In the West Bank, Israeli settlers stole 1 residential tent and vandalized a fence in Khirbet Martaba. Israeli also settlers assaulted 2 Palestinian minors in Qusra, leading to the hospitalization of 1 of them. Israeli forces subsequently violently dispersed Palestinians in Qusra protesting the settler attack, injuring 22 with baton rounds and tear gas. Israeli forces also shot and injured 7 Palestinians with baton rounds during a raid in Jifna; others suffered tear-gas related injuries. 8 Palestinians were arrested during late-night raids in Silwad, Ras Karkar, Beit Fajjar, and al-‘Ain refugee camp. In East Jerusalem, dozens of Israeli settlers toured the Haram al-Sharif compound. Israeli forces assaulted and detained 4 Palestinians in the Old City. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. Hamas imposed a 16.5% tax on 24 products from the West Bank, including bottled water and soft drinks. PA economy minister Khaled al-Osaily called the new taxes “illegal and not permissible within the same nation.” (ALM 6/1)

Ghaida Rinawie Zoabi, who on 5/19 announced that she was leaving the Israeli government coalition, said she would resume supporting the coalition after meetings with foreign minister Yair Lapid and several mayors. Rinawie Zoabi’s reversal brought the government coalition back to an equal number of Knesset members to that of the opposition. Rinawie Zoabi told her colleagues on 5/19 that she was leaving the coalition due to Israeli attacks on Palestinians at the Haram al-Sharif compound and at the funeral for Al Jazeera journalist Shireen Abu Akleh. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. Iranian president Ebrahim Raisi said on 5/23 that the assassination is being investigated and that Iran will revenge the killing. The New York Times reported later, on 5/25, that Israel had told the U.S. that it was behind the assassination of Khodaei. Chairperson of the EU parliament’s relations with Palestine Manu Pineda was forced to cancel a trip to the occupied Palestinian territories with a group of other EU parliamentarians after Israel refused to allow him entry to Israel and his delegation access to Gaza. President of the EU parliament Roberta Metsola said on Twitter that she regretted the decision but that she would continue her visit to Israel. In the West Bank, Israeli settlers vandalized 47 olive trees near Burin. Israeli forces violently dispersed Palestinians protesting in East Jerusalem, Bethlehem, al-Ram, and al-Arub refugee camp against the planned settler march, causing tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in al-Bireh; no injuries were reported. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition by the separation wall in Jalama village. Israeli forces also delivered stop-work notices for 5 structures in Burqin and for a road near Sabastiyya. 3 Palestinians were arrested during late-night raids in Mirka and Jenin. In East Jerusalem, the new Israeli government allowed far-right Israelis and Israeli settlers, including MKs Itamar Ben-Gvir of Otzma Yehudit (Jewish Power) and Bezalel Smotrich of HaTzionut HaDatit (the Religious Zionist Party) to march through the Old City of Jerusalem, yelling “Death to Arabs” and “May your village burn down.” Israeli forces had forced Palestinian-owned stores in the Old City to close for the march. Member of the newly formed government coalition, Mansour Abbas Ra’am (United Arab List), said that the march was an “unrestrained provocation” and “incitement to violence.” In a tweet, the new Israeli foreign minister Yair Lapid condemned the racist slogans targeting Palestinians. Israeli forces violently dispersed Palestinians protesting the march, injuring 33, including 6 who were hospitalized, and arresting 17. Israel had also sealed parts of the Old City for entry of Palestinians. Prior to the march, Israeli settlers also toured the Haram al-Sharif compound. In Gaza, in response to Israel allowing the provocative march through the Old City, incendiary balloons sent from Gaza started some 20 fires in Israel. Israeli forces shot and injured 3 Palestinians protesting at the Gaza fence by Khuza‘a with live ammunition and arrested 3 who attempted to cross into Israel. Israeli forces also violently dispersed a Palestinian protester by the Gaza fence east of al-Showka, leading to tear-gas related injuries. 1 Palestinian succumbed to injuries sustained during the Israeli attacks in Bayt Hanun on 5/13 during the Israeli attacks on Gaza in mid-May, raising the comprehensive death toll since 5/10 from 265 to 266, including 67 children and 3 pregnant women. In the West Bank, Israeli forces shot and killed 2 Palestinians and critically injured a 3d after claiming that the 3 had opened fire at Israeli soldiers at an Israeli military installation near Jenin; no Israeli was reported injured. Israeli forces also assaulted Palestinian journalists trying to cover the incident and smashed 1 camera. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 1 with live ammunition; others suffered tear-gas related injuries. Israeli forces also raided the home of an alleged attacker in Turmus ‘Ayya and took measurements for a punitive demolition. 6 Palestinians were arrested, including 2 during late-night raids in and around Aida refugee camp and al-‘Arub refugee camp, and 4 at checkpoints in Qalandia and Nablus. In East Jerusalem, Israeli forces attacked Palestinians at the Haram al-Sharif compound, wounding 205 Palestinians, including 88 who were hospitalized and 3 who lost eyes; 17 Israeli police officers were also reported injured. The Kahanist lawmaker Itamar Ben-Gvir from the Otzma Jehudit (Jewish Power) party closed his makeshift office on the opposite side of the street from where Palestinians have been eating iftar meals in protest over Israeli threats of evicting Palestinian families in Shaykh Jarrah. Ben-Gvir said he closed the office after Israeli prime minister Benjamin Netanyahu had requested he do so. (HA 5/7)

