The IDF significantly increases attacks on Gaza for the 2d straight day, as international mediation efforts led by Egypt to secure a cease-fire also intensify.

Combat notes: The IDF tightens the cordon around Gaza City (focusing attacks on the outlying neighborhoods of Shaykh Ajlin, Tal al-Hawa, and al-Zaytun and open areas n. of the city), with troops reportedly taking fire from Palestinian rocket-propelled grenade antitank missiles and mortars. The IDF also launches a major incursion into Jabaliya under heavy shelling, engaging in heavy exchanges of fire with Palestinian gunmen, killing at least 13. In s. Gaza, the IDF continues heavy attacks on Khuza, including air strikes, intense shelling, and widespread bulldozing of some 50 houses and farms; Israeli fire is so heavy and constant that residents report being unable to reach the injured or flee their homes to seek shelter outside the village; IDF troops pull back fr. Khuza after nightfall.

The IDF reports carrying out more than 160 air strikes across Gaza. Air strike target areas include Bayt Hanun, Bayt Lahiya, Gaza City (al-Sabra, Shaykh Ridwan, al-Zaytun), Jabaliya r.c., Khan Yunis, Khuza, Nussayrat r.c., Rafah, al-Shuka, Tal al-Za‘atar, and the Twam area. Israeli gunboats shell Nussayrat r.c. Heavy tank and artillery fire are reported nr. Bayt Lahiya (white phosphorous suspected) and in Dayr al-Balah, Jabaliya town, Khan Yunis (white phosphorous suspected), Khuza, Nussayrat r.c. (confirmed use of flechette shells). For a 2d day, nearly half of the air strikes take place after nightfall, targeting Gaza City. Palestinians report 12 hrs. of constant Israeli bombardment of the Rafah border, with the IDF claiming to destroy 90 smuggling tunnels. (The IDF also demolishes 1 tunnel on the Gaza–Israel border nr. the Nahal Oz crossing.) Specific targets include a Hamas police headquarters in Gaza City, 31 groups of armed men, 25 rocket-launching sites, and 13 suspected weapons manufacturing and storage facilities.

On the ground, the IDF reports a total of 6 soldiers wounded (2 moderately, 4 lightly) in 2 exchanges of gunfire with Palestinians. In a 3d incident, IDF reservists open fire on an IDF paratrooper unit, seriously wounding 1 and moderately wounding 3. Palestinians report around 70 Gazans killed today, putting the estimated Palestinian toll at 971 dead and 4,400 wounded. The Israeli toll stands at 13–14 dead, more than 125 injured. (Israeli military intelligence confirms that 1 soldier killed on 1/6 or 1/8 was targeted by a suicide bomber, stating that several Palestinian suicide bombers, including some women and some dressed as IDF soldiers, have approached combat units.)

Palestinians fire about 11 rockets and 6 mortars into Israel, causing no reported damage or injuries.

