In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces earlier this week during the 60-hour raid on Jenin. Israeli settlers threw stones at Palestinian homes and set fire to agricultural structures in Arab al-Malihat. Israeli forces killed 5 Palestinians during a raid in Nur Shams refugee camp, including at least 2 in a drone strike. Israeli forces also opened fire at a vehicle in Dura, injuring the driver and his infant. Elsewhere, Israeli forces assaulted a Palestinian in Huwwara. An Israeli soldier was stabbed and injured near the Rantis checkpoint; a Palestinian was later arrested. In Gaza, communications were partially restored in southern Gaza after a telecommunications blackout since 12/14. Israeli forces bombed Jabalia refugee camp, Khan Yunis, Gaza City, Dayr al-Balah, Nuseirat refugee camp, and Rafah, killing hundreds, including at least 90 in 1 airstrike on Jabalia refugee camp, 5 at a UN shelter in Khan Yunis, and 1 in the maternity ward of the Nasser Hospital in Khan Yunis. Israeli forces also shot and killed 31 people inside al-Shifa Hospital in Gaza City. An Israeli soldier was killed in combat. In Lebanon, Israeli forces attacked a site Israel said belonged to Hezbollah and Hezbollah attacked military sites in Israel. In Syria, Israeli airstrikes killed 2 people near Damascus. More than 19,453 Palestinians had been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 54,000 had been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 290 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 72 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 129 Israeli soldiers have been killed and 704 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. Israel said 79 trucks carrying aid entered Gaza through the Karem Abu Salem (Kerem Shalom) crossing. 102 trucks entered via the Rafah crossing. Axios reported that the U.S. has proposed to the PA that it re-activate members of its security forces in Gaza to prepare to take over local security and policing. There were 18,000 PA security force members in Gaza before Hamas took control in 2007 and they have been continued to be paid by the PA since then. (AX 12/17)

France said Israel had killed a Palestinian man employed at the French Institute in an airstrike on Rafah on 12/13 and called for an “immediate truce.” French foreign minister Catherine Colonna condemned Israeli settler attacks and said “actions will be taken” while visiting al-Mazra’a al-Gharbiya near Ramallah. PA prime Minister Mohammed Shtayyeh met with Colonna in Ramallah. The UK and Germany called for a “sustainable” ceasefire, saying too many civilians have been killed in Gaza. In the West Bank, Israeli settlers shot and injured 2 Palestinian children, aged 12 and 14, in Deir Qadis. Israeli settlers with a military escort also raided Wadi Qelt, storming 5 homes and intimidating residents. Elsewhere, Israeli settlers destroyed water pipes leading to 3 villages in the Masafer Yatta area. Israeli forces shot and killed a Palestinian during a raid in Qalqilya. Israeli forces also assaulted Palestinians in Hizma. Elsewhere, Israeli forces violently dispersed Palestinians in al-Arroub refugee camp, causing tear-gas related injuries. Israeli forces seized a vehicle in Halawa. At least 60 Palestinians were arrested during raids in and around Hebron, Bethlehem, Jericho, Ramallah, Nablus, and Jenin. In East Jerusalem, Israeli forces demolished an apartment on the third floor of an apartment building in Sur Baher. Israeli forces raided the home of al-Aqsa Mosque preacher Sheikh Ikrimah Sabri in Silwan, issuing a demolition notice for the 5-story building he lives in. Israeli authorities forced a Palestinian family to demolish their own home in Sur Baher. In Gaza, Israeli forces killed around 316 Palestinians and wounded more than 664 others during airstrikes on Rafah, al-Bureij, Dayr al-Balah, Gaza City, Jabalia refugee camp, Khan Yunis and Faluja, including Islamic University of Gaza president Sufyan Tayeh and his family in Faluja. Israeli forces also targeted the Kamal Adwan Hospital, killing 4 people. Israel said it had started to move its ground invasion to southern Gaza and told Palestinians in 20% of Khan Yunis to evacuate to al-Mawasi and Rafah. Israel also said its forces assassinated the commander of Hamas’ al-Shati Brigades. 3 Israeli soldiers were killed. Rockets were fired at Israel, hitting 2 buildings in Sderot; no injuries were reported. In Lebanon, militants fired anti-tank missiles at Israeli forces, injuring 11 soldiers and a civilian. Israel said it attacked several targets in Lebanon. In Syria, Israeli forces fired artillery at southern Syria, saying a rocket was fired at Israel. The Red Crescent said increased Israeli attacks on southern Gaza have made it much more difficult to deliver aid. Shin Bet director Ronen Bar said the Israeli cabinet had discussed assassinating leaders of Hamas “in Gaza, the Palestinian territories, in Lebanon, in Turkey, and in Qatar,” calling it “our Munich.” A Turkish intelligence official said there would be “serious consequences” if Israel kills Palestinians in Turkey. Military chief of staff Herzl Halevy said Israeli forces would fight in southern Gaza “as we did strongly and thoroughly in the northern part.” Israel also claimed to have found 800 tunnel shafts in Gaza. Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani said Qatar calls for an “immediate, comprehensive, and impartial international investigation” into Israel’s attacks in Gaza and that his country continues to work toward another ceasefire. (AJ 12/3)