Palestinians reported that information shared about Shaykh Jarrah had been censored by social media companies like Instagram and Twitter and in some instances, Palestinian accounts sharing information about Shaykh Jarrah had been closed by the companies. PA president Mahmoud Abbas condemned the Israeli aggression in Jerusalem, saying he has called on the PA ambassador to the UN to request an emergency session at the UN security council. (WAFA 5/7)

The U.S. issued a statement saying that the country “is extremely concerned about ongoing confrontations in Jerusalem, including the Haram al-Sharif/Temple Mount and in Sheikh Jarrah, which have reportedly resulted in scores of injured people . . . It is absolutely critical that all sides exercise restraint, refrain from provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount—in word and in practice.” The UN also warned Israel that forced evictions of Palestinians in East Jerusalem could amount to war crimes. U.S. senators Bernie Sanders (D-VT), Elizabeth Warren (D-MA), Chris Van Hollen (D-MD), and Chris Murphy (D-CT) and representatives Alexandria Ocasio-Cortez (D-NY), Gregory Meeks (D-NY), Andy Levin (D-MI), Pramila Jayapal (D-WA), and Ayanna Pressley (D-MA) called on Israel not to evict Palestinians from their homes in Shaykh Jarrah. Representatives Marie Newman (D-IL) and Mark Pocan (D-WI) circulated a letter in congress calling on secretary of state Antony Blinken to pressure Israel not to move forward with the eviction and to stop home demolitions in al-Bustan. In the West Bank, Israeli forces assaulted 1 77-year-old Palestinian man who refused to leave his land near Bayt Umar. Israeli forces also demolished 1 house, 1 retaining wall and a number of sheds in al-Walaja, and the foundations of 1 house in Bayt Jala. Elsewhere, Israeli forces leveled Palestinian land in Yanuh to expand a nearby settlement. Israeli forces also clashed with Palestinians during a late-night raid in Kaubar, leading to tear-gas related injuries. 8 Palestinians were arrested during raids in and around Qalandia, Tulkarm, Yatta, Nablus, and Beita. In East Jerusalem, 4 Palestinians were arrested during raids in al-Tur and Wadi Juz. In Gaza, Israeli forces opened fire on agricultural lands east of Khuza‘a; no injuries were reported. 1 Israeli soldier who had been missing since 11/10 was found dead near the Hizma checkpoint in the West Bank. Israel did not provide any further details. (HA 11/12)

The Israeli attorney general Avichai Mendelblit announced that Israel will freeze enforcement of the Kaminitz Law, which aims at punishing Israeli residents who build without a permit. While the law does not single out Palestinian-Israelis explicitly, it disproportionately effects Palestinian-Israelis because the time it takes to obtain a construction permit in Palestinian areas of Israel is much longer than in Israeli-Jewish areas. According to Haaretz, it is estimated that 50,000 Palestinian-owned houses in Israel are built without a permit. The freeze, which lasts until 2023, was seen as a win for the Joint Arab List whose politicians have been working with Israeli defense minister Benny Gantz and justice minister Avi Nissenkorn to get it through. Axios reported that U.S. secretary of state Mike Pompeo will visit Israeli settlements in the West Bank and Golan Heights. During his trip, Secretary Pompeo is scheduled to visit a settler winery in Psagot near al-Bireh, which announced it will make a new series of wine named after him. The winery is built on 80 dunams (20 acres) of privately-owned Palestinian land seized by Israel. Pompeo will be the 1st U.S. secretary of state to visit both the Golan Heights and West Bank settlements. Pompeo was also the 1st secretary of state to visit the Wailing Wall. PA prime minister Mohammad Shtayyeh said in a tweet, “[w]e deplore US Sec. of State Mike Pompeo’s intent to visit the illegal settlement of Psagot, built on lands belonging to Palestinian owners in Al-Bireh city, during his visit to Israel next week. The NYT reported that U.S. president Donald Trump, in a meeting with U.S. military officials, requested options for attacking Iran’s nuclear site in Natanz. According to NYT sources, he was ultimately dissuaded by the military officials not to launch an attack on Iran. (NYT, REU 11/16)