Humanitarian notes: The IDF observes another 3-hr. lull, allowing 102 truckloads of aid into Gaza. (The IDF states that 1,028 truckloads of humanitarian goods have been allowed into Gaza since 12/27.) During the lull the ICRC rescues 100 Palestinians trapped in Jabaliya. Heavy IDF attacks in Rafah force UNRWA to close a medical center just n. of the border to ensure the safety of patients and to open more shelters for displaced residents. Human Rights Watch calls Israel’s 3-hr./day breaks to facilitate humanitarian aid “woefully insufficient.” Other aid groups (including Doctors Without Borders, the ICRC, the UN) complain that they are still able to import and distribute only a fraction of the emergency supplies available for Gaza because of Israeli delays and restrictions. In the West Bank, IDF troops at the Tarqumiyya crossing nr. Hebron fatally shoot a Palestinian who allegedly attempts to grab the gun of a border patrol officer after being denied permission to cross the checkpoint. Late in the evening, the IDF conducts arrest raids, house searches in Bayt Awa, Dura, and Kafr Khalil (all nr. Hebron). A Jewish settler driving nr. Azun village e. of Qalqilya opens fire on Palestinian youths who stone his car, killing 1 Palestinian teenager, wounding 2. (HA 1/13; PCHR 1/15)

A Jordanian soldier fires on an Israeli border patrol unit operating along the Negev border with Jordan n. of Elat. The border police return fire. No injuries are reported. (MM 1/13; WT 1/14; JPI 1/23)

Overnight, Hamas secures the release of BBC reporter Johnston fr. the Army of Islam, which kidnapped him on 3/12; Haniyeh holds a press conference with Johnston at his Gaza City home, facilitates his transfer to the British Consulate in Jerusalem; British FM David Miliband “fully acknowledge[s] the crucial role” played by Hamas and Haniyeh in securing his release. Meanwhile, the IDF bulldozes Palestinian land in n. Gaza, reinforces troops inside the border nr. Bayt Hanun (conducting arrest raids, house searches, occupying a Palestinian home, bulldozing land), expanding the IDF’s n. Gaza buffer zone. Islamic Jihad fires an RPG at an IDF jeep on the Israeli side of the border fence nr. Dayr al-Balah; the missile lands inside Gaza, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches in Bethlehem and nr. Hebron, Jenin, Tulkarm. A Palestinian teenager dies of wounds received during a 2004 IDF raid on Hebron. Despite 6/10 cease-fire appeals, serious Fatah-Hamas fighting continues across Gaza, leaving at least 15 Palestinians dead (all believed to be mbrs. of the 2 factions). After Egyptian mediators broker another cease-fire during the day that collapses within hrs., Abbas, Haniyeh issue separate calls for a halt to the fighting. Among the most serious incidents: In Shati‘ r.c., suspected Fatah mbrs. fire an RPG at the home of PM Haniyeh in a predawn attack, causing damage but no injuries (Haniyeh is not home at the time, though his family is). Later in the day, suspected Hamas mbrs. fire a mortar at Pres. Abbas’s Gaza City residence, causing no injuries. In the afternoon, Hamas’s IQB makes a series of major coordinated attacks on Fatah installations across Gaza, dealing Fatah a significant blow in what is seen (see Guardian 6/13) as its 1st attempt to seize power in Gaza. Fatah security forces complain that they have not received orders from cmdrs. on how to respond. Other incidents include a separate attack on Haniyeh’s Gaza City office and the local PC headquarters while the PC is in session, forcing PC mbrs. to flee but causing no injuries; a major ESF raid on the home of senior AMB cmdr. Jamal Abu al-Jidayn, killing him, 4 bodyguards; an ESF raid on Fatah’s main office in Bayt Hanun, confiscating equipment and documents; gun battles in and around Bayt Hanun hospital that leave 4 Fatah mbrs., 1 ESF mbr. dead; a driveby shooting of the Youth and Sports Min. offices in Gaza City. Fatah-Hamas fighting also spreads to the West Bank, where AMB gunmen attack a Change and Reform office in Ramallah, causing no injures; unidentified assailants fire on the Nablus