Off the n. Gaza coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, Israeli forces violently disperse around 300 Israeli settlers in the Beit El settlement protesting the High Court’s 7/26 injunction on building in the settlement and its order for 2 residential buildings to be demolished by 7/30; 2 settlers are arrested. The settlers throw stones at empty Palestinian vehicles in the area. A separate group of over 200 Israeli settlers reoccupies the Sa-Nur settlement outpost nr. Jenin that was evacuated in 2005, calling for the govt. to approve the return of settlers to the site. Overnight in East Jerusalem, Israeli forces demolish 2 Palestinian stores, 2 warehouses, and 3 residences in Silwan; assault and arrest 2 Palestinians during a raid in Ras al-Amud. Israeli PM Netanyahu says that his govt. is taking “legal action” against the High Court’s 7/26 demolition order for the 2 residences in the Beit El settlement. His comments follow 2 days of minor clashes between settlers and Israeli troops in and around Beit El. (HA, JP, TOI 7/28)

Netanyahu meets with Cypriot pres. Anastasiades in Cyprus and, according to PA sources, Anastasiades reportedly outlines a new European and Cypriot initiative to restart the Israeli-Palestinian peace negotiations . The PA sources say that Anastasiades discussed the initiative with PA pres. Abbas on 7/27, and it includes an invitation for Netanyahu and Abbas to separately address EU leaders in Brussels at a future summit. (JP 7/27; JP, MNA, REU, TOI 7/28)

The U.S. Parole Commission announces that imprisoned Israeli spy Jonathan Pollard’s parole has been approved and that he will be released from prison on 11/21, having completed a 30-year sentence after being convicted of passing military intelligence to Israel in 1985. Pollard will be required to stay in the U.S. for 5 years after his release. Secy. of State Kerry reiterates that Pollard’s release is not connected to the tension surrounding the nuclear deal reached by the P5+1 and Iran on 7/14. (EI, HA, MNA 7/28; HA 7/29)

In the Gaza Strip, IDF troops e. of Jabaliya r.c. open fire on a group of Palestinians, moderately injuring 1. Also, 100s of Palestinians pray outside the Rafah border crossing, protesting its closure since 12/23. Meanwhile, police officers dismantle a 1,000 kg piece of unexploded Israeli ordnance left in Gaza City after OPE. Late at night, unknown persons vandalize the French Cultural Center, leaving slogans criticizing French satirical magazine Charlie Hebdo’s recent publication of a cartoon featuring a likeness of the Prophet Muhammad. Also, the Gaza power plant resumes operation of a 3d turbine (out of 4 total), following the receipt of aid from the Qatari govt. for additional fuel. Daily scheduled power outages in Gaza decrease from 18 to 12 hours. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum), and nonweekly demonstrations in Surayf village nr. Hebron and outside Ofer detention center. In total, 10 Palestinians are seriously injured (2, Bil‘in; 7, Kafr Qaddum; 1, Surayf). Also, IDF troops conduct house searches and arrest raids nr. Ramallah, Qalqilya, and in al-‘Arub r.c.; patrol nr. Jenin; arrest a Palestinian man at a border crossing n. of Jenin. Separately, a Palestinian throws stones at Israeli settlers’ vehicles between Jerusalem and Ramallah, injuring 1. In East Jerusalem, Israeli forces arrest a Palestinian in al-‘Izzariya. Meanwhile, 100s of Palestinians gather at Haram al-Sharif after Friday prayers to protest the Charlie Hebdo cartoon. In s. Israel, Palestinian bedouin residents of Rahat observe a general strike called for by the Arab High Follow-Up Comm. in protest of the 1/14 killing of Sami al-Ajar by Israeli police. Meanwhile, the UN Special Rapporteur on Violence against Women Rashida Manjoo cancels her fact-finding mission to the oPt because Israeli authorities refused to give her a visa. Speaking at a joint press conference, U.S. Pres. Obama affirms that he will veto any new sanctions legislation that the new Republicanled Congress may pass, and UK PM David Cameron criticizes the sanctions proposals. Meanwhile, U.S. Secy. of State Kerry meets with Iranian FM Zarif in Paris and discusses the negotiations over Iran’s disputed nuclear program, as U.S. and Iranian officials meet in Geneva for bilateral talks. In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. Off the coast of the Gaza Strip nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats, while separately, Israeli forces fire 2 missiles that land close to the Egypt border fence, causing no injuries. Separately, off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, Jewish settlers attack a school in Burim village nr. Nablus. The settlers, along with IDF troops, subsequently clash with Palestinians, leaving 6 villagers injured. Separately, a Molotov cocktail is thrown at a settler’s car in the same area. The IDF conducts house searches and arrest raids in Dahaysha r.c. in Bethlehem and Al-‘Ubaydiyya village nr. U.S. Secy. of State Kerry and PA Pres. Abbas meet for a 2d day in Paris. An unnamed State Dept. official characterizes the talks as “constructive.” PA spokesperson Nabil Abu Rudayna tells Palestinian media that there can be no agreement, whether framework or final, that does not include Arab positions based on international resolutions, in a reference to the 2002 Arab League peace initiative. Meanwhile, senior Palestinian official Nabil Shaath says that he held separate, and secret, meetings with diplomats from Italy, Norway, Austria, and the UK, to discuss the ongoing negotiations. The International Atomic Energy Agency (IAEA) reports that amounts of enriched uranium in Iran’s stockpile have decreased significantly for the 1st time in 4 years, and also confirms that Iran is meeting its commitments under the 6-mo. interim agreement signed in 11/2013. Meanwhile, representatives of Iran and the P5+1 countries end talks with a framework for future negotiations and an agreement to hold their next meeting in Vienna on 3/17. However, little progress is made in this most recent meeting on the question of identifying Iranian concessions to be exchanged for a reduction in sanctions. Separately, the UK and Iran resume diplomatic relations, which were severed in 11/2011 when students ransacked the British embassy in Tehran. Turkish PM Recep Tayyip Erdogan says that stronger relations with Israel will aid the Israeli-Palestinian peace process and help speed the fall of Syrian pres. Bashar al-Asad. PM Benjamin Netanyahu also cites the Syrian crisis as a reason for his decision to improve relations with Ankara. (HA 3/23)
