In the West Bank, Israeli settlers brought their livestock to graze on Palestinian-owned wheat and barley crops in al-Twana, causing damage. Israeli settlers also stole fencing in Farkha. Elsewhere, Israeli settlers with a military escort toured an archeological site in Jericho. Israeli forces shot and wounded 1 unarmed Palestinian man suffering from physical and cognitive disabilities near the separation wall in Qalqilya. It was reported that the man was injured with Tutu ammunition. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 10 with baton rounds and others with tear gas. In East Jerusalem, Israeli forces shot and seriously wounded a Palestinian minor in Silwan, claiming he had thrown a Molotov cocktail at Israeli forces. Israeli forces also shot and wounded 1 Palestinian man driving a car in Shu’fat refugee camp, claiming he was speeding toward them. In the Galilee, Israeli forces prevented thousands of Christians from visiting a church for the celebration of the Feast of the Transfiguration. Church officials said the event was coordinated with Israeli police 2 weeks prior but that Israeli authorities retracted its approval on the day of the event, citing fire risk. UNRWA said it had suspended its services in Ain al-Hilweh refugee camp in Lebanon in protest over armed militants operating in its facilities in the camp since violent conflict arose between Fatah and armed Islamist groups on 28 July. Hungarian prime minister Viktor Orbán said Israel and Germany had signed an agreement to jointly manufacture combat drones with Hungary. (HA 8/18)

It was reported that the Israeli government had granted de facto recognition to Israeli settlement outposts that had not received official independent status, allowing the government to fund infrastructure and education in the outposts. The decision has already been approved by the Justice Ministry and will be finalized at the cabinet level in the coming weeks. (HA 8/18)

In the West Bank, Israeli settlers stole 1 residential tent and vandalized a fence in Khirbet Martaba. Israeli also settlers assaulted 2 Palestinian minors in Qusra, leading to the hospitalization of 1 of them. Israeli forces subsequently violently dispersed Palestinians in Qusra protesting the settler attack, injuring 22 with baton rounds and tear gas. Israeli forces also shot and injured 7 Palestinians with baton rounds during a raid in Jifna; others suffered tear-gas related injuries. 8 Palestinians were arrested during late-night raids in Silwad, Ras Karkar, Beit Fajjar, and al-‘Ain refugee camp. In East Jerusalem, dozens of Israeli settlers toured the Haram al-Sharif compound. Israeli forces assaulted and detained 4 Palestinians in the Old City. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. The 6 Palestinians who escaped Gilboa prison on 9/6/2021 were sentenced to 5 years in prison for their escape and each fined $1,487. 5 other Palestinian prisoners were sentenced to 4 years for assisting in their escape. (AJ, AP, HA, MEMO, WAFA 5/22)

Hamas imposed a 16.5% tax on 24 products from the West Bank, including bottled water and soft drinks. PA economy minister Khaled al-Osaily called the new taxes “illegal and not permissible within the same nation.” (ALM 6/1)

Ghaida Rinawie Zoabi, who on 5/19 announced that she was leaving the Israeli government coalition, said she would resume supporting the coalition after meetings with foreign minister Yair Lapid and several mayors. Rinawie Zoabi’s reversal brought the government coalition back to an equal number of Knesset members to that of the opposition. Rinawie Zoabi told her colleagues on 5/19 that she was leaving the coalition due to Israeli attacks on Palestinians at the Haram al-Sharif compound and at the funeral for Al Jazeera journalist Shireen Abu Akleh. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. Iranian president Ebrahim Raisi said on 5/23 that the assassination is being investigated and that Iran will revenge the killing. The New York Times reported later, on 5/25, that Israel had told the U.S. that it was behind the assassination of Khodaei. Chairperson of the EU parliament’s relations with Palestine Manu Pineda was forced to cancel a trip to the occupied Palestinian territories with a group of other EU parliamentarians after Israel refused to allow him entry to Israel and his delegation access to Gaza. President of the EU parliament Roberta Metsola said on Twitter that she regretted the decision but that she would continue her visit to Israel. In the West Bank, Israeli settlers stole 150 olive saplings in Jalud. Israeli forces raided Bayt Umar, leading to clashes; tear-gas related injuries were reported. Israeli forces also razed several hundred olive saplings and trees in Dayr Balut. 5 Palestinians were arrested during raids in and around Dayr Nitham, Nablus, and Hebron. In Gaza, Israeli forces made incursions and leveled land east of Khan Yunis. In Israel, Israeli police violently dispersed Palestinian citizens of Israel in Kafr Qara protesting the lack of Israeli police’s willingness to investigate intra-communal violence of Palestinian communities in Israel; 1 Palestinian citizen of Israel was killed on 1/5. An Israeli military court convicted the prominent Palestinian activist Issa Amro of 6 of 18 charges against him, including obstructing Israeli forces’ activities and assaulting 1 Israeli settler. Amnesty International has called the charges politically motivated and Amro denies the charges against him. He will be sentenced on 2/8. Amro also has a court hearing at a PA court on 1/20 for accusations of “insulting higher authorities” over Facebook. Amnesty has also called the PA charges “disgraceful.” (AI 1/5; HA, MEE, REU 1/6)

