In the West Bank, Israeli settlers set up caravans on Palestinian land near Mukhmas. Israeli forces demolished 1 Palestinian school in Jubbet ad-Dik; the EU delegation to the Palestinians called the demolition appalling. Israeli forces also demolished 1 guest house in Jiftlik and 2 houses under construction in al-‘Awja. 8 Palestinians were arrested, including 3 minors, during late-night raids in Ras Karkar, Jalazun refugee camp, Bayt Jala, Beit Sahour, al-‘Awja, and Masafer Yatta. Israeli forces partially lifted the siege on Jericho after 16 days, easing restrictions on entry and exiting the city, but maintaining the barriers and checkpoints that have been erected. (QDS 5/7)

The Israel Land Authority issued tenders for 1,248 housing units in the Beitar Ilit, Efrat, Kiryat Arba, Ma’ale Ephraim, and Karnei Shomron settlements in the West Bank and in the Gilo settlement in East Jerusalem. (REU 5/7; QDS, WAFA 5/8)

The Supreme Court of Israel denied a petition to immediately expel Palestinians living in Khan al-Ahmar. The judges said in the ruling that they accepted the government’s argument that the Palestinians cannot be expelled “for current reasons related to the security of a country and its foreign relations.” The petition was submitted by the settler organization Regavim. The Israeli government allocated $8.8 million to develop an archaeological site in Sebastia. The government wrote in the proposal for the development of the site that it is doing so to prevent the PA from restoring the site. (TOI 5/7; PCN 5/8)

The World Food Programme announced that it will suspend food aid to 200,000 Palestinians, about 60% of current recipients in Palestine, from June due to severe shortage in funds. The organization said that it will have to suspend all its programs in the West Bank and Gaza by August if it does not receive new funding. (HA, REU 5/7; PCHR 5/8; AJ 5/28; HA 5/31)

Israel released Jordanian lawmaker Imad al-Adwan who was arrested on 4/23 at the Allenby Bridge, accused of smuggling weapons and gold. (AJ, AP, HA, REU 5/7)

U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammad Bin Salman in Riyadh, discussing normalization with Israel and peace in Yemen. The Arab League voted to readmit Syria to the organization during a closed meeting of foreign ministers in Cairo. Syria’s membership was suspended in 2011. (AJ, HA, MEE, NYT, REU 5/7)

IDF troops shoot and injure a Palestinian youth at a bus stop outside the Kiryat Arba settlement near Hebron, allegedly after he attempts to stab a settler. They leave the injured youth lying on the ground without receiving treatment before arresting him and taking him to a hospital in Israel. In a video released later, the youth can be heard pleading for water and explaining that he was attempting to commit suicide. Israeli forces demolish 8 homes and 6 retaining walls in Steih Dyouk village near Jericho. They also arrest a Palestinian living outside Yatta near Hebron before demolishing his home. The IDF arrests 7 Palestinians and issue 1 arrest summons during late-night raids in and around Nablus, Hebron, Tulkarm, and Salfit, and patrols near Jenin and Hebron. Israeli settlers uproot 27 olive trees on Palestinian land outside Burin village near Nablus. Meanwhile, PASF troops conduct a raid in Yatta overnight, sparking a brief firefight with the wanted Palestinians and their affiliates; 1 Palestinian is killed and another is seriously injured. In East Jerusalem, Israeli forces demolish a building in Silwan and a 2-story apartment building in Ras al-Amud, and arrest 1 Palestinian during a late-night raid in Qalandia refugee camp. The UN’s World Tourism Organization announces that the Palestinian bid for membership has been postponed until the body’s next meeting in 2019. The PA reportedly decided to suspend its bid following heavy U.S. pressure, according to a senior Israeli official. (HA, TOI 9/13)

A spokesperson for PA pres. Abbas says that the UN bid will go ahead and that direct talks with the Israelis must wait until after the UNGA vote. The head of the Arab League, Nabil Elaraby, expresses his support for the initiative. Meanwhile, Israeli FM Lieberman is reported by Israeli media to be telling international diplomats of his intention to severely punish the PA if Abbas goes ahead with the UN bid. In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning, and in 1 village nr. Jericho and 1 village nr. Qalqilya at night; conducts house searches and arrest raids in 2 villages nr. Hebron, 1 village nr. Qalqilya, 1 village nr. Bethlehem, 1 village nr. Nablus, and 1 village nr. Tubas. Jewish settlers from Kiryat Arba uproot around 70 Palestinian-owned olive and fruit trees nr. Hebron. In the al-Tur neighborhood of East Jerusalem, Jewish settlers attack a Palestinian family, residents of a home that an Israeli court has ruled was sold by a relative to the Elad settler organization. The IDF says that a bullet fired from inside Syria hit 1 of its vehicles in the occupied Golan Heights, causing no injuries. As fighting between government and opposition forces in Syria continues, 7 Palestinians are killed in government shelling of Yarmuk r.c. (AP 11/5; NYT, MNA 11/5)

