The Palestine Chronology

During an undisclosed operation in southern Gaza, undercover Israeli special forces open fire on Hamas fighters from a moving car in Khuza‘a, sparking an exchange of heavy fire; 1 Israeli soldier and 1 Hamas fighter are killed and another Israeli soldier is critically injured. While the Israeli special forces are still in Gaza, the Israeli Air Force targets armed Palestinian fighters near Khuza‘a with a number of air strikes, killing 6, including a senior member of Hamas’s military wing. After the strikes, unidentified Palestinians launch at least 17 rockets and other projectiles into southern Israel. Three are intercepted by the Iron Dome missile defense system; the rest land in open areas, causing no damage or injuries. Israeli artillery and aircraft then strike more than 50 sites across Gaza, causing dozens of Palestinian injuries and extensive damage. Separately, dozens of right-wing Israeli activists block the road leading to the Kerem Shalom border crossing, preventing trucks bearing basic commodities and fuel to enter Gaza for hours in protest of the violence at the border protests on 11/9. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, IDF troops violently disperse dozens of Palestinian students at a rally commemorating the late Palestinian leader Yasir Arafat in Hebron; there are no reported injuries. They also arrest 5 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Hebron, Tulkarm, and Bethlehem; deliver stop-work orders to a Palestinian school under renovation in Hebron; and patrol in and around Qalqilya and Hebron. Off the coast of the Gaza Strip nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats, causing severe damage but no injuries. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Ramallah and 1 village nr. Hebron; patrols in Salfit and 2 nearby villages, as well as 2 villages and al-Fawar r.c. nr. Hebron. Meanwhile, 1,000s of Palestinians march in Bethlehem to mark 2 anniversaries: the death of Yasir Arafat, as well as the signing of the Palestinian declaration of independence in 1988. In the Galilee, Druze and Muslim Palestinians clash in Abu Snan, leaving 37 injured. Israel’s Jerusalem municipality approves construction of 2,500 new housing units in Gilo settlement. Also in East Jerusalem, the IDF demolishes 5 residential tents and 5 sheds in the Arab al-Jahalin bedouin community e. of Jerusalem. In the West Bank, the IDF demolishes 5 wells and water and electricity networks in Bayt Qad village nr. Jenin (marking the 1st Israeli demolition in Area B in 2012). The IDF also patrols in 3 villages nr. Ramallah and 1 each nr. Jericho and Salfit in the morning; in Qalqilya and 1 nearby village, and in 1 village each nr. Jericho and Ramallah in the afternoon; and in 1 village each nr. Jenin, Qalqilya, and Ramallah late at night. Jewish settlers fr. Eliezer settlement nr. Bethlehem steal fencing surrounding a plot of nearby Palestinian crop land, leaving leaflets taking credit for the action signed by the ‘‘Green Helmets.’’ In Gaza, 1 Palestinian is killed and 1 is injured in a smuggling tunnel collapse on the Rafah border. A Palestinian court convicts Muhammad Rashid, the former economic adviser to late PA pres. Yasir Arafat and political ally to Abbas adversary Muhammad Dahlan, of embezzling millions of dollars in public funds during Arafat’s rule. Rashid had been charged in 4/2012 by an independent Palestinian anticorruption commission created in 2010. While few if any Palestinians thought that Rashid (who has lived abroad for years and was convicted in absentia) was innocent, many saw the case against him as, in the words of Palestinian analyst Hani al-Masri (WP 6/21), ‘‘a reaction to a political dispute [with Abbas], not a continuous fight against corruption.’’ Other critics noted (WP 6/21) that the commission had been selective about the cases it chose to investigate, and that of the more than 80 cases it had investigated, few had led to charges against senior officials. After a wk.'s delay, Bush gives a major speech outlining the new U.S. policy toward the peace process. Without mentioning Israel's military escalations, Bush says in effect that the Palestinians must remove Arafat and create a Western-style democracy before the peace process can move forward. The U.S. halts direct dealings with Arafat. Bush's decision to call for Arafat's ouster was reportedly influenced heavily by an Israeli intelligence report he received last wk. In a New York Times op-ed, Arafat outlines the Palestinians' vision of peace as a 2-state solution, with an independent Palestinian state in all of the West Bank and Gaza, and a secure Israel within its 1967 borders. He also affirms that any solution to the refugee issue must consider Israel's demographic concerns and denounces "attacks carried out by terrorist groups against Israeli civilians." Israel says it will ease travel of Christian pilgrims (fr. the territories, Israel, abroad) to