In the West Bank, Israeli settlers threw stones at Palestinians traveling near Nablus and Tulkarm. Israeli forces shot and killed 3 Palestinians after they shot and killed an Israeli soldier and injured 3 Israeli soldiers at the Tunnels checkpoint west of Bethlehem; Hamas took responsibility for the attack. Israeli forces also shot and injured 3 Palestinians, including 2 children during raids in Beita and Deir Nidham. Elsewhere, Israeli forces assaulted 2 Palestinians near Carmel, causing bruises. Israeli forces also demolished 2 homes and a marble factory in Wadi Fukin. 69 Palestinians were arrested during late-night raids in and around Ramallah, Hebron, Dura, Jenin, Kafr Ra’i, Qalqilya, Husan, Nablus, Jericho, and al-Fara’a refugee camp. In East Jerusalem, 2 Palestinians were arrested during a late-night raid in Isawiya. In Gaza, telecommunications broke down for the third time, this time due to a lack of fuel. Israeli airstrikes killed at least 19 people in Jabaliya refugee camp, al-Qarara, and al-Maghazi refugee camp. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza and due to the telecommunications breakdown. Israeli forces continued to raid al-Shifa Hospital, stealing bodies of Palestinians who had not yet been buried. Israel also put al-Ahli Hospital under siege, preventing movement in and out of the hospital. Israel said the bodies of 2 of the Israeli captives were found in a building near al-Shifa Hospital. In South Lebanon, Israel attacked several sites and anti-tank missiles were fired at Israel. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza, leaving the death toll at 11,479, including 4,630 children and 3,130 women, and around 32,000 injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 190 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,730 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since 10/7. 51 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. No aid entered Gaza due to UNRWA vehicles running out of fuel. Turkey said that 27 cancer patients from Gaza arrived in Turkey for treatment. The director of the Indonesian Hospital said its facilities were “completely out of service,” with 45 patients still awaiting surgery. PA finance minister Shoukry Bishara sent a letter to Israeli finance minister Bezalel Smotrich demanding that Israel pay the PA the full amount of tax revenue due from October. (HA 11/16)

Israeli interior minister Moshe Arbel informed 2 Palestinians, who he claims are Hamas operatives, that Israel has begun efforts to revoke their Jerusalem residency status. Finance Minister Bezalel Smotrich said Israel should stop talks on a prisoner swap, saying Israel should only “talk with fire and brimstone.” (AJ, HA 11/16)

Jordanian foreign minister Ayman Safadi said Jordan will not ratify an agreement with Israel to exchange water for energy due to Israel’s attacks on Gaza. (AJ, HA, REU 11/16)

U.S. State Department spokesperson Matthew Miller said Israel must ensure that food, water, and medical care is available at al-Shifa Hospital. Secretary of State Antony Blinken spoke with Israeli war cabinet member Benny Gantz, urging him to address the rise in settler violence and discussing humanitarian aid to Gaza. Blinken also told ABC News that he has told Prime Minister Benjamin Netanyahu that Israel cannot reoccupy Gaza. In the West Bank, Israeli settlers brought their livestock to graze on Palestinian-owned wheat and barley crops in al-Twana, causing damage. Israeli settlers also stole fencing in Farkha. Elsewhere, Israeli settlers with a military escort toured an archeological site in Jericho. Israeli forces shot and wounded 1 unarmed Palestinian man suffering from physical and cognitive disabilities near the separation wall in Qalqilya. It was reported that the man was injured with Tutu ammunition. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 10 with baton rounds and others with tear gas. In East Jerusalem, Israeli forces shot and seriously wounded a Palestinian minor in Silwan, claiming he had thrown a Molotov cocktail at Israeli forces. Israeli forces also shot and wounded 1 Palestinian man driving a car in Shu’fat refugee camp, claiming he was speeding toward them. In the Galilee, Israeli forces prevented thousands of Christians from visiting a church for the celebration of the Feast of the Transfiguration. Church officials said the event was coordinated with Israeli police 2 weeks prior but that Israeli authorities retracted its approval on the day of the event, citing fire risk. UNRWA said it had suspended its services in Ain al-Hilweh refugee camp in Lebanon in protest over armed militants operating in its facilities in the camp since violent conflict arose between Fatah and armed Islamist groups on 28 July. Hungarian prime minister Viktor Orbán said Israel and Germany had signed an agreement to jointly manufacture combat drones with Hungary. (HA 8/18)