Sudan announced that it had signed on the normalization deal between Israel, Bahrain, and the UAE after Sudan was formally removed from the U.S. list of state sponsors of terrorism in December. The agreement was formalized by the Sudanese justice minister Nasredeen Abdulbari and U.S. treasury secretary Steven Mnuchin. The U.S. has also agreed to settle Sudan’s debt to the World Bank and granted Sudan immunity from prosecution related to the 2 U.S. embassy bombings in east Africa during the 1990s. The London-based Syrian Observatory for Human Rights said that 15 people were killed or injured in Israeli attacks on southern Damascus. (REU 1/6; MEE 1/7; HA 1/9)

In Washington D.C., thousands of anti-democracy Donald Trump supporters protested at the U.S. Capitol building after attending a Trump rally by the White House on the day that the U.S. congress was to confirm the electoral college vote win for president-elect Joe Biden. Hundreds of protesters stormed the Capitol building while the legislators were debating the electoral college votes, taking over the senate chamber while legislators were evacuated. 1 protester was killed in the Capitol building and 4 others died due to “medical emergencies” during the violent protest, including a police officer. At least a dozen U.S. police officers were injured and several dozen protesters were arrested. After the Capitol building was secured, U.S. members of congress certified President-Elect Biden’s win. In the aftermath, Trump was temporarily banned from Twitter and Facebook after accusations of using the platforms to incite the rioters. Trump subsequently promised an “orderly transition of power” despite not acknowledging his defeat in the presidential election, making unsubstantiated claims of voter fraud. 2 of the Trump administration cabinet members and a dozen high-ranking officials resigned in the aftermath of violence encouraged by the president; speaker of the house Nancy Pelosi was among many bipartisan voices calling for Trump’s removal from office. Also, 2 Democrats were declared winners of the run-off elections in Georgia, providing the Democrats a majority in the Senate as well as the House. In the West Bank, 4 Palestinians were arrested during late-night raids in and around Nablus and Bayt Duqqu. During the raid in Bayt Duqqu, clashes erupted between Israeli forces and Palestinians; no injuries were reported. During the raid in Nablus, Israeli forces seized a vehicle and 2 computers. During a different late-night raid in Bayt Umar, Israeli forces seized 1 vehicle, 500 Jordanian Dinars ($700) and 3,500 NIS ($1,000). Israeli settlers attacked Palestinian vehicles traveling near the Homesh settlement, causing damage to 25 vehicles and injuries to Palestinians from shattered glass. Israeli settlers also attacked 2 Israeli police officers disguised as Palestinian technicians at the Bat Ayin settlement. The 2 settlers were arrested by the Israeli police officers. In Baghdad, Iraqi protesters attacked the U.S. embassy after funerals were held for the 25 members of Kata’ib Hezbollah who were killed in U.S. airstrikes in Iraq and Syria on 12/29. Protesters managed to enter the embassy compound and ignited several fires. It was reported that the U.S. ambassador and staff were evacuated from the embassy before the protesters entered the compound. U.S. forces remained inside the embassy throughout the attack. According to an Associated Press reporter, a loudspeaker urged the protesters to leave, saying “the message was delivered.” U.S. president Donald Trump said in a tweet that Iran orchestrated the attack on the U.S. embassy in Iraq and that he holds Iran “fully responsible.” As the events were unfolding, U.S. secretary of defense Mark Esper said that the U.S. was deploying some 750 additional troops to the Middle East. In the West Bank, Israeli forces prevented Palestinians from making a road to their agricultural land east of Nablus. Elsewhere in the West Bank, Israeli forces arrested 11 Palestinians in and around Jenin, Nablus, Qalqilya, and Bethlehem. The raid in Jenin triggered confrontations with local Palestinians, wounding 3 of them; 2 from live ammunition, and 1 from being hit by an Israeli military vehicle. Others suffered from tear gas inhalation. An additional 13 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Ramallah, and Jenin. Israeli settlers chopped down dozens of Palestinian-owned almond trees near Nablus. In East Jerusalem, Israeli police evicted Muslim worshippers from the al-Aqsa Mosque for the 3d day in a row. Israeli settlers with military escort also stormed the Haram al-Sharif compound to perform prayers. In Gaza, Israeli forces made incursions to level land east of Bayt Hanun. The Israeli civil administration approved 2 roads to isolated Israeli settlements in the West Bank. The construction of the roads requires the Israeli government to seize 807 dunams (200 acres) of Palestinian-owned land. The construction is scheduled to start in July. (HA 5/13)

