Israeli forces also shoot and kill a Palestinian child in ‘Azzun. Elsewhere, Israeli forces issue demolition notices for a house and an agricultural structure in Khillet al-Farra in the Masafer Yatta area. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. Israeli authorities force a Palestinian family to demolish their 3-story apartment building in at-Tur, displacing 5 families comprising 23 people. In Gaza, Israeli forces bomb Nuseirat refugee camp, Gaza City, Rafah, Dayr al-Balah, and Khan Yunis, killing at least 118 people, including 12 at a square in Nuseirat refugee camp, 22 in a home in Nuseirat refugee camp, 25 in a home in Dayr al-Balah, and 2 at a Doctors Without Borders shelter for staff members and their families in Khan Yunis. 8 patients die due to a lack of power and oxygen and 21 people are evacuated from the Nasser Hospital in Khan Yunis. In Lebanon, Israeli forces bomb Majdal Zoun, killing a woman and a child. Hezbollah militants fire rockets at Israeli military bases in Metila and Matzuva. In Syria, Israeli forces bomb Damascus, killing 2 people in an apartment building. In Yemen, U.S. forces attack 4 Houthi-related sites. More than 29,313 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 69,333 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 395 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 101 children. More than 4,528 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 235 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. Khaled Shawish becomes the ninth Palestinian prisoner to die in an Israeli prison since 10/7/2023. 53-year-old Shawish had been imprisoned by Israeli since 2007. 20 lawyers representing Palestinians at the Ofer military court announce a strike, citing poor treatment of Palestinian prisoners and defense lawyers, including beatings of prisoners on their way to court and searches of lawyers entering Israeli facilities. UNOCHA reports that around 4,000 Palestinians were displaced in the West Bank and East Jerusalem in 2023, including 1,326 from demolition of which 173 were from punitive demolitions, 911 during Israeli military operations which destroyed 220 structures, 1,539 from settler violence, and 200 due to movement restrictions in the Masafer Yatta area. The Israeli-run Jerusalem District Attorney’s Office announces that it will prosecute the head of the Supreme Islamic Council in Jerusalem Ekrima Sa’id Sabri for incitement to terrorism, saying he visited families of Palestinians who carried out attacks on Israelis in October 2022. (HA 2/21)

Israeli military advocate general Yifat Tomer-Yerushalmi issues a warning to Israeli soldiers that “improper conduct” including unjustified use of force, destruction of property, and looting are criminal actions. PA prime minister Mohammed Shtayyeh meets with UN special coordinator for the Middle East peace process Tor Wennesland, EU representative to Palestine Alexandre Stutzman, and World Bank country director for the West Bank and Gaza Stefan Emblad in Ramallah, discussing the need for an immediate ceasefire in Gaza, long-term aid for rebuilding Gaza, and the PA’s financial crisis. At the third day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, the U.S. argues that the ICJ should not order the unconditional withdrawal of Israeli forces from occupied territories without security guarantees. Hungary similarly says the ICJ should not exercise its jurisdiction. Colombia, the Comoros, Cuba, Egypt, the UAE, Russia, France, the Gambia, and Guyana also present arguments. UK House of Commons speaker Lindsay Hoyle breaks with precedent by allowing the Labour Party to introduce its own amendment to a motion introduced by the Scottish National Party (SNP) calling for a ceasefire. The Labour Party amendment waters down the language of the SNP motion, removes language criticizing Israel, and adds language defending its conduct. The UK High Court of Justice rejects a petition to suspend UK arms exports to Israel. The Guardian reports that the UK is considering suspending arms export licenses to Israel if Israel invades Rafah. (AJ, GDN 2/21)

A video from 2/15 shows U.S. congressman Andy Ogles (R-TN) telling a pro-Palestinian activist that “I think we should kill them all if that makes you feel better. Hamas and the Palestinians have been attacking Israel for 20 years. It is time to pay the piper.” (AJ, HA 2/21)