In the morning, IDF troops make a brief incursion into s. Gaza, firing on areas e. of Khuza’; some bullets hit 2 schools while classes are in session, but cause no injuries. Hours later, an Israeli helicopter gunship opens fire on open areas nr. Khuza’, causing no injuries. IDF troops make a brief incursion into c. Gaza e. of Juhur al-Dik village to level land and clear lines of sight. Late at night, the IDF makes a brief incursions into c. Gaza el. of al-Bureij r.c., firing 2 artillery shells at open areas, causing no injuries. In the West Bank, the IDF fills in an agricultural pool serving Palestinian agricultural land nr. Israel’s Prison Service say 100s of jailed Palestinians have joined a mass hunger strike in recent days, bringing the total number observing hunger strikes to at least 1,550 (or one-third of the Palestinian prisoner population of 4,700), including Islamic Jihad’s Diab and Halahleh, who have now gone 64 days without eating. PA Pres. Abbas vows to bring the issue of Palestinian administrative detainees before the UN. (PCHR, WT 5/3; NYT 5/4)

Abbas addresses the UNGA and officially submits the papers requesting full UN member-state status. UN secy.-gen. Ban Ki-Moon immediately sends the application to the UNSC. Rotating UNSC head, Lebanese amb. Nawaf Salam, says he will distribute it to UNSC mbrs. on 9/26. (NYT, WP, WT 9/24)

Netanyahu also addresses the UNGA session, calling on Abbas to resume talks immediately in New York, again without giving details on the basis or goal of talks. (WP 9/24) Within 3 hrs. of Abbas’s speech, the Quartet issues a vague statement calling on Israel and the Palestinians to return to talks within a month, with the objective of reaching a final agreement within a year. While Quartet special envoy Blair heralds this as “breakthrough,” UN and U.S. officials say the idea is to delay UNSC consideration of the Palestinian application to the UN on the assumption that if talks are “underway and making progress,” the UNSC would put off a vote in hopes that the parties could reach negotiated agreement. In the West Bank, 1,000s of Palestinians gather in Ramallah’s Clock Tower Square after dark to watch Abbas’s UN address televised live and celebrate the application for statehood. Similar rallies are held across the West Bank, but are banned in Gaza by Hamas authorities, who are angry that Abbas did not consult with Hamas over the process. Observers note (e.g., NYT, WP 9/24) that the “festive mood was tempered with resentment at . . . Obama’s firm stance against the initiative.” One Palestinian on the street states (WP 9/24): “We are choking on the American double standard. America supported the movements for freedom in Egypt, Tunis, Libya and Yemen, but this stops when it comes to the Palestinian people. We are asking, why?” During the day, the regular weekly protest against the separation wall in Bil‘in, al-Nabi Salih, and Ni‘lin are turned into rallies in support of the UN statehood initiative; in al-Nabi Salih, Palestinian demonstrators burn Israeli flags and posters of Obama. Similar small rallies are held at Qalandia r.c. The IDF fires rubber-coated steel bullets, tear gas, and percussion grenades at the demonstrators, causing no serious injuries. Meanwhile, nr. Kiryat Arba settlement in Hebron, a Palestinian boy is killed in a hit-and-run by a vehicle with Israeli plates. Later in the day in the same area, a Jewish settler man and his infant son, residents of Kiryat Arba, die in a car crash; the IDF says it was an accident, but local settlers accuse the army of covering up a murder, claiming that vengeful local Palestinians stoned the vehicle causing it to crash. The IDF denies the claims and expresses concern that settlers are attempting to provoke violence on the eve of Abbas’s UN speech. Meanwhile, unarmed Palestinians patrolling the outskirts of Qusra village in the n. West Bank (subject of numerous recent attacks by Jewish settlers fr. Esh Kodesh outpost) throw stones at a group of armed Jewish settlers that try to enter the village, sparking a clash; the IDF intervenes, firing tear gas and live ammunition at the Palestinians, killing 1 Palestinian and wounding 7. The IDF also patrols in 2 villages nr. Ramallah and Salfit in the morning, in Jericho in the afternoon, and in al-Bireh, 2 villages nr. Salfit, and 1 nr. Tulkarm late at night. In Gaza, IDF troops on the s. Gaza border e. of al-Qarara exchange cross-border fire with armed Palestinians, causing no reported injuries; Israeli naval vessels then shell the area, injuring 3 armed Palestinians, damaging a mosque. IDF troops in observation towers on the Gaza border e. of Jabaliya fire on Palestinian farmers working land 400 m fr. the border (outside Israel’s no-go zone), forcing them to leave. In the West Bank, IDF troops stationed atop Hebron homes occupied on 10/11 fire rubber-coated steel bullets, tear gas at 10s of stone-throwing Palestinian youths who confront them, injuring 1 Palestinian teenager. The IDF also ambushes several Palestinian vehicles attempting to evade IDF checkpoints to transport workers to jobs in Israel, burning and destroying 3 of them; conducts late-night raids, house searches nr. Nablus, Hebron, Jericho, and Jenin, arresting 10 Palestinians. Jewish settlers fr. the unauthorized settlement outpost of Mitzpe Ami nr. Qalqilya set fire to a Palestinian olive tree field and block firemen fr. reaching the area, destroying as many as 250 trees; Israeli police arrest 13 settlers who refuse to leave the area. In East Jerusalem, the IDF bulldozes a Palestinian home in Bayt Hanina neighborhood, displacing 5 Palestinians. (OCHA, PCHR 10/15; PCHR 10/22).

