In the West Bank, IDF troops shut down the main road in Biddu, a village near Jerusalem, sparking clashes with stone-throwing residents; 7 Palestinians are injured (Biddu is 1 of the 9 Jerusalem-area villages still under lock-down following the deadly shooting at Har Hadar on 9/26). In the northern Jordan Valley, Israeli forces demolish water pipes and raze a road in a rural area outside Atuf. IDF troops then violently disperse Palestinian farmers, human rights activists, and religious leaders marching through Atuf in protest; 1 Palestinian is arrested and 1 is injured. They also arrest 3 Palestinians during late-night raids near Hebron and Ramallah, and patrol near Nablus, Jenin, and Salfit. Approximately 1,500 Israeli settlers visit Joseph’s Tomb near Nablus late at night, sparking minor clashes between their IDF escort and Palestinians from nearby Balata refugee camp; there are no serious injuries. In a meeting with top settler leaders, Israeli PM Netanyahu says that Israel must honor its commitment to the Trump administration to limit settlement construction and not be “piggish.” He also boasts that he had convinced the Trump administration to ignore any distinction between the settlement blocs and isolated settlements. Earlier in the day, Netanyahu reviews with U.S. special representative Greenblatt and U.S. ambassador David Friedman the Israeli government’s pending plans for settlement growth. (HA 9/27; HA 9/28)

Interpol announces that its general assembly has approved Palestine’s petition for full membership, with 75 countries voting in favor, 24 against and 34 abstaining. “The State of Palestine considers this membership and the responsibilities that it entails as an integral part of its responsibility toward the Palestinian people and a moral commitment to the citizens of the world,” the PA says in a statement. In the Gaza Strip, a mbr. of Hamas’s military wing Izzeddin al-Qassam Brigades dies in circumstances that were not disclosed, but suggest an accident during training or preparation for a mission. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron at night, and patrols in 2 villages nr. Hebron and 1 village nr. Salfit in the afternoon. Fatah Central Cmte. mbr. Nabil Shaath tells Palestinian media that the leadership will not accept proposed temporary solutions in the West Bank, and claims Israel has yet to put any offers on the table in negotiations. Shaath says the 2 sides have spent almost 6 weeks presenting issues like borders and security, and that Israel insists on maintaining control of the Jordan River. Israel’s Prime Minister’s Office refuses to comment on leaks in the press, including suggestions that Israel suggested the establishment of a temporary Palestinian state in 60% of the West Bank. U.S. Pres. Obama meets Russian pres. Putin at the G20 summit in St. Petersburg, where they are due to discuss pressing issues such as Syria and the global economy. (REU 9/5)

Iran’s Pres. Hassan Ruhani says that the Foreign Ministry will take over the running of talks with the international community over the nuclear program, but without specifying a chief negotiator. Meanwhile, State Dept. spokesperson Jen Psaki says that Washington hopes Tehran will “engage substantively” with global powers to find a solution to the crisis and issues with IAEA inspections. In the Gaza Strip, the IDF opens fire along the border fence nr. Wadi al-Salqa village in c. Gaza, wounding 1 Palestinian child. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF for a 2d time in 48 hours destroys tents being used for shelter by shepherds in the n. Jordan Valley community of al-Maleh; the IDF also prevents a convoy of humanitarian aid from reaching the village. The IDF arrests Palestinians and Israelis who were part of a group of farmers and activists attempting to access Palestinian-owned land alongside the unauthorized settler outpost of Mitzpeh Hair nr. Hebron. The IDF also patrols in 2 villages nr. Salfit in the morning, in 3 villages nr. Jenin in the afternoon, and in 1 village each nr. Speaking ahead of elections, Israeli PM Netanyahu says that the country’s enemies want a ‘‘weak Israel’’ and that his priority in a next term in office will be to stop Iran’s nuclear program. (REU 1/19)

The day before a major economic conference in Riyadh, Saudi Arabia’s envoy to the Arab League Ahmad Qattan says that the country will contribute $20 m. each mo. to the PA for as long as Israel continues to withhold Palestinian tax revenues. (MNA 1/19)

Quartet officials open 2 days of meetings in Israel and Ramallah aimed at reviving peace talks. Palestinian advocacy groups note “a growing disconnect between the Quartet talks and the situation on the ground.” (NYT 12/14)

Jewish settlers take over several abandoned churches in a closed military zone nr. the Jordanian border to protest Jordan’s efforts to intervene with the Israeli government over its 12/12 closure of a footbridge used by nonMuslims to reach the Haram al-Sharif/ Temple Mount; IDF troops remove them and arrest 17. Other settlers block a main West Bank road and stone passing Palestinian vehicles. Later, about 50 Jewish settlers with inside information of IDF plans to remove the Mitzpe Yitzhar settlement outpost nr. Nablus that evening attempt to prevent the evacuation by breaking into an IDF base in the West Bank, setting fires, vandalizing vehicles, clashing with troops, and stoning a senior officer; troops detain 2. PM Netanyahu vows to “act aggressively against those harming Israeli soldiers and their commanders”; DM Ehud Barak condemns both incidents as “home-grown terror.” Late at night, Jewish settler youths enter Nablus to pray at Joseph’s Tomb, but they do so without the usual coordination with and escort of the IDF and deface a mosque. Meanwhile, IDF troops make a brief incursion into c. The PA Tourism Min. launches a campaign in Bethlehem coinciding with Christmas called “Palestine Celebrating Hope.” Tourism M Kholoud Daibes says the intention is to convey to the estimated 50,000 foreigners visiting Bethlehem for Christmas “that we have hope of having our own independent state, and we need international support for that.” The initiative includes special tours of the separation wall around Bethlehem and free postcards of the Church of the Nativity, which tourists can mail at the Manger Square post office with Palestinian stamps.