The Wall Street Journal reports that the U.S. intelligence community has assessed with “low confidence” that some UNRWA staffers took part in Operation Al-Aqsa Flood, suggesting that the U.S. has not seen corroborating evidence. (HA 2/21; AJ 2/22)

The European Broadcasting Union says it is reviewing the lyrics of the Israeli song submitted to the Eurovision contest to examine if it is too political. The song is titled “October Rain” and is about events on 10/7/2023 and its aftermath. The Israeli contestant, Russian Israeli singer Eden Golan, performed in Russian-annexed Crimea in 2016. In the West Bank, Israeli forces injured 2 Palestinians with stun grenade shrapnel during a raid in ‘Aqabat Jaber refugee camp. Israeli forces also shot and injured 3 Palestinians, including 1 minor, during a raid in al-Arroub refugee camp. 17 Palestinians were arrested during late-night raids in Hebron, Dura, Sa’ir, Beit Umar, Beit Kahel, Surif, ‘Azzun, Jenin, and Aqabat Jaber refugee camp. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Jabel Mukaber and Biddu. 10 Palestinians were killed and dozens injured during fighting in Ain al-Hilweh refugee camp in Lebanon over the weekend. Fighting reignited on 9/7 after a month of relative quiet. A ceasefire was declared later in the day after Lebanese general Elias al-Baysari met with members of Palestinian factions at his office in Beirut. (AJ, ALM, AP, REU 9/11)

The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. The Hebron Strip, of which 2/3 is in East Jerusalem, will have 3,500 housing units, a hotel, and a commercial area. (PCN 9/8; HA 9/11)

Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. The Israeli broadcaster Kan reported that the Israeli military had admitted to mistakenly shooting 3 Palestinians during a raid in Jenin on 8/28, injuring the 3, including 1 who is now a paraplegic. Haaretz reported that Israeli police had banned vendors in the Old City of Jerusalem from selling t-shirts featuring the Palestinian flag, the Palestinian key, and other Palestinian symbols and slogans. (HA 9/11; MEMO 9/12)

4 Palestinian border police officers were sentenced to between 4 years in prison and community service for attacking and robbing Palestinians entering Israel via a hole in the separation wall south of Hebron. (HA 9/11; MEMO 9/12)

Israel’s Interior Ministry said that Palestinian Americans living in Gaza who are not considered a security threat by Israel will be able to enter Israel on a B2 tourist visa and use Israeli airports. First-degree Palestinian American relatives of people living in Gaza will also be allowed to visit Gaza for up to 90 days once a year. The policy change was part of Israel’s efforts to be admitted to the U.S. Visa Waiver program. (MEE, MEMO, REU 9/11)

U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf met with Israeli officials, reportedly discussing Palestinian demands related to the Israel-Saudi normalization deal. Israeli national security advisor Tzachi Hanegbi said at a conference at Reichman University that he is in talks with the PA about their demands but had threatened that if the PA approach the ICJ Israel will sever security and political ties. More than 20,000 people were feared dead after a storm broke 2 dams near the eastern Libyan city of Derma. At least 23 Palestinians died in the flood. The PA’s Emergency Intervention and Response Team arrived in Libya on 9/13 to assist with finding survivors. The storm also caused flooding in Gaza, damaging infrastructure and homes. In the West Bank, Israeli settlers threw stones and bottles at Palestinian vehicles traveling near Ya’bad. Israeli forces shot and killed 2 Palestinians, including 1 minor, during a raid in Aqabat Jaber refugee camp. Israeli forces also shot and critically wounded 1 Palestinian while escorting Israeli settlers to Joseph’s Tomb in Nablus; the man succumbed to his wounds on 8/19. Meanwhile, Israeli forces shot and wounded 1 Palestinian at a checkpoint in Huwwara, claiming he had opened fire at the soldiers. Israeli forces also arrested 2 Palestinians, including 1 minor, in Burqa; they were then charged with throwing stones at Israeli settlers when the settlers raided Burqa on 8/4. Elsewhere, Israeli forces demolished a park in Qarawat Bani Hassan, razing 40 trees, removing artificial turf, benches, solar panels, and light poles. Israel claimed that Palestinian militants attempted to launch a rocket at Israel from the northern part of the West Bank, but that the rocket launch had failed. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces arrested 1 Palestinian man suspected of drug offenses in Shu’fat refugee camp; he was then severely beaten and imprinted with a Star of David under his eye. None of the 16 Border Police officers had their body camaras on and Israeli police claimed the Star of David imprint was caused by shoelaces. The Palestinian man was released from custody on 8/20. Off the coast of Gaza, Israeli naval forces arrested 2 Palestinian fishermen and seized their boat. An Israeli court sentenced Palestinian activist Aya Khatib to 4-years in prison claiming she provided “information with the aim of harming state security” and that funds she raised were given to families that are connected to Hamas. Khatib called the ruling unjust, saying her work benefits Palestinian children in Gaza suffering from medical issues. (MEE 8/15)

