposts or allowing building of any kind deep in the West Bank, adjacent to Palestinian communities or on private Palestinian land.” (HA, MEMO 1/5)

In the West Bank, Israeli settlers threw stones at 1 Palestinian vehicle driving near the Homesh settlement outpost, injuring 1 and damaging the car. Thousands of Palestinians partook in a funeral ceremony in Ramallah for Al Jazeera journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11 in Jenin refugee camp. PA president Mahmoud Abbas spoke at the ceremony and awarded her the Al-Quds star of honor. Abu Akleh will be buried in East Jerusalem on 5/13. Israeli forces prevented Palestinians in the funeral procession from accompanying her casket through the Qalandia checkpoint from Ramallah to East Jerusalem. Israeli forces also demolished a water collection pond used for irrigation in Marj Na‘aj. 7 Palestinians were arrested, including 5 during a late-night raid in Hebron, Rumana, Qabatiya, and Burqin, and 2 at flying checkpoints in Hebron and Tulkarm. Israel’s higher planning council approved 4,427 new settlement housing units in the West Bank. 2,791 received final approval, while 1,636 were deposited for public comment before final approval. Among the new housing units are the retroactive legalization of the Mitzpeh Dani and Givat Oz VeGaon settlement outposts and expansion of the settlements of Negohot, Shvut Rachel, Dolev, Betar Ilit, and Kiryat Arba. According to Haaretz, the government’s meeting to approve the settlements was a condition by Yamina MK Nir Orbach to remain in the fragile government coalition. UN Middle East envoy Tor Wennesland condemned the settlement expansions. Ecuadorian president Guillermo Lasso met with Israeli president Isaac Herzog in Jerusalem, saying he will open a representative office in Jerusalem and support Israel in votes at the UN. President Lasso also met with prime minister Naftali Bennett and foreign minister Yair Lapid. (HA 5/12)

The New York Times reported that the FBI stated in a 2018 letter to the Israeli government that it wanted to use NSO Group’s Pegasus spyware “for the collection of data from mobile devices for the prevention and investigation of crimes and terrorism” before purchasing the spyware later the same year. In the West Bank, an Israeli settler rammed by car 1 Palestinian man walking at the Beit Sira checkpoint, killing the man; it was unclear whether the settler rammed the man intentionally. Israeli settlers also tried to attack a car repair shop in Bazariya, but were repelled by Palestinians. Israeli forces shot and killed 1 Palestinian man during a late-night raid in Balata refugee camp; Israel claimed the man had opened fire at Israeli soldiers raiding the camp; no Israelis were injured. Israeli forces also seized 1 excavator in Dura. 8 Palestinian minors were killed in a traffic accident in the Jordan Valley; PA president Mahmoud Abbas declared a day of national mourning after the accident. 21 Palestinians were arrested in Ramallah, Nablus, Hebron, al-Far‘a refugee camp, and Tulkarm; during the raid in al-Far‘a refugee camp, Israeli forces injured 1 Palestinian with a rubber-coated bullet and others with tear gas. In East Jerusalem, 2 Palestinians were arrested. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles northwest of Rafah; no injuries were reported. Israeli deputy economy minister Yair Golan from the Meretz party called Israeli settler attacks on Palestinians a pogrom, in relation to attacks near at the Homesh settlement outpost. Deputy Economy Minister Golan was condemned by many Israeli politicians for his comments, and for calling the settlers “subhuman,” including by Prime Minister Naftali Bennett who said Golan’s remarks were “bordering blood libel” and that “[s]ettlement activity in the West Bank represents modern-day pioneering.” (AP, HA, TOI 1/6; HA, MEMO 1/7; HA, MEMO 1/8)

The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. Israeli Walla News reported that Israel’s director of European affairs at the foreign ministry, Aliza Bin Noun, shouted at European diplomats during a meeting where the Europeans complained about Israeli plans to build new settlements in East Jerusalem and the West Bank. (MEE, MEMO 1/7)

A U.S. district judge in New York dismissed a lawsuit brought against the PLO and PA for the stabbing of 1 American man in an Israeli settlement in the West Bank in 2018. The judge called the U.S. law the Anti-Terrorism Clarification Act of 2018, that allows individuals to sue the PLO and the PA, unconstitutional. (REU 1/7; WAFA 1/8)

In the West Bank, Israeli settlers from the evacuated Homesh settlement outpost attacked 3 Palestinian farmers working their lands near Burqa with stones, sticks, and physical assault. Israeli settlers also threw stones at Palestinian vehicles driving on the Jenin-Nablus road, damaging 4 cars. Elsewhere, Israeli settlers set fire to Palestinian-owned olive trees in al-Shuyukh, damaging 50. Israeli forces violently dispersed Palestinians during a raid in Nablus, injuring 1 with live ammunition and others with tear gas. Israeli forces also demolished an agricultural structure in Yatta and uprooted 250 olive trees in al-Ras. 3 Palestinians were arrested during raids in Bethlehem and Yatta. In East Jerusalem, 85 Israeli settlers toured the Haram al-Sharif compound. 4 Palestinians were arrested during a raid in Isawiya. The Israeli state prosecutor’s office urged the Jerusalem district court to uphold a ban barring Palestinian applicants for family reunification, despite the law having expired in July. The state prosecutor’s office said that the expiration of the ban is only temporary. (HA 11/15)