A Qatari envoy headed by Mohammed al-Emadi arrived in Gaza to hold meetings with UN envoy Nickolay Mladenov and Hamas chief Ismail Haniyeh about the transfer of $30 million in aid. (HA 5/13)

Israeli president Reuven Rivlin granted Prime Minister Benjamin Netanyahu 2 additional weeks to form the next government. The extension allows Netanyahu until 29 May to form a government. (JPOST, TOI 5/13)

PLO executive committee member Hanan Ashrawi wrote on Twitter that her U.S. visa application had been rejected without any reason. In February, U.S. special representative for international negotiations Jason Greenblatt invited her to meet him at the White House as Ashrawi and Greenblatt exchanged tweets about the U.S. peace plan. In the West Bank, 2 apartments in Hebron belonging to the family of a Palestinian convicted for the murder of an Israeli in February were demolished by Israeli forces. In Salfit, Israeli forces raided and took measurements for demolition of a home belonging to the family of a Palestinian alleged to have attacked Israeli settlers in the settlement of Ariel on 3/17. The alleged perpetrator was killed by Israeli forces on 3/20. Israeli forces also violently dispersed the weekly anti-settlement protests in Kafr Qaddum using live ammunition, rubber-coated bullets, and tear gas, injuring 6. One French activist was arrested during the protest. In East Jerusalem, a soccer tournament in Bayt Safafa was shut down by Israeli police, claiming that it was organized by the PA. In Gaza, Israeli forces attacked 2 Hamas posts east of al-Bureij refugee camp after shots allegedly were fired at Israeli soldiers near the Gaza fence, causing damage, but no injuries were reported. Israeli forces also fired live ammunition, tear gas, and rubber-coated bullets at protesters partaking in the weekly Great March of Return protests, injuring at least 46 Palestinians. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. According to Israeli sources, an incendiary balloon was found on a beach near Ashqelon in Israel. Israeli authorities announced that it would institute a week-long closure between 4/19 and 4/27 of entry points to Israel from Gaza and the West Bank for the celebration of Passover. In an interview with the Atlantic, the outgoing French ambassador to the U.S. Gérard Araud, in discussing the Trump administration’s “peace plan,” called Israel an apartheid state. He said, “They [Israel] have the West Bank, but at the same time they don’t have to make the painful decision about the Palestinians, really making them really, totally stateless or making them citizens of Israel. They won’t make them citizens of Israel. So they will have to make it official, which is we know the situation, which is an apartheid. There will be officially an apartheid state. . . . They are in fact already.” Araud also recounted a conversation between French president Emmanuel Macron and U.S. president Donald Trump, in which Trump said “I have given everything to the Israelis; the Israelis will have to give me something.” (AM 4/19; HA 4/24)

The U.S. envoy to the Middle East Jason Greenblatt rebuffed in a tweet speculations that part of the Trump administration’s “peace plan” includes transferring parts of Egypt’s Sinai to the Gaza Strip. (HA 4/19)

In the West Bank, Israeli forces gave evacuation notices for land seizure to several Palestinians in Bittir near Bethlehem and Halhul and Bayt Umar near Hebron. Israeli forces also gave notice to Palestinians in 7 villages in the Nablus area that 406 dunams (100 acres) will be seized by Israel for a settler-only road and 384 dunams (94 acres) for a military road in the northern Jordan Valley. In Hebron, several Palestinian students, a teacher, and a janitor suffered from tear gas inhalation when Israeli forces fired tear gas into the school yard. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. Israeli settlers also sealed the door to the Shaykh Makki Mosque in the Old City for a 3d time (2 previous sealings happened in March). An Israeli court released 5 Palestinians who had been detained since March but banned them from returning to their homes in Silwan for 30 days. Off the coast of Gaza, Israeli naval forces fired at Palestinian fishermen 3 nautical miles offshore from al-Sudaniyya. After the postponement of the Palestinian prisoners’ hunger strike reported on 4/7, Palestinian prisoners in Israeli jails started an open-ended hunger strike to protest their treatment by the Israelis. (HA, WAFA 4/8)