municipal building while a municipal council mtg. is in session (causing no injuries), set fire to the Nablus mayor’s car parked outside his home. On the Israeli-Palestinian front, Palestinians fire 7 rockets fr. Gaza toward Israel, 4 of which land inside Israel, causing no damage or injuries. The IDF demolishes 2 Palestinian homes outside East Jerusalem; conducts arrest raids, house searches in ‘Aqabat Jabir r.c., Hebron, Nablus, Tulkarm. IDF troops in the n. Gaza buffer zone fatally shoot 2 Palestinian boys (ages 12, 13), wound a 3d (age 16) who stray nr. their position. The IDF also makes an air strike on Khan Yunis, assassinating Islamic Jihad mbr. Fadi Abu Mustafa; sends troops into Gaza e. of al-Maghazi to conduct arrest raids and house searches, detaining 2 NSF mbrs. Islamic Jihad mbrs. fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches in al-Fawwar r.c. nr. Hebron, Nablus (firing on residential areas and blowing up cement blocks in the Old City, injuring 1 Palestinian, damaging 86 homes, 69 stores, 1 factory, 1 mosque, 1 church, electricity and water installations; the municipality estimates $75,000 in property damage); fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists conducting their weekly nonviolent protest against the separation wall in Bil‘in, injuring 4; beats and forcibly disperses 10s of Palestinians and several international peace activists who stage a nonviolent protest in Bani Na‘im nr. Hebron against the IDF’s declaration of a closed military zone on 1,500 d. of Palestinian land adjacent to Bnei Hefer settlement. In Khan Yunis, Hamas mbrs. fire an RPG at a Fatah training base, causing no injuries. In Ramallah, unidentified gunmen fire on a PA police station, causing no injuries. A day after the Lebanese government voted to give the military carte blanche to take action against FI, the Lebanese army tightens its cordon on Nahr al-Barid r.c., directs heavy artillery barrages on FI sniper posts and 3 positions on the outskirts of the camp, seizing them, and moves into the camp for the 1st time, taking control of limited areas inside the camp. The clashes leave at least 3 Lebanese soldiers, 2 FI mbrs., 14 others inside the r.c. (FI or civilians) dead and 60 civilians, 18 soldiers wounded. At least 8,000 civilians are still inside the camp. As part of an ongoing crackdown on Hamas in Gaza, the Israel Defense Forces (IDF) makes an air strike on a Rafah building controlled by the Executive Support Force (ESF)—a branch of the Palestinian Authority (PA) Interior Min. loyal to Hamasaffiliated PM Ismail Haniyeh—killing 3 ESF mbrs. and wounding at least 21 ESF mbrs., 3 mbrs. of the Fatah-affiliated PA Preventive Security Force (PSF) in a PSF office nearby, 3 bystanders (including 2 journalists). Hamas mbrs. fire 12 rockets fr. Gaza into Israel, hitting a home in Sederot, moderately injuring 1 Israeli, and hitting a transformer, cutting electricity to 24,000 residents. The IDF responds with an air strike on a house nr. Jabaliya refugee camp (r.c.), killing 2 Hamas mbrs., wounding 3. Israeli PM Ehud Olmert convenes his security cabinet which authorizes the IDF to carry out “severe and harsh” attacks on Gaza, including assassinations of resistance leaders, to prevent further rocket fire, effectively ending the 11/26/06 Gaza cease-fire, frequently violated by both sides. Meanwhile in Gaza, factional fighting btwn. Fatah, Hamas (ongoing since PA Pres. Mahmud Abbas [Fatah] deployed 1,000s of PA security forces under his control without coordinating with either independent Interior M Hani al-Qawasmi, who resigned in protest, or ESF cmdrs. on the ground) escalates sharply, particularly in Gaza City, leaving at least 20 Palestinians dead, 10s wounded, and a number of Fatah and Hamas mbrs. kidnapped. Among the incidents: an Egyptian official is fatally shot by Fatah mbrs. while walking the streets of Rafah with Fatah and Change and Reform legislators to test the intra-Palestinian cease-fire declared on 5/15; Hamas mbrs. ambush a PSF vehicle not knowing that it is transporting Hamas detainees, killing 5 Hamas mbrs., 