A mysterious explosion in Tayr Filsi village in s. Lebanon injures or kills at least 1 person. Israel cites the explosion as proof that Hizballah is stockpiling weapons in violation of UN Res. 1701 that ended the 2006 Lebanon war. (NYT 10/13)

IDF troops, bulldozers cross into s. Gaza to level land along the border e. of Khan Yunis, exchanging fire with Hamas mbrs., causing no reported injures. In a similar incident nr. the Erez crossing, IDF soldiers exchange fire with DFLP gunmen, causing no reported injuries. The IDF also makes an air strike on an alleged rocket-launching site in n. Gaza, causing no injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in Nur al-Shams r.c. nr. Tulkarm, nr. Bethlehem. Jewish settlers fr. Kiryat Arba beat a 6-yr.-old Palestinian boy on his way to school until his grandfather halts the attack; the IDF observes but does not intervene. Hamas accuses PA security forces in the West Bank of arresting 26 Hamas mbrs. and supporters, mostly in Hebron, but also in Bethlehem, Jericho, and Salfit. After a last-minute talks in Cairo between Egyptian intelligence chief Omar Sulayman and senior Hamas official Mahmud Zahhar fr. Gaza, Hamas’s dep. leader Musa Abu Marzuq announces from Damascus that Hamas will not attend national unity talks in Cairo on 11/9. Hamas officials cite Egyptian and PA unwillingness to compromise on the wording of an Egyptian draft national unity statement or to discuss issues of importance to Hamas, and the PA’s failure to fulfill a pledge to release 100s of Hamas and Islamic Jihad prisoners held in the West Bank as a confidence-building gesture in advance of the summit. In the West Bank, the IDF demolishes a Palestinian home in Anata nr. Jerusalem; occupies a Palestinian home nr. Jenin as a military outpost; conducts late-night arrest raids, house searches nr. Tulkarm and in al-Bireh (raiding and searching the municipal building, rounding up 2 municipal employees fr. their homes and bringing them to the offices to log onto password-protected computers), Ramallah (raiding the chamber of commerce offices), Jericho. For the 1st time since 6/07, Abbas meets with 4 West Bank Hamas officials in an effort to encourage them to split fr. their Gaza counterparts. In Nablus, the PA deploys a new 308-mbr. policing unit trained by Western advisers at a multimillion dollar training facility in Jericho; they will form part of a new National Security Force unit set up to “operate in coordination with Israeli forces to fight crime and terrorism” as part of Abbas’s new security effort “to restore law and order” in the West Bank, in keeping with road map requirements; the unit will patrol during the day only, while the IDF will continue night operations. In Gaza, the IDF makes an air strike on an ESF post nr. Rafah, killing 1 ESF officer, wounding 3. Nr. Bayt Hanun, 2 Palestinians are injured when a mortar they are preparing misfires. A Palestinian is injured when a smuggling tunnel under the Rafah border collapses. In the West Bank, the IDF lifts the round-the-clock curfew on ‘Azun imposed on 10/31; conducts arrest raids, house searches in Tulkarm town, r.c. and nr. Qalqilya; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 1 demonstrator, 1 journalist). For a 2d day, the Israeli navy fires on Palestinian fishing boats off the Rafah coast, forcing them to return to port. In the West Bank, the IDF fires on 3 Palestinians nr. Jericho who fail to heed orders to stop, killing 1 Palestinian; conducts arrest raids, house searches nr. Hebron, Tulkarm. Jewish settlers who have been occupying a Palestinian building nr. Kiryat Arba since 3/19 throw bottles and stones at local Palestinians, use trained dogs to scare Palestinian children; the IDF observes but does not intervene. A 17-yr.- old Palestinian girl shot in the head by IDF forces during a raid on Jabaliya r.c. on 10/4/04 dies of her injuries. (NYT 4/6; OCHA 4/11; PCHR 4/12)