The U.S. said that an American warship and several commercial ships were attacked in the Red Sea. Yemen’s Houthi government said it had attacked an Israeli ship with a missile and attacked another with a drone. In the West Bank, Israeli settlers attacked 2 Palestinians harvesting olives in Burqin, injuring them with sticks and stones. 2 Israeli settlers were shot and injured at the Itamar settlement. Israeli forces shot and killed 2 Palestinian during raids in Bethlehem and at-Tabaqa. Israeli forces also raided Bethlehem, injuring 64 Palestinians and firing tear gas near an orphanage, leading to the evacuation of 100 children. Elsewhere, Israeli forces shot and injured 3 Palestinians, including a child, during raids at Birzeit University and in al-Mughayyir and Sabastia. 55 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Qalqilya, Nablus, Tulkarm, Ramallah, Tubas, and Jenin. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished the family home in Shu’fat refugee camp of a 13-year-old boy who was arrested after he allegedly stabbed and killed 1 Israeli soldier on 2/13. The father and brother of the Palestinian child were arrested and beaten by Israeli forces ahead of the demolition. The U.S. condemned the demolition. In Gaza, 241 Palestinians were killed, including 43 members of the same family, and around 500 injured in Israeli airstrikes. Israel said it assassinated Hamas member Mahsan Abu-Zina. Israel also said 1 Israeli soldier was killed and 2 seriously wounded in northern Gaza. Rockets were fired at Israel; no injuries were reported. At least 2,450 people were buried in rubble, including 1,350 children. 155 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 44 children. More than 2,397 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 33 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting around 45% of all housing units. Al-Quds Hospital in Gaza City shut down most of its operations after running out of fuel and being hit by Israeli airstrikes daily since 11/5. 106 trucks carrying aid entered Gaza via the Rafah crossing. No one was evacuated from Gaza to Egypt. It was estimated that 50,000 people fled the northern part of Gaza to the south, bringing the total number to 72,000 since 11/5. UNRWA said 99 of its staff members had been killed since 10/7, including 2 in the past 24 hours. The WHO said that diarrhea and chickenpox were spreading in Gaza and warned that there was a risk of cholera and other epidemics. The Palestinian Journalists Syndicate said 44 Palestinian journalists had been killed in Israeli airstrikes on Gaza and 25 have been detained in the West Bank since 10/7. The Israeli High Court of Justice ruled to evict Israeli settlers who had been occupying Palestinian-owned land for 30 years in the Jordan Valley. The court accepted a petition by 20 Palestinian landowners filed 5 years ago but gave the settlers 7 years to leave the 1,000 dunams (250 acres) of land which was planted with date-bearing palms. The judge wrote in her ruling that the settlers’ cultivation of the land was done in violation “of international law, but also in violation of the government’s declared policy and even contrary to halakhic law.” (HA 11/9)

PA foreign minister Riyad al-Maliki filed a complaint to the International Atomic Energy Agency over Israeli heritage minister Amichai Eliyahu’s comment that Israel could drop a nuclear bomb on Gaza, calling the comment the “prevailing discourse in Israel” and “an official recognition that Israel possesses nuclear weapons and weapons of mass destruction.” PA president Mahmoud Abbas spoke with Dutch prime minister Mark Rutte, who invited Abbas to the Netherlands. Hamas deputy political leader Saleh al-Arouri condemned the U.S. for supporting the continuation of the war on Gaza while encouraging humanitarian pauses and called on Arab states that have normalized relations with Israel to sever political and economic ties. Al-Arouri also said Hamas is ready for a comprehensive deal that would see all Palestinian prisoners released by Israel in exchange for the captives held by Hamas. (AJ 11/8)

Israeli education minister Yoav Kisch said Israel could rebuild Israeli settlements in Gaza. Military chief of staff Herzl Halevi told the Knesset Foreign Affairs and Defense Committee that the PA has been working extensively to prevent pro-Hamas demonstrations in the West Bank. (HA 11/8; HA 11/9)