2 PSF mbrs.; Fatah makes a retaliatory strike on an ESF post outside the Interior Min.’s offices in Gaza City, firing rocket-propelled grenades (RPGs), killing 4 ESF mbrs.; some 200 Hamas mbrs. attack and occupy the home of PA internal security head Rashid Abu Shibak (who is not home at the time), killing at least 4 bodyguards; Hamas mbrs. fire mortars at Abbas’s Gaza residence, causing no injuries; Hamas mbrs. fire antitank rockets at the PA General Intelligence base nr. Shati‘ r.c. (After Fatah’s attacks today, the ESF, which has largely remained in its barracks, deploys “to respond with all our power” to further attacks.) Among the wounded are 8 Palestinian civilians among 200 who turned out in Gaza City to protest the interfactional violence and who placed themselves btwn. Fatah and Hamas gunmen to prevent further clashes. Palestinians in Ramallah observe a 1-day general strike to protest the factional violence. Midday, Hamas announces a unilateral cease-fire to begin at 8:00 P.M. local time, and Abbas calls on Fatah mbrs. to follow suit, but gun battles resume within hrs., leaving 2 Fatah mbrs. dead, 10 Palestinians wounded (included in totals above). Israeli Vice PM Shimon Peres says that Israel would respond favorably if Abbas asked for assistance in quelling the violence. Meanwhile, in the West Bank, the IDF conducts arrest raids in al-Til nr. Tulkarm (deliberately setting fire to a Palestinian home, damaging 5 others), neighboring Allar, and in and around Balata r.c. and Nablus. Jewish settlers fire on Palestinian homes in Bayt Furik nr. In Gaza, Fatah-Hamas fighting intensifies, leaving at least 15 Palestinians dead. Among the incidents: PA presidential guardsmen fatally shoot Izzeddin al-Qassam Brigades cmdr. Ibrahim Maniah nr. Qarni (Hamas claims he was assassinated, Fatah says he died in an exchange of gunfire); in retaliation, Hamas mbrs. attack a PA presidential guard training facility at the Qarni crossing with rockets, mortars, and RPGs, also firing on other PA security forces who come to the guardsmen’s aid, killing 8 national security officers. IDF troops on the Gaza border nearby fire on 2 guardsmen fleeing the scene toward the border fence, killing 1. Outside Abbas’s Gaza City offices, PA security forces loyal to Abbas halt, harass, shoot execution-style 2 Palestinian reporters for a pro-Hamas newspaper. A 12th Palestinian is killed in interfactional fighting in Gaza City. Across the Strip, Palestinian civilians stay in their homes and most stores close, while Fatah and Hamas gunmen take up strategic positions along roads and atop high buildings, and Egyptian mediators work to establish a new cease-fire. PA National Security Adviser Muhammad Dahlan, currently abroad, orders 500 Fatah-affiliated PSF mbrs. undergoing training in Egypt to return to Gaza immediately to help defend the pro-Abbas forces; Israel gives its consent for the forces to enter. Hamas also fires more than 20 rockets fr. Gaza into Israel, hitting a house and empty school, seriously wounding 1 Israeli, moderately wounding another. On the day Israel marks independence day and Palestinians commemorate the Nakba, Hamas’s Izzeddin al-Qassam Brigades fires 6 rockets and 8 mortars into Israel, causing no injuries, reiterating that it will no longer abide by the 11/26/06 cease-fire; the IDF responds with helicopter air strikes on n. Gaza and fires on an open area e. of Rafah; no damage or injuries are reported on either side. (Also in Gaza, a Palestinian is injured in Jabaliya r.c. while trying to dismantle an unexploded IDF shell.) Meanwhile, moderates in Hamas’s political wing say they are working to preserve the cease-fire. In the West Bank, the IDF occupies a Palestinian home in Saffa nr. Ramallah as an observation post; patrols, fires on residential areas of Nablus; conducts latenight arrest raids, house searches in Hebron. Nr. Jenin, 2 Palestinian children (ages 4, 7) are injured when they accidentally trigger unexploded IDF ordnance. Thousands of Jewish settlers march to the evacuated Homesh settlement site to protest the 2005 disengagement