In the West Bank, 2 Israeli settlers were injured by broken glass after their vehicle was shot at near Huwwara. Israeli settlers assaulted 1 Palestinian man with stones near Burqa. Israeli forces issued demolition orders for 3 homes and stop-work orders for 14 homes in Ein ad-Duyuk at-Tahta; 1 Palestinian was shot and injured before being arrested during the raid. 24 Palestinians were arrested during late-night raids in Bethlehem, Nablus, Khirbat Karme, Tulkarm, Rumana, and Jenin. In East Jerusalem, Israeli settlers with police protection stormed and tried to seize 1 Palestinian-owned home in the Old City, the settlers were later removed from the home. Israeli settlers also toured the Haram al-Sharif compound. In Gaza, 12 Palestinian militant factions, including Hamas and Islamic Jihad, held military drills dubbed Hard Corner 4. Hamas Political Bureau deputy chairperson Moussa Abu Marzouk met with Lebanese officials and members of Palestinian factions, including Fatah’s Azzam al-Ahmad, to try to broker a settlement between the Islamist groups and Fatah who have been fighting in Ain al-Hilweh refugee camp since late July. PA prime minister Mohammad Shtayyeh met with UK foreign secretary James Cleverly in Ramallah, calling on the UK to recognize the State of Palestine. In the Gaza Strip, small explosive devices are detonated by unknown parties at the entrances of 15 Fatah mbrs.’ homes and under their cars, causing damage but no injuries. An additional blast occurs on a stage set up for a demonstration scheduled for 11/11 marking the commemoration of Yasir Arafat’s death (an event approved by Hamas authorities on 10/30). The attacks take place the day before a planned visit to Gaza by PM Rami Hamdallah, senior Fatah official Azzam al-Ahmad and Civil Affairs Minister Hussein al-Sheikhwe, but they cancel their trip as a result of the attacks. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Bethlehem; patrols in Hebron, 3 nearby villages, and Aida r.c. nr. Bethlehem. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. Ramallah (Bil‘in and Nil‘in), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 3 people are wounded by rubber-coated metal bullets. In the Gaza Strip, Israeli forces open fire on Palestinians collecting scrap metal close to the border fence nr. Bayt Hanun, wounding 1. In the West Bank, the IDF wound 1 Palestinian during clashes in Nablus during a patrol designed to protect the movement of Jewish settlers. IDF troops demolish 2 houses in al- ‘Arub r.c. nr. Hebron, prompting clashes with residents. Three are injured by rubber-coated metal bullets. IDF troops also fire tear gas into the grounds of 2 schools in al-Khadir, nr. Bethlehem. The IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, and in 1 village nr. Jenin at night; patrols in 2 villages nr. Hebron, in Tulkarm and 1 nearby village, and 1 village nr. Jericho at night. In Israel, a car owned by a Palestinian citizen is vandalized, the 6th such hate crime in the town over the last mo. Meanwhile, residents of Furaydis hold a general strike to protest the “price tag” attack on 4/29, where racist graffiti was sprayed on a mosque. Senior Palestinian official Shaath says that the Palestinian leadership will look to take action at the international level, in light of the breakdown in negotiations he says were foiled by Israel. (WAFA 4/30)

Fatah official Azzam al-Ahmad says that PA Pres. Abbas will issue a presidential decree to convene the Palestinian Legislative Council— which has not convened since 2007—while elections will not take place for another 6 mos. Hamas and Fatah officials reactivate a subcmte. on civil liberties, as part of the implementation of the reconciliation agreement. Topics for the new subcmte. to deal with include the end of a ban on West Bank newspapers in Gaza. Meanwhile, around 1,000 Hamas supporters march through Ramallah, marking the return of the remains of 2 Hamas fighters killed by Israel in 1998. Speaking to mourners by telephone, Hamas leader Khalid Mish‘al affirms that the organization’s “path is resistance and the rifle,” and that Palestinians were in need of a joint, unified strategy to secure the “liberation of our lands and holy sites.” (AFP, JP, MEMO, MNA, REU 4/30)

British newspaper the Sunday Times reports that U.S. pres. Obama plans during his visit to the region in 3/2013 to offer to increase U.S. pressure on Iran in exchange for Israeli PM Netanyahu making concessions to the Palestinians. (ToI 2/10)

Palestinian demonstrators—including Israeli Palestinian MK Ahmad Tibi— set up tents in Bayt Safafa, East Jerusalem, to protest Israel’s construction of a new highway intended to give Jewish settlers quicker access to Jerusalem and Tel Aviv. In the Gaza Strip, the Israeli navy arrests 4 Palestinian fishermen working 3 naut. mi. offshore nr. Gaza City. In the West Bank, the IDF patrols in 1 village nr. Jenin in the morning, and in 1 village each nr. Hebron and Ramallah at night; conducts house searches and arrest raids in 1 village nr. Palestinian factions end talks in Cairo without reaching an agreement on specific steps forward to achieve national reconciliation. Fatah delegation head Azzam al-Ahmad claims that there was consensus on most of the issues, but disagreement on several points regarding an election law for the PNC. (AFP, MNA 2/10)

Secy. of State Clinton races to broker a deal with Israeli officials to extend the settlement freeze 1 day before it is scheduled to expire, while Mitchell meets with Abbas in New York to urge him not to walk away from peace talks immediately if Netanyahu allows the freeze to expire. On the ground Jewish settlers begin positioning construction equipment in some settlements. In addition, Jewish settlers in Revava settlement nr. Salfit seize 30 d. of Palestinian agricultural land, raze crops, and install 2 mobile homes as a “new quarter” of the settlement. Jewish settlers fr. Nokdim settlement nr. Bethlehem place 3 mobile homes on nearby Palestinian land. Jewish settlers fr. Barqan settlement nr. Salfit raze adjacent Palestinian land to expand the settlement’s industrial zone. Meanwhile, Israeli-Palestinian clashes in Issawiyya, which began on 9/22, taper off by the end of the day, leaving a total of 99 Palestinians (including 17 children) and 9 Israelis injured (7 lightly, 2 moderately), and 70 Palestinians under arrest; during the rioting, Palestinians set fire to or damage 8 Israeli cars and vandalize an Israeli tourist information center. In the West Bank, the IDF patrols in Iraq Burin village nr. Nablus in the afternoon, firing tear gas and stun grenades at stone-throwing Palestinian youths who confront them, causing no serious injuries; fires rubber-coated steel bullets, tear gas, and stun grenades at Palestinian, Israeli, and international activists conducting a nonviolent march from Bayt Umar village to Karme Tzur settlement outside Hebron to protest land confiscations and settlement expansion; 10s suffer tear gas inhalation and 2 Palestinians and 3 Americans are injured. An Egyptian hospital reports that an armed Palestinian transported to Egypt for treatment has died of injures sustained in the 9/14 IDF shelling nr. Gaza Valley village.