The Jerusalem District Court released Yehiel Indore, the main suspect of the settler attack on Burqa on 8/4 where 1 Palestinian was killed, to house arrest. (AP, HA 8/15)

Israeli foreign minister Eli Cohen met with Paraguayan president Santiago Peña in Asunción hours after he was sworn in to office. The Paraguayan Foreign Ministry announced that Peña will move the country’s embassy to Israel to Jerusalem. In 2018, the then Paraguayan president Horacio Cartes moved the Paraguayan embassy to Jerusalem from Tel Aviv before his successor Mario Abdo Benítez moved the embassy back to Tel Aviv months later, prompting Israel to close its embassy to Paraguay. Japan donated $1 million to UNRWA to help Jenin refugee camp recover from the 2-day Israeli raid on the camp in July. The EU donated $24 million for payments to 71,162 vulnerable Palestinian families. (WAFA, WAFA 8/15)

In the West Bank, Israeli settlers set up mobile homes on Palestinian-owned land in Burin. Israeli settlers also vandalized a water pipeline in Khirbat Tana. Elsewhere, Israeli settlers raided Yatma, attacking Palestinians. Israeli forces demolished 4 buildings in the Baladim settlement outpost near Ein Samia. The demolitions were approved by the Settlement Administration in the Defense Ministry. Israeli forces also forced a disabled Palestinian out of his car and seized the car, specially made for his needs, leaving him in a wheelchair at a checkpoint south of Ramallah. Elsewhere, Israeli forces demolished agricultural structures and razed land planted with 120 olive tree saplings in Beit Sira. 8 Palestinians were arrested during late-night raids in Jalazun refugee camp, Birzeit, Qabatiya, and Hebron. PA forces in Jenin arrested several Palestinians and seized weapons. In East Jerusalem, Israel forces made 1 Palestinian family demolish their own home in Musrara. In Gaza, Hamas said it had seized an Israeli drone that crashed near Gaza City after malfunctioning. The Israeli-run Jerusalem District Court rejected an appeal that would have seen the Israeli settler Yehiel Indore released from custody. Indore is the main suspect in the killing of Palestinian Qosai Jammal Mi’tanin on 8/4 in Burqa. An Israeli police representative told the court that Indore’s claim of acting in self-defense is unlikely to hold merit. (HA 8/14)

Maps released by the Israeli Civil Administration showed that the official boundaries of the Israeli settlement outposts Asael and Avigail, which had been retroactively authorized by Israel in February, had expanded significantly in recent months. The Asael settlement outpost had expanded 18 times while the Avigail outpost had expanded 2.5 times. Both outposts are located in the South Hebron Hills. 10 other settlement outposts retroactively authorized in February will have their new boundaries published in the coming weeks. (HA 8/16)