despite the IDF’s declaration of the area as a closed military zone; 2 IDF soldiers are injured trying to keep settlers from the site. Overnight, the IDF revives Operation Hot Winter (see 3/1) in Nablus, conducting major house searches, arresting 2 Palestinians but withdrawing in the morning. During the day, IDF troops on the s. Gaza border fire on Palestinian farmers who stray near the border fence e. of al-Qarara, causing no injuries; later sends tanks, bulldozers across the border in the same area to level land, discovering and dismantling 2 roadside bombs. Late in the evening, the IDF conducts arrest raids, house searches in and around Hebron, and nr. Bethlehem, Ramallah. Jewish settlers fr. Avraham Avino attack Palestinian workers repairing a Palestinian home nearby; the IDF observes but does not intervene. Jewish settlers fr. Ramat Yishai vandalize Palestinian homes nearby. A Palestinian gunman fires on a Jewish settler vehicle driving on the Itamar settlement bypass road nr. Nablus, wounding 1 settler. In Gaza City, suspected Fatah gunmen assassinate Izzeddin al-Qassam Brigades cmdr. Ala’ al-Haddad; late in the evening, the ESF fires an RPG destroying a house in Gaza City in apparent retaliation. Fatah-ESF clashes escalate in Bayt Hanun, with ESF mbrs. firing an RPG at the home of a Fatah mbr. and Fatah mbrs. retaliating by firing an RPG at the home of a Hamas mbr.; 3 Palestinians are injured. Hamas spokesman Ghazi Hamad says that the PA has definite information about who kidnapped BBC corresponded Johnston on 3/12, indicating that they are mbrs. of the powerful Daghmash clan, which is involved in criminal activity and was responsible for the abduction of 2 Fox News journalists on 8/27/06; says the government is working to secure his release. The IDF continues operations in Khan Yunis, shelling, firing on, and conducting air strikes on residential areas, killing at least 11 Palestinians (1 PA security officer, 3 armed Palestinians, 7 civilians, including an 11-yr.-old boy) wounding at least 70, demolishing at least 26 Palestinian homes; 2 IDF soldiers are also wounded by a rocket-propelled grenade. The IDF arrests Tulkarm dep. Hamas cmdr. Ahmad Awad; sends troops into Bayt Furik, fires on residential areas, then fires on stone-throwing youths who confront the troops, wounding a 13-yr.-old Palestinian; sends troops into Shaykh Ajlin, demolishes 1 Palestinian home, bulldozes 4 d., conducts arrest raids; bulldozes 20 d. surrounding Gaza’s Dugit settlement; conducts arrest raids, house searches, sets fire to 2 workshops in Hebron; fires on residential areas of Yamun. Jewish settlers occupy a vacant Palestinian home in the Rachel’s Tomb complex in Bethlehem that they claim to have purchased 2 yrs. ago; local Palestinians deny this. Jewish settlers fr. Ramat Yishai settlement nr. Hebron occupy a vacant Palestinian home (residents had been forced to leave because of repeated settler attacks). Palestinian female prisoners in Israel’s Tel Monde prison begin a hunger strike to protest their living conditions, frequent strip searches. The IDF fatally shoots at least 7 Palestinians (including 1 man who is shot, bleeds to death inside his home), wounds at least 50 (including 1 Palestinian journalist), demolishes 2 apartment buildings in ongoing clashes in Gaza City before withdrawing in the afternoon, after Egyptian mediators secure the return of the bodies of 6 IDF soldiers killed on 5/11. In Rafah, however, Islamic Jihad mbrs. fire a rocket propelled grenade into the IDF-controlled buffer zone (the Philadelphi Route) along the border with Egypt, hitting an APC carrying explosives for demolishing smugglers’ tunnels and Palestinian homes, killing 5 IDF soldiers, injuring 3. The IDF also conducts arrest raids nr. Bethlehem, Tulkarm; fires on residential areas of Balata r.c. (barring ambulances fr. reaching the wounded, arresting 1 injured man). The IDF attempts a predawn raid on Bureij r.c., Nussayrat r.c. in Gaza, but meets fierce resistance (rifle fire, rocket-propelled grenades, homemade antitank weapons, Molotov cocktails) fr.
