In the West Bank, Israeli settlers shot and injured 1 Palestinian man near Beit Umar, others suffered tear-gas related injuries when Israeli forces intervened on behalf of the settlers. Israeli settlers also set fire to a Palestinian home in Mukhmas, rendering 6 Palestinians homeless. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Ein al-Beida, Tulkarm, Qalqilya, Haris, Huwwara, and Deir Sharaf. Israeli forces shot and killed 2 Palestinians and injured 3 others during a raid in Nablus, 3 were arrested. Israeli forces also shot and killed 1 Palestinian man while dispersing a protest in Umm Safa; Israeli settlers also attacked the Palestinian protesters with sticks and stones, causing injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with baton rounds and others with tear gas. Israeli forces also violently dispersed some 300 Israeli activists from Peace Now using stun grenades. The activists were marching to the Homesh settlement outpost to protest its reopening to settlers. The Israeli military said it had disciplined 5 soldiers for not obeying standard procedures when striking Gaza during the May 2021 assault on Gaza. The military did not say which incidents the soldiers were disciplined for and the soldiers will not face criminal charges. (AP 7/7; AJ 7/8)

The UN Security Council met to discuss Israel’s attack on Jenin refugee camp earlier in the week at the request of the UAE. The closed-door meeting did not result in any action. (HA 7/8)

In the West Bank, Israeli forces shot and killed 1 Palestinian minor and injured 2 others with live ammunition during a raid in Jenin. Israeli forces also violently dispersed Palestinian protesters in Abu Dis, injuring 4 with baton rounds and 71 with tear gas. Elsewhere, Israeli forces issued stop work orders for agricultural projects and seized 3 trucks near Jericho and issued stop-work orders for 2 agricultural structures in Jayyus. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces sealed the family home in al-Tur of 1 Palestinian man who rammed a car into 3 Israeli settlers on 2/10. The Israeli security cabinet approved the legalization of the 9 settlement outposts Avigail, Asael, Shacharit, Givat Arnon, Givat Harel, Givat Haro’eh, Malachei Hashalom, Mitzpe Yehuda, Beit Hogla, and Sde Boaz. The security cabinet also approved the connection of other settlement outposts to Israeli infrastructure. In addition, finance minister Bezalel Smotrich said that the cabinet approved building permits for nearly 10,000 new Israeli settlement units, with the final number to be decided by the civil administration planning and zoning committee. The PA condemned the decisions and called on the international community to intervene. Israel’s ministerial committee for legislative affairs voted to repeal parts of the 2005 Disengagement Law, allowing Israeli settlers to enter settlement outposts evacuated in 2005, including the Homesh settlement outpost. The bill to repeal parts of the law will have to pass 3 readings in the Knesset. (HA, WAFA 2/12)

The Israeli Civil Administration issued a new directive prohibiting Palestinians from the West Bank under the age of 22 from participating in organized peace-building activities in Israel. Married Palestinians over the age of 22 will be allowed to participate as will single Palestinians over the age of 27. The civil administration also limited the number of permits for peace-building activities to 500. (HA 2/12)

Arab leaders met at the Arab League Conference in Support of Jerusalem in Cairo. The conference was attended by Egyptian president Abdel Fattah al-Sisi, PA president Mahmoud Abbas, Jordanian king Abdullah II, and foreign ministers from other Arab League members. Israeli president Isaac Herzog gave a televised address urging the Benjamin Netanyahu-led government not to continue with its plans to change the balance of powers by overhauling the judicial system and proposed a compromise instead. In the West Bank, 100s of Israeli settlers attended a ceremony at a Yeshiva in the Homesh settlement outpost. Israeli settlers also threw stones at Palestinians in Hebron and physically assaulted 2. Israeli forces shot and killed 3 Palestinians and injured 10 others during late-night raids in Jenin and Jenin refugee camp. Israeli forces also shot and killed 1 Palestinian minor with 2 shots in his back and injured 2 others with live ammunition in Abud; Israel claimed that the 3 had thrown stones at settler cars in the area. Elsewhere, Israeli forces delivered a demolition order for 1 home in Maeen and 2 stop-work orders for homes in Shaab al-Butum and Qawawis in the Masafer Yatta area. Israeli forces also raided an office of the PA Ministry of Culture in Jenin, damaging books and paintings. In the West Bank, Israeli settlers threw stones at 1 Palestinian vehicle driving near the Homesh settlement outpost, injuring 1 and damaging the car. Thousands of Palestinians partook in a funeral ceremony in Ramallah for Al Jazeera journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11 in Jenin refugee camp. PA president Mahmoud Abbas spoke at the ceremony and awarded her the Al-Quds star of honor. Abu Akleh will be buried in East Jerusalem on 5/13. Israeli forces prevented Palestinians in the funeral procession from accompanying her casket through the Qalandia checkpoint from Ramallah to East Jerusalem. Israeli forces also demolished a water collection pond used for irrigation in Marj Na‘aj. 7 Palestinians were arrested, including 5 during a late-night raid in Hebron, Rumana, Qabatiya, and Burqin, and 2 at flying checkpoints in Hebron and Tulkarm. In East Jerusalem, Israeli forces raided a house in Bayt Hanina, where friends and family of Abu Akleh were holding a memorial ceremony for her; Israeli forces confiscated Palestinian flags. Israel’s higher planning council approved 4,427 new settlement housing units in the West Bank. 2,791 received final approval, while 1,636 were deposited for public comment before final approval. Among the new housing units are the retroactive legalization of the Mitzpeh Dani and Givat Oz VeGaon settlement outposts and expansion of the settlements of Negohot, Shvut Rachel, Dolev, Betar Ilit, and Kiryat Arba. According to Haaretz, the government’s meeting to approve the settlements was a condition by Yamina MK Nir Orbach to remain in the fragile government coalition. UN Middle East envoy Tor Wennesland condemned the settlement expansions. Ecuadorian president Guillermo Lasso met with Israeli president Isaac Herzog in Jerusalem, saying he will open a representative office in Jerusalem and support Israel in votes at the UN. President Lasso also met with prime minister Naftali Bennett and foreign minister Yair Lapid. (HA 5/12)