It was reported that the Israeli government had granted de facto recognition to Israeli settlement outposts that had not received official independent status, allowing the government to fund infrastructure and education in the outposts. The decision has already been approved by the Justice Ministry and will be finalized at the cabinet level in the coming weeks. (HA 8/18)

In the West Bank, Israeli settlers stole 1 residential tent and vandalized a fence in Khirbet Martaba. Israeli also settlers assaulted 2 Palestinian minors in Qusra, leading to the hospitalization of 1 of them. Israeli forces subsequently violently dispersed Palestinians in Qusra protesting the settler attack, injuring 22 with baton rounds and tear gas. Israeli forces also shot and injured 7 Palestinians with baton rounds during a raid in Jifna; others suffered tear-gas related injuries. 8 Palestinians were arrested during late-night raids in Silwad, Ras Karkar, Beit Fajjar, and al-‘Ain refugee camp. In East Jerusalem, dozens of Israeli settlers toured the Haram al-Sharif compound. Israeli forces assaulted and detained 4 Palestinians in the Old City. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. Hamas imposed a 16.5% tax on 24 products from the West Bank, including bottled water and soft drinks. PA economy minister Khaled al-Osaily called the new taxes “illegal and not permissible within the same nation.” (ALM 6/1)

Ghaida Rinawie Zoabi, who on 5/19 announced that she was leaving the Israeli government coalition, said she would resume supporting the coalition after meetings with foreign minister Yair Lapid and several mayors. Rinawie Zoabi’s reversal brought the government coalition back to an equal number of Knesset members to that of the opposition. Rinawie Zoabi told her colleagues on 5/19 that she was leaving the coalition due to Israeli attacks on Palestinians at the Haram al-Sharif compound and at the funeral for Al Jazeera journalist Shireen Abu Akleh. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. Iranian president Ebrahim Raisi said on 5/23 that the assassination is being investigated and that Iran will revenge the killing. The New York Times reported later, on 5/25, that Israel had told the U.S. that it was behind the assassination of Khodaei. Chairperson of the EU parliament’s relations with Palestine Manu Pineda was forced to cancel a trip to the occupied Palestinian territories with a group of other EU parliamentarians after Israel refused to allow him entry to Israel and his delegation access to Gaza. President of the EU parliament Roberta Metsola said on Twitter that she regretted the decision but that she would continue her visit to Israel. In the West Bank, Israeli settlers vandalized 47 olive trees near Burin. Israeli forces violently dispersed Palestinians protesting in East Jerusalem, Bethlehem, al-Ram, and al-Arub refugee camp against the planned settler march, causing tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in al-Bireh; no injuries were reported. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition by the separation wall in Jalama village. Israeli forces also delivered stop-work notices for 5 structures in Burqin and for a road near Sabastiyya. 3 Palestinians were arrested during late-night raids in Mirka and Jenin. In East Jerusalem, the new Israeli government allowed far-right Israelis and Israeli settlers, including MKs Itamar Ben-Gvir of Otzma Yehudit (Jewish Power) and Bezalel Smotrich of HaTzionut HaDatit (the Religious Zionist Party) to march through the Old City of Jerusalem, yelling “Death to Arabs” and “May your village burn down.” Israeli forces had forced Palestinian-owned stores in the Old City to close for the march. Member of the newly formed government coalition, Mansour Abbas Ra’am (United Arab List), said that the march was an “unrestrained provocation” and “incitement to violence.” In a tweet, the new Israeli foreign minister Yair Lapid condemned the racist slogans targeting Palestinians. Israeli forces violently dispersed Palestinians protesting the march, injuring 33, including 6 who were hospitalized, and arresting 17. Israel had also sealed parts of the Old City for entry of Palestinians. Prior to the march, Israeli settlers also toured the Haram al-Sharif compound. In Gaza, in response to Israel allowing the provocative march through the Old City, incendiary balloons sent from Gaza started some 20 fires in Israel. Israeli forces shot and injured 3 Palestinians protesting at the Gaza fence by Khuza‘a with live ammunition and arrested 3 who attempted to cross into Israel. Israeli forces also violently dispersed a Palestinian protester by the Gaza fence east of al-Showka, leading to tear-gas related injuries. 1 Palestinian succumbed to injuries sustained during the Israeli attacks in Bayt Hanun on 5/13 during the Israeli attacks on Gaza in mid-May, raising the comprehensive death toll since 5/10 from 265 to 266, including 67 children and 3 pregnant women. In the West Bank, Israeli forces demolished 1 Palestinian-owned home in Artas, 1 house under construction in Dayr Sharaf, and 2 warehouses in Anata. Israeli forces also clashed with Palestinians during a raid in Bayt Umar, leading to tear-gas related injuries. 10 Palestinians were arrested, including 9 during late-night raids in and around Kaubar, al-‘Arub refugee camp, Bayt Umar, and Sa‘ir, 1 Palestinian was arrested at the Qalandia checkpoint. In East Jerusalem, Israeli settlers interrupted a press conference held by EU members in the area where Israeli announced plans to construct more than 1,200 settler units on 11/15; among the disrupters was West Jerusalem deputy mayor Arieh King. The EU delegation eventually gave up carrying out its press conference at the site and moved it to the EU offices. 6 Palestinians were arrested. In an ad for an upcoming route to Tel Aviv, the UAE-owned airline Etihad featured a drawing of the 2d Temple as point of interest for visitors. The 2d Temple was destroyed in 70 CE and was located where the Dome of the Rock and al-Aqsa Mosque are now. Etihad later pulled its ad from Twitter. (HA 11/16)