It was reported that Israel’s defense minister Benny Gantz had asked the U.S. to pressure European and Arab countries to increase their aid to the PA, fearing that the PA might financially collapse soon. The request was reportedly made ahead of the Ad Hoc Liaison Committee on 11/17. (HA 11/15)

IDF troops on the Israeli side of the Erez crossing into Gaza fire warning shots at some 80 Palestinian and international activists staging a nonviolent march to the border to protest Israel’s imposition of a buffer zone; no injuries are reported. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in Birzeit and 2 nearby villages and in Tulkarm and 1 nearby village. Jewish settlers block Palestinian traffic on the Tulkarm-Nablus road nr. Bayt Lid, marking the 2d anniversary of the shooting death of a settler there. Jewish settlers guarded by the IDF hold religious services at the fmr. Unidentified Palestinians fire a homemade Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In response to this attack and the 8/31–9/2 Hamas shootings in the West Bank, the IDF carries out 2 air strikes on Rafah tunnels (killing 2 Palestinians, injuring 2) and 1 on a tunnel on the Gaza-Israel border e. of Abassan in s. Gaza (causing no reported injuries). In the West Bank, the IDF patrols in Tulkarm in the morning, making no arrests; occupies a Palestinian home in Hebron as an observation post; conducts evening and late-night patrols in villages nr. Nablus, Qalqilya, and Tulkarm, making no arrests. For a second day, Jewish settlers gather at the evacuated Homesh settlement site nr. Nablus and stone passing Palestinian vehicles. UNRWA suspends operations in Gaza citing lack of fuel because of Israel’s blockade, stating that more than 700,000 Palestinians will not receive food aid as a result. Operation of UNRWA schools, clinics are also affected; because of fuel cuts, 12 municipalities and solid waste management councils have stopped all operations, affecting at least 500,000 Gazans. Early in the morning, the IDF send troops under cover of aircraft into Abasan to level land, making an air strike on a group of armed Palestinians, wounding 2 gunmen, 2 bystanders. In the West Bank, the IDF conducts late-night house searches nr. Tulkarm (no arrests are reported). Jewish settlers enter the Homesh settlement site (evacuated by the IDF in 2005), attack a Palestinian shepherd nearby, kill 2 of his sheep, steal 2. Unidentified assailants kidnap a fmr. Israel releases 29 Palestinian prisoners fr. Gaza (see 10/1); once again, the IDF fires on Palestinians waiting at the Erez crossing to welcome the prisoners home, wounding a Reuters cameraman. Late in the evening, the IDF sends troops into Khan Yunis, bulldozing agricultural land, searching and occupying Palestinian homes as observation posts, exchanging fire with local Palestinian gunmen, killing 1 armed Palestinian. In the morning, the IDF says that 70% of Gaza settlers have been evacuated, most Gaza residents have not resisted the evacuation, most protests and resistance are by West Bank settler youth (and some American Jewish youth) who have come to Gaza in recent wks. to block the withdrawal. During the day, the evacuations of Gan Or (est. 1983, pop. 350, size 1,692 d., hrs. to evac. 5), Kefar Darom (est. 1989, pop. 490, size 276 d., hrs. to evac. 12), Kefar Yam (est. 1983, pop. 15, hrs. to evac. 3), Netzer Hazani (est. 1973, pop. 460, size 250 d., hrs. to evac. 5), Neve Dekalim (est. 1983, pop. 2,700, size 1,443 d., hrs. to evac. 35), Shirat Hayam (est. 2001, pop. 40, hrs. to evac. 5) settlements are completed. An increasing number of settlers set fire to their homes and to greenhouses as they leave to prevent them fr. being turned over to Palestinians. For the 1st time, 1 armed resident in Kefar Yam, 4 armed disengagement protesters in Shirat Hayam threaten to shoot IDF soldiers if they follow orders to remove settlers, but only if soldiers fire first; the incidents defuse without violence. As of midnight local time, the IDF seals the Gaza Strip in preparation for disengagement implementation beginning on 8/17, making it illegal for Israelis to enter Gaza. During the day, some 7,500 PA security forces, overseen byEgyptian security officers, begin deploying nr. Gaza settlements to prevent Palestinians fr. approaching them. Before dawn, Palestinian gunmen fire on Kefar Darom, causing no damage or injuries; an IDF tank returns fire, accidentally targeting an IDF personnel carrier, wounding 5 IDF soldiers. In the West Bank, the IDF sends troops into Tulkarm, closes the main street, interrogates residents; conducts arrest raids, house searches in villages around Tulkarm; occupies a house nr. Nablus as an observation post. Nr. Qalqilya, a Palestinian dies of heat stroke after being handcuffed by IDF troops, left in the sun for hrs.
