In the West Bank, gunmen opened fire at an Israeli settler car near the Hamra settlement east of Nablus, injuring 1 settler with glass shrapnel. Israeli settlers threw stones at Palestinian farmers in Umm Safa. Israeli settlers also set fire to 20 Palestinian-owned beehives in Khirbet Zanuta. Israeli forces shot and injured 1 Palestinian minor near Silwad. The minor succumbed to his injuries on 8/7. Israeli forces also raided Nablus, injuring 2 Palestinians with live ammunition and 1 with shrapnel; others suffered tear-gas related injuries. Elsewhere, Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Zababdeh. Israeli forces also forcefully removed Palestinians and Israeli activists from a Palestinian-owned water well to allow Israeli settlers from a nearby outpost to take over the well near Tuba. The Israeli High Court of Justice dismissed a petition by Palestinian landowners to have the Homesh outpost evacuated to allow the landowners to access their land. The court said that since the outpost’s buildings were moved to Israeli state-owned land earlier this year, they are no longer considered illegal. They did not address the issue of the Palestinians being prevented from accessing their land by the Israeli military because of the permanent Israeli settler presence at Homesh. (HA 8/2; REU 8/3)

In the West Bank, Israeli forces shot and killed 1 Palestinian minor and injured 2 others with live ammunition during a raid in Jenin. Elsewhere, Israeli forces issued stop work orders for agricultural projects and seized 3 trucks near Jericho and issued stop-work orders for 2 agricultural structures in Jayyus. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces sealed the family home in al-Tur of 1 Palestinian man who rammed a car into 3 Israeli settlers on 2/10. The Israeli security cabinet approved the legalization of the 9 settlement outposts Avigail, Asael, Shacharit, Givat Arnon, Givat Harel, Givat Haro’eh, Malachei Hashalom, Mitzpe Yehuda, Beit Hogla, and Sde Boaz. The security cabinet also approved the connection of other settlement outposts to Israeli infrastructure. In addition, finance minister Bezalel Smotrich said that the cabinet approved building permits for nearly 10,000 new Israeli settlement units, with the final number to be decided by the civil administration planning and zoning committee. The PA condemned the decisions and called on the international community to intervene. Israel’s ministerial committee for legislative affairs voted to repeal parts of the 2005 Disengagement Law, allowing Israeli settlers to enter settlement outposts evacuated in 2005, including the Homesh settlement outpost. The bill to repeal parts of the law will have to pass 3 readings in the Knesset. (HA, WAFA 2/12)

The Israeli Civil Administration issued a new directive prohibiting Palestinians from the West Bank under the age of 22 from participating in organized peace-building activities in Israel. Married Palestinians over the age of 22 will be allowed to participate as will single Palestinians over the age of 27. The civil administration also limited the number of permits for peace-building activities to 500. (HA 2/12)