The prime minister of Pakistan Imran Khan said in an interview that the U.S. and at least 1 other unnamed country have been pressuring him to recognize Israel. Prime Minister Khan said he would not normalize relations with Israel until a peace agreement is made with Palestine. Khan, when pressed on what the 2d country was, said, “[l]eave this. There are things we cannot say.” (HA 11/17)

In the West Bank, Israeli forces shot 1 Palestinian near al-Fawar refugee camp; Israeli forces alleged that the man was wielding a knife when he was shot. Israeli forces also assaulted 1 minor near Jenin; he was taken to a hospital for treatment. 3 Palestinians were arrested trying to enter Israel near Jenin. In East Jerusalem, 6 Palestinians were arrested in al-Tur and the Old City. In Gaza, Israeli forces opened fire on Palestinian bird hunters northeast of al-Bureij; no injuries were reported. PA president Mahmoud Abbas congratulated president-elect Joe Biden on his victory in the 2020 U.S. presidential elections. In a statement, President Abbas said, “I look forward to working with the President-elect and his administration to strengthen the Palestinian-American relations and to achieve freedom, independence, justice and dignity for our people, as well as to work for peace, stability and security for all in our region and the world.” Israeli prime minister Benjamin Netanyahu also congratulated President-elect Biden in a tweet and immediately after, in another tweet, thanked President Donald Trump for “recognizing Jerusalem and the Golan, for standing up to Iran, for the historic peace accords and for bringing the American-Israeli alliance to unprecedented heights.” (HA, REU, Twitter, Twitter, WAFA, WAFA 11/8; HA, WAFA 11/9)

A delegation of Israeli settlers led by Yossi Dagan of the Samaria Regional Council met with Emirati businesspeople to promote their settler businesses. The settler business trip in the UAE is set to commence on 11/12. An aide to President Abbas called it “painful to witness Arab cooperation with one of the worst manifestations of aggression against the Palestinian people, which is the Israeli settlements on our land.” (AP, HA 11/11)

In the West Bank, 4 Palestinians were arrested during late-night raids in and around Nablus and Bayt Duqqu. During the raid in Bayt Duqqu, clashes erupted between Israeli forces and Palestinians; no injuries were reported. During the raid in Nablus, Israeli forces seized a vehicle and 2 computers. During a different late-night raid in Bayt Umar, Israeli forces seized 1 vehicle, 500 Jordanian Dinars ($700) and 3,500 NIS ($1,000). Israeli settlers attacked Palestinian vehicles traveling near the Homesh settlement, causing damage to 25 vehicles and injuries to Palestinians from shattered glass. Israeli settlers also attacked 2 Israeli police officers disguised as Palestinian technicians at the Bat Ayin settlement. The 2 settlers were arrested by the Israeli police officers. In Baghdad, Iraqi protesters attacked the U.S. embassy after funerals were held for the 25 members of Kata’ib Hezbollah who were killed in U.S. airstrikes in Iraq and Syria on 12/29. Protesters managed to enter the embassy compound and ignited several fires. It was reported that the U.S. ambassador and staff were evacuated from the embassy before the protesters entered the compound. U.S. forces remained inside the embassy throughout the attack. According to an Associated Press reporter, a loudspeaker urged the protesters to leave, saying “the message was delivered.” U.S. president Donald Trump said in a tweet that Iran orchestrated the attack on the U.S. embassy in Iraq and that he holds Iran “fully responsible.” As the events were unfolding, U.S. secretary of defense Mark Esper said that the U.S. was deploying some 750 additional troops to the Middle East. In the West Bank, 8 Palestinians were arrested, including 7 during late-night raids in and around Bayt Awa, Yatta, and Bethlehem; 1 at a flying checkpoint near Jenin. 1 Palestinian teenager was hospitalized after being beaten by Israeli forces during a daytime raid near Nablus. In East Jerusalem, 4 Palestinians were arrested during daytime raids in the Old City and Issawiyya. Israel’s defense minister Naftali Bennett ordered the “planning processes to be advanced” for new settler housing in Hebron. The plan includes development of a closed fruit and vegetable market for settler housing. According to Defense Minister Bennett, the new settlement housing “will create territorial continuation from the Cave of the Patriarchs [al-Ibrahimi Mosque] to the Avraham Avinu neighborhood, and double the number of Jewish residents in the city.” PLO’s secretary general Saeb Erakat said in a tweet that Bennett’s announcement was the “first tangible result of the U.S. decision to legitimize colonization,” referring to U.S. secretary of state Mike Pompeo’s announcement from 11/18 that the U.S. no longer considers the Israeli settlements in the West Bank illegal under international law. Defense Minister Bennett also sent a letter to the Palestinian municipal government of Hebron demanding consent for the demolition of the fruit and vegetable market, threatening that Bennett would start legal proceedings to lift the municipality’s protected status over the site. The Israeli cabinet approved an allocation of 40 million shekels ($11.5 million) for construction of 1st-aid stations and security in Israeli settlements in the West Bank. The chairperson of the Joint Arab List Ayman Odeh subsequently sent a letter to the Israeli attorney general demanding an examination of the constitutionality of the allocation, saying that the approval “raise[s] a grave suspicion of a budget allocation in exchange for a political favor.” (HA 12/1)