U.S. secretary of state Antony Blinken said Israel should not reoccupy Gaza after the war and that Palestinians in Gaza should not be forcefully displaced from Gaza. 26 Democratic senators signed a letter to the Biden administration requesting clarification on Israel’s strategy in Gaza. More than 1,000 staffers from the U.S. Agency for International Development signed a letter calling for an “immediate ceasefire.” 100 congressional staffers also staged a walkout demanding a ceasefire. The Wall Street Journal reported that Egyptian president Abdel Fattah el-Sisi had rejected a proposal by CIA director William Burns that would see Egypt take control of the security in Gaza before the PA can take over after Israel’s war. Spanish minister for social rights Ione Belarra called on the international community to sanction Israel and said Israel was carrying out a “planned genocide” against Palestinians in Gaza. In the West Bank, Israeli forces demolished 1 house—displacing 13—and a water well in Hebron, razed 100 dunams (25 acres) of agricultural lands in Masafer Yatta, and demolished 3 agricultural structures in Nahalin. In East Jerusalem, Israeli settlers led by Jerusalem deputy mayor Aryeh King delivered an eviction notice to the Salem family in Sheikh Jarrah, ordering the family to leave their home of 70 years before 12/21. An appeals court in the Netherlands ruled that Israeli defense minister Benny Gantz cannot be tried in Dutch courts for the 2014 air strike in Gaza that killed 6 relatives of a Dutch citizen. A freedom of information request filed by Israeli human rights organization Bimkom revealed that 797 demolition orders were delivered in Area C during 2020, the highest in 5 years. In the same period, 24 construction permits were granted out of 2,550 requests. (HA 12/7)

In the West Bank, IDF troops shoot and injure a Palestinian teenager in al-Jalazun r.c. nr. Ramallah during a demonstration in solidarity with Palestinian prisoners. An IDF spokesperson says that soldiers targeted a protester holding a Molotov cocktail; Palestinian witnesses say that the 13-year-old was walking with school friends when targeted. The IDF also conducts house searches and arrest raids in 2 villages and al-‘Arub r.c. nr. Hebron, as well as 1 village each nr. Tubas and Tulkarm at night. Off the coast of the Gaza Strip, Israeli naval vessels open fire on Palestinian fishermen nr. Bayt Lahiya, causing no damage or injuries. The Israeli military announces that Palestinian fishermen will now be able to fish up to 6 miles off the coast of the Gaza Strip, extending the previous limit of 3 miles that was set in 3/2013. Meanwhile, an official from Hamas’s Ministry of Foreign Affairs says that the govt. is willing to close smuggling tunnels once a commercial crossing opens. (HA, MNA 5/21)

The Syrian army and Israeli forces have a brief exchange of fire over the cease-fire line in the Golan Heights. Damascus claims responsibility for firing at Israeli troops, damaging an army jeep but causing no injuries, with the IDF returning fire, reportedly destroying an army post but causing no injuries. U.S. Defense Secy. Chuck Hagel begins a Middle East tour in Israel, where he is expected to have meetings with Pres. Shimon Peres, PM Benjamin Netanyahu, IDF Chief of Staff Lt. Gen. Benny Gantz and DM Moshe Ya’alon. Hagel will discuss Iran, Syria, and also the sale of U.S. military equipment to Israel. U.S. Secy. of State John Kerry meets Palestinian pres. Mahmud Abbas in Istanbul to continue discussions about restarting negotiations, particularly a proposal to focus on boosting the Palestinian economy. Palestinian amb. to Turkey Nabil Maarouf says that the meeting fails to make any substantial progress with regards to Palestinian conditions for resuming negotiations. Secy. Kerry says that restored ties between Turkey and Israel can allow both countries to work with Washington on Iran and Syria. Kerry asks Turkish PM Recep Tayyip Erdogan to delay his planned trip to the Gaza Strip in order not to disrupt efforts to improve Turkish-Israeli relations. Secy. Kerry also attends a major meeting between the Syrian opposition and its main 11 foreign supporters. After the meeting, Secy. Kerry says that Washington will double its nonlethal aid to the Syrian opposition to $250 million, support that will be funnelled through the rebels’ Supreme Military Council. Speaking at a conference on Palestinian refugees in Brussels, EU foreign policy adviser Catherine Ashton expresses condolences for the 3/19/12 Jewish deaths in Toulouse and regrets over recent tragedies worldwide that have resulted in child casualties, citing among them Israel’s recent air strikes on Gaza (3/9–12) that injured 14 Palestinian children. Israeli PM Netanyahu denounces her for making “the comparison between a deliberate massacre of children and defensive, surgical actions.” Ashton’s spokesman issues a statement saying that her words were “grossly distorted.” (NYT 3/21)

Briefing the Knesset’s Foreign Affairs and Defense Comm., IDF chief of staff Gantz says the IDF is preparing for a massive influx of refugees into the Golan Heights if Syrian pres. Bashar al-Asad falls, which in the IDF’s assessment is “inevitable.” He says Israel would try to keep the refugees in a strategic buffer zone between the Golan and Syria, and would likely move Alawite refugees to the divided Alawite city of Ghajar straddling the Lebanon-Israel border to prevent any conflict between Alawis and the Druze population of the Golan.