PA president Mahmoud Abbas, Jordanian king Abdullah II, and Egyptian president Abdel Fattah al-Sisi condemned Israel for fueling violence in East Jerusalem and the West Bank after the 3 leaders met in El Alamein, Egypt. Islamic Jihad and Fatah issued a joint statement saying Islamic Jihad political bureau member Khaled al-Batsh and Fatah central committee member Ahmad Halas discussed reconciliation between the two groups in Gaza. (ALM, JP 8/15)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara, injuring 1 and causing damage. Israeli settlers also vandalized citrus and almond trees and other property near Kafr ad-Dik. Israeli forces shot and killed 1 Palestinian man after he shot and killed an Israeli soldier near the Kedumim settlement, west of Jit. Hamas claimed responsibility for the killing of the soldier, citing Israel’s massive attack on Jenin on 7/3 and 7/4. Israeli forces also razed a road and seized a tent and a vehicle near Duma. Elsewhere, Israeli forces opened fire at a Palestinian vehicle traveling near Haris, causing damage. Israeli forces also demolished 2 residential structures in Wadi Abu Hindi, displacing 13 Palestinians. 7 Palestinians were arrested during late-night raids in Ramallah, Kafr Ni’ma, Silat ad-Dhahr, Tura, Yatta, and Qalqilya. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Silwan and al-Eizariya. The Jerusalem District Court acquitted an Israeli police officer for the killing of the 32-year-old autistic Palestinian man Eyad al-Hallaq who was shot and killed in East Jerusalem on 5/30/2020. Al-Hallaq’s parents called the acquittal a “disgrace.” The police officer was subsequently reinstated and send on a commanders’ course. The police officer ignored al-Hallaq’s counselor who told him that al-Hallaq had special needs. After the acquittal, Israeli national security minister Itamar Ben-Gvir was filmed calling al-Hallaq’s mother a terrorist when she confronted him outside of the court. The Jenin Brigades issued a statement saying “[i]t is heart-breaking that we are being fatally stabbed in the back by our own people, the PA security services, which committed an act on Tuesday that no fighter or defender of this land would accept,” referring to a PA arrest of 2 Palestinians who were wanted by Israel. The UAE said it would donate $15 million to UNRWA and Algeria said it would donate $30 million to the PA to help rebuilt Jenin refugee camp after the 2-day long Israeli invasion of the camp on 7/4 and 7/5, which caused wide-spread damage to Palestinian property. (ALM, AP, HA, WAFA 7/6; HA, NA 7/8)

New Hampshire governor Chris Sununu signed an anti-BDS executive order barring the state from investing in companies that boycott Israel. The executive order was signed at a ceremony attended by Israeli ambassador to the UN Gilad Erdan. (MDW, MEE 7/7)

In the West Bank, Israeli settlers threw stones and other objects at Palestinian vehicles near al-Mughayyir, causing 1 Palestinian driver to lose control of his car, injuring him and his son. The driver was flown to a hospital and was said to be in critical condition. Israeli settlers also threw stones at Palestinian vehicles near Duma, causing damage. Elsewhere, Israeli settlers threw stones and opened fire on Palestinians near Burqa; no injuries were reported. 6 Palestinians were arrested during raids in Jalazun refugee camp, Bayt Rima, Zeita, and Deir Sharaf; Israeli forces injured 3 Palestinians with rubber-coated bullets during the raid in Jalazun refugee camp. In East Jerusalem, Israeli forces arrested the deputy director of Islamic Waqf, Sheikh Najeh Bakirat, at the Haram al-Sharif compound; Bakirat was later released on 11/28 on the condition that he does not visit the Haram al-Sharif compound for 20 days and the West Bank for 30 days. 2 others were arrested during late-night raids in Silwan and Jabal Mukaber. In Gaza, Israeli forces made incursions and leveled land. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. The Jerusalem district planning and building committee advanced plans for a new settlement in East Jerusalem at the abandoned Qalandia Airport, called Atarot airport by Israel. The plan entails 9,000 new settler units intended for ultra-Orthodox Jews. It was later reported that the Israeli government told the U.S. that it would not advance plans for the settlement and had explained that the committee’s work is independent of the government. Israel said it would allow 500 Christians living in Gaza—about half of Gaza’s Christian population—to enter Jerusalem and the West Bank for Christmas celebrations. Additionally, 200 Christians in Gaza will be allowed to travel to Jordan for journeys abroad. (HA 11/25)