Arab leaders met at the Arab League Conference in Support of Jerusalem in Cairo. The conference was attended by Egyptian president Abdel Fattah al-Sisi, PA president Mahmoud Abbas, Jordanian king Abdullah II, and foreign ministers from other Arab League members. Israeli president Isaac Herzog gave a televised address urging the Benjamin Netanyahu-led government not to continue with its plans to change the balance of powers by overhauling the judicial system and proposed a compromise instead. In the West Bank, Israeli settlers threw stones at 1 Palestinian vehicle driving near the Homesh settlement outpost, injuring 1 and damaging the car. Thousands of Palestinians partook in a funeral ceremony in Ramallah for Al Jazeera journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11 in Jenin refugee camp. PA president Mahmoud Abbas spoke at the ceremony and awarded her the Al-Quds star of honor. Abu Akleh will be buried in East Jerusalem on 5/13. Israeli forces prevented Palestinians in the funeral procession from accompanying her casket through the Qalandia checkpoint from Ramallah to East Jerusalem. Israeli forces also demolished a water collection pond used for irrigation in Marj Na‘aj. 7 Palestinians were arrested, including 5 during a late-night raid in Hebron, Rumana, Qabatiya, and Burqin, and 2 at flying checkpoints in Hebron and Tulkarm. In East Jerusalem, Israeli forces raided a house in Bayt Hanina, where friends and family of Abu Akleh were holding a memorial ceremony for her; Israeli forces confiscated Palestinian flags. Israel’s higher planning council approved 4,427 new settlement housing units in the West Bank. 2,791 received final approval, while 1,636 were deposited for public comment before final approval. Among the new housing units are the retroactive legalization of the Mitzpeh Dani and Givat Oz VeGaon settlement outposts and expansion of the settlements of Negohot, Shvut Rachel, Dolev, Betar Ilit, and Kiryat Arba. According to Haaretz, the government’s meeting to approve the settlements was a condition by Yamina MK Nir Orbach to remain in the fragile government coalition. UN Middle East envoy Tor Wennesland condemned the settlement expansions. Ecuadorian president Guillermo Lasso met with Israeli president Isaac Herzog in Jerusalem, saying he will open a representative office in Jerusalem and support Israel in votes at the UN. President Lasso also met with prime minister Naftali Bennett and foreign minister Yair Lapid. (HA 5/12)

The New York Times reported that the FBI stated in a 2018 letter to the Israeli government that it wanted to use NSO Group’s Pegasus spyware “for the collection of data from mobile devices for the prevention and investigation of crimes and terrorism” before purchasing the spyware later the same year. In the West Bank, 1000s of Israeli settlers with military protection marched to the partially evacuated Homesh settlement outpost, leading to a confrontation with Palestinians protesting the march; 79 Palestinians were injured. Israeli defense minister Benny Gantz had originally warned that Israeli forces would not protect the settlers, but reversed that decision. The march was attended by Yamina MK Idit Silman and Religious Zionist MK Itamar Ben-Gvir. Israeli settlers also vandalized 40 olive trees in Jaba‘. Elsewhere, Israeli settlers vandalized solar panels, electric poles, and a water tank in Wadi Qana. Israeli forces shot and injured 1 Palestinian man using live ammunition in Hebron. 2 Palestinians were arrested in Wadi as-Samen. In East Jerusalem, Israeli forces raided the Haram al-Sharif compound to make way for Israeli settlers touring the site. Around 622 Israeli settlers visited the compound. 2 Palestinians were arrested in al-Tur and the Old City. U.S. secretary of state Antony Blinken spoke with PA president Mahmoud Abbas, Jordanian foreign minister Ayman Safadi, and Israeli foreign minister Yair Lapid in an effort to calm the situation at the Haram al-Sharif compound. Turkish president Recep Tayyip Erdoğan also spoke with Israel’s president Isaac Herzog about the situation at the compound. The UN security council convened to discuss the Israeli incursions into the Haram al-Sharif compound, which led to nearly 200 Palestinian injuries over the weekend. The meeting was requested by Jordan. (HA 4/19)

Citizen Lab found that spyware from the Israel company Cytrox was found on a CNN Greece journalist’s phone. The journalist was working on covering a Greek corruption scandal when his phone was infected with the spyware known as Predator. (HA 4/19)