A French employee at the French consulate in Jerusalem was sentenced to 7 years in prison by an Israeli court for smuggling arms from Gaza to the West Bank. He confessed to having smuggled 30 guns, receiving $7,200 for his services. (HA 4/8; MEMO 4/9)

Russian president Vladimir Putin said weeks after U.S. president Donald Trump’s recognition of Israeli sovereignty of the Golan Heights that the U.S. change of policy is “a violation of the United Nations Security Council Resolutions.” (MNA 4/9)

In response to Israeli prime minister Benjamin Netanyahu’s comment on 4/6 that he would extend Israeli sovereignty to the West Bank, the Arab League’s assistant secretary-general Saeed Abu Ali said that such actions would lead to “dangerous repercussions” and called for an “immediate official investigation” by the International Criminal Court of “the ongoing settlement crimes in the Palestinian territories.” (MEMO 4/9)

In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. Prime Minister Netanyahu later tweeted on his Hebrew language account, “Thank you for the answer to another important request that serves the interests of our country and the region,” implying that the terror designation was made upon request by Netanyahu. In Gaza, Sarayat al-Shaykh Umar Hadid fighters fire a long-range rocket into Israel, announcing on Twitter that the rocket attack was retaliation for the IDF’s killing of a Palestinian on 9/22 in Hebron. The rocket is intercepted nr. Ashdod by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on 4 Hamas military sites in Gaza City and n. Gaza, causing damage. Tensions and violence in East Jerusalem and the West Bank continue to escalate. Israeli forces close Hebron’s al-Ibrahimi Mosque to Muslim worshippers and continue to enforce the restrictions on Palestinian access at Haram al-Sharif that were announced on 9/27, additionally closing all but 3 entrances to the sanctuary. Meanwhile, around 140 right-wing Jewish activists tour Haram al-Sharif. In confrontations outside the sanctuary, Israeli MK Jamal Zahalka (Joint List) verbally confronts several Israeli police officers (the incident is caught on tape and dispersed on social media), and the Israeli police arrest 3 Palestinian women. Elsewhere, Israeli forces arrest 10 Palestinians on raids in al-Tur, Issawiyya, and al-Thawri. An Israeli settler assaults a Palestinian in the Old City, causing minor injuries. Palestinians throw stones at a taxi in al-Tur, injuring 1 international tourist and sparking minor clashes with Israeli police. Israeli forces arrest 2 Palestinian women after they assault an Israeli family in the Muslim Quarter of the Old City. Palestinians throughout the West Bank conduct solidarity actions, halting most commercial and civil activity in Nablus and Jenin and protesting in Ramallah, Bethlehem, Hebron, and Tulkarm. Israeli forces violently disperse the protesters, injuring 1 foreign tourist and 18 Palestinians, including 3 with live ammunition. In Hebron, Palestinians throw rocks at international tourists, injuring 1 Japanese woman. Israeli forces conduct house searches and raids nr. In response to a petition filed by the Israeli nongovernmental organization Yesh Din, the Israeli govt. informs the High Court of Justice of its intention to authorize settlement outposts in the Shilo region nr. Ramallah, including Adi Ad and 3 other major outposts. Yesh Din’s petition called for the demolition of Adi Ad on the grounds that it was constructed without building permits on privately owned Palestinian land. (HA, TOI 9/30)

Sarayat al-Shaykh Umar Hadid, a small armed group in Gaza, fires 2 rockets into Israel, causing no damage or injuries. In a Twitter post, the group claims that the attack was revenge for Hamas’s killing of the leader of a small Islamist group on 6/2. Hours later, IAF jets launch air strikes on 3 or 4 vacant Hamas military sites nr. Gaza City and Khan Yunis. Earlier, IDF troops stationed on the border e. of Khan Yunis fire warning shots at a group of Palestinian farmers, moderately injuring 1. Off the coast nr. Gaza City, Israeli naval forces open fire on 2 Palestinian fishing boats, arrest 5 fishermen, and confiscate 1 boat. In the West Bank, IDF troops arrest 2 leaders of the PFLP and confiscate several computers from a govt. office during raids in Tulkarm and a nearby village. Late at night, the IDF conducts house searches and raids in Hebron and 1 nearby village, Tulkarm, 2 villages nr. Nablus, and 1 nr. Ramallah, arresting 10 Palestinians; patrols during the day in Tulkarm, 1 village and al-‘Arub r.c. nr. Hebron, and 1 village each nr. Jericho and Qalqilya.