Israel transferred 1 Palestinian prisoner to a prison hospital in Ramle. The man has been on hunger strike for 47 days to protest his administrative detention. (MEMO 11/25)

The Israeli supreme court rejected an appeal from a Palestinian man whose 3 daughters and 1 niece were killed when Israeli tanks fired shells at his apartment in Gaza in 2009. The court held that the Israeli military is not liable for wartime actions, including killings of civilians. (AP, HA, MEMO 11/24)

According to Syrian media, Israeli air strikes killed 2 civilians and injured 1 civilian and 6 soldiers in the Homs region. According to Syrian officials, Israeli fighter jets fired the missiles from Lebanese air space. (AJ, AP, HA, JP, TOI 11/24)

Israel’s defense minister Benny Gantz met with his Moroccan counterpart Abdellatif Loudiyi in Morocco, signing a memorandum of understanding (MoU) for joint intelligence sharing, research, and military training. Morocco announced on 11/22 that its military had bought anti-drone systems from the Israeli company Skylock Dome. The PLO executive committee condemned the MoU, saying it contravenes agreements made at Arab League summits and the Area Peace initiative. The PFLP and Hamas also publicly condemned Morocco for inviting Defense Minister Gantz. Israeli newspaper Calcalist reported that the Israeli government had limited the number of countries that can buy Israeli-made cyber technology, from 102 to 37. Among the countries said to be excluded are Mexico, Morocco, Saudi Arabia, and the UAE. The report follows a decision by the U.S. to place bans on 2 Israeli spyware companies earlier this month. Australia announced that it intends to add all Hezbollah entities as terrorist organization. Australia added Hezbollah’s External Security Organization as a terrorist organization in 2003. In the West Bank, 1 Israeli settler struck and killed 1 Palestinian woman with their car near al-Samu’; it was unclear if the settler had rammed the woman intentionally. Israeli settlers with military escort raided Kafr Haris and Sabastiyya, closing off areas of both towns for Palestinians. Israeli forces issued demolition orders against 64 Palestinian-owned structures in Ras al-Ahmar. Hamas declared a total lockdown of Gaza to curb the COVID-19 virus, which has been spreading at unprecedented levels. The lockdown will last until the morning of 4/16. Only food vendors and pharmacies will be allowed to remain open. In the 24 hours before the announcement, 6 people had succumbed to the virus in Gaza and 38 percent of tests were positive. 150 people were receiving care for the illness at a hospital. (HA 4/7)

An Israeli planning commission approved 540 new settlement units in Har Homa in East Jerusalem between the city and Bethlehem. The Jerusalem District Planning Committee will need to give the final approval to 540 units on 4/21. The PA condemned the decision. (HA, WAFA 4/7; MEMO, TOI 4/8)