In the West Bank, an Israeli settler rammed by car 1 Palestinian man walking at the Beit Sira checkpoint, killing the man; it was unclear whether the settler rammed the man intentionally. Israeli settlers also tried to attack a car repair shop in Bazariya, but were repelled by Palestinians. Israeli forces shot and killed 1 Palestinian man during a late-night raid in Balata refugee camp; Israel claimed the man had opened fire at Israeli soldiers raiding the camp; no Israelis were injured. Israeli forces also seized 1 excavator in Dura. 8 Palestinian minors were killed in a traffic accident in the Jordan Valley; PA president Mahmoud Abbas declared a day of national mourning after the accident. 21 Palestinians were arrested in Ramallah, Nablus, Hebron, al-Far‘a refugee camp, and Tulkarm; during the raid in al-Far‘a refugee camp, Israeli forces injured 1 Palestinian with a rubber-coated bullet and others with tear gas. In East Jerusalem, 2 Palestinians were arrested. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles northwest of Rafah; no injuries were reported. Israeli deputy economy minister Yair Golan from the Meretz party called Israeli settler attacks on Palestinians a pogrom, in relation to attacks near at the Homesh settlement outpost. Deputy Economy Minister Golan was condemned by many Israeli politicians for his comments, and for calling the settlers “subhuman,” including by Prime Minister Naftali Bennett who said Golan’s remarks were “bordering blood libel” and that “[s]ettlement activity in the West Bank represents modern-day pioneering.” (AP, HA, TOI 1/6; HA, MEMO 1/7; HA, MEMO 1/8)

The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. A U.S. district judge in New York dismissed a lawsuit brought against the PLO and PA for the stabbing of 1 American man in an Israeli settlement in the West Bank in 2018. The judge called the U.S. law the Anti-Terrorism Clarification Act of 2018, that allows individuals to sue the PLO and the PA, unconstitutional. (REU 1/7; WAFA 1/8)

In the West Bank, Israeli forces uprooted 50 olive trees in Wadi Fukin. Israeli forces also demolished 9 residential and 14 agricultural structures in Ibziq. Elsewhere, Israeli forces demolished a house under construction in Qalqas. Israeli force shot and injured 6 Palestinians using live ammunition during a late-night raid in Tubas. 13 Palestinians were arrested during raids in al-Am‘ari refugee camp, Beit Umar, Halhul, Yatta, Jenin, Ya‘bad, and Kaft Laqif; 1 Palestinian was injured by Israeli live ammunition during a protest against the raid in al-Am‘ari refugee camp. In East Jerusalem, Israeli forces physically assaulted 2 Palestinians in Isawiya and Jabel Mukaber. The Jordanian Detainees Committee in Saudi Arabia said that a Saudi court had reduced the sentence of former Hamas official Mohammad al-Khodari from 15 years to 3 years in prison. Al-Khodari was 1 of some 60 Jordanian and Palestinian nationals to receive sentences by Saudi Arabia earlier this year for an affiliation with Hamas or other resistance groups. (MEMO 12/29)

PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz at Gantz’s residence in Rosh Ha’ayin. The 2.5-hour-long meeting was attended by Israel’s coordinator of government activities in the territories Rassan Aliyan, PA civil affairs minister Hussein al-Sheikh, and head of PA security service Majed Faraj. Civil Affairs Minister al-Sheikh said the 2 sides spoke of a political horizon while Defense Minister Gantz tweeted that the meeting was about economic and civic measures and security coordination. An Israeli statement said Israel had agreed to register 6,000 Palestinians living in the West Bank and 3,500 living in Gaza, give the PA a $32-million advance on its tax income, and grant more business permits and VIP passes for the PA. Israeli and Palestinian officials said that President Abbas demanded more action against settler violence and the revocation of terror designations for 6 Palestinian rights organizations. It was President Abbas’s 1st meeting with an Israeli official in Israel since 2010. A Hamas spokesperson condemned Abbas’s visit, saying he was accommodating the occupation and “deepening Palestinian political divisions.” Islamic Jihad and the PFLP also condemned the meeting. In Syria, Israel conducted air strikes in Latakia, causing damage at the city’s port. Israeli sources claimed that Israeli missiles had hit Iranian munitions stored in containers. A Russian official said 4 missiles were fired from 2 Israeli F-16s, causing minor material damage. Israeli forces shot and killed 1 Palestinian man near a checkpoint in the Nablus area; Israel claimed that the man had attempted ramming soldiers with his car; no soldier was injured. Israeli forces demolished a 2-story house in Nahalin; Israeli forces also violently dispersed Palestinians protesting the demolition, causing tear-gas related injuries. 1 Palestinian was arrested during a house raid in Jericho. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber, displacing 5. Israeli forces detained 3 Palestinian minors and seized their Palestinian flags after they had raised the flags on the Haram al-Sharif compound. 4 others were arrested in the Old City. In Israel, the Israeli member of the Knesset from the Religious Zionist party Itamar Ben-Gvir threatened 2 Palestinian Israeli parking garage employees with a gun when the 2 told Ben-Gvir not to park in a prohibited zone. United Arab List leader Mansour Abbas said during a conference hosted by the Hebrew newspaper Globes that “Israel was born as a Jewish state. And that was the decision of the Jewish people, to establish a Jewish state. U.S. national security advisor Jake Sullivan met with Israeli president Isaac Herzog. President Herzog had said before the meeting he would raise with Security Advisor Sullivan his desire to have the yeshiva in the evacuated settlement outpost Homesh remain. 1 Israeli settler was killed at the Homesh outpost on 12/16. The Washington Post reported that the UAE had planted NSO Group’s Pegasus spyware on Saudi dissident journalist Jamal Khashoggi’s then-fiancée’s phone prior to the killing of Khashoggi. The Post reported that Hanan Elatr’s devices were hacked while she was in Dubai airport due to her job as a flight attendant. While in Dubai airport, Elatr was detained and questioned as agents planted the Pegasus spyware on her devices. The Citizen Lab research group confirmed that the Pegasus spyware had been planted on her phone prior to the killing of Khashoggi. AP also reported that Citizen Lab had found Pegasus spyware on phones belonging to a Polish lawyer and a Polish prosecutor known to publicly oppose the right-wing Polish government’s attempts to undermine the judicial branch of government. UN special coordinator for the Middle East peace process Tor Wennesland called on Israel to cease settlement activities and displacement of Palestinians in East Jerusalem during a UN security council meeting. In the West Bank, Israeli settlers attacked and injured 1 Israeli soldier and damaged 3 vehicles in the Yitzhar settlement as Israeli forces tried to remove 1 settler-erected tent. Israeli settlers also installed water pipes on Palestinian-owned land in Ein al-Sakout. 14 Palestinians were arrested, including 13 during late-night raids in Beita, al-Khader, Umm Salamuna, and Yatta; 1 was arrested at a checkpoint near Jericho. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza using stun grenades and skunk water; 2 Palestinians were arrested. Founder of Rawabi City Bashar Masri announced that he will begin building 400 housing units on land belonging to the Greek Orthodox Church in East Jerusalem near Bayt Hanina. Masri said it had taken him more than 10 years to get the building permits from the Israeli municipality. (WAFA 10/11)

Israel issued permits for 442 undocumented Palestinians living in the West Bank and Gaza, making them official residents. Israel controls the Palestinian population registry so people without Israeli permits cannot receive a valid PA-issued identity card. More than 10,000 Palestinians are estimated to be living in the West Bank without being registered by Israel. Israel is said to register over 5,000 Palestinians in the West Bank and Gaza as part of an agreement made between Israeli defense minister Benny Gantz and PA president Mahmoud Abbas. (HA, TOI 10/11)

The Israeli high court of justice criticized the Israeli military for not protecting Palestinian farmers by enforcing a ban on Israeli settlers in the former Homesh settlement area. Because of the lack of enforcement, Palestinian farmers are frequently attacked by Israeli settlers in the area and Israeli settlers have erected a settlement outpost and a Yeshiva on the land. Israeli prime minister Naftali Bennett said that Israel will never renounce its claim to the Israeli-occupied Golan Heights, even if Syria or its president Bashir al-Assad gains favor with the world. In the West Bank, Israeli forces shut down a metal workshop and seize equipment from 3 others during raids in ‘Araba village near Jenin.