The foreign minister of Qatar Sheikh Mohammed bin Abdulrahman al-Thani said, during a virtual conference on security, that Sudan, Bahrain, and the UAE normalization deals with Israel undermines efforts to create a Palestinian state. (HA, REU, TOI 11/16)

4 Republican senators sent a letter to U.S. president Donald Trump, urging him to change the guidelines on how products from the West Bank are to be labeled when entering the U.S. The 4 senators, Tom Cotton (R-AR), Ted Cruz (R-TX), Marco Rubio (R-FL), and Kelly Loeffler (R-GA), wrote that products from “Judea and Samaria” should be allowed to be labeled as “Made in Israel.” (Senator Tom Cotton 11/16; ALM, WAFA 11/19)

In the West Bank, Israeli forces shot 1 Palestinian near al-Fawar refugee camp; Israeli forces alleged that the man was wielding a knife when he was shot. Israeli forces also assaulted 1 minor near Jenin; he was taken to a hospital for treatment. 3 Palestinians were arrested trying to enter Israel near Jenin. In East Jerusalem, 6 Palestinians were arrested in al-Tur and the Old City. In Gaza, Israeli forces opened fire on Palestinian bird hunters northeast of al-Bureij; no injuries were reported. 1 Palestinian sued 1 Israeli settler for vandalizing his property in a Nablus court. The suit against an Israeli settler in a Palestinian court is the 1st of its kind. (WAFA 11/8)