Israeli prime minister Benjamin Netanyahu and U.S. president Donald Trump spoke on the phone and, according to Prime Minister Netanyahu, the 2 discussed recognizing the Jordan Valley as Israel’s official eastern border in addition to a defense pact and Iran. (HA, TOI 12/2)

PA social development minister Ahmed Majdalani said that, “There will be no Palestinian participation in the Manama workshop,” and further stipulated that, “Any Palestinian who would take part would be nothing but a collaborator for the Americans and Israel.” The message came in response to the White House announcement that the economic component of U.S. president Donald Trump’s peace plan would be presented in Bahrain in June. PA prime minister Mohammed Shtayyeh said that, “The [Palestinian] cabinet wasn’t consulted about the reported workshop, neither over the content, nor the outcome nor timing.” (AJ, HA, WAFA 5/20)

Four hundred out of 535 members of the U.S. congress signed a letter to President Donald Trump calling on him to support Israel. The letter read, “With the region in flux, it remains critical that we reiterate to both friend and foe in the region that we continue to support Israel’s right to defend itself.” (HA 5/21)

Trump tweeted that, “If Iran wants to fight, that will be the official end of Iran. Never threaten the United States again!” Iranian foreign minister Javad Zarif called Trump’s tweet a genocidal taunt in a separate tweet. (HA 5/20)

In the West Bank, Israeli forces gave evacuation notices for land seizure to several Palestinians in Bittir near Bethlehem and Halhul and Bayt Umar near Hebron. Israeli forces also gave notice to Palestinians in 7 villages in the Nablus area that 406 dunams (100 acres) will be seized by Israel for a settler-only road and 384 dunams (94 acres) for a military road in the northern Jordan Valley. In Hebron, several Palestinian students, a teacher, and a janitor suffered from tear gas inhalation when Israeli forces fired tear gas into the school yard. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. Israeli settlers also sealed the door to the Shaykh Makki Mosque in the Old City for a 3d time (2 previous sealings happened in March). An Israeli court released 5 Palestinians who had been detained since March but banned them from returning to their homes in Silwan for 30 days. Off the coast of Gaza, Israeli naval forces fired at Palestinian fishermen 3 nautical miles offshore from al-Sudaniyya. Russian president Vladimir Putin said weeks after U.S. president Donald Trump’s recognition of Israeli sovereignty of the Golan Heights that the U.S. change of policy is “a violation of the United Nations Security Council Resolutions.” (MNA 4/9)

In response to Israeli prime minister Benjamin Netanyahu’s comment on 4/6 that he would extend Israeli sovereignty to the West Bank, the Arab League’s assistant secretary-general Saeed Abu Ali said that such actions would lead to “dangerous repercussions” and called for an “immediate official investigation” by the International Criminal Court of “the ongoing settlement crimes in the Palestinian territories.” (MEMO 4/9)

In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. Prime Minister Netanyahu later tweeted on his Hebrew language account, “Thank you for the answer to another important request that serves the interests of our country and the region,” implying that the terror designation was made upon request by Netanyahu. Pro-Israel groups (including the Anti-Defamation League [ADL] and American Jewish Committee [AJC]) publicly accuse the Center for American Progress (CAP; a Washington-based think tank seen as close to the Obama admin.) of “anti-Semitism,” citing several Twitter posts by CAP staffers to their private Twitter accounts referring to “Israel-firsters” (i.e., Americans who put Israel’s national interests before America’s) and accusing AIPAC of pushing the U.S. toward war with Iran. The ADL and AJC allege that the private Tweets are part of a “very troubling” pattern of “anti-Semitism and borderline anti-Semitism” at CAP. Former AIPAC spokesman Josh Block says that the pro-Israel groups went public with their complaints only after CAP officials ignored a compilation of CAP staffer’s writings and public statements that he quietly presented to them in 12/2011 that he said amounted to “outrageous vilification of pro-Israel Americans.” CAP says it is “baffled and appalled” by the charges. Some on the left of the pro-Israel spectrum, such as J Street, say the issue is overblown and they suspect that it is being brought forward now “to shut down needed policy debates,” cautioning groups such as the ADL and AJC to “tread lightly” with accusations of anti-Semitism or “people won’t take you seriously.”(WP 1/20)