Before dawn, the IDF responds to Hamas’s 7/3 rocket fire on Ashqelon by carrying out air strikes on the PA Interior Min. in Gaza City (destroying it and wounding at least 7 Palestinians in homes nearby, including 4 children), a Hamas-run school in Gaza City, a Hamas training camp in s. Gaza. Later, Hamas fires a 2d 2-engine Qassam rocket that lands outside Ashqelon, causing no damage or injuries, the Israeli security cabinet authorizes the IDF to step up operations in Gaza and the West Bank aimed at halting rocket fire and “striking at institutions and infrastructures that serve terrorism,” particularly targeting Hamas. During the day, the IDF moves more tanks, troops into n. Gaza and begins to push south toward Bayt Hanun and Jabaliya r.c., reoccupying fmr. settlement sites, occupying a 7th Palestinian home as an operational base, exchanging fire with Palestinian gunmen and shelling (fr. land and sea) areas where militants are allegedly burying explosives, killing 1 Hamas mbr., 1 PA naval officer, wounding at least 17 Palestinians (10 PA naval officers at a barracks nr. where the Hamas mbr. was killed, 7 children). In Gaza City, 2 Islamic Jihad mbrs. are killed when explosives they are handling detonate prematurely. In the West Bank, the IDF sends troops into ‘Ayn al-Sultan r.c. nr. Jericho, surrounds a building, orders wanted AMB cmdr. Mahmud Haymur to surrender, ordering him to undress when he emerges and then executing him by shooting him in the head at point blank range; surrounds, fires on a PA police station in Halhul nr. Hebron, demanding custody of an Israeli Palestinian believed to be held there (police allow soldiers to search the station to confirm he is not there); raids 3 Islamic charities nr. Hebron, Jenin, and Nablus, confiscating computers, vandalizing offices; conducts arrest raids, house searches in and around Jenin and Nablus, nr. Tulkarm and Qalqilya, and in Bethlehem. Jewish settlers fr. Kiryat Arba, under IDF escort, begin work on a new settler bypass road linking the settlement to the Ibrahimi Mosque/Tomb of the Patriarchs. In Gaza City, unidentified gunmen assassinate senior Hamas mbr. Husayn Abu Ajwa, who is considered a leading promoter of religious and political reform within the movement. Early in the morning, the British and U.S. monitors guarding 6 political prisoners in the PA’s Jericho jail pull out of the city, citing security concerns. Within 20 minutes, the IDF encircles and imposes a curfew on Jericho, sends 80 tanks and armored vehicles, backed by helicopters, into the city, launching Operation Bring the Goods Home to take custody of the 6 prisoners (including PFLP head Ahmad Saadat). IDF troops surround the jail, order the 280 prisoners and PA guards to surrender, begin demolishing the jail and attached PA barracks, clashing with some prisoners, guards, and local Palestinians. (Although the U.S., Britain deny coordinating with Israel, Israeli DM Shaul Mofaz says Israel knew of the monitors pending departure and had been plotting the attack for 1 wk.). After 12 hrs., the remaining prisoners, including the 6 targeted men, surrender. At least 1 PA prison guard and 1 Palestinian prisoner are killed, more than 50 guards and prisoners are wounded, 10s of local Palestinians are injured. In response to the raid, Palestinian gunmen across Gaza and the West Bank (reportedly PFLP and AMB mbrs.) raid hotels, news outlets, and foreign offices, kidnapping at least 9 foreigners, vandalizing foreign-owned offices. Most foreigners kidnapped are quickly released. PA police fire on PFLP mbrs. breaking into the French Cultural Center in Gaza, killing 1 PFLP mbr., wounding 9. Some 15,000 Palestinians demonstrate in Gaza City. As a result of the violence, the UN suspends operations in Gaza; the EU withdraws observers from the Rafah crossing, forcing it to close. Meanwhile, the IDF also closes the Qarni crossing; bars a pregnant Palestinian woman fr. crossing a checkpoint to reach a Ramallah hospital, forcing her to give birth at the checkpoint; conducts arrest raids, house searches in and around Bethlehem, nr. Hebron and Qalqilya, and in ‘Aida r.c., Jenin town and r.c., Qabatya; begins work on a new segment of the separation wall nr. Dahiyat al-Barid n. of Jerusalem. Israel releases jailed Change and Reform PC mbr. Omar ‘Abd al-Raziq on bail; he was detained 3 mos. ago on charges of belonging to and handling money for Hamas. Jewish settlers fr. Kiryat Arba hold Purim parades through Palestinian areas of Hebron under IDF escort, vandalizing Palestinian property and beating 2 Palestinian children (ages 11, 13).