Bethlehem but says Arafat still may not leave Ramallah. The IDF conducts arrest raids in the PA-controlled section of Hebron (arresting 8 Palestinians) and in Rafah (occupying 6 Palestinian homes); fires on residential areas of Nablus. In Ramallah, the IDF fires tear gas, sound grenades, rubber bullets at 1,000s of Palestinians and 350 foreign peace activists protesting the Israeli siege, injuring 15 Palestinians, 10 foreigners. The IDF pulls out of Bayt Rima. Heavy clashes continue in Bethlehem and Tulkarm, leaving a total of 5 Palestinians dead, including a Hamas mbr. killed by an IDF sniper in Bethlehem. The IDF also shells residential areas of Rafah; bulldozes a Palestinian home in Dayr al-Balah; conducts an arrest raid in Jinin. Sharon briefs his cabinet on U.S. demands for Israel to withdraw fr. areas A. Afterward, he reiterates that the IDF will only pull back if the PA adheres to stringent cease-fire demands, including the arrest and extradition of "terrorists." The cabinet declares that Israel "reserves the right to freedom of activity." In response, the U.S. convenes the trilateral security comm., and envoys fr. the EU, Russia, the UN, and the U.S. meet with Arafat. After the PA pledges that areas A would not be used as staging areas for attacks on Israel after a withdrawal, Israel agrees to begin pulling out of reoccupied Palestinian towns by 10/28. The U.S. strongly condemns Israel's recent incursions into Palestinian towns, calls for Israel's immediate withdrawal. The EU, Russia, UN, and U.S. send a delegation of senior envoys to meet with Arafat to urge him to "address Israel's security concerns," to make "absolutely certain" that the PA arrests those responsible for the Ze'evi assassination. Meanwhile, the IDF has entered or surrounded and cut off every major Palestinian population center in the West Bank. Fighting is especially heavy in Bethlehem. In East Jerusalem, a Palestinian opens fire on Jewish settlers in Talpiot settlement, wounding 4 before being shot dead by the IDF. In an apparent assassination, wanted Izzeddine al-Qassam mbr. Ayman Abu Halawih is killed, his 3 passengers are injured when his car explodes in Nablus. A 3d Palestinian is fatally shot by IDF troops nr. Tulkarm. A 4th Palestinian dies of injuries received on 10/21. A Palestinian woman in labor is denied passage through an IDF checkpoint to a Bethlehem hospital; she gives birth at the crossing, the baby dies. A Palestinian, detained since 10/18, dies in PA General Intelligence custody; the PA claims he committed suicide. The IDF bulldozes land in Rafah, demolishing 4 Palestinian homes, at least 9 stores. As Israeli-Palestinian clashes continue, 2 Jewish settler teenagers (1 of whom is a dual U.S.-Israeli citizen) are found beaten to death in a cave nr. Bethlehem; the pair have been missing since 5/8. Sharon calls the murders a "new escalation," blames the PA. The IDF detains 15 Palestinians for questioning. YESHA settlers council says the proper response is to accelerate settlement construction, declare Arafat an enemy of the state, bring down the PA. The IDF makes 4 incursions into PA-controlled territory: sending bulldozers covered by tanks into Rafah to demolish a Palestinian home, shell a PSF post; bulldozing Palestinian land nr. Occupied Palestine/Israel: Shin Bet agents arrest 10 prominent Palestinians in W. Bank, Gaza Strip, and Jerusalem; 4 are released after questioning [CSM 1/15]. At press conference in Jerusalem, Gabi Baramki, acting pres. of Birzeit U., Sari Nusaybah, BZU professor, and Rev. 'Awdah Rantisi, deposed mayor of Ramallah, present list of 14 Palestinian demands [FJ 1/17]. Commercial strike continues in most cities and towns although some stores open briefly [FJ 1/17].

Arab World: PLO Chairman Yasir Arafat says he would recognize Israel's righto exist if Israel and U.S. would agree to an international conference with PLO participation [LAT, CSM 1/15].

Other Countries: U.S. abstains in UN Security Council vote calling on Israel to cancel deportations of 5 Palestinians and to allow return of 4 Palestinians deported 1/13 [NYT, WP 1/15].

Military Action

Occupied Palestine/Israel: Demonstrators in Hebron barricade roads, throw stones [CSM 1/15]. In Nusayrat camp, demonstrators protest arrest of 5 camp residents; soldiers respond with tear gas; 1 Palestinian dies from gas. Violent clashes between Palestinian demonstrators and Israeli troops also take place in 'Abasan and Bani Suhaylah. New detention camp (Ansar 4) and large military camp have been erected in Rafah. Siege of refugee camps continues. Many injuries are reported in Beach camp after army raid [FJ 1/17]. At least 13 camps are under curfew. Israel Radio reports 1 Palestinian isshot, killed in clash with troops in Ramallah. Numerous demonstrations are reported in the W. Bank and E. Jerusalem. Most are dispersed with tear gas, rubber bullets; live ammunition in Qalqiliyyah, Tulkarm, and Tubas.