PA president Mahmoud Abbas congratulated president-elect Joe Biden on his victory in the 2020 U.S. presidential elections. In a statement, President Abbas said, “I look forward to working with the President-elect and his administration to strengthen the Palestinian-American relations and to achieve freedom, independence, justice and dignity for our people, as well as to work for peace, stability and security for all in our region and the world.” Israeli prime minister Benjamin Netanyahu also congratulated President-elect Biden in a tweet and immediately after, in another tweet, thanked President Donald Trump for “recognizing Jerusalem and the Golan, for standing up to Iran, for the historic peace accords and for bringing the American-Israeli alliance to unprecedented heights.” (HA, REU, Twitter, Twitter, WAFA, WAFA 11/8; HA, WAFA 11/9)

A delegation of Israeli settlers led by Yossi Dagan of the Samaria Regional Council met with Emirati businesspeople to promote their settler businesses. The settler business trip in the UAE is set to commence on 11/12. An aide to President Abbas called it “painful to witness Arab cooperation with one of the worst manifestations of aggression against the Palestinian people, which is the Israeli settlements on our land.” (AP, HA 11/11)

In the West Bank, Israeli forces delivered stop-work orders for 1 house in Taqqua. Israeli forces also demolished 1 house in al-Khadir and seized construction material. Elsewhere, Israeli forces punitively sealed off the room of an alleged attacker in his family house. 10 Palestinians were arrested during raids in and around Qalandia refugee camp, Bethlehem, Hebron, Kafr Qaddum, and Qalqilya. In East Jerusalem, 4 Palestinians were arrested during raids in Issawiyya. In Gaza, Israeli forces opened fire at agricultural lands east of Khuza‘a and east of al-Qarara; no injuries were reported. According to reporting by Politico, the Trump administration is mulling over declaring human rights organizations and other NGOs such as Amnesty International, Human Rights Watch, and Oxfam anti-Semitic. According to the reporting, Secretary of State Pompeo is seeking to get through the declaration to gain favor among evangelical voters for a future run for president. In the West Bank, Israeli forces shot and injured a Palestinian man at a checkpoint near Jenin; the man was taken to the hospital with moderate injuries. Israeli forces also punitively demolished, for a second time, the family home in al-Am‘ari refugee camp of a Palestinian accused of killing an Israeli soldier in May 2018. During the demolition, Israeli forces clashed with protesting Palestinians, leading to tear-gas related injuries. Israeli forces also demolished several structures erected by Israeli settlers outside the Yitzhar settlement; the demolition happened after settlers threw stones at Israeli forces on 10/21. Israeli settlers attacked Palestinians harvesting olives in Yasuf and stole the harvest when the Palestinians fled their fields. Israeli forces also forced Palestinian farmers to leave their olive fields while harvesting olives in Luban al-Sharqiyya. 7 Palestinians were arrested, including 3 during the punitive demolition, and 4 during raids in and around Nablus and Jenin. In the West Bank, Israeli forces demolished a water container used for agricultural irrigation east of Hebron. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Shu‘fat refugee camp, Bethlehem, Hebron, Qalqilya, and Jenin. Clashes erupted during the raids in Shu‘fat and Jalazun refugee camps near Ramallah. 1 vehicle was seized during the raid in Tuqu‘ near Bethlehem. In Israel, a 31-year-old Palestinian man from the West Bank who was arrested during a raid in Bayt Fajjar on 6/19 died in Nitzan prison while he was in solitary confinement. Palestinian refugees in Lebanon protested throughout the country against the Lebanese government’s crackdown on businesses using foreign workers that do not have a work permit. In the West Bank, the IDF shoots and injures 2 Palestinians, arrests 14, and issues arrest summons to 1 during late-night raids in and around Bethlehem, Tulkarm, Qalqilya, Jenin, Nablus, and Ramallah; and patrols near Hebron and Nablus. In East Jerusalem, Israeli forces arrest 8 Palestinians during raids in Anata refugee camp, Issawiyya, and Silwan. The UNSC votes on a resolution that Egyptian diplomats circulated on 12/16. The resolution states that any decisions about Jerusalem’s status have no legitimacy under international law. Every member votes in favor, except the U.S., which exercises its veto. U.S. ambassador to the UN Nikki Haley calls the resolution an “insult” that won’t be forgotten.