The New York Times reported that the FBI stated in a 2018 letter to the Israeli government that it wanted to use NSO Group’s Pegasus spyware “for the collection of data from mobile devices for the prevention and investigation of crimes and terrorism” before purchasing the spyware later the same year. In the West Bank, Israeli forces uprooted 50 olive trees in Wadi Fukin. Israeli forces also demolished 9 residential and 14 agricultural structures in Ibziq. Elsewhere, Israeli forces demolished a house under construction in Qalqas. Israeli force shot and injured 6 Palestinians using live ammunition during a late-night raid in Tubas. 13 Palestinians were arrested during raids in al-Am‘ari refugee camp, Beit Umar, Halhul, Yatta, Jenin, Ya‘bad, and Kaft Laqif; 1 Palestinian was injured by Israeli live ammunition during a protest against the raid in al-Am‘ari refugee camp. In East Jerusalem, Israeli forces physically assaulted 2 Palestinians in Isawiya and Jabel Mukaber. In Gaza, Israeli forces opened fire at Palestinian farmers east of Dayr al-Balah; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza City; no injuries were reported. The Jordanian Detainees Committee in Saudi Arabia said that a Saudi court had reduced the sentence of former Hamas official Mohammad al-Khodari from 15 years to 3 years in prison. Al-Khodari was 1 of some 60 Jordanian and Palestinian nationals to receive sentences by Saudi Arabia earlier this year for an affiliation with Hamas or other resistance groups. (MEMO 12/29)

PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz at Gantz’s residence in Rosh Ha’ayin. The 2.5-hour-long meeting was attended by Israel’s coordinator of government activities in the territories Rassan Aliyan, PA civil affairs minister Hussein al-Sheikh, and head of PA security service Majed Faraj. Civil Affairs Minister al-Sheikh said the 2 sides spoke of a political horizon while Defense Minister Gantz tweeted that the meeting was about economic and civic measures and security coordination. An Israeli statement said Israel had agreed to register 6,000 Palestinians living in the West Bank and 3,500 living in Gaza, give the PA a $32-million advance on its tax income, and grant more business permits and VIP passes for the PA. Israeli and Palestinian officials said that President Abbas demanded more action against settler violence and the revocation of terror designations for 6 Palestinian rights organizations. It was President Abbas’s 1st meeting with an Israeli official in Israel since 2010. A Hamas spokesperson condemned Abbas’s visit, saying he was accommodating the occupation and “deepening Palestinian political divisions.” Islamic Jihad and the PFLP also condemned the meeting. In Syria, Israel conducted air strikes in Latakia, causing damage at the city’s port. Israeli sources claimed that Israeli missiles had hit Iranian munitions stored in containers. A Russian official said 4 missiles were fired from 2 Israeli F-16s, causing minor material damage. Israeli settlers assault and injure a Palestinian outside the Homesh settlement near Nablus. In East Jerusalem, Israeli forces arrest 2 Palestinians during a raid in Abu Dis. In Gaza, Fatah-Hamas fighting escalates for the 4th day, leaving at least 24 armed Palestinians, 4 civilians dead and more than 100 wounded (the highest 1- day total in 18 mos. of factional fighting), as gunmen on both sides continue to ignore appeals by their political leaders to halt the violence. (Egyptian mediators try to broker another cease-fire, but the Hamas delegation cannot reach the talks because of Fatah roadblocks.) By evening, Hamas is reported to be in control of most of n. Gaza. During the day, Hamas gunmen and ESF mbrs. surround secondary Fatah and PA security posts across Gaza. In light of increasingly coordinated Hamas attacks, Abbas accuses Hamas of attempting to stage a coup, for the 1st time orders his security forces to defend their positions. Of note: Hamas stages major assaults on Fatah’s security headquarters in Khan Yunis and Gaza City, where some 200 Hamas mbrs. firing mortars and RPGs seize the post from 500 Fatah fighters.