Right-wing Israeli politician and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich wrote on Twitter, “I heard that after Rabbi Shmuel Eliyahu, may he live a long life, said that a true Muslim must know that the Land of Israel belongs to the Jewish People, Ahmad Tibi opened his mouth against him. So, Ahmad, a true Muslim must know that the Land of Israel belongs to the Jewish people, and over time Arabs like you, who do not recognize that, will not remain here. Rabbi Shmuel and tens of thousands of his students, including us, will make sure that happens.” Smotrich’s comments about Palestinian-Israeli politician Ahmad Tibi drew condemnation from pro-Israel organizations in the U.S., including the Anti-Defamation League and AIPAC offshoot Democratic Majority for Israel. Jordanian king Abdullah II said that “the sedition has been buried,” in reference to the alleged plot against him from 4/3, where his half-brother Prince Hamzah bin Hussein was placed under house arrest for steering the plot. The U.S. announced that it will resume providing aid to the UNRWA, which has been cut since 2018. In its 1st aid package, the U.S. will provide $150 million to the UNRWA, $75 million in economic and development assistance to the West Bank and Gaza, and $10 million for “peacebuilding programs” through the USAID. The U.S. also sent $15 million in assistance to the West Bank and Gaza to help with their COVID-19 response in March. The Israeli ambassador to the U.S. Gilad Erdan condemned the U.S. decision to resume aid to UNRWA, saying that Palestinian refugees are not “real” refugees. Axios reported that the U.S. has asked Israel to provide the water to Jordan it requested last month, but that Israel is said to withholding due to prime minister Benjamin Netanyahu’s personal feud with King Abdullah II, which has been growing in recent months and straining the 2 countries’ relationship. Qatar’s Gaza Reconstruction Committee announces that it plans to provide temporary support 50,000 Gazans families. Each family is set to receive approximately $100 in the “next few days,” according to a statement from the committee. Separately, Hamas announces a series of large infrastructure projects in Gaza, including 1 set to create 10,000 jobs for university graduates. The Jerusalem District Planning and Building Committee approves a plan to expand East Jerusalem’s Ramat Shlomo settlement with 640 new housing units, some of which are set to be built on Palestinian-owned land. “It’s very disappointing that the district committee relied on formalistic reasons to approve a step that violates the property rights of Palestinian landowners through and through,” says a researcher with the anti-settlement group Ir Amim. “This decision is additional proof that Israeli control in East Jerusalem means a regime based on serious discrimination.” (HA 11/7)

Syria’s Deputy Foreign Minister Faisal Mekdad says that the Syrian government has a plan for the “return” of Palestinian refugees to the Yarmouk refugee camp now that government forces have retaken control of the area. Yarmouk was home to approximately 160,000 Palestinian refugees prior to the Syrian civil war in 2011. Very few are still living there today. (AFP, TOI 11/7; EI 11/10)

Israeli forces punitively demolish the Ramallah-area home of the Palestinian who killed an Israeli settler and injured 2 others in an alleged stabbing attack in the nearby Adam settlement on 7/26. The demolition sparks minor clashes with Palestinian residents of Kobar village, where the home is located; no injuries are reported. Elsewhere in the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area. Amid the clashes, IDF troops open fire on Palestinians in a vehicle allegedly speeding towards their position; 5 Palestinians are injured (2 seriously). IDF raids near Ramallah spark additional clashes; 1 Palestinian is injured and a Palestinian journalist is arrested. IDF troops arrest 17 more Palestinians, assault and injure 1, and issue 1 arrest summons during late-night raids in and around Ramallah, Jenin, Bethlehem, Hebron, Nablus; and patrol near Hebron and Tulkarm. The Jerusalem District Court rules that the Mitzpeh Kramim settlement outpost in the West Bank can be retroactively authorized, setting a precedent that could allow for the authorization of other illegal outposts that were established “in good faith” and with government support. Israel’s Civil Administration previously stated that it approved the construction of the outpost in 1999 based on erroneous mapping of the area. Israeli NGO Peace Now responds, “It is absurd to attribute ‘good faith’ to the settlers of an illegal outpost whose homes were built illegally and without permits on private Palestinians land, because of a ‘mistake’ made by the authorities in allocating the land.” (HA, YA 8/29)

With Egypt-mediated negotiations in Cairo ongoing, Hamas releases a statement affirming that there is a “national consensus” among the Palestinians in favor of a long-term cease-fire agreement with Israel and criticizing PA president Mahmoud Abbas for undermining the indirect talks toward a deal. Republicans vote against the nomination of Chuck Hagel as defense secretary in a 58–40 vote in the Senate, delaying his approval and provoking Democrats’ anger at what they claim is an unprecedented filibuster.
